PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section includes the furnishing of all parts, labor, equipment, appliances and
materials, and performing all operations in connection with the construction,
installation and testing of sanitary sewerage system, including but not limited to,
pipework, manholes, cleanouts, valve chambers, pump station, electrical control and
surveillance system, valves, marker posts, and warning tapes at the locations and to
the lines and grades as shown on the Contract Drawings.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials, products and workmanship. In case of conflict between these
standards and the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment, materials and

1.05 DEFINITIONS

A. adaptor: Special item made from the same material as the pipe or other suitable
material, to join together pipes and fittings of different jointing systems or to join them
to items of other pipeline systems.

B. air release valve: A valve to release air which tends to accumulate at high points in
pipelines.

C. amine: An organic compound having amino functional groups which provide


chemical reactivity and utility as a curative for epoxy and other resins.

D. aromatics: Strong hydrocarbon solvents whose chemical structure has an


unsaturated ring with delocalized pi electrons. Benzene, toluene, and xylene are
common examples of aromatic solvents.

E. bell: The flared-end portion of a pipe or fitting designed to function in the jointing of
other such pipe.

F. beveled pipe: A pipe with an end chamfered to mate or adjust to another surface or
to assist in assembly.

G. blinding: The placement of soil, bedding material over and on the sides of the plastic
tubing or envelope to ensure proper grade, alignment, support , and protection of the
tubing during backfilling and after installation.

H. catch basin: An open device used at a single point to collect surface drainage with a
fire seal (liquid seal) and sediment trap.

I. chemical (industrial process) wastewater: Wastewater containing any raw


material, intermediate/finished product, by product, waste product and chemical
substances, for example acids and alkalies.

J. cleanout: A piping connection in a sewer system that is located at grade level for
inspecting and cleaning the system.

K. coal tar epoxy: A combination of epoxy/curing agent and tar products which give a
very water resistant film.

L. coating: A durable material applied to the external surface of pipes and fittings to
protect the external surface from corrosion.

M. collar (or coupling): Connecting piece used to join together the spigots (plain ends)
of mating pipes or fittings.

N. compression joint: A joint designed so that a sealing action is obtained by


compression elastomeric components.

O. crown: The top or highest point of the internal surface of the transverse cross
section of a pipe.

P. dry well: Dry chamber forming part of a pump station and containing pumping
equipment, normally used in compliance with a wet well.

Q. elastomeric seal: A material or device that is elastomeric in nature and is used to


effect a seal between separable piping components.

R. encasement: Special materials, their placement and configuration which are


designed to fully surround a pipe and develop a field supporting strength which
exceeds that of other commonly used installation and bedding techniques.

S. exfiltration: The quantity of water leaving the test section during a specified time
period.

T. fiberglass pipe: Tubular product containing glass fiber reinforcements embedded in


or surrounded by cured thermosetting resin. The composite structure may contain

aggregate, granular or platelet fillers, thixotropic agents, pigments, or dyes.


Thermoplastic or thermosetting liners or coatings may be included.

1. reinforced polymer mortar pipe (RPMP): Fiberglass pipe with aggregate.

2. reinforced thermosetting resin pipe (RTRP): Fiberglass pipe without


aggregate.

U. fittings: Products such as wyes, tees, elbows, adapters, etc., used in the installation
of pipelines. Fittings are used to join or terminate sections of pipe or to provide
changes of direction or branching in a piping system.

V. flexible joint: A joint capable of allowing relative movement between the component
parts (e.g. socket and spigot joints with an elastomeric sealing element or a clamped
joint, for example a bolted coupling).

W. force main: A discharge pipe that is in full flow condition and that extends from a
pump station carrying sewage under pressure.

X. gasket: Sealing component of a joint.

Y. grade rings: Precast concrete rings used for vertical adjustment at the top of a
manhole to set manhole casting to proper grade.

Z. grating: The removable part of a manhole top or gully top which covers a manhole or
gully opening.

AA. gravity system: System where flow is caused by the force of gravity and where the
pipe normally operates partially full only.

BB. holiday: A discontinuity in a protective coating that exposes unprotected surface to


the environment.

CC. hydrostatic test: A test of the ability of a pipe or its joints to withstand internal
hydrostatic pressure.

DD. infiltration: The quantity of ground water entering the test section during a specified
time period.

EE. inspection chamber: Chamber with a removable cover constructed on a drain or


sewer that provides access from surface level only, but does not permit entry of a
person.

FF. invert: Lowest point of the internal surface of the barrel of a pipe or channel at any
cross section.

GG. joint: Connection between the adjacent ends of two pipes or components including
the means of sealing.

HH. laterals: Drain lines collecting wastewater from two or more sub-laterals and
discharging into a sewer main.

II. lining: A durable material applied to the internal surface of pipes and fittings to
protect the surface from corrosion or chemical attack.

JJ. main: The main of any system of continuous piping is the principal artery of the
system to which branches may be connected.

KK. manhole: Chamber with a removable cover constructed on a drain or sewer to


permit entry by personnel.

LL. mechanical joint: Flexible joint, with compression sealing rings (gasket), in which
sealing is obtained by applying pressure to the sealing ring by mechanical means,
e.g. clamps, glands, etc.

MM. nominal size (DN): A numerical designation of the size of a pipe, bend or branch
fitting, which is a convenient round number approximately equal to a manufactured
dimension.

NN. O-ring gasket: A solid gasket of circular cross section.

OO. pipe: A cylindrical conduit or conductor, the wall thickness of which is sufficient to
receive a standard pipe thread.

PP. pipe barrel: Cylindrical part of the pipe with a uniform cross section excluding socket
and spigot.

QQ. pipe bedding: The materials, their placement, consolidation and compaction, as
designed to support pipes laid in trenches below ground level.

RR. pipeline: Assembly of pipes, fittings and joints between manholes or other
structures.

SS. piping: An assembly of pipes or conduit with fittings of compatible design.

TT. polyamide: A resin whose chemical structure contains adjacent carbonyl and amino
functional groups that is often used as a curative for epoxy resins. Commercially
available polyamides are reaction products of dimerized and trimerized fatty acids
and polyamines.

UU. pump station: A facility that pumps effluent from a sump to a point of higher
elevation and that may be either in the gravity sewer system or at a disposal facility.

VV. push-on joint: A joint in which an elastomeric ring gasket is compressed in the
annular space between a bell end or socket and a spigot end of pipe. Sometimes
called a bell-and-spigot gasket joint.

WW. resin: A natural or synthetic substance that may be used as a binder in coatings.

XX. rigid joints: A joint which does not allow angular deflection and has an incorporated
resistance to axial loading (e.g. butt jointed and flanged joints; a threaded joint; a
solvent cement joint).

YY. rising main: Pipe through which sewerage is pumped.

ZZ. sanitary wastewater: Wastewater from domestic sanitary sources.

AAA. SDR (Standard Dimension Ratio): A numerical designation of a pipe series,


approximately equal to the dimension ratio of the nominal outside diameter and the

nominal wall thickness.

BBB. sewer main: A system of primary drain lines that collects wastewater from sub-
laterals and laterals and conveys it to a point of treatment/discharge.

CCC. sleeve: An enclosure of tubular or other section of suitable material designed to


provide a space through an obstruction to accommodate a single water pipe and to
which access to the interior can be obtained only from either end of such sleeve.

DDD. sewage: Waste matter carried off by sewers.

EEE. sewer: An underground pipe/conduit conveying waste material in a liquid medium.


Sewer is a pipeline or other construction, usually underground, designed to carry
wastewater or surface water from more than one source.

FFF. sewer system: Network of pipelines and ancillary works which conveys wastewater
or surface water from drain to a treatment works or other place of disposal.

GGG. sewerage: System for collection, treatment, and disposal of sewage from its point of
origin to a treatment place or another place of disposal.

HHH. socket: The portion of a pipe jointing system that is designed to accept and fit in a
plain-end pipe or a spigot-end pipe.

III. solvent cement: An adhesive made by dissolving a plastic resin or compound and a
suitable solvent or mixture of solvents.

JJJ. spigot: That portion of a pipe jointing system that fits into the bell or socket of the
preceding pipe.

KKK. sub-laterals (branches): Lines collecting drains and catch basins which tie into
laterals or sewer main.

LLL. sump: An open or covered basin that serves as a collection point for wastewaters.

MMM.vitrified clay pipe: A pipe made from various clays or combinations thereof which
are shaped, dried, and fired to a point where the glass-forming components fuse to
form a bond between the crystalline grains.

NNN. wet well: Chamber forming a part of a sewage pump station into which sewage
discharges prior to pumping. It can include submersible pumping equipment and
pipework.

OOO. wet well pump station: A pump station that uses submersible pumps or vertical line
shaft pumps within a reinforced concrete or steel sump.

