NOTICE INVITING TENDER


(Tenderers are advised to download Notice Inviting Tender along with other tender documents and
submit hard copy of all pages duly signed and stamped along with required documents to
substantiate the claim towards their credentials)

Sealed tenders are invited on two-bid system (Part ‘A’ - Technical/Commercial Bid and Part ‘B’
- Price Bid) from competent, quality conscious, experienced, financially and technically sound
contractors meeting Qualifying Parameters along with other details given below.

Tender fee of Rs. 1000.00 is non refundable.

Earnest Money Deposit to be submitted along with Part ‘A’ of the tender document.

1) NAME OF WORK:

DESIGN, DETAILED ENGINEERING, FABRICATION, SUPPLY, TESTING, INSPECTION, ERECTION,


COMMISSIONING OF TANKAGES, PIPELINES AND ALLIED WORK FOR CONSTRUCTION OF HBF &
KOOLANT BLENDING & FILLING FACILITIES AT LOBP ASAOTI

4) Completion Period : 20 Weeks From the Date of Handing Over of Site. Zero date
for the works shall be 10th day from the date of LOI

7) MINIMUM QUALIFYING PARAMETERS:

a) The tenderer should have Average Annual Turnover of at least


Rs.63,27,679.00 in last 3 financial years ending 31/03/2011. In case party fails to

produce the documents related to the turnover of any of the three years, the average
will be calculated based on the turnover for the years for which the documents have
been submitted.

b) The tenderer should have successfully completed Similar Works of Minimum


value, as described below against single work order during the period
between 01/10/2004 to 30/09/2011

• One similar completed work costing not less than the amount equal to
Rs. 1,68,73,810.00

OR

• Two similar completed works each costing not less than the amount
equal to Rs. 1,05,46,131.00

OR

• Three similar completed works each costing not less than the amount
equal to Rs. 84,36,905.00

c) ONLY WORKS AS DESCRIBED BELOW WOULD BE ACCEPTED AS SIMILAR


WORK:

The Similar Work will be defined as Minimum 1 (One)


No. MS Vertical Storage Tank of Minimum 4.9M Dia
For Hydrocarbon/ Lubricants/ Chemical Storage With
or Without Associated Work Like Civil, Mechanical,
Electrical & Instrumentation Work, Design, Detailed
Engineering, Testing, Inspection.
Proof of successful completion of Similar Work must be enclosed for the purpose of
Qualification. Applicants not fulfilling the above qualifying parameters need not
apply.

8) MODE OF SELECTING THE PARTIES:

a) The criteria for selection shall be as given below:

i) The Technical/ Commercial bid of only those parties submitting their tenders
before due date and time, shall be opened on the due date & time of
opening.

ii) The offers shall be evaluated based on the qualifying parameters mentioned
above.

iii) The Price Bid of only those parties shall be opened who will be qualified as
per parameters mentioned above.

iv) After opening of the Price Bids, the list of parties shall be made in the
ascending order of their offers received. In case, same amount is quoted by
two or more parties, the party with higher average annual turnover shall be
preferred in the list made above. For this purpose, tenderer are required to
enclose a certified copy of their audited balance sheet for last three financial
years ending by 31st March 11 along with this tender. In case party fails to
produce the documents related to the turnover of any of the three years, the
average will be calculated based on the turnover for the years for which the
documents have been submitted

v) The work will be awarded to the lowest tenderer. The lowest rate shall mean
the lowest acceptable rate quoted by the L-1 party (with or without
negotiations as the case may be), after following the Corporations’ rules on
the procedure of bid comparison.

9) TERMS AND CONDITIONS:

a) Tender document: Tenderers can purchase tender document from our office on
payment of Rs. 1000.00 (non refundable), against Demand Draft in favour of
Indian Oil Corporation Limited (Marketing Division) payable at New Delhi.

b) Tenderes are advised to submit EMD of Rs 2,10,923.00 against Demand Draft/


Bank Guarantee in favor of Indian Oil Corporation Limited, payable at New Delhi.

c) Tender document can also be downloaded from our website


www.indianoiltenders.com. However in this case, no tender fee is required while
submitting the tender.

d) Tender Documents are non-transferable and can be submitted only by the purchaser/
party in whose name those are issued or downloaded from website.

e) Tenderers who do not meet the qualifying norms mentioned above need not
apply since their offer will be summarily rejected without any further
reference to them.

f) Submission of Tender: Filled in Tenders complete in all respects, addressed to Dy.


