1. Background:

Good Neighbors International (GNI) is an international, non-profit humanitarian organization

established in 1991 and working in 38 countries around the world. It is headquartered in South

Korea. GNI has fundraising offices in the USA, Korea, and Japan, and an International

Cooperation Office in Geneva. GNI currently implements 195 community development projects

(CDPs), covering a variety of areas including rural development, income generation, health,

water, sanitation and hygiene, child education, protection, disaster risk reduction as well as

advocacy and network building to improve the impact of the projects, thereby benefitting

approximately 16.8 million people, including 9.6 million children.

GNI has been working in Nepal since 2002 with the objective of improving lives of poor people,

especially children through education, income generating activities, health services, child

protection, disaster risk reduction, advocacy and network building. Currently, GNI Nepal has

been operating its activities in 20 districts.

During the time of delivering various services to the community, GNI Nepal has been engaged in

various construction works and school building, ORCs, etc are few among them. After the

massive earthquake on 25th April 015 and 12th May 015, it now seems necessary to build the civil

structures quickly in an cost effective manner that adhere the seismic design and make gender-

disable feel safe. Keeping this view on the mind GNI Nepal has decide to prepare the design of

various civil structure that would incorporate seismically sound construction (earthquake

resistant) and gender-disable friendly building construction by using the appropriate materials.

2. Objectives of the work:


The main objective of the design consultancy work is to prepare the typical designs of civil

structures that replicate the identity of GNI Nepal in construction works within its working

districts (regular and special projects).

The specific objectives of design of building structures are:

i. To prepare number of typical architectural designs as per the guideline of concerned

government authorities.

ii. To prepare structural analysis and report of the approved architectural drawings.

iii. To prepare the detailed estimates of the designed buildings/structures.

iv. To prepare the specification of the materials and methodologies to be used in construction

works.

NOTE: All the prepared design should be cost-effective as they would be implemented mostly in

the hilly areas where the delivery of construction materials are challenging considering

geographical scenario

3. Scope of the Work:

The design should be based on primary data principally. However, secondary data may be used

wherever needed.

4. Activities :
For preparing the designs and estimates of the building the consultant/firm is expected to use

fitting tools and techniques that ensure quality outputs. The consultant/firm shall:

i. Develop the appropriate typical drawings in consultation with organizational technical team.

ii. Prepare the structural analysis and report.

iii. Submit the final approved drawings to the organization after getting final approval from

concerned government authorities.

iv. Conduct meetings with GNI Nepal and other relevant stakeholders.

5. Expected Deliverables :

Expected results of the survey are as follows:

i. Inception Report with detailed methodology and work schedule within seven days of

contract.

ii. Draft Report with detailed methodology, findings, conclusion, and recommendation.

iii. Final Report incorporating the feedback from GNI Nepal.

The final delivery should include:

i. Typical architectural design and detail working drawings for the specific structures.

ii. Structural analysis, report and detail structural drawings of the designs.

iii. Electrical layout, sanitary drawings.

iv. Detail estimation of design.

v. Specification of materials and methodology to be conducted during the construction period.

The report shall be submitted in English in the form of:

 A hard and electronic copy of the Inception Report

 Two hard copies and an electronic copy (PDF and DWG format) of the designs and report.

 One hard copy and electronic copy (PDF and DWG format) of the designs and report.

 One hard copy and electronic copy (PDF and XLSX format) of the detailed estimate.

6. Duration:
The project will start immediately after the agreement signed by both parties and must be

completed on the 31st of August 2017.

7. Budget:
The consultant shall submit budget sheet with detailed breakdown including applicable taxes at

the time of proposal submission. The budget covers consultancy fee plus travel and

accommodation costs ( in this case) and other applicable budget lines, the amount of which shall

be agreed between GNI Nepal and the consultant. The consultant shall bear all tariffs, duties,

and applicable taxes or charges levied at any stage during the execution of the work. GNI Nepal

will release 30% of the agreed amount upon signing of the contract. Upon receipt of the final

report, GNI Nepal shall release the final payment.

8. Acceptance of Proposal:
All rights to accept/reject proposal without giving any reason, shall be reserved with GNI Nepal.

If deemed necessary, the consultant/firm shall be asked for modifications and presentations of

the proposal before approval.

9. Management of the Work:


The selected consultant/firm shall manage the assessment and be accountable for the timely

delivery of the expected quality products.

10. General Qualification of the consultant/firm
Public, private, and non-governmental organizations/ individuals registered with an authorized

agency of the Government of Nepal and having proven experience in the field of ‘Designing and

Analysis ' are eligible to apply.

11. Composition of the designing team


Chief Architecture (one):

 Chief architecture shall have at least a Master degree Architecture (preferably PhD holders)

and possess strong working knowledge of design, estimation, structural analysis and

preparation of specification of materials and work methodology.

 The incumbent shall be responsible for ensuring that the designs are correctly prepared and

reported.

 S/he shall have an extensive knowledge in building design and analysis work for rural area.

 Be responsible for coordinating all the activities mentioned in this ToR.

 Possess very good interpersonal, technical and communication skills.

 Have proficiency in written and spoken English and Nepali language.

Structural Engineer (one):

 The Structural Engineer shall have a Master Degree in Structural Engineering and with at

least three years of experience in structural analysis.

Civil Engineer (one):

 The Civil Engineer shall have a Bachelors Degree in Civil Engineering and with at least three

years of work experience in construction field.

Sub Engineer (three):

 The Sub Engineer shall have a Diploma in Civil Engineering or Architecture and with at least 3

years of work experience in construction field.

12. Responsibilities of consultant/firm:


The consultant/firm will be responsible to accomplish the task outlined by this ToR and ensure

the delivery of outputs stated above within the agreed budget and timeline.

13. Termination of the Contract:


GNI Nepal may terminate the agreement, if the consultant/firm commits a breach in the

performance or observance of any of its obligations under this ToR. The consultant/firm shall be

notified in writing seven days prior to the termination of the agreement.

14. Confidentiality:
During the performance of the assignment or any time after expiry or termination of the

agreement, the consultant/firm or association shall not disclose to any person or otherwise

make use of any confidential information which the consultant/firm or association has obtained

or may obtain in the course of the project to GNI Nepal respondents or otherwise.

15. Copyright:
Copyright of all of the developed documents will remain with GNI Nepal.

16. Documents to be Submitted:

The application shall contain following documents;

A. Technical and financial proposal

 Technical Proposal- Concept note of the approach, methodology and work plan,

flowchart and timeline of activities

 Financial Proposal- Detail budget with breakdown including Tax

B. Detail of the consultant/firms

 Organization profile with relevant experiences

 A copy of consultant/firm registration

 Signed CV of the Team Leader

 A copy of Tax clearance certificate

 VAT/PAN registration

 Audit report

 Any other relevant documents
