What is CEATI International?

A user-driven multinational technology solutions
exchange and development program for utilities

Facilitates inter-utility information exchange, informal

benchmarking, and technology transfer opportunities.

Facilitates the development of highly leveraged, collaborative

projects for utilities.

Projects are initiated on issues raised by participating organizations.

They are typically short term and result in practical deliverables
that impact your day-to-day operations and strategic planning.

Protection & Control Program
The main objective of the Protection & Control program is to bring industry
professionals together to identify, discuss and develop solutions to common issues by
creating a networking opportunity for utilities concerned with application, optimization
and the innovative use of protection and control technologies in their power systems. It
also serves as a forum to identify knowledge gaps and to provide guidance on future
research and technology development initiatives.

Focus Areas
• Management of Protection Assets & Investment Strategies
• Protective Relaying Maintenance Practices
• Protection Systems Design - Standards and Utility Practices
• Automation of Substations
• New and Emerging Protection Technologies

4
Protection & Control Program
Focus Area - Automation of Substations
• Includes efforts to share and disseminate information about application of IEC
61850 design standards.
• It is recognized that IEC61850 is an important new international standard for
substation automation that will have a very significant impact on how electric power
systems are designed and built in the future.
• Use of this standard will enable incorporation of much higher levels of functionality,
with potential to significantly reduce the implementation costs of substation
automation, and in turn positively impact the system
• The implementation of IEC 61850 across North America appears slower than, for
instance in Europe, and one focus of CEATI P&C program is to increase its
membership awareness and level of comfort with the 61850 design application
through webinars, presentations and projects on this topic.

Highlighted Report

P&C Project 3902: Guide for IEC 61850 Standard Applications

Executive Summary

• Brief history of the standard and user-friendly training material

• Extensive focus on the data structure, data attributes, communications services, and engineering flow
as defined in the standard
• User-friendly application examples where the Substation Automation (SA) application is described in
IEC61850 components.
• Communication services in the standard and the intention behind such services is discussed (client-
server type communication e.g. report or data polling, time critical communication e.g. peer to peer
communication (GOOSE) and sample values communication)
• SCL concept and engineering process as per the standard and including an example of the market
available IEDs
• Concept of testing in the context of IEC6150 is reviewed
• Automation life cycle cost
• Cost / benefit and business drivers behind the implementation of IEC61850 base system

Potential Project

P&C / SEAM LOI 18.03: Digital Substation Handbook

Objectives
• Practical information that can be referenced while specifying, engineering, and commissioning
Digital Substation applications
• Practical recommendations and industry best-practices in terms of digital substation deployments

Benefits
• Information from the power system is distributed and communicated much more efficiently to the
bay level than in conventional hardwired schemes
• Enables the efficient design, procurement, construction, commissioning and operation of safer,
more productive and more reliable substations
• Helps utilities realize the maximum benefits from other parts of a digitalized electric system
