Thanks, Todd.

I'm having difficulty finding time for our school district folks. For the majority of tomorrow, there is a statewide Zoom meeting for superintendents,
business managers, and HR directors from the 15 or so largest school districts, so Terry, Catherine, and myself are in meetings through 2:00. Terry
has meetings the rest of the afternoon tomorrow as well. If you're looking for information only from a financial perspective, you might be stuck
dealing with me alone!

In regards to your contact tracing cost question, we don't have any additional salaries directly tied to this, as most staff currently involved are on
salary, without a financial cost increase. We do have a significant cost (which I included in the spreadsheet) for the isolation room staff. This
involves having a para or other staff person at each school building to help with students that may show signs of illness, etc. during the school day,
and we will isolate those individuals until parents can pick them up. These staffers will also help out in other areas as availability permits. The cost
of those temporary staff positions may be as high as $475,000.

18 additional staff for one isolation room at each school - salaries and benefits $ 475,000 Staff hired for 1 year only

The difficulty we have with contact tracing and working with our staff/students internally relates to nondisclosure agreements needed to allow just a
handful of individuals (mostly administrators) to be able to know who our staff members are that have tested positive or are close contacts. Unless
there is some information that can be clarified, we really need to limit who is involved in the contact tracing process, which is difficult considering
we have 1,700 employees in 18 buildings and privacy and other laws come into play. For students, we have created electronic versions of seating
charts for most classes that will help in tracing close contacts.

What else can I do to help you with anything additionally you need? I can be the point person and work with Terry, Catherine and others to make
sure you have the data you need.

Thanks.

Thank you much Scott and your team and have forwarded on to the City team too herein. We are planning to brief the CARES COVID funding next week
Monday at the City Council Committee of the Whole meeting to include the GF Public Schools. There is broad support to assist the GF Public Schools the best
we can on behalf of the community. My initial review is that I did not see contact tracing expenses, just an inquiry on this matter. We should get together this
week as a follow up and could you let us know of some good days and times to meet this week as part of our follow up.

Thank you in advance and appreciate you all do so very much, tf.

Todd,

Thank you for the meeting this morning and for the time with Mayor Bochenski, Public Health, and the City staff. We appreciate all that you do
for the City of Grand Forks.

I have attached a spreadsheet with some high level numbers that are our best estimates as of right now. There could be costs that come into play
later that we are not even aware of as of now. An extended distance learning situation, such as what we had last spring, could reduce the cost of
some of the line items significantly. Of course, none of us want our schools, businesses and community to have to shut down.

Please review the attached spreadsheet and forward to City staff or Public Health if you'd like.

We look forward to additional discussions to see how we can best work together to get through this pandemic and set up our community for
continued success and growth.

Thanks,
