08/05/2019: General Introduction and Instructions

Day 1, the internship for 15 days at District Legal Services Authority, Jaipur began.
The first day we need to report at the office situated inside District & Sessions Court,
Jaipur room no. 207. After completing all the formalities, we were introduced to the
Instructors- Mrs. Prabha Mam and Mr. Sunder Sir. No work was given on the very
first day and we were treated like a new born cub. The instructors gave us information
regarding the formation and working of Legal Services Authority in India and
specifically about working of District Legal Services Authority, Jaipur.

09/05/2019: Literature was given to read

Day 2, we were given literature to read which included Legal Services Authority Act,
1987, schemes of NALSA (National Legal Services Authority) and RSLSA (Rajasthan
State Legal Services Authority), DLSA,Taluka legal service authority, Mediation and
its uses, Lok Adalats, etc. We were also given the information regarding Mediation
process by our instructor Mrs Prabha mam who is a trained mediator also. The
literature mostly dealt with the schemes introduced by NALSA for the protection of
weaker class in the society and to provide them with the free legal aid mentioned
under Article 39A of the Indian Constitution. We also met the secretary of DLSA
Jaipur District, Shri Bhupendra Meena Sir

10/05/2019: Mediation Process

Day 3, we were given an opportunity to witness and understand the practical aspects
of mediation process at Alternate Dispute Resolution Centre situated at Room No.330-
331 in District & Sessions Court Building, Jaipur District. There we watched how the
disputes were resolved between the parties on their own terms & conditions without
interference of third party or counsels with the help of a mediator. Mediation ensures
easy and cheap and swift justice. The cases in which we watched mediation
proceedings were State of Rajasthan v. Gopal Saini& Ors; State of Rajasthan v.
Rajesh Saini & Ors and Sitadevi v. Ratiram and Mrs. Prabha Aggarwal was mediator
there. We were told about the advantages of the mediation process.

13/05/2019: POCSO Court Proceedings

Day 4, we were asked to visit POCSO court at Sessions Court. There we see more than
hundreds of courts each for an area and thousands of people waiting for the justice.
Then we proceeded towards 3th Floor of the newly constructed building of Sessions
Court where we got an opportunity to see the POCSO courts. POCSO means
Protection of Children from Sexual Offences which primarily deals with cases relating
to sexual offences against children. Here we observed the cases relating to molestation
and non-consensual coitus with the minor girl child. One of the cases which we
observed in the Special POCSO Court No.3 was State of Rajasthan v. Laddan.

14/05/2019: PCPNDT and NI Court Proceedings

Day 5, we were given chance to visit PCPNDT Court which deals with Pre-
Conception and Pre- Natal Diagnostic Test Act which basically deals with cases
relating to the babies aborted after 20 weeks of pregnancy and also deals with the
cases relating to determination of sex of the child in the mother’s womb by the
radiologist which is a penal crime under PCPNDT Act.

15/05/2019: CJM Court and SDM Court

Day 6, we visited Chief Judicial Magistrate Court situated in the District and Sessions
Court Jaipur District. We also visited the Sub- Divisional Magistrate Court, Amer
Division situated under Collectorate Building. There we watched the proceedings of
cases on Revenue matters and the bench was headed by RAS officer Shri Lakshmi
Nath Katara. He gave us information regarding the proceedings, appeals to the revenue
board, etc. He also gave the information regarding the steps taken by the SDM for the
senior citizens who are homeless and other duties of the SDM and he explained the
difference between SDM and SDO.
16/05/2019: Family Court and Rajasthan Commission for Women

Day 7, we visited Family Court situated in the office of Rajasthan Commission for
women near Rajasthan Police headquarters. There we visited family court No.2 and
seen the Chief examination and evidence in the case of Rajwala Soni v. Yogesh Soni
which was a case of maintenance and also got to know about the leading case law of
Supreme Court S.R. Batra v. Taruna Batra. We also met the member of RCW, Mrs.
Alka Chaudhary who explained us the proceedings and state women commission`s
structure and its schemes.

17/05/2019:District Jail Visit, Jaipur

Day 8, first we were taught by our instructor Shri Sunder Sharma sir regarding the
rights of a prisoner. He told us that the prisoners are of two types, one who are under
trial and one who are convicted. Both type of prisoners has some common rights and
very few different rights. Then we visited District jail where we see how under trial
prisoners are kept and what services do they get, what are their rights, whom they can
approach if not provided with the mentioned services. We also met the Jailor, Shri
Vikash Yadav Ji and Jail Superintendent, Shri Govind Singh who told us about the
reforms brought by them to make the jail better than other jails in India, we met other
jail staff including deputy jailors and guards present there. We visited Jail mess and
hospital there.

18/05/2019: Old-age Home Visit

Day 9, we made a visit to an old age home and learnt about the government policies
for the senior citizens who are homeless or abandoned by their children. And we
talked to inmates and queried about facilities present there. Both female and male
inmates were there living in separate rooms. We meet old man and women who were
there living there. All the facilities were in good conditions and food was good and
prepared in hygiene surroundings by inmates themselves.

20/05/2019: Juvenile Justice Board, Jaipur


Day10, we made a visit to Juvenile justice Board where we observed how it is
different from other courts as the judge, counsel and policemen are not in uniform so
as not to made a bad impact on the children. There we also met the children who were
kept there by the JJ Board. My main observation was that the children were not having
guilt for the wrongful act committed by them which is a big joke on Indian judicial
system there is need of more reformative judicial system in India.

21/05/2019: Department of Psychiatry/ Mental Hospital Visit, Jaipur

Day 11, we made a visit to the Department of Psychiatry, S.M.S Hospital which is also
known as the Mental Hospital. There we observed separate compartments for
criminals and non-criminals and also for men and women who are mentally ill or
disturbed. We talked to mental hospital jail inmates and visited police chowki there.

22/05/2019: CBI Court and DJ court Visit

Day 12, we made a visit to CBI special courts situated on different floors of the
District Court. We also made a visit to District Judge’s Court on first floor of the
District Court Building. The court was in its full decoram and judge was hearing
plenty of cases there.
23/05/2019: Consumer Court and Motor Vehicles Court

Day 13, we visited Mini Secretariat building situated opposite Collectorate Building.
There we visited consumer courts situated on first floor and sixth floor. There we see
how it was different from other civil courts. In District Consumer Redressal Forum
No.3, we learnt about Consumer protection Act 1986 and how can a complaint be filed
for deficiency in service or product under the forum and all the information regarding
appeals to the higher commissions. We also visited motor vehicles court situated on
third floor of District Court and seen how can a party to the suit can claim
compensation under MV Act.

Conclusion

Our internship at District Legal Service Authority, Jaipur was a fruitful and exciting
experience for us. We visited various courts and meet judges, lawyers and aggrieved
parties. We become more informed citizens after this internship. We visited jails and
understand its functioning, old age home, mental hospital and J.J. Board to understand
how our legal system treats different people in different surroundings. This internship
enhanced our understanding of Indian Legal system, Legal services authority act, legal
aid, jail system in our country. Our instructors were experienced lawyers who taught
us law and its impact on various sections of society. The staff at DLSA Jaipur district
was very helping and supportive. Overall this remained a very learning experience for
me.
