SECTION 1 GAS MAINS

1.1 GENERAL

1.1.1 The scope of works comprises the site verification, coordination,


design, manufacture, supply, delivery to site, installation, modification,
liaison, training, submission to, inspection of and obtaining approval
certificates from the Relevant Statutory Authorities, and Utility
Companies, testing, commissioning activities and operations to be
carried out during testing and rectification of defects during the Defects
Liability Period of the complete Gas Mains works in accordance with
the requirements of the Contract.

1.1.2 The Contractor shall reach an early agreement with the Hong Kong and
China Gas Company (HKCG a.k.a. Towngas) on the pipe laying
programme, and shall give at least three months' advance notice of
commencement of works on Site after the agreement of the pipe laying
programme. The Contractor shall give two weeks’ advance notice for
subsequent handing over of sections of the works site.

1.1.3 The works shall be handed over at road sub-grade formation level,
section by section in a continuous manner according to the works
programme. The Contractor shall advise HKCG the estimated ground
settlement magnitude of the works area and the expected duration of the
settlement before the advance notice of commencement of works, so
that any precaution measures could be identified and implemented at an
early stage.

1.1.4 Minimum length of site access to each section shall be:

(a) Intermediate Pressure A / Medium Pressure / Low Pressure


Polyethylene (PE) gas main – 50 metres.

1.1.5 The Contractor shall provide a temporary works area(s) for


accommodation of the equipment, plant and materials of the Other
Contractor(s) engaged by HKCG.

1.1.6 The minimum temporary works area for the Other Contractor engaged
by HKCG shall be as follows:

(a) Intermediate Pressure A / Medium Pressure / Low Pressure


Polyethylene (PE) gas main: 150 square metres.

1.1.7 Specifications for gas pipe laying, joining, testing, connection, should
make reference to the following:

(a) HKCG/DIS/OP2 Issue 3 (Hong Kong and China Gas Operating


Procedures): Operating Procedures – Distribution, Gas System
construction;

(b) HKCG/DIS/OP3 Issue 4 (Hong Kong and China Gas Operating
Procedures): Operating Procedures – Distribution, Live Gas
Connection and Purging; and
(c) IGE/TD/3 Edition 4 (International Institution of Gas Engineers &
Managers): Steel and PE pipelines for gas distribution.

1.1.8 Specifications for gas pipe transport, handling and storage, should make
reference to the following:

(a) HKCG/DIS/OP2 Issue 3 (Hong Kong and China Gas Operating


Procedures): Operating Procedures – Distribution, Gas System
construction; and
(b) IGE/TD/3 Edition 4 Supplement 1 (International Institution of Gas
Engineers & Managers): Handling, transport and storage of PE
pipes and fittings.

1.1.9 Normal cover to underground gas mains:

(a) Intermediate Pressure A gas main – 1,200 mm in both footpath


and carriageway.
(b) Low Pressure gas main – 700 mm in footpath and 1,000 mm in
carriageway.

1.1.10 Minimum all round clearance from other utilities / services:

(a) Intermediate Pressure A / Medium Pressure / Low Pressure


Polyethylene (PE) gas main – 300 mm.

1.1.11 The Contractor shall liaise with HKCG to provide warning tapes at
approximately 500 mm above the laid pipeline.

1.1.12 In some situations, to be agreed with the Project Manager, additional


tiles / slabs shall be placed above the laid pipeline for extra protection.

1.1.13 The Contractor shall liaise with HKCG to submit a working programme
to the Project Manager for review and obtain no objection. The estimated
average gas pipe laying rate in unmade ground and soil base area shall
be agreed and provided by HKCG.

1.1.14 In order to minimise the possible external stress to the pipelines due to
differential ground settlement in the reclamation area, it is necessary to
leave sections of pipelines unconnected until immediately prior to
commissioning. In this regard, a number of connection pits
[approximately 2 metres (W) x 6 metres (L)] will have to be left open
along the proposed pipelines at intervals of about 400 metres. The
actual location of the connection pits will be determined on Site to suit
the site conditions.

1.2 CIVIL WORKS

1.2.1 The Contractor is required to provide the following to the satisfaction of


the Project Manager and HKCG:

(a) Excavation for trench in all-in-materials. Trench requirements are:


 In accordance with Drawing No. NP/NT/03/057;
 Exact alignment to be determined on site by HKCG; and
 Minimum 300mm clearance to be provided from other
services.
(b) The necessary trench support as required by HKCG;
(c) Disposal of surplus materials;
(d) Deposition of fill in trench after gas main laying;
(e) Compaction of fill after gas main laying;
(f) Reinstatement of excavated trench; and
(g) Provision, maintenance and removal of measures to maintain
traffic/pedestrian flow.

1.3 MATERIALS SPECIFICATION OF UNDERGROUND GAS PIPES

1.3.1 The material specifications of the low pressure underground gas pipes
shall be as follows:

(a) Polyethylene (PE) Pipe:
