POLITICAL IDEOLOGIES

The study of politics would always give importance to a political idea. These facts
has been observed since the time of Plato onwards. There is nothing so important
as an idea for it can bring change to the world. Over the millennia, political
philosophers had expounded these ideas to variety of political ideologies.
As political ideology varies from country to country, the module will help yoi
see their application in the modern times and understand the existence of diverse
government systems as influenced by their political ideas.

Political Ideologies are the main mover on creating communities. Let us

Here is the concept of what political ideology and its tenets all about:

Political ideology is defined as more or less coherent set of ideas of


that provides the basis for organized political action, whether this is
intended to preserve, modify or overthrow the existing system of power. It
also includes principles that explain how a society is organized, how it
should work and how certain strategies can bring about social order
through its government. Below are the tenets of Political Ideology

1. Fascism

Fascism is an ideology which is authoritarian and is promoting
nationalism at all cost. In a fascist state, the government controls
the private entities that own the factors of production. A central
planning authority directs company leaders to work in the national
interest.

2. Communism
Communism is an ideology on economic equality through the
elimination of private property. A communist state possess es a type of
government in which the state owns the major resources in a society,
including property, means of production, education, agriculture and
transportation.
3. Socialism
Socialism is an economic system where workers own the factors
of production. The ownership is attained through a government that is
elected by the people or through a private corporation where everyone
is a shareholder. Socialist governments take care of both the social
needs and the individual needs of its constituents. Using the command
economy, resources is distributed through central planning.
4. Liberalism
Liberalism’s advocacy is to ensure that the individual rights of the
person to life liberty and property is the highest goal of the
government. Thus, the main concern of the liberalist is to construct an
institution that would protect the freedom of its people by limiting and
checking its political power.

5. Conservatism

Conservatism is a political philosophy that favors tradition over


radical social changes. They advocate the preservation of the status
quo, slow reformation of society or seek to return the values of the
earlier times.

6. Libertarianism
Libertarianism is a political philosophy that treats individual
liberty with primary political value. This ideology is a form of liberalism.
Libertarians are classical liberals who strongly consider individual right
to liberty. Thus, they believe that individuals have the freedom to
behave and to dispose of their property as they see fit, provided that
their actions do not step on the freedom of others.

7. Anarchism
Anarchism is a radical and revolutionary political philosophy. It is
defined by Kropotkin, a revolutionary activist as “a name given to a
principle or theory of life and conduct under which society is conceived
without government – harmony in such a society being obtained, not by

the submission to law, or by obedience to any authority, but by free
agreements concluded between the various groups, territorial and
professional, freely constituted for the sake of production and
consumption, as also for the satisfaction of the infinite variety of needs
and aspirations of a civilized being.”

Learning Political Ideologies will equip you with knowledge on how countries

Economic – It is relating to, or based on the production, distribution,


and consumption of goods and services
Factors of Production – They are inputs needed for the creation of a
good or service. The factors of production include land, labor,
entrepreneurship, and capital.

which a political unit exercises authority and performs functions and
which is usually classified according to the distribution of power
within it

Nation- It is a territorial division containing a body of people of one or


more nationalities and usually characterized by relatively large size
and independent status

Philosophy – It is the most basic beliefs, concepts, and attitudes of


an individual or group

Social – It is relating to human society, the interaction of the


individual and the group, or the welfare of human beings as members
of society

State – It is a community of persons more or less numerous,


permanently occupying a definite portion of territory, independent of
external control, and possessing an organized government to which the
great body of inhabitants render habitual obedience.

Liberalism, Conservatism, Communism and Fascism are just few among
the many terms that you will encounters in the study of Politics. They are the
different types of political Ideologies that serve as a framework for the
government in the creation of laws and policies for their country.
Different leaders adhere to different political ideologies in governing the
country. Thus, there is diversity in the in the social, political and economic
status among countries. One country may be progressive while others are
regressive. To understand how the ideology work, a political spectrum will be
a great help.

This module will help you understand the underlying principles of the
ideologies from the opposite end of the spectrum.

