represented by JOSE ISONG, et al. by counsel and unto this Honorable Hearing Office, most
respectfully manifest, that:

1. The representative of Samahang Magkakapitbahay ng Santa Maria, Inc., in the person of its
President, Jose B. Isong, expired on August 08, 2018; a copy of his death certificate is
hereto attached as Annex “A” and is made integral part hereof;
2. That the actual residents of Bangias Manuyo I, Las Pinas City and covered by Survey
Authority over Lot 33173 SWO-00-001691 would like to convey that Melencio Ramos who
likewise expired already is now represented by his widow, NENITA V. RAMOS. She
formally executed an Statement of Authority as Representative of Melencio O Ramos in
that she is taking over the case of her husband, Melencio Ramos. Said document has been
filed with this Office and has now formed part of the records of the case and is hereto
attached as Annex “B”;
3. In the case Bienvenido Bernardo, he is not a party in the case and while his name was
included as co-complainant, he is not a party in interest in this case because he is not an
actual occupant within the area under which this application for titling is being pursued. We
have attached a Manifesto or Petition to drop the name of Bienvenido Bernardo from the case
as his inclusion in the case is only delaying the speedy disposition of the titling of more than
126 actual occupants of the lot as this case had dragged on for more than 10 years already. A
copy of the Manifesto of the Residents or Petition To Drop the Bienvenido Bernardo is
hereto attached as Annex “C” and is made integral part hereof;
4. We would also like to manifest that we have received a copy of Bienvenido Bernardino’s
Manifestation of Reimbursement for Reasonable Expenses in the conduct of survey which
was in the total amount of Php1,465,800 without receipts, a copy of which is hereto attached
as Annex “D” and is made integral part hereof;

5. In contrast, prior to the death of Jose Isong, he too made a Computation of the Expenses
SAMA-SAMA incurred and the expenses only amounted to Php 69,456.00, a copy of the
accounting of expenses is hereto attached as Annex “E” and is made integral part hereof;
6. There is therefore a huge disparity between the actual expenses of the respondent from the
Manifestation of Expenses submitted by the petitioners, which should therefore be not
dignified as the amount given without actual proof gives the parties the impression that the
petitioners merely intended to extort the respondents who are actual occupants of the lot in
question;
7. In order to solve the disparity, the complainants must be directed to submit supporting papers
to their Manifestation that they spend the amount of Php1,465,800.00, otherwise if they
cannot present supporting papers to substantiate their claims, the Honorable Hearing Officer
should not dignify the amount and should consider the Manifestation as a mere scrap of
paper;
8. Likewise, in order to resolve the Petition of the Actual Residents that Bienvenido Bernardo
be excluded as co-petitioner in this case, there is a need to actually determine whether or not
Bievenido Bernardo is really not a resident of the subject area and therefore has not interests
in this case as he is merely a nuisance party hereof.
9. Finally, this case is set for continuation of hearing on September 3, 2018 at 10 o’clock in the
morning; however on the date and time aforesaid, undersigned is scheduled to appear before
the Regional Trial Court Branch 220 in Quezon City in the case of People of the
Philippines vs. Mary Anne Sarsona & Aristedes Bulaong; hence undersigned cannot
appear thereof and would be available only at 1:30 o’clcok in the afternoon;

WHEREFORE premises considered, it is most respectfully prayed of this Honorable Office that the
Manifestation with respect to the death of the representative of Sama-Sama be noted and that the omnibus
motions for:

1. Petition-Manifestation of the Actual Residents of the area be noted that Bienvenido Bernardo
is not a resident of the subject area; hence he be excluded as co-petitioner in the case;
2. An ocular inspection be conducted in order to verify the allegations that Bienvenito Bernardo
is not a privy in this case;
3. And that this case be called at 1:30 o’clock in the afternoon on September 3, 2018 for the
reasons aforestated;
4. Such other reliefs, just and equitable, are likewise prayed for.

KAMI mga lehitimong mga nakatira sa Lot 3317 Csd-00-002150 Sitio Bangias Manuyo I, Las
Pinas City ay nagsasaad ng mga sumusunod:

1. Kami ay matagal nang naninirahan sa nasabing lupa ng maraming taon nang nakakaraan;
2. Ang lupang ito ay pagmamay-ari ng gobierno at hindi sa pribadong tao at sa katunayan ay wala
itong titulo;
3. Dahil dito kami ay nagpapatitulo sa aming lupang nasasakupan at ito ay umaarangkada na ngunit
ang Bienvenido Bernardo ay humihingi ng sinasabi nilang nagastos daw nila sa pagpapa survey
ng titulo;
4. Nang sila ay nagsubmit ng expenses nila ay sinabi nila na ang nagastos ay Php 1,465,800.00
ngunit wala itong kalakip na mga resibo o katibayan na talagang sila ay gumastos ng ganuong
kalaking halaga na kukunin sa amin.
5. Na kami nga ay may mga resibo pang naitago at kumpleto ang aming kwenta at may mga kalakip
na mga resibo na kanilang makikita;
6. Na hindi kami papayag sa hinihingi nilang halaga sapagkat iyon ay hindi nila masuportahan ng
resibo at hindi naman kami magbabayad ng hindi nila mapapatunayan;
7. Bukod dyan ay hindi dito nakatira si Bienvenido Bernardo kaya wala siyang karapatan na
kumontra sa pagpapatitulo sa aming mga nasasakupang tirahan;
8. Bilang patunay ng mga nabanggit ay pumipirma kami sa petisyong ito at hinihiling naming
tanggalin ang Bienvenido Bernardo sa kaso upang hindi na mabalam ang aming adhikaing
mapatituhan ang aming pinupusisyohang mga lupa;
9. Lubos naming iniimbitahan ang mga taga DENR sa aming lugar upang patunayan na walang
puder na makialam sina Bienvenido Bernardo dahil sya ay taga Sitio Sto. Nino Barrio Maganda,
San Dioniso Paranaque City;
10. Hinihiling naming bilisan na ang pag approve sa aming mga application for titling.
