 Executive Summary:
Students for Life of America University Health Care Study

Background:

In July 2010, Students for Life of America (SFLA) was informed that the University of North
Carolina System, comprised of all sixteen state and college and universities, had a new mandate
on health care coverage for the 2010-2011 school year. The UNC System required its students to
have health care and automatically enrolled students in a plan that covered elective abortions.
Only after students personally waived the health care requirement by showing proof of creditable
health care was the charge taken off. If proof of health care was not provided by a certain date,
then the UNC System would automatically charge students’ accounts for the UNC System
sponsored abortion health care plan.

SFLA pressured the UNC System to stop automatically enrolling students in the plan that
covered abortion. The UNC System eventually backtracked from previous statements
disavowing abortion coverage in the plan and allowed students to opt-out of the abortion
coverage. They also stated that the money for the two plans (the abortion health care plan and the
non-abortion plan) would be kept separate, even though the two plans would be the same price.

In addition to the unsolved problem of the automatic enrollment in the abortion health care plan,
SFLA also discovered that taxpayer funds could be partially covering student abortions in North
Carolina (see below for more details). A Member of Congress has inquired whether the
Department of Education is aware of this fact and if there are any federal laws that affect student
health plans and federal grants. To date, the department of Education has failed to respond.

After these discoveries at UNC, SFLA wanted to find out how many other top universities and
colleges in the United States also compel their students to enroll in health care plans that cover
elective abortions.

Taxpayer Funded Abortions?

An issue of national significance is the possibility of taxpayer funding for student abortions
through Federal grants, such as Pell Grants. Federal grant money is directed to accredited
colleges and universities from U.S. tax payers through the Federal Student Aid Program.

Student eligibility for federal grants is determined by the difference in the student’s ability
to pay and the total “cost of attendance” for the school. This amount equals the student’s
eligibility for federal funds. As stated in many plans, the cost of their abortion health care
plan is added to the student’s “cost of attendance” or student “fees” calculation. This
increases the student’s need for federal funds. Because of this increase in need, additional
federal funds are directed to the student to help cover this increase in cost.This is using
federal taxpayer money to pay for abortion health care, violating the Hyde Amendment.

The Hyde Amendment strictly prohibits all federal funding of abortions and is placed in the
Appropriations Act for Division D which includes: the Department of Labor, Health and

Human Services, and the Department of Education. This means that “None of the funds”
appropriated in [the Appropriations] Act may be used for abortion and therefore, Federal
Grant money cannot go toward student abortions at universities.1

Method:

SFLA focused on the 200 largest four-year universities in the United States from a 2007-2008
survey from IPEDS (The Integrated Post-Secondary Education Data System). SFLA asked how
many of these schools require students to have health care, how many offer a health care plan2,
how many school sponsored health care plans covered abortion, and how many of the plans were
automatically placed on student’s tuition.

SFLA looked at each school’s website, the school’s policies on health care coverage, and every
policy brochure, made available over the internet, to see if their plan covered elective abortions.

After completing the research for the study, SFLA found that out of the 200 schools researched:

• 67or 33.5% of 200 schools require students to have health care coverage
• 194 or 97% of the 200 schools offer school-sponsored plans
• 86 or 44.3% of the 194 schools who offer school-sponsored health care plans cover
elective abortions
• 38 or 44% of the 86 plans that cover elective abortions, automatically enroll their
students in an abortion health care plan.
• 66 or 33% of the 200 schools automatically enroll their students in their school sponsored
health care plan to student’s accounts.
• 38 or 57% of the 66 plans automatically enroll their students in a school sponsored plan
that covers elective abortion.

The data collected in this study shows that 91 of the 191 school-sponsored health care plans
cover elective abortion. This means that 47.6% of the largest universities in the United States
offer school sponsored abortion health care plans.

These are school or university sponsored plans that are usually less expensive than independent plans. The school’s
name is on the cover of the sponsored plan, and if the plan covers abortion, the school will promote it to their
students in a discounted health care plan.

Variables:

The number of schools that sponsor abortion plans are probably lower than in the study since the
wording in the health care plans are vague and can easily be used for unintended purposes.
Students for Life placed schools that covered elective under an abortion plan.

Many health care plans discuss coverage of “Complications of Pregnancy” and place pregnancy
under “sickness,” without specifically excluding abortion. When a school’s plan does not
specifically exclude abortion, it leaves room for language in health care to be misused.

The study only addresses four year domestic undergraduate students and does not cover the
health care plans that are required for International Students.

Conclusion:

In conclusion, a significant portion of school-sponsored health care plans in the United States
cover elective abortions, leaving many taxpayers paying for student abortions through federal
grants.

In addition, students are being forced to pay into health care plans that cover abortions and are
paying for their peers’ abortions. Forcing pro-life college students to pay for other people’s
abortions is immoral and a violation of many students’ deeply held values and beliefs.

SFLA is concerned about the school-sponsored plans because:

1. Abortion is not health care and should not be covered in any health care plan.
2. A school-sponsored plan usually costs less than an independent plan and at a discounted
rate, enticing students to purchase the school-sponsored plan.
3. Schools have their name on their sponsored plan and if the health care plan includes
abortion, they are promoting abortion.

Abortion is not health care, and colleges and universities should not require students to pay for
abortion in their health care plans. Paying for abortion should not be a pre-requisite for learning.