Understanding the different tenets of Political Ideologies is easier when


using the Political Spectrum.

The Political Spectrum is a scale with two opposite ends, the left and
the right. Each end of the political spectrum explains the principle behind
every state’s governing strategy. The left wing and the right-wing ideologies
center on the exercise of the rights of man versus the power of the
government.

Leftists are liberals as they believe that the society can be given a
better service if the role of the government is expanded and wider in scope.
Believers of the left-wing work to achieve an equal society and the
government must play a large part in the lives of its citizen in order to achieve
it. Thus the society is also known to have a Big Government. In the desire to
equalize society, a leftist state tends to impose higher taxes on the rich in
order to support the alleviation of the welfare of the poor. There is also the
government regulation of business as well as government intervention in the
country’s economy.

On the other hand, the rightists believe that a better society can
emerge when individual rights and civil liberties are prioritized and the
exercise of the government power is minimized. They believe that inequality in
each society is unavoidable and that the government should limit their
intervention in the lives of its constituents. There is an integration of the
laissez fair approach to the economy. Those on the right believe that less
business regulation will boost the economy therefore lower taxes are imposed
to help them grow.

In the middle of the spectrum lies another type of believers which


belongs to the Center. The Centrists want the government to do more to help
the economy, but they worry that it may be ineffective or counterproductive.
They see both parties as overly ideological and wish politicians would
compromise more for a progressive society.

House committee of whole OKs bill granting Duterte ‘emergency’ powers


due to COVID-19

MANILA, Philippines — The House Committee of the Whole on Monday


approved the bill seeking to declare a national emergency due to the coronavirus
pandemic and to authorize President Rodrigo Duterte “for a limited period and subject
to restrictions, to exercise powers necessary and proper to carry out the declared
national policy.”
During a special session held to tackle government response on coronavirus
disease (COVID-19), the House of Representatives first convened as a committee of
the whole to tackle House Bill No, 6616 or the “Bayanihan Act of 2020”
Under House rules, when the House constitutes into a Committee of the Whole, “it
functions as one committee acting upon a bill or resolution, and conducting its
proceedings like a regular committee with its membership composed of all the
Members of the House.”
House Bill No. 6616 allows the president to “issue such rules, regulations and
directives as may be necessary to carry out” his powers which include implementation
of measures to curb the transmission of the disease, hastening medical testing of
persons under investigation (PUI) and persons under monitoring (PUM) and
“immediate treatment” of COVID-19 patients.
Likewise, the President shall also ensure that local government units (LGUs)
are following directives from the national government in line with pandemic response.
The President can also “reprogram, reallocate, and realign any appropriation” in
the 2020 national budget “for whatever purpose the President may deem necessary
and desirable to fund measures to address and respond to the COVID-19 emergency.”
The President can also “direct the operation of any privately-owned hospitals and
medical and health facilities, hotels, and other similar establishments to house health

workers, serve as quarantine areas, quarantine centers, medical relief, and aid
distribution locations, or other temporary medical facilities; and public transportation to
ferry health, emergency, and frontline personnel and other persons.”
However, the bill also states that “if the foregoing enterprises unjustifiably refuse or
signified that they are no longer capable of operating their enterprises for the purpose
stated herein, the President may take over their operations subject to the limits and
safeguards enshrined in the Constitution.”
“In order to optimize the efforts of the President to carry out the tasks needed to
implement the aforementioned policy, it is imperative o grant him emergency powers
subject to such limitations as hereinafter provided,” the bill states.
As of writing, there are 380 cases of COVID-19 in the country.

Political ideologies affect the country and the lives of its citizens. Let us
try to look at the salient characteristics of the different Ideologies in the
political spectrum.

1. Fascism
In a fascist country, national interest supersedes all social
needs. All private individuals and businesses must work for the
good of the state. Through nationalism, the people is persuaded
to override their self-interest. The nation controls the general
population to achieve imperative social goals. This can justify the
use of violence to rid the society of minorities and opponents
because of the belief that individual must submit to the will of the
state.

