REQUIREMENT FOR QUALITY PLANNING

The philosophy of bringing together all the activities and functions so that none is
subservient to the other and that each is planned, controlled and executed in a formal
and systematic manner is called QUALITY ASSURANCE.

It is fortunate the word QUALITY in normal parlance, implies a subjective judgement.


QUALITY, like beauty, is in the eye of the beholder, what is considered by one person
to be of good quality, could be considered by another to be of poor quality and vice
versa. However, in the context of QUALITY ASSURANCE, QUALITY has a precise
meaning. It is defined as :-

The totality of features and characteristics of a product or service that bear on its ability
to satisfy stated or implied needs (ISO 8402 – 1 994 : Quality – Vocabulary).

Highways and roads construction requires assurance that the system shall be available
and reliable for effective and efficient employment during the course of their life span.
One of the most effective ways to ensure road availability is by improving the
“QUALITY” of the project road. This can be accomplished by Preventing or Detecting
and Correcting deficiencies during the construction stage itself. Such actions shall
ensure the Availability of the project road within the specified period and within an
acceptable budget.

To achieve the above requirements, one needs to totally integrate and control all the
functions within the organisation. In other words, the organisation must have an
effective “QUALITY SYSTEM”. ISO 9000 series standards effectively address all the
pertinent points for an organisation to meet or achieve the ability to satisfy the client’s
stated or implied needs.

ROAD BUILDER (M) SDN BHD (RBM) has achieved the ISO 9002 Certification for
Construction Services in Building and Civil Engineering Works since 1995. As such,
RBM is a capable and committed organisation in providing a product or service to the
satisfaction of its client. RBM declares and make a commitment that she shall practice a
Quality System based on the philosophy of giving the best to its client. This can
achieved through effective planning and implementation of the Quality System in the
Project which is called PROJECT QUALITY PLAN. The plan addresses issues that are
critical and need prior planning, monitoring and control throughout its implementing
stage to ensure that the project stays on track and the client’s requirements are met. In
the process, we maintain our integrity and maximise profit by reducing scrap, repair
and rework.