General Manager, LOBP Asaoti can be dropped in the tender box kept in our

Administrative Block office on or before due date and time. Tenderer should
submit the following documents in the respective envelopes:

i) ENVELOPE ‘A’ FOR TECHNICAL/COMMERCIAL BID

• Complete set of tender document Part ‘A’ duly filled in signed &
stamped on all pages.

• Bank Guarantee/ Demand Draft of Rs. 2,10,923.00 towards


required Earnest Money Deposit.

• Copies of all testimonials and other enclosures duly signed and


stamped on each page by the tenderer.

ii) ENVELOPE ‘B’FOR PRICE BID

• Complete set of tender document Part ‘B’ duly filled in signed &
stamped on all pages.

iii) ENVELOPE “C” FOR EARNEST MONEY DEPOSIT

• Demand Draft/ Bank Guarantee as per NIT towards required Earnest


Money Deposit.

• Price bid of Parties who have not submitted EMD in


separate envelope shall not be opened.

iv) ENVELOPE ‘D’ FOR TECHNICAL/COMMERCIAL & PRICE BID

• All the above envelopes are to be kept in this envelope.

• The Technical and Price Bid of the Downloaded Tender


along with attached credential papers, must be
submitted in book/ spiral bound form in the manner as
prescribed above. The parties, who have downloaded
the tender documents from website, need not submit
the tender fee.

Envelopes ‘A’, ‘B’ & ‘C’ are to be pasted & stapled at both the ends. Signed
with rubber stamp of the company to be affixed overlapping the flaps
sealed and over the center seam. Then transparent adhesive tapes to be put
partly covering the sign & stamp at both the ends and also on the center
seam. After sealing Envelopes ‘A’, ‘B’ & ‘C’ properly as mentioned above the
same should be inserted in a bigger Envelope ‘D’ and sealing to be done in a
similar way as done for Envelope ‘A’, ‘B‘ and ‘C’

v) Parties downloading the tender document from our website

Envelope “A” - Technical/ Commercial Bid, Envelope “B” - Price Bid
(Separate for Each Part), Envelope “C”- “EMD Instruments” &

Envelope “D” - All the Envelopes “A”, “B” & “C” are to be kept in
Envelope “D”. (To facilitate the same, pages to be pasted on respective
envelopes shall be available on our website as part of tender document).

vi) Following details should be written on all envelopes:

• Name and Address of the Tenderer: M/s. ________________.

• NAME OF WORK: Design, Detailed Engineering, Fabrication, Supply,


Testing, Inspection, Erection, Commissioning of Tankages, Pipelines
and Allied Work For Construction of HBF & Koolant Blending & Filling
Facilities At LOBP Asaoti.

04/10/2011 at 14.00 Hrs

g) Verification of documents: For verification of original documents tenderer shall be


required to come to our office on 07/10/2011. Parties shall report with all originals
to our office on specified date and time. Failure on part of the tenderer to report
on specified date and time may result in rejection of the tender submitted
without further communication.

h) Authorized representative of IndianOil, if required, prior to empanelment


may carry out field visits to verify the credentials claimed by the tenderer.
The tenderer shall extend necessary co-operation to facilitate the visits.

i) Tenderer should be in a position to produce all the original documents and/or any
other information as and when required by IndianOil.

j) Incomplete Tenders are liable for rejection without any further communication to the
tenderer and decision of IndianOil in this respect will be final.

k) IndianOil reserves the right to reject the Tender of any or all the tenderers
without assigning any reason whatsoever at its absolute discretion.

l) IndianOil will not be responsible for the postal delay under any
circumstances for non-receipt of Tenders/submission of filled in tender
document by due date & time.

10) ENCLOSURES: The Tender should, interalia, be accompanied with the following:

a) Name, address, mobile/ landline/ fax numbers, E-Mail address, details of contact
person, etc.

b) Company profile with supporting documents pertaining to its constitution, like


Partnership Deed or Certificate of Incorporation.

c) Similar work completed during in last 7 years ending 30/09/2011 along


with this tender pertaining to qualifying parameters with copies of work
order and certificate for satisfactory completion. (Similar work would be

d) Income Tax PAN card No and copies of IT return filed for the preceding three
financial years.

e) Copies of Profit & Loss Account, turnover and balance sheet for the preceding three
financial years or as applicable.

f) Tenderer having PF Registration number and ESIC Registration Number must submit
the copies of documents.

11) Your offer complete in all respects must be submitted before due date and time
indicated in the Notice Inviting Tender. The offer must be submitted so as to reach
