Agenda​- ​Completing the 2019-20 season’s Champions League.

Introduction

Delegates,
We welcome you to the Bangalore Online Model United Nations with great pleasure.
In this committee, we would be discussing how and when to continue the 2019-20
U.E.F.A Champions League which are on hold due to COVID 19. In this conference,
you will make friends, engage in heated debate, and hopefully create some
unforgettable memories. We are looking forward to seeing you all!

This will be a non-traditional committee and we will all be discussing the sport we
love, football. We hope that all of you can come up with a detailed comprehensive
plan to finish the UEFA champions league or end the champions league without a
winner, whichever outcome is chosen a decision has to be made and the proposal
you all decide on will be shown to the governments and the European Union.

We will be using the UNA-USA rules of procedure for those unfamiliar with the rules
of procedure, we will be hosting an introductory session on the 15th of may

A little bit about us, we are all avid football fans, all of us will stay awake to any hour
in order to catch a game, your chair Nandan is a spurs fan, your assistant director
Kabir is a united fan and your vice-chair Shaurya is a Bayern fan

Lastly, the executive board would like to welcome all of you to the UEFA committee
of BoMun 2.0 which will definitely be an unforgettable experience for you all and we

Historical Background

UEFA was founded in Basel, Switzerland, on 15 June 1954. Nearly ten years after
the end of the Second World War, UEFA’s founders wanted Europe to have an
independent body in international football, while also laying the foundations for
fruitful cooperation among the members. As UEFA took its first steps, the 1957
Treaty of Rome began to shape what would later become the European Union. At
the same time, television began to play an increasingly important role and the Old
Continent saw the first positive effects of the economic boom in the post-war years.
By creating the European Champion Clubs’ Cup, the predecessor of today’s
Champions League, and other club competitions as well as the European
Championship, which was first played in 1960 as the European Nations Cup, UEFA
also laid the foundations for its successful further development.

Current Situation

The UEFA champions league has been considered the most prestigious competition in club
football however due to this situation this great competition had to be stopped, we have
gathered all of you here at the UEFA meeting in order to decide on the details to finish this
great competition

As of 16th may 2020 the UEFA champions league has been suspended due to the
coronavirus pandemic when the champions league was suspended there were still a
few games in the round of 16 of the champions league yet to be played,

A football game is doesn’t involve just the 22 players on the pitch, it has been said
that for a football match to be played a minimum of 350 people need to be involved
this includes players coaches, managers, physios grounds staff security and many
more people therefore without proper safety precautions a single person with
coronavirus could spread the disease to at least 300 others in a football match

There are many factors each of you has to consider when deciding on if and when to
finish the champions league :

1. The financial aspect is something the committee should keep in mind, the tv
revenue from the 2018-2019 season was 2.40 billion dollars if the champions
league is not played out it could lead to this money not being paid out which
could seriously affect revenue

2. All contracts expire on June the 30th 2020 meaning some teams may lose
key players in the middle of a season, it is not only player contracts that
expire on June the 30th including coaches staff, brand partners sponsors and
all other forms of contractual obligation There have been proposals of new
weekly contracts, but this does not solve the issue of all the other contracts
set to expire on June the 30th, we are not expecting exhaustive debates on
contract law or other legal issues however we do expect all delegates to be
aware of basic contract law in their countries and we expect the committee to
come up with a solution for this issue. This brings up the transfer window, the
current transfer window is supposed to open on July the first however this
would likely be with both league and champions league games left to play,

3. There have been many different actions from various governments regarding
football, the French government has banned all football until September,
whereas the Bundesliga, Serie A and premier league have all announced
their own plans to restart football, delegates you need to find a way to work
around the various schedules of the leagues, another thing to consider is the
fact that PSG and Lyon cannot play any home games until September.

4. One of the last games of the champions league which was played before the
season was suspended was the PSG vs Dortmund second leg, this game was
held behind closed doors however many fans gathered outside the stadium
and the players celebrated with the fans outside of the parc des prince, one
thing the committee should consider is how to prevent future events like this
from occurring.

5. Many governments might still allow matches afterwards but another thing to
look upon is that in the Champions League, there will be cross country travel
and some might not allow it.

6. Another important thing to ask is we need to change any of the traditional


football rules for this situation, IFAB has allowed 5 substitutes instead of 3 to
reduce injury risk of players, is there anything else that we should consider in
order to make the game more feasible
Coronavirus in europe

Europe was the worst-hit continent by the COVID- 19 pandemic due to a verity of reasons
including lots of international travel and bad government responses in certain countries.
As of 10th may 2020 the 5 countries with clubs left in the champions league ( England,
France, Italy, Germany and Spain) have a combined 980,639 cases of coronavirus. With all
5 countries being in the top 10 for coronavirus cases and deaths.

Season in different countries

The football season in Germany would start mid- May and even though many team
officials are praising this decision, many fans and players are saying that this
decision is 'mockery to the rest of society'.

French Government finished the league and declared PSG as the champions but
there are many setbacks. If the champions league starts, then French clubs, PSG
and Lyon, would have comparatively less preparation.

Meanwhile, Spain, England and Italy are planning to start their respective league in
June and end it by July. Many aspects, like a common stadium and shorter time, are
still being considered. The Bundesliga is set to return on may the 16th while the
British government has given the premier leagues project resart a green light
meaning the season will resume on June the 12th, the Italian Serie A has also been
planning a return to action however no date has been set