PPP. wet well/dry well pump station: A pump station in which the sewage is contained in
a sump and in which pumps are contained in a separate accessible chamber.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Product Data

a) The manufacturer's test certificates and certificate of compliance stating


that the materials used and construction of components fittings, valves,
pumps, motors, piping specialties and accessories conform to all
requirements of this Specification.

b) Catalog data for all pipes, fittings and accessories showing illustrations
and schedule of parts to facilitate assembly and disassembly.

c) Pump construction details; net weight, body, minimum clearance


between impeller and volute; vanes, pump dimensions, pump base,
discharge nozzle, adapter, seals, bearings, bearing life, bolts, hooks,
etc., including pump performance curve, minimum submersion head for
pumps, pump efficiency, and range of available impeller sizes and their
power requirements.

d) Motor outline dimensions, net weight, construction details, terminal


board, seals, shaft dimensions, torque data and structural design data
for motor shaft, bearings, bearing life, efficiency at full load, full load
current etc.

e) Guide bar rail system; dimensions, material of guide bars, guide bar
supports, hooks, clearance from wall, centerline distances, etc.

f) Catalog cuts and information of materials and system components as


required by the Royal Commission.

g) Manufacturer recommended specification for transporting, handling,


storage, retrieval and placement for installation of materials.

h) Repair procedures for all damaged materials and coating systems


reflecting manufacturer's recommendations.

i) Complete systems and equipment manufacturer's operating and


maintenance manuals, including, at a minimum, the following
information:
1) Equipment function, normal operating characteristics, and limiting
conditions.
2) Assembly, installation, alignment, adjustment, and checking
instructions.
3) Operating instructions for start-up, routine and normal operation,
regulation and control, calibration and adjustment, shutdown, and
emergency conditions.
4) Lubrication and maintenance instructions.

5) Guide to troubleshooting.
6) Parts list and predicted life of parts subject to wear.
7) Outline, cross-section, and assembly drawings; engineering data;
and wiring diagrams.
8) Test data and performance curves.

2. Pump Station Control System

a) Complete fabrication and assembly drawings, together with detailed


specifications and data covering materials, parts, devices, and
associated accessories of the control system. The data specification for
the control panel and components shall include but not be limited to the
following:
1) Name of manufacturer.
2) Type and model.
3) Country of origin.
4) Year of manufacture.
5) Enclosure rating.
6) Electrical schematics and wiring diagram.
7) Liquid level sensors with mounting details and cable lengths, and
pump controls.
8) Published descriptive data on each item of equipment and all
accessories, indicating all specific characteristics and options.
9) The Royal Commission purchase order number/Contract number.

3. Material Samples

a) Material samples of adequate size and construction as required by the


Royal Commission.

4. Shop Drawings

a) Detailed Shop Drawings or installation drawings of sewage pump


stations (tertiary) including aeration and ventilation, electric power and
controls, manholes, cleanouts, valve chambers; pipe and other joint
detail drawings and joint assembly procedures, including connections to
manholes; including information on coating systems, surface preparation
and application.

b) Longitudinal section profile drawings indicating sizes, locations and


elevations of pipes and manholes, including details of underground
structures and connections.

5. Testing and Flushing Plans

a) Detailed infiltration/exfiltration, hydrostatic and other testing plans


including all proposed materials, concentrations, temporary piping,
valving, connections, flow rates, equipment, methods of metering and

measuring, schematic diagrams, layout of test sections, and methods of


flushing and disposal.

6. Inspection and Testing Agency

a) Name, address and credentials of the proposed independent inspection


and testing agency, along with the qualifications of key laboratory
personnel responsible for the inspection and testing services.

7. Test Reports

a) Equipment and materials shop and field test reports indicating and
interpreting test results for compliance with performance requirements.

8. Design Calculations

a) Complete Civil/Structural design calculations, if required.

9. Quality Control Submittals

a) Documented experience of Contractor’s site supervisor.

b) Records and reports of Contractor’s Internal Q.C.

c) Records and reports of Contractor’s Field Q.C.

B. The following documents shall be submitted after the completion of Work.

1. Project Record Documents

a) As-built documentation indicating actual location, line and grade of


newly installed sewer and identifying unexpected variations to subsoil
conditions or discovery of uncharted utilities.

1.07 QUALITY CONTROL

A. General

1. The Contractor shall be responsible for the quality of work and shall develop
and propose programs and methods of construction and testing so as to
achieve the specified quality to the approval of the Royal Commission in
accordance with SECTION 01450.

2. All products may be subject to inspection at the place of manufacture in


accordance with the provisions of the referenced standards as supplemented
by the requirements herein.

3. The Royal Commission will have unrestricted entry to the fabrication shop. The
Royal Commission shall be given access to all areas where manufacturing is
in process and shall be permitted to make all inspections necessary to confirm
compliance with the specifications.

4. The Royal Commission will inspect all materials and workmanship at its
discretion and may reject improper, inferior, or defective materials and
workmanship at any stage of production. All defective materials shall be
repaired or replaced as required by the Royal Commission. Rejected material
shall promptly be removed from the site.

5. If at any time during installation and testing, weather or any other factor causes
the degradation of the pipe foundation, pipe and fitting installation, bedding or
backfill, all affected materials shall be removed and re-installed in accordance
with this Specification, or as directed by the Royal Commission.

6. The Contractor shall assign a qualified representative on-site during all


operations, in accordance with SECTION 01450.

B. Internal Quality Control

1. The Contractor shall establish and maintain an internal quality control system,
which shall include but not be limited to:

a) Checking supplier’s test certificates and certificates of compliance to


conform to specification and referenced standards prior to first delivery.

b) Checking supplier’s delivery tickets of each delivery for completeness


and compliance with the supply order and specification.

c) Checking markings and labels and condition of pipes, components, and


other equipment of each delivery, particular to ensure that:
1) Pipes, components and equipment are undamaged.
2) Protective coatings and linings of pipes and fittings are
undamaged.
3) Jointing components and containers of lubricants are undamaged,
not deteriorated, and labeled service life is still valid.

d) Checking if equipment and tools are in serviceable conditions at least


every week.

e) Checking the correct storage of pipes, components, and other


equipment at least every week.

f) Checking pits and trenches to ensure that excavation is to the correct


depth to guard against mechanical damage due to traffic or any other
activity prior to any pipe bedding and pipe laying operation.

g) As the work proceeds and prior to any backfilling operation, checking


line and level of pipes, irregularities at joints, the correct fitting of valves
together with any other equipment and accessories specified, including
the correct installation of thrust blocks where required.

h) Checking all pipe-work to ensure that it has been securely fixed prior to
any backfilling operation.

i) Checking that valve boxes are properly aligned, that suitable operating

keys are provided, and in case of deep valves, that adequate extension
spindles are installed prior to handing over.

C. Quality Assurance

1. Sampling, testing and checking procedures shall be recorded on a daily basis


including corrective actions taken by the Contractor, if necessary.

2. Reports and records shall be made available for assessment to the Royal
Commission not later than 3 days after testing and checking.

3. Reports and records shall be established and maintained in a manner to


ensure traceability.

4. Arrangements shall be made in the Contractor’s work schedule and time


allowed for checking and testing as indicated.

D. Fabricator Qualification

1. Firm supplying the precast units shall have minimum 5 years successful
experience in producing structural precast concrete units similar to those
indicated for this Project and with a record of successful in-service
performance as well as sufficient production capacity to produce required units
without delaying the work.

E. Personnel Qualifications

1. The Contractor shall employ adequate number of skilled workmen, thoroughly


trained and experienced in the necessary crafts, and completely familiar with
the specified requirements and the methods required for proper performance
of the work of this Section.

2. The Contractor’s site supervisor shall have knowledge of referenced standards


and at least 5 years of documented experience in works related to this Section
and shall have successfully completed works similar in material, design, and
extent to that indicated for the project.

3. Installers shall be familiar with the material and installation procedures


indicated and shall be duly skilled and trained.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 JOB CONDITIONS

A. Protection of Existing Utilities and Structures

1. The Contractor shall take every precaution to locate, protect and support all
existing utility lines, overhead or underground, and all other property and
surface structures during construction, unless their removal is shown on the
Plans or directed by the Royal Commission.

2. Temporary support, adequate protection, and maintenance of all underground


and surface structures, drains, sewers, and other obstructions encountered in
the progress of the work shall be provided in accordance with the
specifications or applicable regulations.

3. The Contractor shall preserve all protective covers, warning tapes, position
markers, etc. pertaining to existing underground utilities during excavation and
shall restore in position during the backfilling.

4. The Contractor shall relocate the existing utilities and structures, which
interfere with the work.

5. The Contractor shall identify and describe unexpected variations to subsoil


conditions or discovery of uncharted utility lines or other facilities.

6. The Contractor shall repair any damage to the existing utility lines or other
facilities and restore them as nearly as practical to their original condition to
the satisfaction of the Royal Commission and bear all associated costs.

7. The Contractor shall remove subsurface obstructions encountered during


excavation for installation of the sewerage systems at his expense. This shall
include removal of abandoned utility piping, wires, structures, rock boulders,
etc., which may not be visible from surface investigations before construction,
but will interfere with new installations. If such obstructions are encountered,
they shall be removed from the area of new facility and backfilled with a
suitable material.

B. Public Safety and Accessibility

1. The Contractor shall maintain access to adjacent areas for vehicular and
pedestrian traffic and shall employ flagmen, barricades, warning signs, and
warning lights to protect the general public from any hazards associated with
the open trenches.

2. Supports, covers, trench crossing means, services connections etc., shall be


provided as necessary to maintain functions uninterrupted within the existing

residences, industries and other buildings, to the satisfaction of the Royal


Commission.

C. Protection of Streams and Roadways

1. The Contractor shall not discharge excess concrete or other material into a
drainage pipe, catch basin, ditch, stream, river, pond, or lake.

2. The Contractor shall not discharge or allow concrete or other material to spill
onto any roadway or appurtenances either during placement or while in transit.

3. The Contractor shall be responsible for cleanup of all waste/excess concrete


and other materials and shall remove spills immediately or otherwise repair
streets as directed by the Royal Commission.

