Sealed tenders are invited on two-bid system (Part ‘A’ - Technical/Commercial Bid and Part ‘B’
- Price Bid) from competent, quality conscious, experienced, financially and technically sound
contractors meeting Qualifying Parameters along with other details given below.
Earnest Money Deposit to be submitted along with Part ‘A’ of the tender document.

i) The Technical/ Commercial bid of only those parties submitting their tenders
before due date and time, shall be opened on the due date & time of
opening.
ii) The offers shall be evaluated based on the qualifying parameters mentioned
above.
iii) The Price Bid of only those parties shall be opened who will be qualified as
per parameters mentioned above.
iv) After opening of the Price Bids, the list of parties shall be made in the
ascending order of their offers received. In case, same amount is quoted by
two or more parties, the party with higher average annual turnover shall be
preferred in the list made above. For this purpose, tenderer are required to
enclose a certified copy of their audited balance sheet for last three financial
years ending by 31st March 11 along with this tender. In case party fails to
produce the documents related to the turnover of any of the three years, the
average will be calculated based on the turnover for the years for which the
documents have been submitted
v) The work will be awarded to the lowest tenderer. The lowest rate shall mean
the lowest acceptable rate quoted by the L-1 party (with or without
negotiations as the case may be), after following the Corporations’ rules on
the procedure of bid comparison.

a) Tender document: Tenderers can purchase tender document from our office on
payment of Rs. 1000.00 (non refundable), against Demand Draft in favour of
Indian Oil Corporation Limited (Marketing Division) payable at New Delhi.
d) Tender Documents are non-transferable and can be submitted only by the purchaser/
party in whose name those are issued or downloaded from website.
e) Tenderers who do not meet the qualifying norms mentioned above need not
apply since their offer will be summarily rejected without any further
reference to them.

submit the following documents in the respective envelopes:
• Complete set of tender document Part ‘A’ duly filled in signed &
stamped on all pages.
• Complete set of tender document Part ‘B’ duly filled in signed &
stamped on all pages.
Envelopes ‘A’, ‘B’ & ‘C’ are to be pasted & stapled at both the ends. Signed
with rubber stamp of the company to be affixed overlapping the flaps
sealed and over the center seam. Then transparent adhesive tapes to be put
partly covering the sign & stamp at both the ends and also on the center
seam. After sealing Envelopes ‘A’, ‘B’ & ‘C’ properly as mentioned above the
same should be inserted in a bigger Envelope ‘D’ and sealing to be done in a
similar way as done for Envelope ‘A’, ‘B‘ and ‘C’
Envelope “D” - All the Envelopes “A”, “B” & “C” are to be kept in
Envelope “D”. (To facilitate the same, pages to be pasted on respective
envelopes shall be available on our website as part of tender document).
i) Tenderer should be in a position to produce all the original documents and/or any
other information as and when required by IndianOil.
j) Incomplete Tenders are liable for rejection without any further communication to the
tenderer and decision of IndianOil in this respect will be final.
k) IndianOil reserves the right to reject the Tender of any or all the tenderers
without assigning any reason whatsoever at its absolute discretion.
l) IndianOil will not be responsible for the postal delay under any
circumstances for non-receipt of Tenders/submission of filled in tender
document by due date & time.
10) ENCLOSURES: The Tender should, interalia, be accompanied with the following:
a) Name, address, mobile/ landline/ fax numbers, E-Mail address, details of contact
person, etc.
d) Income Tax PAN card No and copies of IT return filed for the preceding three
financial years.
e) Copies of Profit & Loss Account, turnover and balance sheet for the preceding three
financial years or as applicable.
f) Tenderer having PF Registration number and ESIC Registration Number must submit
the copies of documents.
11) Your offer complete in all respects must be submitted before due date and time
indicated in the Notice Inviting Tender. The offer must be submitted so as to reach
