SECTION A. General description of project activity

A.1. Brief description of the project activity:

The project is located within Yongjian Town, Weishan Village, Taiyi County, Dali City,
Yunnan Province, People’s Republic of China. The project involves the wind power
installation of a total capacity of 30.75MW. Therefore, it’s expected to generate
approximately 60,687MWh per year which are sold to the Yunnan Power Grid, an integral
part of the South China Power Grid.

The project helps reduce GHG emissions generated from the high-growth, coal-dominated
power generation. And also, it contributes to sustainable development in the region by
reducing pollution, creating employment opportunities, promoting the local tourism industry
and improving the living standard of local people. At a larger scale, the project assists China
in stimulating and accelerating the commercialization of grid-connected renewable energy
technologies and markets.

The Project commenced construction in June 2008 and put into operation in December 2008.
The expected technical lifetime of the Project is 21years as stated in the registered PDD.

This Monitoring Report is for the 1st phrase of monitoring period, which is from
29/04/2010-30/09/2010. The total emission reduction achieved in this monitoring period is
24,745 tCO2e.

The project is located within Yongjian Town, Weishan Village, Taiyi County, Dali City,
Yunnan Province, People’s Republic of China. The geographical coordinates of the project
are east longitude of 100°10'27.7'' and north latitude of 25°32'52.9''

A.4. Technical description of the project:

The project involves the installation of 41 wind turbines with each capacity of 750 kW, and
totals up an installation capacity of 30.75MW. The wind turbines are supplied by the biggest
Chinese wind turbine manufacturer, Goldwind Science & Technology Ltd. The technology
employed is advanced domestic made wind turbine in China.

An 110kV project station set up at the site, which connects the proposed project to the 110kV
Dafengba Substation and then connects to the Dali 110 kV New Seven-Five Substation, and
the power produced in the wind farm can be transmitted to the Yunnan Provincial Power Grid,
which is an integral part of the South China Power Grid.

SECTION B. Implementation of the project activity

B.1. Implementation status of the project activity

The wind turbine generator units were put into operation from 17/12/2008. The monitoring
plan was implemented in compliance with the registered PDD. And there was no significant
malfunction or any emergency overhaul times, downtimes of equipment, exchange of
equipment reported during this monitoring period from 29/04/2010 to 30/09/2010. The
project implementation follows monitoring plan in the PDD and in line with methodology
applied.

SECTION C. Description of the monitoring system

In accordance with the Monitoring Methodology ACM0002,Ver 10, the key data that must be
monitored ex-post for the specific crediting period (since the emission factor has been
calculated ex ante), are:

1. EGfacility,y - Quantity of net electricity generation exported by the project to the Grid in year
y.
2. EGexport,y - Electricity supplied to the Grid by the project during year y.
3. EGimport,y - Electricity purchased from the grid by the proposed project during year y

The monitoring system is specified as below:

1. Monitoring procedures

Electricity purchased from the grid by the project (EGimport,y) is subtracted from electricity
supplied to the grid by the project (EGexport,y) to obtain net electricity supplied to the grid
(EGfacility, y).

Electricity supplied to and purchased from the grid was monitored and recorded by the main
meter installed at the project substation. Due to the regulation of the local Grid Company, the
monthly cut-off time for electricity supplied to the grid is at 24:00 on the last day in every
month. However, the monthly cut-off time for electricity purchased from the grid is at 24:00
on the 15th day in every month.

Electricity supplied to the grid is continuously measured. The readings of the meter were daily
read and recorded. Sales receipts are issued based on these readings. Therefore, the electricity
supplied to the grid from 29/04/2010 to 30/09/2010 was well measured and recorded.

The electricity supplied to the grid by the project during the period from 29/04/2010 to
30/09/2010 from meter readings and sales receipt are confirmed by the grid company, which
has been supplied to DOE for verifying.

Electricity purchased from the grid is continuously measured. The readings of the meter were
daily read and recorded. Sales receipts are issued based on these readings. Therefore, the
electricity purchased from the grid from 29/04/2010 to 30/09/2010 was well measured and
recorded.

The meters installed by the monitoring system of the project during this crediting period have
an accuracy of 0.2s. The meters measure the electricity supply on a continuous basis. The
electricity supplied to the grid on continuously basis and records and reports the daily and
monthly total supply.

The main meter and the backup meter are calibrated by Electric Power Research Institute of
Yunnan Electric Power Test and Research Institute (Group) Co., Ltd. (Certificate No.:
CNAS L3356) annually according to Chinese national calibration standard. The entity is an
authorized entities to implement electricity meters calibration.

The location of the main meter (M1) and back-up meter (M2) are at Zhemoshan Substation on the
project site are as the following chart.
2. Monitoring structure and responsibility of personnel

The owner of the proposed project used the registered PDD as guideline in monitoring of the
project emission reduction performance and adhered to the guidelines set out in this monitoring
plan to ensure that the monitoring is credible, transparent and conservative.

The responsibilities of the project staff are as follow:

General Manager: To be responsible for supervising the whole monitoring procedure.


CDM Project Manager: To be responsible for data management and compiling monitoring report.
Operational and monitoring manager: To be responsible for collecting data and do internal audit.
Financial chief: To be responsible for collection of sales receipts.
Technical chief: To be responsible for preparing operational reports of the project activity,
recording the daily operation of the wind farm, including operating periods, equipment defects,
etc.
All the above staffs are qualified to do the work after training.

3. Emergency Procedure:

In case metering equipment is damaged and no reliable readings can be recorded the project
entity will estimate net supply by the proposed project activity according to the following
procedure:
1. In case of that the main meter (M1) is out of service, the back-up meter (M2) will be
used as monitoring of the electricity supplied to the Grid and electricity purchased from the
Grid.
2. In case both main meter and back up meter are damaged: The project entity and the grid
company will jointly calculate a conservative estimate of power exported to the grid. A
statement will be prepared indicating
► the background to the damage to metering equipment
► the assumptions used to estimate net supply to the grid for the days for which no record
could be recorded
► the estimation of power exported to the grid. The statement will be signed by both a
representative of the project entity as well as a representative of the grid company.

If any error is detected, the party owning the meter shall repair, recalibrate or replace the
meter giving the other party sufficient notice to allow a representative to attend during any
corrective activity.

E.1. Baseline emissions calculation

EGfacility,y — Quantity of net electricity generation supplied by the project plant/unit to the grid
in year y (MWh/yr)
EFgrid,CM,y — Combined margin CO2 emission factor for the project electricity system in year y
calculated using the latest version of the “Tool to calculate the emission factor for
an electricity system”.

The net electricity supplied to the grid via the main power lines measured by the meter M1
installed at the project substation was aggregated on designated time in every month
(normally the last day of each month), as in the below table. All the relative metered readings
and sales receipts were submitted to the DOE for verifying.

According to the registered PDD, the Emission factor of the grid is determined ex-ante; the

E. 2. Project emissions calculation

According to ACM0002 (Version 10), no Project Emissions is to be counted by the Project.

Hence, PEy=0

E. 3. Leakage calculation

According to ACM0002 (Version 10), the main indirect emissions potentially giving rise to
leakage in the context of electric sector projects result from power plant construction, fuel
handling (mining, processing, and transportation) and land inundation (for hydroelectric
projects). The project developer does not need to consider such indirect emissions when
applying the methodology. Project activities using this baseline methodology shall not claim
any credit for the project on account of reducing these emissions below the level of the
baseline scenario. The leakage from the project is zero.

E. 5. Comparison of actual emission reductions with estimates in the CDM-PDD

According to the registered PDD, the emission reductions of the project are estimated to be
58,623 tCO2e per annum. This monitoring period from 29/04/2010 to 30/09/2010 has 155
days.

As a result, the estimated emission reductions during the monitoring period are
58,623 tCO2 / 365 * 155 = 24,894 tCO2

Comparison of actual electricity generated in the monitoring report with the estimated in the
registered PDD is as following:

E..6. Remarks on difference from estimated value in the PDD

The comparison shows that the actual emission reduction is lower than the expectation in the
registered PDD. The reason for the difference is mainly because of wind resource during the
monitoring period from 29th April to 30th September is smaller than the average value in the
whole year. Therefore, the emission reduction of the project during this monitoring period
was less than estimated value in the PDD.