4. Trench dewatering, or other activities where liquids need to be disposed, and


all sewer outfalls into the Royal Commission drains and ditches, shall conform
to the Royal Commission requirements, and shall require the Royal
Commission approval.

D. Protection of Vegetation

1. All existing vegetation such as trees, shrubs and grasses on or adjacent to the
work site which are not to be removed and which do not unreasonably interfere
with the work shall be preserved and protected.

E. Coordination

1. The Contractor shall be responsible for the proper coordination of all phases of
work under this Contract.

2. The Contractor shall coordinate the work and equipment as specified herein
with work to be performed and equipment to be furnished under other Sections
of the Specifications in order to assure a complete and satisfactory installation.

3. The Contractor shall examine drawings and specifications for all Contracts to
determine the nature of proposed construction and shall perform work to
conform to construction called for in such a manner as not to interfere or delay
work of other Contractors.

F. Housekeeping

1. Good housekeeping shall be strictly observed. Materials and equipment being


used shall be arranged so as not to cause obstruction to traffic or to the public.

G. Dust Control

1. Dust shall be controlled within populated areas of the construction operations


to the satisfaction of the Royal Commission by thoroughly moistening all
surfaces as required to prevent dust being a nuisance to the public and to
personnel working on the site or along the transport routes.

2. Sprinkling shall be kept to a minimum and shall not produce runoff from the
site. Flushing of streets shall not be permitted.

H. Corrosion Protection

1. All buried and submerged metallic pipes shall be considered to be installed in


a very corrosive environment. Therefore, the Contractor shall take all
measures to prevent corrosion such as cathodic protection systems and
coatings strictly in accordance with the Contract Drawings and Specifications.

I. Site Cleanup

1. The work site shall at all times be kept neat, clean and free of waste material
or rubbish.

2. Any surplus equipment and material not required for further performance of the
work shall be promptly removed from the work site.

3. Upon completion of the work, all equipment, temporary structures, rubbish and
unused materials shall be removed from the work site.

1.10 PERFORMANCE REQUIREMENTS

A. General

1. Unless otherwise indicated, the Contractor shall deliver and install the system,
provide operational properties and, at any time, comply with basic principles
including but not limited to the following:

a) Extend underground sewers and drains to connect to building sewers


and drains, public utility mains, septic tank, or drain trench/drainage
field, of sizes and locations indicated or appropriate.

b) Install sewerage and stormwater piping as separate system.

c) Ensure that lines, levels and structural conditions of all relevant existing
sewers, drains, subsoil drains, ditches and other structures are
preserved.

d) Ensure that the impact of drain and sewer system on the receiving
waters meets the requirements of the Royal Commission and the
receiving waters are protected from pollution within the acceptable
limits.

e) Make sure that drains and sewers are watertight in accordance with
testing requirements and that odor nuisance and toxicity do not arise.

f) Deliver and install all pipework in a way that it operates without blocking.

g) Install the sewer piping network in such a manner as to ensure that it is


free-flowing and self-draining and no effluents remain in the piping
during no-flow conditions.

h) Provide access to the system by means of manholes, inspection


chambers and access fittings, where practically, at every change of
alignment or gradient, at the head of all sewers and drains, at every

junction of 2 or more pipelines, wherever there is a change in size and,


in addition, at reasonable intervals for inspection and maintenance.

i) Provide and install proper sized increasers, reducers, and couplings


where different sizes or material of pipes and fittings are connected.
Reduction of the size of piping in the direction of flow is prohibited.

j) For gravity systems, ensure that drains and sewers are sufficiently
ventilated to the atmosphere by allowing free passage of air through the
system.

B. Pumping of Sewage in a Gravity System and in a System Under Pressure

1. Unless otherwise indicated, install pumping installations in compliance with,


but not limited to the following basic principles:

a) Establish maximum and minimum predicted flow rate to determine the


duty points of the pumps and the size of mechanical and electrical
equipment which is necessary.

b) The hydraulic design of the rising main and the pumping equipment
shall be considered together. Acceptable methods for calculation of
head losses and flows in pipes shall be approved by the Royal
Commission.

c) Flushing and rodding connections shall be incorporated in the rising


main where required. The diameter of the rising mains shall be
determined by considering:
1) Design flow rates and associated velocities.
2) Minimum velocities to limit sedimentation.
3) Minimum diameter to limit clogging.
4) Septicity implications of retention fine.

d) Pipelines shall be designed and installed for pressure resulting from


maximum flow, no flow and transient pressures (positive or negative),
also taking account of external loads. In the case of transient conditions,
the amplitude and frequency shall be determined.

e) Surge analysis shall be carried out taking into account all possible
operation conditions. The method of analysis shall be approved by the
Royal Commission.

f) Thrust forces occurring at valves, changes in direction and diameter,


branches and pipe ends, shall be contained. Possible methods and
provisions include:
1) Restrained joints over an adequate length of pipeline.
2) Thrust or anchor blocks.
3) Cradles and clamps, generally for non-buried pipelines.

g) Anchorages shall be installed to avoid transmitting vibration.

h) Discharge points shall be installed to minimize splashing and noise.


Manholes into which rising mains discharge shall be well ventilated.

i) Septicity shall be kept to a minimum.

1.11 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Packing and Shipping

a) All products shall be handled with extreme care to ensure delivery to the
site in sound and undamaged condition, including no injury to the pipe
coating or lining.

b) Moving of pipes and materials shall be held to a minimum to reduce the


possibility of damage.

c) Handling equipment such as lifting beams, reinforced canvas slings,


protective padding, struts, cradles, and other devices shall be utilized to
handle products without damaging hardware or lining and coating.

d) Whether moved by hands, or other acceptable method, material shall


not be thrown, dropped, dragged, bumped, or allowed to impact on
objects that cause damage.

e) All products shall be shipped in manufacturer’s original protective


packaging and appropriately labeled containers and crates constructed
to prevent damage to items.

2. Storage and Protection

a) All products shall be handled and stored as recommended by the


manufacturer to prevent damage and deterioration.

b) Full consideration shall be given to safety aspects when locating


planning and constructing stacking areas and while stacking pipes.

c) Pipes shall be delivered with factory-applied end caps. End caps shall
be maintained through shipping, storage, and handling to prevent pipe-
end damage and to prevent entrance of dirt, debris, and moisture.

d) All pipes, flanges, fittings and specialties shall be stored off floor or
grade to protect them from moisture and dirt, taking into consideration
the structural capacity of the supporting floor.

e) PVC pipes shall be stacked on a flat surface free from sharp projections,
stones, or other protuberances likely to deform them.

f) PVC pipes shall not be exposed to the direct sunlight during storage,
transportation, handling and installation.

g) PVC pipes shall be transported to the jobsite in special pile rack type
containerized units to facilitate loading, unloading, onsite storage,
retrieval and protection of piping from sunlight and ultraviolet (UV)
radiation.

h) Precast concrete units shall be delivered to the Project site in such


quantities and at such times to ensure continuity of installation. Units
shall be stored at the Project site in such a manner as to prevent
cracking, distorting, warping, staining, or other physical damage, and the
markings are clearly visible.

i) Valves shall be protected against damage to threaded ends and flanged


faces. End protectors shall not be removed unless necessary for
inspection and then reinstalled for storage.

j) All products shall be inspected at time of delivery for damage and for
compliance with specifications.

k) Any product found to be damaged or not in accordance with the


specifications shall immediately be repaired or removed from site and
replaced such that the execution and Contract Schedule are not
impaired. Repairs shall not be undertaken before the Royal Commission
review of the Contractor's proposed action.

l) Where individual pipes are to be stacked, they shall be arranged


alternatively, so that pipes are evenly supported and the sockets and
spigots are not loaded and excessive loads are not carried by pipes
lower in the stack.

m) Pipes of different sizes or wall thickness shall be stored separately, or


where this is not possible, those with larger diameters and thicker walls
shall be at the bottom.

n) Rubber gaskets and similar material shall be stored in their original


containers and kept away from oil, grease, direct sunlight, sources of
ozone such as fluorescent light and electric motors, excessive heat and
areas where temperatures exceed 60°C.

o) All products shall be protected against damage and the ambient


conditions both during transport, site storage and immediately up to the
time the products are installed and thereafter until acceptance by the
Royal Commission.

p) During installation, precautions shall be taken to protect the products


from mechanical damage and the effects of sunlight and heat, until the
backfilling operations have been completed. All site storage areas shall
be shaded.

q) The period of storage prior to installation shall be minimized and records


shall be kept of the production date of the pipes.

r) For pipe older than 24 months, the Royal Commission may require
information on the pipe storage during the period. The Royal
Commission reserves the right to reject pipe older than 24 months or to
require re-testing and re-certification by the pipe manufacturer.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. All equipment, fittings and accessories shall be suitably rated to comply with the
system working and test pressures as specified in this Section for the individual
equipment, fitting and accessories.

C. All materials and products shall be new, sound and uniform in quality, size, shape,
color and texture, free from cracks, warps or other defects and shall be capable of
operating under the full range of site environmental conditions.

D. Unless otherwise indicated or approved by the Royal Commission, material and


components for like functions shall be used continuously through the entire section
with all parts for assembly and installation, from the same source, same
manufacturer, or as recommended by the manufacturer.

E. All pipe, pipe fitting material and components shall be compatible with each other and
shall be designed and manufactured for the intended use.

F. Fittings shall be molded or formed to correspond in all respects with the properties of
the pipe of the corresponding size; in required tee, bends, elbows, clean-outs,
reducers, traps and other configurations required.