Looking at present day fascism, there is no state that

2. Communism

A vision of a perfect world would be a place where all people
enjoy food and shelter and there is the absence of discrimination,
sexism and racism. This vision of the perfect world is not impossible to
attain. Communism is one of the proposed solutions.
Communism proposes a society in which everyone shares the
benefits of labor equally, and eliminates the class system through
redistribution of income. Communism is designed to provide an
opportunity for the poor to improve their financial and social status to
that of the middle class land owners. In order for everyone to achieve
equality, wealth is redistributed so that the members of the upper class
are brought down to the same financial and social level as the middle
class.
In the present time there are only five communist states
worldwide. These are China, Cuba, Laos, North Korea and Vietnam

3. Socialism
"From each according to his ability, to each according to his
contribution." is the mantra of the society under the socialist ideology.
In socialism, the benefit that each member of the society gets is
equated to the amount he contributes to the state. With the way this
system works, people are motivated to work for longer hours to get
more shares from the government. From the share of production, a
fund for the common good will be deducted. After which, the remaining
shares will be proportionately given to the people.
Socialist government focuses on projects education housing and
public welfare because the government owns a large percentage of the
economy in behalf of the people. The five Nordic countries of Norway,
Denmark, Sweden and Iceland have strong socialist systems in the
present time.

4. Liberalism
In a liberal state, the political authority to govern comes from the
consent of the people themselves. The role of the government is to
remove all obstacles that can prevent an individual to live freely or fully
realize its full potential. Such obstacles are poverty, disease,
discrimination and ignorance. The ideology believes in the inviolability
of human rights especially life, liberty and property and promotes
freedom of speech and expression, freedom to assembly, freedom of
thought and other civil rights. Liberalism would welcome new opinions,
roles and behavior beyond traditional beliefs and values.

Liberalism limits the role of government as it allows the free


trading and open market systems It establishes laissez fair economic
system.

New Zealand, Switzerland and Canada are three of the most


liberal countries based on their economic freedom, individual freedom
and size of government.

5. Conservatism

Conservatism leans on the right-wing politics which advocates
preservation of personal wealth and private ownership with emphasize
on self-reliance and individualism. The ideology values the creation and
maintenance of stable societies based upon hierarchy of powers
vested in the traditional leaders and deep respect on traditional values
and institution. Traditional institutions, such as government and
religion, along with traditional values are to be respected.

In conservatism, it is the government’s duty to serve the existing


way of life and politicians must resist the temptation of implementing
change and transform society.

Yemen, Mali and Iran are the top three of the world’s most
conservative countries according to a survey in 2016.

6. Libertarianism

Libertarianism envisions a state minimal government intervention


hand in hand with maximum individual liberty. Its goals
prioritize human rights. It advocates freedom of speech, press and
assembly, freedom of religion, and freedom to own a property. It also
promotes personal responsibility and private charity, as opposed to the
provision of welfare services by the state, and it rejects the compulsion
of Socialism and Communism.

England, Portugal and Uruguay are some examples of


libertarian countries.

7. Anarchism

An anarchic state includes as self-manage a state that even


there is an absence of the rulers, it is more highly organized. In the
principle of Anarchy, authority and domination of government is
replaced by non- bureaucratic and horizontal structures with voluntary
associations of human beings. The key principles under this ideology
are autonomy, freedom, self- organization, direct democracy, freedom
and egalitarianism.
There is no true anarchic state that exists today. Somalia was the most
recent state in anarchy from 1991-2006. However, Somalia established
a National Transitional Government in 2006.

However, it is a common knowledge that there is no such thing as perfect
political ideology. Once it is applied it can guide the state to progress but
its loopholes can also be unprofitable to the state itself or its citizens.

Philippines is one of the many states around the world whose


governance is guided by political ideologies. Having been independent for
almost 69 years now, the presidents have governed country in the most
democratic way. Among the 16 presidents, two names have left a mark for

behavior. The ideology of Rodrigo Duterte as a person and as a president traverses
the spectrum from the Left to the Right, learned in the various stages of his life.

