28 Now back to our question of whether the government – state or federal – can confine persons against their
29 will in order to protect public health. The short answer is yes, but the Constitution requires procedural due
30 process. That means a trial for every person confined.

31 Thus, a government-ordered quarantine of all persons in a city block or a postal ZIP code or a telephone area
32 code would be an egregious violation of due process, both substantive and procedural. Substantively, no
33 government in America has the lawful power to curtail natural rights by decree.

34 Procedurally, notwithstanding the fear of disease contagion, the states and feds may only quarantine those
35 who are actively contagious and will infect others imminently. And it must present evidence of both at a trial
36 at which it bears the burden of proof.

37 While the non-aggression principle permits offensive aggression in self-defense when an attack is imminent
38 and certain, that is a high standard for the government to meet, as it should be. Freedom – even the freedom
39 of a madman or a dangerously sick and contagious person – is the default position. Infringing upon it without
40 procedural due process is always constitutionally impermissible.

41 The Constitution was not written for the government to right every wrong. We know that government itself
42 causes most wrongs – the theft of property by taxation, the impairment of economic liberty by regulation, the
43 slaughter of innocents by war, the infringement of expressive liberties by majority vote. Yet, the Constitution
44 still mandates an exacting due process for all whom the government would restrain.

8 Morrison (and copies to all State/Territory and Federal politicians) about any lockdowns as being
9 unconstitutional, etc. Yet, we still had this gigantic lockdown of 9 Ministry of Housing

35 streets with as many persons around Australia as she makes clear she has lived through WWII
36 and Communism but never had to ensure such draconian conditions that she cannot even

6 Professor Dileep Mavalankar Director Institute of Public Health, Gandhinagar, explains how he
7 researched medical reports from all over the world and that when a member of the household has
8 COVID-19 then 80 to 90% of other members of the household are unlikely to get infected with
9 COVID-19. Unlike with nursing-homes in family environment husband and wife sleep together,
10 engage in sexual intercourse, kissing, not wearing a mask, not social distancing, and despite all
11 this only about 10 to 20% are infected. Not just in India but this is from medical reports from
12 around the world.

19 cost up to $10,000. Now the police did admit to me they had their body camera going, when I
20 asked about this, so while the police can record matters a person is not permitted to do so.

23 mark one can see a staff member of the nursing home in PPE (personal protection equipment) having a
24 gown, gloves, facemask unloading a trolley, from items that appear to be cartons, lifting a dump container
25 lid and places the cartons in it. This is precisely what I previous wrote about. The lid of the dump-master
26 may already have bacterium on it. So when the person lifts the lift his gloves will be contaminated. After
27 he empty the trolley he then goes back into the building with the already contaminated trolley and likely
28 go back to his kitchen duties where then the bacterium is spread further, likely also on meals prepared in
29 the kitchen. Estia Aged Care Facility in Ardeer I understand is the location where this video was
30 recorded. While it only appears to have 53 bed facilities for residents, it allegedly recorded 144 infections.
31 I understand that nursing homes able to be paid $25,000 or something like this then ask relatives
32 of the resident that died if they agree to record COVID019 on the death certificate and for this it
33 will pay for the funeral cost. To me this is fraudulent but also deception by the State Government
34 as to claim a number of persons died from COVID-19 as to apply its LOCKDOWN, CURFEW,
35 etc, when in fact this is not true at all. This elaborate deceptive conduct then results to that the
36 other States/Territories unconstitutionally closes their borders.

1 Ordinary if a person has an “INFECTIOUS” disease then logic requires to place this person into
2 a sealed room where physical contact is prevented, even with any medical staff. Yet, that I
3 understand has not been happening. Why is it generally that there are clusters?
4 Well as I indicated regarding Estia Aged Care Facility in Ardeer that if it is not an infectious
5 disease but something like the spread of bacterium then having someone wearing gloves that has
6 bacterium or something like this on his glove using this on the trolley, door handles, etc, and
7 then enter the kitchen then this person is spreading it around like wild fire. And as meals are
8 prepared in general in the kitchen then this means the bacterium or whatever it is will be spread
9 onto others. A Nursing home resident merely touching a plate might then become infected when
10 using the hand to touch the meal or face, etc. The person who is wearing the gloves simply not
11 changing the gloves means that the spread continues. As I indicated my experiences was with
12 Woolworths in Heidelberg but somehow management didn’t care to contact me back, contrary to
13 what was promised. What we therefore may have is a gigantic bools up that all the
14 LOCKDOWNS, CURFEW, SOCIAL DISTANCING, COMPULSORY WEARING A MASK,
15 will do not one of iota to reduce infection rates.
16 All this hype about ventilators and ICU beds may all have been a sheer waste of public monies
17 as what should have been addressed, that is if dealing with an “INFECTIOUS” disease is to have
18 special QUARANTINE facilities. Yet, how often have you heard doctors and politicians talking
19 about increasing QUARANTINE facilities?

21 If indeed this so called COVID-19 is a flu or similar to it, then in my view many in the medical
22 profession may have operated as charlatans. And, obviously the chemical/pharmaceutical
23 companies prefer to have this kind of disaster going on where it is in their financial interest to be
24 so. Let us not ignore how people with HIV, at least as I understand it, were let to suffer and even
25 to die. Blaming the homosexual community when as it now appears one can possibly produce
26 the same by stress, etc. Are we now going to get ongoing LOCKDOWNS whenever there is a flu
27 season? Why is it that reportedly despite 91% of the people vaccinated still are getting the flu
28 and even die from it? And this where the flu immunization actually is against 4 different kinds of
29 flu. Is “Stefan Lanka Ph.D Microbiologist/Virologist” right that the flu immunization actually
30 is harmful to the body? What if because of the injection the body overproduces antigens and by
31 this causes more harm than good?

28 If anything this article indicates the horrific conditions people are subjected to while supposing
29 being in hotel QUARANTINE. That to me is not QUARANTINE but merely placing them in
30 money making torture chambers.

32 What is needed is to consider the precise Commonwealth requirements as to any person
33 “infected” as per Biosecurity Act 2015 (Cth) such as Section 475 and 477ss3. No state or
34 territory can violate this. Hence, I view that the State of Victoria violated these legal
35 requirements when TORTURING those residing in the Ministry of Housing Complexes.
36 In my view if politicians and their officials had not been arrogant and considered my numerous
37 writing’s then most of the current harm and indeed the dead of many could have been avoided.
38 When I on 10 August 2020 was confronted by the Victorian Police that I had to leave a shopping
39 centre for not wearing a mask, this even so I had produced a medical certificate and the police
40 officer made clear he didn’t know about any exemptions being provided as stated on the
41 Department of Health website, then this must be of grave concern that police are now even
42 playing cowboys shooting at a vehicle when really their own conduct is unlawful and indeed
43 unconstitutional.
44 As I indicated there has been a blatant disregard to pursue the real cause of spread of infections
45 and merely assume it is an infectious infection rather than perhaps the spread of a bacterium in a
46 manner as the like the “Legionnaires Disease” is spread.