G. Proprietary products proposed by the Contractor shall be subject to approval by the


Royal Commission. No material shall be used in permanent work without the prior
approval of the Royal Commission.

2.02 PIPES

A. Pipes used for gravity sewers and force mains shall be of the types and have
coatings and linings as specified in SECTION 02085.

2.03 MANHOLE, CLEANOUT, VALVE CHAMBER AND PUMP STATION STRUCTURES

A. General

1. Manholes shall be constructed of precast concrete segmental blocks, precast


reinforced concrete rings, precast reinforced concrete sections, cast-in-place
reinforced concrete, fiber glass units, or plain concrete encased in glass-fiber
reinforced polyester units, as shown on the Contract Drawings.

2. All manhole units shall be extra-strength in order to adequately resist wheel


load as indicated in the M.O.C. (Ministry of Communication, Kingdom of Saudi
Arabia) design load for standard (600 kN) trucks.

a) When approved by the Royal Commission, standard truck HS20-44

loading plus impact allowance may be used for the design of the
manholes in the community areas.

3. Precast reinforced concrete manhole risers shall conform to the requirements


of ASTM C478M.

4. Brick collars shall be used only upon prior approval of the Royal Commission.

5. Mortar shall be acid and alkali resistant and shall conform to ASTM C466.

6. All reinforcement shall be fusion bonded epoxy coated, deformed, conforming


to ASTM A615M Grade 60, in accordance with SECTION 03205.

B. Precast Concrete Segmental Blocks and Bricks

1. Block and brick manholes shall be sized and configured to dimensions as


shown on the Contract Drawings.

2. Blocks shall conform to ASTM C139 and shall not be less than 150 mm thick
for manholes to a depth of 3.6 m; not less than 200 mm (8 in.) thick for
manholes deeper than 3.6 m deep.

3. Blocks shall be not less than 200 mm in length. Blocks shall be shaped so that
joints seal and bond effectively with cement mortar.

4. Bricks shall conform to ASTM C32.

5. The interior and exterior surfaces of the structure shall be parged with 15 mm
of cement mortar applied with a trowel and finished to an even glazed surface.

C. Precast Reinforced Concrete Units

1. Precast reinforced concrete units shall be as shown on the Contract Drawings


and shall conform to ASTM C478M, with epoxy coated reinforcing steel bars
conforming to ASTM A775.

2. Precast reinforced concrete units shall be designed and formed with male and
female ends, with the provision for rubber gasket joints.

3. Manhole rings or sections shall have an inside diameter as indicated on the


Contract Drawings, and shall be not less than 1200 mm in diameter.

4. Manhole top shall conform to ASTM C478M and shall be concentric cone,
eccentric cone, or flat slab type, as shown on the Contract Drawings.

5. Steps on inside wall shall be as shown on the Contract Drawings.

D. Cast-In-Place Concrete

1. Cast-in-place concrete units shall be constructed to the configuration as shown


on the Contract Drawings using Type-I cement with pozzolan admixture.

2. Cast-in-place concrete shall comply with SECTION 03310.

3. Steel reinforcement shall comply with SECTION 03205.

E. Fiberglass Units

1. Fiberglass units shall be as shown on the Contract Drawings and shall


conform to ASTM D3753.

2. Unless indicated otherwise, each manhole shall include an integral fiberglass


ladder assembly, having non-slip rungs and fiberglass standoff brackets
attached to the inner surface of the manholes.

3. Each unit shall be free from all defects including indentations, delaminations,
bubbles, pinholes, cracks, pits, blisters, foreign inclusions, and resin-starved
areas that, due to their nature, degree, or extent, detrimentally affect the
strength and serviceability of the manholes.

4. The exterior surface shall be relatively smooth with no sharp projections and
the interior surface shall be resin rich with no exposed fibers.

5. The resins used shall be a commercial grade unsaturated polyester resin.

6. The reinforcing materials shall be commercial grade of E-type glass in the form
of mat, continuous roving, chopped roving, roving fabric, or both, having a
coupling agent that will provide a suitable bond between the glass
reinforcement and the resin.

7. If reinforcing material is used on the surface exposed to the contained


substance, it shall be a commercial grade chemical-resistant glass or organic
surfacing mat having a coupling agent that will provide a suitable bond with the
resin.

8. Resin additives such as pigments, dyes and other coloring agents, if used,
shall in no way be detrimental to the performance of the pipe, nor shall they
impair visual inspection of the finished units.

9. Fillers, when used, shall be inert to the environment and manhole construction.

F. Protective Coating

1. All concrete (cast-in-place and precast) shall be protected externally from


aggressive soil conditions in accordance with SSPC Painting Manual, Vol. 2.

2. The cold applied asphalt mastic coating shall be repaired as necessary after
the completion of the installation work and prior to backfilling.

3. Internal surfaces of concrete manholes, cleanouts, valve chambers and


sewage pump stations (tertiary) shall be protected with one of the specified
coating or lining systems outlined under par. 2.17 below.

4. The main sanitary sewer channel through each manhole shall be lined with a
properly shaped vitrified clay half round channel lining.

5. The channel lining shall be a vitrified clay liner properly set into the manhole
base using an acid alkali resistant mortar, complying with ASTM C466.

2.04 COVERS AND FRAMES

A. Covers and frames shall be constructed of gray cast iron conforming to ASTM A48M,
as shown on the Contract Drawings.

B. The fabricated covers and frames shall comply with BS EN 124, as specified in
SECTION 02082 and shall be coated with an amine coal tar epoxy to a minimum dry
film thickness of 500 μm.

C. The cover shall have a studded pattern. The bearing surface of the frame and cover
shall be machined finished and the cover shall fit firmly on the frame without rocking
when subject to traffic.

D. Covers and frames shall be free of porosity, shrinkage cavities, cold shuts, or cracks,
or any surface defects which would impair serviceability. Repair of defects by welding
or by the use of smooth-on or similar material will not be permitted.

E. Cover sizes shall be as required on the Contract Drawings. The words "SANITARY
WASTE" in Arabic and English shall be cast in covers as applicable and as shown on
the Contract Drawings.

F. In paved areas and in road shoulders, the top of the covers shall be flush with the
finished surface. In unpaved areas, the top of the covers shall be 100 mm above
finished grade.

2.05 STEP IRONS AND LADDERS

A. Step Irons

1. Manhole Steps, where shown, shall be designed to support a concentrated


load of 2200 N and shall be fabricated from the following materials, as detailed
on the Contract Drawings:

a) Stainless steel bar conforming to AISI Type 316L.

b) Deformed bar conforming to ASTM A615M Grade 60, hot-dipped


galvanized in accordance with ASTM A123M.

c) Deformed bar conforming to ASTM A615M Grade 60 coated with


polypropylene plastic conforming to ASTM D4101.

2. Steps shall be a minimum of 350 mm wide and project a minimum of 150 mm


away from the wall.

3. The top surface of the step shall have a studded non-slip surface. Steps shall
be placed at 300 mm centers.

4. All precast manholes step irons shall be integrally cast into precast sections by
the manufacturer.

B. Ladders

1. General

a) Ladders shall be fabricated from stainless steel or aluminum, as shown


on the Contract Drawings.

b) The ladder assembly shall be rated for a minimum of 2200 N.

2. Stainless Steel Ladders

a) Ladders including all brackets, fixings and fasteners shall be fabricated


from AISI Type 316L stainless steel. They shall be installed where and
as shown on the Contract Drawings.

3. Aluminum Ladders

a) Ladders, brackets and hardware shall be constructed of welded


aluminum in conformance with the requirements OSHA.

b) Rails shall be 10 by 63 mm spaced a minimum of 400 mm apart.

c) Rungs shall be 35 mm in diameter and have a non-slip surface.

d) Standoffs shall offset the ladder 180 mm from the wall.

2.06 IDENTIFICATION LABELS

A. Valves, meters and equipment shall be each fitted with an identification labels of the
size 50 x 80 mm constructed from 2 mm brass sheet engraved in 10 mm high
lettering in both Arabic and English with the words "WASTE WATER."

B. The Arabic lettering shall be 1.5 times as high as the English and the style of Arabic
lettering shall be in "NASKH" characters.

2.07 MARKER POSTS

A. The Contractor shall provide marker posts with indicator plates as detailed on the
Contract Drawings.

B. The marker posts shall be provided generally not less than 200 m apart, located at all
changes in direction, adjacent to all line and outlet valves from the main transmission
line, and at all dead ends.

C. Unless required otherwise by the Royal Commission, the marker posts shall be
provided only in the industrial areas.

D. Top of pipeline elevations shall be indicated on all markers.

2.08 WARNING TAPE

A. The Contractor shall provide warning tape to be laid in all trenches above each utility

main transmission line and services as shown on the Contract Drawings.

B. The tape shall be of polyethylene, PVC or other plastic material. For all sewerage
pipes and mains, the tape color shall be red. For electric power supplies, the tape
color shall be yellow.

C. The tape shall be detectable above all non-metallic mains, except in specifically
approved circumstances.

D. The tape shall be 300 mm in width, 150 μm thickness and shall be obtained from an
approved supplier.

E. A continuous warning message shall be repeatedly imprinted on the tape surface


with durable black letters of 50 mm height in Arabic and English alternately;
"CAUTION: BURIED SEWER LINE BELOW" for sewer pipes and mains, and
"CAUTION: BURIED ELECTRIC LINE BELOW" for power supplies.

2.09 AUTOMATIC AIR RELEASE VALVES

A. Sewage air and vacuum valves shall allow unrestricted venting or re-entry of air
during filling or draining of the force main to prevent water separation or pipeline
collapse due to vacuum.