The President describes himself as a socialist. The core value/principle of socialism is


equality, as liberty is the core value/principle of liberal democracy. Equality and liberty
are at the core of liberal social democracy.

The egalitarian streak in him is shown in his “inclusive economic growth program,”
which directly improves the lives of the poor, unlike the rightist “trickle down” approach
which concentrates on the elites the economic gains reflected in the nation’s gross
domestic product.

This is also revealed in his policy of “leveling the playing field” in the context of the
interaction among the lower, middle, and upper classes. This policy was first
articulated in the context of competition between and among domestic and foreign
businesses.

The leftist in Mr. Duterte makes it easy and comfortable for his administration to work
toward forging a peace accord with the National Democratic Front-Communist Party of
the Philippines-New People’s Army and consequently ending the longest-running
insurgency in the world. There is also his appointment of a number of leftists to
positions in his Cabinet. Having shown in his war on drugs that he means business, he
appears to make the antipoverty program substantial and real with the appointment of
a leftist to head the National Anti-Poverty Commission.

His position in the center of the ideological spectrum is defined by his anticorruption
policy. After nailing multibillionaire Roberto Ongpin, he should compile a list of cronies
for “shaming” and prosecution by Ombudsman Conchita Carpio Morales, who
received a Ramon Magsaysay Award last month for her face-on war on corruption.

Being a seasoned prosecutor and having control over a supermajority in Congress,
the President can amend the Anti-Plunder Law (Republic Act No. 7080) and the
Forfeiture of Ill-Gotten Wealth Law (RA 1379) to make outright confiscation of
plundered and ill-gotten wealth the penalty instead of sequestration or forfeiture.

Have a look on our own political system. Over the years, there
are two political Ideologies have been developed in the Philippines,
namely Marcosism and Dutertism

1. Marcosism

The ideology was named after Ferdinand E. Marcos who became


the President of the country from 1965 until he was oustrd in 1987.
President Marcos made his name in history when he declared Martial
Law on September 21, 1972 in order to “save the republic and to create
a New Society”. According to Marcos, the purpose of declaring Martial
Law was to save the country from the forthcoming communist takeover
of the Philippine government. Martial rule had allowed Marcos to rule
with the dictatorship of the right wing which was anchored on military
strength as distinguished from the left which was communist
dominated.

The Marcos ideology was said to have been influenced by


democratic centralism in which initiated reforms must come from the
center where majority of the Filipino Society is or from the poor. The
revolution was launch against the reactionaries who were wealthy
individuals holding political and economic powers. The revolution was
launched by the people against the prevailing status quo in those
years.

Though Marcos intent of declaring Martial Law during those years


were good and directed towards progress but factors abuses of the
military. The economic deterioration and the presence of unjust
imprisonment, torture and salvaging gave Marcos’s New Society the
tag of dictatorship. These had led to civilian unrest and his ouster from
the presidency after being president for 20 years.

2. Dutertism

Dutertism or Duterismo is an ideology that was conceived after
President Rodrigo R. Duterte became president following the landslide
win May 9, 2016 elections. The ideology was based on his human
rights and international relations policies which were imposed within
100 days from the day he started to hold office.
The policies indeed had started to bring changed in the status
quo. The anti-US and pro- China and Russia declarations where he
has foreseen that China can be an alternative to the European Union or
even the United Nations. Other policy that left a strong mark are the
intensive war on drugs campaign and the implementation of the new
tax reform law or the TRAIN law.
Dutertism was based on the ideology of Social Democracy.

into law by President Rodrigo Duterte on December 19, 2017. The TRAIN
Act is the first of four packages of tax reforms to the National Internal
Revenue Code of 1997, or the Tax Code, as amended. This package
introduced changes in personal income tax (PIT), estate tax, donor's tax,
value added tax (VAT), documentary stamp tax (DST) and the excise tax
of tobacco products, petroleum products, mineral products, automobiles,
sweetened beverages, and cosmetic procedures.