B. The valve shall be specifically adapted for use with sewage and shall be installed as
indicated on the Contract Drawings.

C. The sewage air and vacuum valves shall incorporate one upper and one lower
stainless steel float, connected by a common stainless steel float guide, thereby
maintaining an air gap between the bottom float and top shut off float.

D. The air gap shall retard waste solids from fouling or clogging the top shut-off float.

E. All internal parts shall be stainless steel or bronze. The internal baffle shall be fitted
without distortion for tight shut-off. All internals shall be easily removed thru the top
cover without removing the main valve from the lines.

F. Valve body shall be constructed of iron. Valve ratings shall be as shown on the
Contract Drawings.

2.10 VALVE BOXES

A. Valve boxes shall be cast iron or concrete, as shown on the Contract Drawings.

B. Cast iron boxes shall be the extension type with slide type adjustment and with flared
base. The minimum thickness of metal shall be 5 mm.

C. The box length shall be adaptable, without full extension, to the depth of cover over
the pipe at the valve locations.

D. Concrete boxes shall be the standard product of a manufacturer of precast concrete


equipment.

E. The word “WASTE WATER” shall be cast on the cover.

2.11 SEWAGE PUMP STATIONS (TERTIARY)

A. General

1. Generally, each pump station will consist of 1 duty pump and 1 duty standby
pump; although the larger units may require 2 duty and 1 standby pumps as
indicated on the Contract Drawings.

2. Unless otherwise indicated, each pump-set will deliver up through a


reinforced thermosetting resin plastic (RTRP) pipe and cast iron valve
arrangement and thence through the force main.

3. All pumps of the same type, frame and size shall be of the same manufacturer
and shall have interchangeable parts, and shall be a type and brand as
approved by the Royal Commission.

4. All pumps shall be suitable for the nature and composition of the sewage to be
pumped and for the throughout specified range of pumping requirements such
as flow rates, heads and duty points as indicated on the Contract Drawings.

5. All completed and installed operating pump units and accessories shall be
suitable for the intended location and service and shall be free of operating
problems and unusual vibrations. The noise in the pump unit or accessories
shall be corrected, and if necessary, the entire unit shall be replaced at no
additional cost to the Royal Commission.

6. Motors shall be provided by the pump manufacturer and shall be air-filled,


totally submersible. Motor nameplate rating shall exceed the maximum power
required by the pump in the operating head range.

7. It is essential that the selected pump manufacturer shall have a reputable


representative permanently based in Saudi Arabia, who carries ample stocks
of spare parts and can offer first-class servicing, commissioning and start-up
facilities for the pump stations.

8. The Contractor shall redesign the pump station if the equipment he proposes
does not suit the original design.

B. Pumps and Appurtenances

1. All tertiary sewage pumps shall be of the submersible, centrifugal non-clogging


units capable of passing a 75 mm sphere, designed specifically for municipal
unscreened raw sewage application.

2. Each pump shall be attached to a guide rail and locating/mounting system that
permits easy pump removal and replacement. The pumps shall conform to the
requirements of SECTION 15130.

3. The rail-type pump support systems, incorporating manufacturer approved


mechanisms, shall be designed to allow the operator to remove and replace
any single pump without first entering or dewatering the wet well.

4. Each guide rail mounted pumping unit shall be provided with a chain suitable
for removing and installing. A suitable chain hook shall be provided at the top
of the wet well.

5. Material for guide rails and lifting chains shall conform to AISI Type 316L
stainless steel. Guide rails shall be Schedule 80 stainless steel pipe. All guide
rail brackets, fixings and fasteners shall be stainless steel Type 316L.

6. Unless indicated otherwise, all sewage pump discharge piping and fittings
shall be reinforced thermosetting resin plastic (RTRP) with stainless steel bolts
and nuts conforming to ASTM A320M.

7. All pipe supports including brackets, fixings, fasteners and valves located in
the valve chamber shall be coated with pure epoxy or pure polyurethane. Dry
film thickness shall be 500 μm minimum. All pipe supports including brackets,
fixings and fasteners in the wet well shall be stainless steel Type 316L.

8. All mating surfaces of major components shall be machined and fitted with
O-rings where watertight sealing is required. Sealing shall be accomplished by
O-ring contact on four surfaces and O-ring compression in two planes without
reliance on a specific fastener torque or tension to obtain a watertight joint.

9. The use of elliptical O-rings, gaskets, or seals requiring a specific fastener


torque value to obtain and maintain compression and water-tightness will not
be acceptable. The use of secondary sealing compounds, gasket cement,
grease, or other devices to obtain watertight joints will not be acceptable.

10. The electric power and control facility for each sewage pump station will be
housed in all weather, corrosion resistant kiosk located adjacent to the sewage
pump station as indicated on the Contract Drawings.

11. The pumps shall be of vertical spindle design capable of handling raw,
unscreened sewage and shall be so spaced as to prevent vortexing cavitation
during their operation.

12. The design shall be such that the pump unit will be automatically and firmly
connected to the discharge piping when lowered into place down twin guide
rails onto its meeting discharge connection, permanently installed in the wet
well.

13. The pump shall be easily removable for inspection or servicing, requiring no
nuts, bolts, or other fastenings to be disconnected and without the need for
personnel to enter the wet well.

14. All major components including pump casing, stator casing, oil casing, sliding
brackets and volute shall be manufactured from cast iron and the shaft from
stainless steel.

15. All surfaces in contact with sewage shall be coated with pure epoxy or pure
polyurethane. Dry film thickness of coating shall be 500 μm minimum. All
exposed nuts and bolts shall be manufactured from Type 316L stainless steel.

16. A wear ring system shall be installed to provide sufficient sealing between the
impeller and the volute casing. The impeller shall be of non-clog design,

having a long, wide through-let with no acute turns, and be capable of handling
solids, heavy sludge and other materials found in normal sewage. It shall be
dynamically and statically balanced, key driven, and attached to its shaft by a
suitable stainless steel fastener.

17. The pumps shall be fitted with a mechanical rotating shaft seal system running
in an oil reservoir having separate constantly hydro-dynamically lubricated
lapped seal faces.

18. The reservoir shall be fitted with an approved device to permit expansion of the
oil under operating temperature.

19. The lower seal unit between the oil chamber and the motor housing shall be
separated and both positively driven with each interface held in contact by its
own spring system and supplemented by external liquid pressures.

20. The seals shall require neither maintenance nor adjustment and shall be
readily accessible for inspection and replacement, when necessary.

21. Shaft seals without positively driven rotating members, or conventional double
mechanical seals with a common single or double spring acting between the
upper and lower units, requiring a pressure differential to offset external
pressure and effect sealing, shall not be considered acceptable, nor equal to
the dual independent seal system specified.

22. A seal failure probe may be installed at the pump end seal oil chamber. The
shaft sealing system shall be capable of operating submerged at pressures
equivalent to 20 m.

23. The seals shall not rely upon the pumped media for lubrication and shall not be
damaged if the pumps are run un-submerged for extended period while
pumping under load.

C. Motors and Accessories

1. The integral driving motor shall be sealed submersible type, housed in an air-
filled watertight casing and shall be a moisture resistance Class F installation
designed for continuous duty, or in a watertight casing filled with dielectric oil.

2. Motor shall be 3-phase induction type suitable for operation on 220/127 V or


380/220 V, 60 Hz power supply, as indicated on the Contract Drawings.

3. Motors shall be rated as to full load horsepower values shown on the Contract
Drawings and shall have electrical characteristics corresponding to the
electrical power system at the installation.

4. The motor shall be designed for continuous operation and shall be non-
overloading over the entire operational range of the pump.

5. Each motor shall be capable of continuous operation in air (un-submerged) for


at least 24 hours under pump full load conditions, without exceeding the
temperature rise limits for the motor insulation system.

6. Motor shall have stator winding heat sensor assembly. Thermal sensors shall

be used to monitor stator temperatures and shall be built into the motor, be
supplied by the motor manufacturer, and shall activate a switch upon high
temperature. Thermostat shall reset automatically when motor cools to safe
operating temperature.

7. The motor shall be protected by mechanical seal system as described above.


A double electrode shall be mounted in the seal chamber to detect any water
entering the chamber through the lower seal. Water in the chamber shall
cause a red light to turn on at the control panel.

8. The cable entry water seal shall include a strain relief and a grommet type seal
designed so that a specific fastener torque is not required to ensure a
watertight submersible seal. Epoxy, silicone or other secondary sealing
systems shall not be required or used.

9. The cable entry junction box and motor shall be separated by a stator lead
sealing gland or a terminal board. The junction box shall isolate the motor
interior from moisture gaining access through the top of the stator housing.

10. Each unit shall be equipped with one or more multi-conductor cable
assemblies for power and control. Each multi-conductor assembly containing
power cables shall be provided with a separate grounding conductor.

11. The cable entry seal and the cable shall be suitable for a minimum
submergence of 20 m, and the cable shall be adequately sized and rated to
conform to the codes and regulations listed in this Specification.

12. Motor housing shall be provided with a moisture detection system complete
with all sensors, control power transformer, intrinsically safe control modules,
and relays. The moisture detection system shall provide two normally open dry
output contacts. The contacts shall close when moisture is detected in the
motor housing and the pump shall be shut down.

13. The motor bearings shall be antifriction, permanently lubricated type. The
lower bearing shall be fixed to carry the pump thrust and the upper bearing
free to move axially.

14. Tolerance of all components shall be such that replacement of any component
can be accomplished without the need to carry out additional machining to
ensure adequate watertight sealing.

15. Each unit shall be provided with an adequately designed cooling system.
Thermal radiators, cast integral with stator housing are acceptable. Where
water-jacks are used, separate circulation shall be provided and cooling media
channels and ports shall be non-clogging by virtue of their dimensions and
configuration.

D. Level Sensing Devices

1. The liquid level sensing device shall be either sealed, single-pole, float
sensors, conductance actuated electrodes, admittance probes or ultrasonic
probes, as indicated on the Contract Drawings.

2. Sensors for duplex pump system shall be set to provide the following:

a) Low Level Sensor: All pumps off.

b) First Level Sensor: Duty pump on.

c) Second Level Sensor: Both pumps on.

d) High Level Sensor: Actuate high level alarm.

E. Aeration and Ventilation

1. General

a) The wet well shall be adequately aerated and properly vented as shown
on the Contract Drawings.

2. Aeration

a) The aeration system shall consist of 2 air blowers and associated GRP
or Type 316L stainless steel Schedule 40 pipework with stainless steel
valves and cleanout fitting to deliver the air into the effluent through a
stainless steel diffuser assembly at the wet well. The piping shall be
secured with Type 316L stainless steel brackets, fixings and fasteners.

b) The system shall supply air to the wastewater held in the wet well. Each
air blower shall be a positive displacement, rotary type machine
designed for continuous duty at the rated output without temperature
rise detrimental to the equipment.

c) The blower shall be fitted with adjustable high temperature cut-out


thermostats; intake air filter with filter restriction indicator, silencer;
delivery silencer relief valve and check valve, delivery pressure gage, a
low pressure switch and an orifice plate type flow sensor and
transmitter.

d) Each air blower shall be direct driven by a totally enclosed fan cooled
squirrel cage induction motor which shall be 115 V, single-phase, 60 Hz.
Motor insulation shall be Class F.

e) The blower unit shall be mounted in a separate and ventilated


compartment at the power and control cubicle on a common base frame
fitted with anti-vibration floor mountings.

f) The air blower housing shall be cast iron with ductile iron rotors on
integral with shafts. The timing gears shall be helical with positive
location on shafts.

g) Shaft seals shall be lip type and incorporate shaft-mounted oil thrower
discs. High temperature type lubricating oil shall be supplied to protect
seals from carbonization.

h) The air blowers are required to operate in conjunction with the sewage
pumps so arranged that a running air blower is stopped when a pump
starts. The blowers will be alternated automatically. In a similar manner,
air blower start will be linked to a pump stop on low water level.

i) The installation, capacity and delivery pressure of the air blowers shall
be as shown on the Contract Drawings.

3. Ventilation

a) Positive ventilation of the wet well shall be accomplished by using a fan


exhausting the wet well volume at a rate of 10 air changes per hour of
the total wet well volume (empty wet well) through an activated charcoal
filter.

b) The filtered air shall be discharged through an exhaust stack extending


4 m above grade.

c) The wet well ventilation air intake shall be a gravity vent pipe having a
goose neck and stainless steel Type 316 insect screen. The intake air
opening shall be located above finished grade as shown on the Contract
Drawings.

d) Activated air carbon filter, fan, and stack shall be installed as indicated
on the Contract Drawings.

e) Exhaust fans shall be direct drive and of type and capacity as indicated
on the Contract Drawings. They shall be stainless steel and of spark-
proof construction, suitable for vertical installation. They shall be
installed as shown on the Contract Drawings.

f) Drive motors shall be explosion proof, totally enclosed fan cooled,


115 V, single-phase, 60 Hz. Motor insulation shall be Class F.

g) Activated carbon filters shall meet the applicable standards and shall be
furnished and installed as shown on the Contract Drawings.

4. Tools and Accessories

a) The sewage pump station shall be equipped with a complete range of


routine maintenance tools in a lockable steel tool box. Tool box shall be
stowed at the sewage pump station at a dry ventilated location.

b) Equipment requiring periodic repair and adjustment shall be furnished


complete with all special tools, instruments, and accessories required for
proper maintenance.

c) Equipment requiring special devices for lifting or handling shall be


furnished complete with those devices.

2.12 ELECTRIC POWER AND CONTROLS

A. Electric Power and Control Kiosk

1. The electric power and control kiosk for the sewage pump station shall consist
of an all-weather, corrosion resistant NEMA 4X cubicle with lockable double
access doors, as indicated on the Contract Drawings.

2. The Kiosk shall be mounted with stainless steel Type 316L fasteners and
fixings on a 200 mm high concrete pad as indicated on the Contract Drawings.

3. All cables and wires shall have copper conductors complying with acceptable
standards like SASO, IEC, ASTM, AEIC, NEMA, UL, or Insulated Power Cable
Engineers' Association (IPCEA), as specified in SECTION 16120.

4. The kiosk shall contain the following items:

a) Incoming feed power cable termination main circuit breaker and fuses.

b) Across-the line starter and overload protection with reset button one for
each pump.

c) Automatically alternating pump operation.

d) Control circuit transformer with 24 V secondary output.

e) Hand-off-automatic selector switch, each pump.

f) Run Indicator Lights: (1) pump on, (2) tripped overload relay, one for
each pump.

g) Heater with thermostat control suitable for local climate, where


indicated.

h) Wet well level sensor system.

i) Circuit with lamp for thermal contacts in stator windings and labeled
"Stator Winding Temperature High" if the pump has a built-in monitoring
device for motor stator winding temperature, one for each pump.

j) Terminal-row for connection of all cables with each terminal numbered,


including 10% spares for control and instrument spares.

k) Elapse time indicator, one for each pump and one for each wet well
aeration air blower.

l) Ammeter, one for each pump with phase selector switch.

m) Power Outlet Sockets: (1) 220 V AC or 127 V AC, 1-Phase, (2) 24 V DC.

n) Interior lighting as indicated on the Contract Drawings.

o) Control power available indicator light.

p) Alarm reset and test button.

q) Alarm horn.

r) Automatic system surveillance equipment as indicated on the Contract


Drawings.

s) A system of UPVC cable ducts interconnecting the wet well with the
control kiosk with proper and permanent seals provided at either end to
prevent explosive gases from entering the kiosk.

5. For additional details, refer to the SECTIONS 16290 and 16440.

B. Labeling

1. Inside each power and control kiosk at sewage pump stations, each device,
control and instrument shall be provided with a clearly worded permanently
fastened label, as specified in SECTION 16075.

a) Each label shall be identified as per par. 2.06 of this Specification.

b) The labels shall be of plastic with stainless steel fixings and shall have
white lettering on a black background.

c) The labels shall clearly identify each item it relates.

d) The precise wording and placing of each label shall be submitted to the
Royal Commission for review prior to their manufacturing.

C. Automatic Transfer Switch

1. An automatic transfer switch having the following characteristics shall be


installed on the cables connecting the transformers with the electric power and
control kiosk.

a) The automatic transfer switch shall be of double throw construction used


for 2 alternative power sources operated at 600 V or less.

b) The automatic transfer switch shall be rated as required for the pumps,
as specified in the Contract Documents.

c) The automatic transfer switch shall have the capabilities to:


1) Close against high in-rush currents.
2) Carry full-rated current continuously from each of the 2 alternative
sources.
3) Withstand and interrupt prevailing system fault currents and
withstand the starting in-rush of about 6 times the full-load
currents.

d) Automatic transfer switch shall be provided with the necessary controls


to sense loss of voltage on either supply after an adjustable time delay
suitable to ensure that the existing supply has, in fact, failed.

e) Automatic transfer switch shall be provided with in-phase monitors to


ensure that the loads are not transferred out-of-phase, the monitors to
operate in both directions for the 2 alternative sources.

f) Automatic transfer switches shall be of the true changeover type without


neutral position and shall be mechanically held, electrically operated and

rated for continuous duty.

g) Automatic transfer switch contacts shall be silver surfaced for low


temperature rise in accordance with electric code requirements. They
shall be protected by approved arc disruption means including double
break or separate arching contacts.

h) All switch and relay contacts, coils, spring and control elements shall be
accessible for inspection and maintenance without disconnection of
power conductors.

i) Automatic transfer switch shall be direct mounted over concrete base


and shall be provided in the overall NEMA 4X enclosures fitted with an
earth lug with clamp and bolt for connection of a ground conductor.

j) Remote status monitoring contacts/transducers shall be required for


connection to telemetry system as indicated on the Contract Drawings.

2.13 SYSTEM SURVEILLANCE

A. The surveillance system incorporated in the sewage pump stations shall be


compatible with the overall control scheme for the Community Sewerage System.

B. The Royal Commission shall not be required to purchase additional software to


operate the system.

C. The system provided shall be capable of operating at 2 levels:

1. Local Level

a) At this level, the system shall provide on the local control panel in the
kiosk the following information about the status of the pumps and
associated equipment.
1) Pumps - Running/on-duty standby/failed.
2) Level in wet well - Normal/Low/high.
3) Kiosk Heater - On/Off/failed.

2. Central Control Level

a) At this level, the system provided shall be capable of transmitting trouble


and high level conditions as alarms to the Central Control Room.

b) Telemetry system provided at each pump station shall indicate, as a


minimum, the following conditions:
1) Trouble.
2) High level.
3) Pump required.
4) Automatic Station Stop and Re-Start (ASSR).

c) The trouble contact shall be wired to all annunciated malfunction signals


in the pump station control panel.

d) The high level contact shall receive signal at the water surface at which
the pump station high level alarm occurs.

e) The pump required contact shall be closed when the first duty pump is
on.

f) The Automatic Station Stop and Re-Start (ASSR) contact, when given a
signal, shall interrupt motor operation.

2.14 EMERGENCY POWER SUPPLY

A. General Provision of an emergency power supply for pump stations shall be made,
and may be accomplished by connection of the station to at least 2 independent
public utility sources, each fed from separate transformers.

B. The power supply sources shall be interconnected with an automatic transfer switch
to provide a continuous source of power to the pump station.

C. An emergency generator, controlled by an automatic transfer switch, may be used as


a second power source. The generator shall be capable of supplying all necessary
electrical power for complete operation of the pump station in the event of a failure of
the electrical feed supplied by the local grid.

D. The entire generator set, switchgear, and accessories necessary to provide a fully
functional backup power system, shall be supplied and warranted by a single
manufacturer.

E. The generator shall be sized to start and continuously run all pumps, motors, and
other electrical equipment at the pump station site.

F. The voltage, amps, phase, etc., shall be coordinated with the design of the electrical
equipment for the particular site. In general, most generators shall be 3-phase,
60 Hz, and 240 or 480 V AC.

G. The engine generator set shall have a complete and separate control panel mounted
inside the generator enclosure providing all settings, monitoring, and control options
required, as well as the ability to send alarm signals back to the alarm telemetry
system.

2.15 ALARM SYSTEM

A. An audio-visual alarm system (red flashing light and horn) shall be provided for all
pump stations, as specified in SECTION 13850.

B. Alarm system shall have an emergency power source capable of operating for
24 hours in the event of failure of the main power supply.

C. The alarm systems shall be telemetered to a facility where 24 hour attendance is


available.

D. The alarm system shall be activated in case of power outage, pump failure or a
specified high water level.

2.16 WATER SUPPLY

A. At the sewage pump station, a pumping equipment wash-down water supply,


connected to the public potable water system, shall be provided for cleaning
purposes, as indicated on the Contract Drawings.

B. The supply shall be a 25 mm diameter copper Type K pipe with lockable isolation
valve, a reduced pressure backflow preventer and a hose bib with coupling provided
within 2 m of the pump stations, as indicated on the Contract Drawings.

C. There shall be no physical connection between any potable water supply and a
sewage pump station which under any conditions might cause contamination of the
potable water supply.

2.17 PAINTING, COATING AND LINING

A. General

1. Painting coating and lining shall comply with the applicable requirements of
SECTIONS 09910 and 09960 and as specified herein.

2. Protective coating and lining system shall in all cases be suitable for exposure
to their contact with environmental conditions which may include any or all of
the following:

a) The climatic conditions prevailing in the project area with particular


emphasis on temperature variations, high surface temperatures and
high humidities.

b) Septic sewage with a very low or high pH values.

c) Sulfuric acid solution in sewage slimes in concentrations up to 10% by


weight.

d) Hydrogen sulfide and other gases emanating from the sewage.

e) Saline groundwater with high chloride or sulfate contents both below the
water table and in soil zones above the water table where capillary
action and the presence of oxygen may cause extremely severe
conditions.

f) Wind blown chlorides.

g) Wind blown abrasive sands.

B. Linings and coatings shall be selected from the following generic systems:

1. Epoxy Polyamide/Epoxy Amine System

3. Hybrid Polyurethane System

a) 2- Component, 100% solids.

b) Primer shall be applied to steel surfaces only. Total wet film thickness
(WFT): 1524 microns (60 mils).

4. Polyvinyl Chloride (PVC) Sheeting System

a) T-ribbed, white, thickness 2.4 mm.

b) Prime sealer shall be applied to concrete only.

C. The typical physical properties and chemical resistance required for protective linings
used in sewage systems shall conform to the following:

1. Broad resistance to pH ranges 4 through 12; acids, hydrogen sulfide, sulfuric


acid up to 10%; alkalis such as lime.

2. Thermal resistance in the range of 4 to 49°C wet, dry or intermittent.

3. Adequate resistance to such forces as impact and abrasion. Taber CS-17


wheel with 1000 gm - 1000 cycles range 15 to 27.

4. Low Liquid Transmission: 0.66% by weight in 24 hours, and Vapor


Transmission: 0.19 perms (grains of moisture/ft2. h. in of Hg).

5. Manageable Coefficient of Expansion according to ASTM C531: 72x10- 6 /°C


(max).

6. Shrinkage on Total Cure of Less than 0.25: 0.75% per ASTM C531.

7. Adhesion Characteristics: 2.1 MPa to a multitude of substrates.

4. High Resistance to Fatty Acids: Little or no effect.

5. High resistance to inorganic alkalis in all concentrations.

6. High resistance to all common salts with no effect.

7. High resistance to oxidizing agents such as strong sulfuric acid, nitric acid,
sodium hypochlorite, etc.

8. High Resistance to Oils and Greases: Both animal and vegetable oils.

9. Temperature Range: Up to 65°C.

10. Specific Gravity: Approximately 1.47.

11. Tensile Strength: Approximately 45 MPa.

12. Compressive Strength: 76 MPa.

E. Surface preparation and application for any one or combination of systems selected
under par. 2.17 B above shall be done in strict compliance with the manufacturer’s
technical data sheets and application procedures.

PART 3 EXECUTION

3.01 WORKMANSHIP

A. All construction and installation work shall be done in a thorough and workmanlike
manner in accordance with the Contract Drawings and Specifications and shall be
subject to acceptance by the Royal Commission.

B. All works shall be performed in conformity with the best trade practices and the
printed instructions of the applicable manufacturers; by skilled workers equipped to
produce satisfactory results; in a safe, substantial manner to avoid undue stresses,
rigid enough to prevent undue movement, to avoid interference with work of other
trades, to present a neat, orderly appearance; and to facilitate operation, service,
maintenance and repair.

C. Deviations from the Contract Drawings and Specifications shall not be permitted
except upon written permission of the Royal Commission.

3.02 INSPECTION

A. Material Inspection

1. The Contractor shall carefully inspect all products for damage immediately
before installation. Any product found to be damaged or not in accordance with
the specifications shall immediately be repaired or removed from the site and
replaced.

2. Any defective piping discovered after the installation shall be removed and
replaced with a sound pipe in a satisfactory manner at no additional expense
to the Royal Commission.

3. Repairs shall not be undertaken without the Royal Commission review of the
Contractor's proposed action.

4. Any primer, solvent cement, or adhesive that is beyond the stamped expiration
date shall be discarded. Solvent cement that has gelled or thickened shall be
discarded. Leaking or opened containers shall also be discarded.

B. Site Inspection

1. The Contractor shall check that the position and levels of existing drains and
services have been established and that the trench lines do not encroach on
routes of other services and obstructions.

2. The Contractor shall investigate if there is a risk of unplanned extraneous


water entering drains and sewers and investigate to determine the extent of
this risk and provide adequate protection.

3. The Contractor shall verify that the field measurements are as indicated on the
Contract Drawings.

4. The Contractor shall check the depth, width and pitch of the excavated

trenches prior to proceeding for installations.

3.03 GENERAL PREPARATION

A. The Contractor shall provide and fix clear, stable markers and reference points for
lines and levels.

B. The Contractor shall establish the centerline and width of trenches and locate
manholes, inspection chambers, etc. and ensure that proper branch drain alignments
can be achieved.

3.04 INSTALLATION

A. General

1. All devices, equipment, and materials not definitely specified or noted, that are
required for complete installations, shall be manufactured for the purpose
intended and shall be installed in conformance with good accepted practice for
the conditions encountered.

2. All equipment necessary and required for the proper construction of sewerage
system shall be available on the Project, in first-class working condition and
approved by the Royal Commission before construction is permitted to start.

3. The Contractor shall lay the sewerage system to lines and grades established
by the Contract Drawings and Specifications, with fittings, valves, and
appurtenances shown on the approved drawings, including bolts, nuts,
gaskets, and joining materials.

4. The minimum depth of cover on all buried pipes measured from the top of the
installed pipe to the finished ground surface above the pipe shall be 1.2 m. If
this depth of cover cannot be achieved, the pipes shall be encased in
reinforced concrete to withstand truck wheel loadings specified in
par. 2.03A.2 above.

5. All pipelines shall be buried in a way to withstand the full loading of the
backfilled soil and the anticipated traffic loading.

6. The Contractor shall excavate sufficiently in advance of pipe laying operations


to enable the alignment and profile to be revised to clear existing utilities and
to align with existing connection points.

7. No pipe shall be placed in the trench until the trench subgrade and bedding
have been inspected and approved by the Royal Commission.

8. The Contractor shall provide all necessary shoring required for the protection
of excavations, existing utilities and workmen and perform all necessary
pumping required to keep excavation and pipe free of water from any source at
all times. Precautions shall be taken to prevent loss of fine bedding and filling
materials.

9. Before being placed in position, the pipe fittings and accessories shall be

cleaned and subsequently maintained in a clean condition.

10. During installation, the Contractor shall maintain the interior of the pipe clean,
sanitary and free from foreign materials.

11. Installation of piping systems shall begin at the low point of the system, true to
grades and alignment indicated with unbroken continuity of invert.

12. Gravity flow sewer shall be laid with bells facing upgrade. Pressure (force)
main shall have the bells facing the direction of flow.

13. All products including gaskets, seals, sleeves, couplings etc., shall be installed
in accordance with the manufacturer’s recommendations for use of lubricants,
solvent cements, glue, etc. and other installation requirements.

14. At all times when the work of installing pipe is not in progress, all openings into
the pipe and the ends of the pipe in the trenches shall be kept tightly closed to
prevent the entrance of animals and foreign materials. To prevent unwanted
water intrusion, open ends of pipe shall be closed temporarily with a watertight
bulkhead.

15. The Contractor shall take all precautions to insure that pipe and related items
are not damaged during the process of unloading, handling and placing in
trench.

16. The Contractor shall not lay pipe when weather or trench conditions are
unsuitable.

17. Deflection at the joints shall not exceed the maximum value recommended by
the pipe or coupling manufacturer for each type of coupling and each size of
pipe.

18. Adequate provisions shall be made for the flow of sewers, drains, and water
courses encountered during construction, and the structures which may have
been disturbed shall be satisfactorily restored upon completion of the work.

19. All excavated material shall be piled in a manner that will not endanger the
work and that will avoid obstructing sidewalks and driveways. Any material not
used for backfill shall be removed from the site. Gutters shall be kept clean or
otherwise satisfactory provisions made for street drainage.

20. Excavation for pipe laying operations shall be conducted in a manner to cause
the least interruption to traffic. Where traffic must cross open trenches, the
Contractor shall provide suitable bridges at street intersections and driveways.
Appropriate traffic-control devices shall be provided to regulate, warn, and
guide traffic at the work site.

21. During excavation, material suitable for backfilling shall be piled in an orderly
manner at sufficient distance from the bank of the trench to avoid overloading
and to prevent slides or cave-ins.

22. All excavated materials not required or suitable for backfilling shall be removed
and disposed of as directed by the Royal Commission.

23. Temporary piping, valves, meters, gages and equipment required for the
hydrostatic testing shall be installed in accordance with the approved Working
Drawings.

B. Structure Excavation and Backfilling

1. Structure excavation, trenching, backfilling, compaction and grading shall be


performed in accordance with the requirements of SECTIONS 02310
and 02315.

C. Installation of Manholes, Cleanouts, Valve Chambers, and Sewage Pump Stations

1. Cast-In-Place Concrete

a) Cast-in-place concrete shall be placed in accordance with


SECTION 03310.

2. Precast Concrete Structures

a) Precast concrete structures shall be placed in accordance with


SECTION 03430.

3. Concrete Reinforcement

a) Concrete reinforcement shall be placed in accordance with


SECTION 03205.

D. Installation of Pipework

1. Pipework shall be installed in accordance with SECTION 02085.

3.05 IDENTIFICATION LABELS

A. The identification labels shall be connected to the equipment to be identified by a


brass chain through the fixing hole and looped around and fixed to the equipment.
The chain ends shall be sealed to provide a permanent fixing for the labels.

3.06 MARKER POSTS

A. The Contractor shall set up marker posts as specified in par. 2.07 above.

B. The marker posts shall be installed as shown on the Contract Drawings. They shall
set up as soon as practical after the backfilling of the trench excavation.

C. The Contractor shall provide any temporary marking required or as directed by the
Royal Commission.

3.07 WARNING TAPE

A. The Contractor shall install the warning tape at a minimum height of 300 mm above

the buried utility in the trench during the backfilling operation.

3.08 CONNECTIONS TO EXISTING STRUCTURES

A. General

1. During construction of new connections to existing manholes, it shall be the


sole responsibility of the Contractor to maintain continued sanitary sewer
service to all buildings and users upstream.

2. The Contractor shall provide, install, and maintain all pumping, conveyance
system, dams, weirs, etc. required to maintain the continuous flow of sewage.

3. All temporary measures required to meet this requirement shall be subject to


the review of the Royal Commission.

4. Connections and alterations to existing lines and underground structures shall


be carried out so that the finished work conforms as nearly as practicable to
the applicable requirements specified for new manholes, including concrete
and masonry work, cutting and shaping.

5. While making connections, care shall be taken to prevent concrete or debris


from entering into the existing structure. Accumulated debris, concrete, or
other extraneous material shall be promptly removed from the structure.

B. Connections to Existing Lines

1. For branch connections, only commercially manufactured wyes shall be used.


Field cutting into the pipes will not be permitted.

2. Branch connections made from the side into existing pipe shall have a wye
sprung into the existing line, and the entire wye shall be encased with not less
than 150 mm of Class C25b concrete, unless indicated otherwise.

3. Where indicated, a new manhole shall be provided at the location where a new
pipe is to be connected to the existing pipe. Drop manholes shall be provided,
as required, to suit the invert elevations.

C. Connections to Existing Structures

1. Where connections to existing structures are required, the wall of the existing
structure shall be opened at the point of connection to provide an opening for
the insertion of the new pipe.

2. The new pipe shall be placed into the opening so that the end of the pipe is
flush with the inside of the structure.

3. An elastomeric gasket shall be installed around the pipe, and the interstitial
space between the pipe and the wall opening shall be grouted.

4. The outside wall of the structure shall be plastered with mortar, as necessary,
to ensure a watertight connection.

5. The bench of the manhole shall be cleaned and reshaped to provide a smooth
flow-line for all pipes connected to the manhole.

3.09 FLEXIBLE JOINTS

A. Where pipes pass through a wall or other solid structure, anchor block, valve
chamber, manhole, or other rigid supports where the pipe is held in fixed position, at
least 1 flexible joint shall be incorporated in the pipeline on either side of the structure
at not more than one pipe diameter length from the point of entry and exit.

B. Where pipes are generally laid with rigid joints and there is no specified provision for
flexible joints at the above-mentioned positions, the Contractor shall get instructions
of the Royal Commission, if it is required that such provisions are necessary.

3.10 SEPARATION FROM POTABLE WATER LINES

A. General

1. Gravity or force main sewer lines shall not be placed in the same trench with
the potable water lines.

2. There shall be no physical connection between a potable water line and a


sewer line or appurtenance which would permit the passage of any sewage,
untreated, or polluted water supply into the potable water supply.

B. Vertical Separation

1. Potable Water Lines and Forced Sewer Mains

a) Sewage force mains shall in all cases cross below the water lines and
shall always be installed at least 600 mm below the water line.

b) The sewer line shall have no joint within 1 m of the waterline unless it is
encased in concrete for a distance of at least 3 m each side of the
crossing.

2. Potable Water Lines and Gravity Sewers

a) Where gravity-flow sewer lines cross under or above the potable water
lines, the sewer pipe shall be fully encased in concrete for a distance of
at least 3 m each side of the crossing point, or alternatively, the sewer
line shall be made of pressure piping with no joint located within 1 m
horizontally from the waterline.

b) A minimum vertical distance of 500 mm shall always be kept between


the outside diameter of the potable water line and the outside of the
sewer regardless of the location of the potable water line, whether
above or below the sewer line.

C. Horizontal Separation

1. A minimum horizontal separation of 3 m shall be maintained between potable

water supply lines and gravity sewage lines or sewage force mains, except
when bottom of potable water pipe is at least 500 mm above the top of the
sewer pipe, in which case a 2 m horizontal spacing will be permitted.

3.11 ROAD CROSSINGS

A. At road crossings and vehicular traffic areas, gravity or force main sewer line shall be
encased in sleeves of rigid conduits of type and length shown on the Contract
Drawings.

3.12 SEPARATION FROM ADJACENT STRUCTURES

A. Gravity and force main sewer lines, located within 1 m of the structures, shall be
installed as shown on the Contract Drawings.

3.13 ANCHORS AND THRUST BLOCKS FOR FORCE MAINS

A. Thrust and anchor blocks shall be provided at all tees, bends and valves as shown
on the Contract Drawings.

B. The mass of the block and the area of bearing on the pipe or fitting and on the
ground shall be such that the thrust restraint is achieved by transferring the thrust
force to the soil structure outside the pipe in such a manner that the joint separation
will not occur in unrestrained joints.

C. All concrete thrusts shall be placed to permit full access to pipes and fittings.

D. Bolts on flanged fittings shall not be encased in concrete.

E. To prevent bond between the thrust block and the pipe, a polyethylene sheet shall be
interposed.

3.14 PLUGGING OF DEAD ENDS

A. All dead ends of pipes and fittings shall be plugged, and concrete thrust blocks shall
be provided as indicated on the Contract Drawings.

3.15 FIELD QUALITY CONTROL

A. The Contractor shall carry out general inspection both during the progress of work
and after the complete installation in accordance with SECTION 01450. These
inspection shall include but not be limited to:

1. Checking pits and trenches to ensure that excavation is to the correct depth to
guard against mechanical damage due to traffic or any other activity prior to
any pipe bedding and pipe laying operation.

2. As work proceeds and prior to any backfilling operation, checking line and level

of pipes, irregularities at joints, the correct fitting of valves together with any
other equipment and accessories specified, checking coatings and linings, and
setting of covers and frames in the manholes, including the correct installation
of thrust blocks, where required.

3. Checking all pipe-work to ensure that it has been securely fixed prior to any
backfilling operation.

4. Checking that valves are properly aligned and suitable operating keys are
provided, and in case of deep valves, adequate extension spindles are
installed prior to handing over.

5. Checking and carrying out performance tests on any connected item to check
that they meet the specified requirements.

3.16 SYSTEM FIELD TESTING

A. General

1. The Royal Commission will conduct field inspections and witness field tests
specified in this Section.

2. The Contractor shall perform all field tests and provide all labor, equipment
and incidentals required for testing.

3. The Contractor shall be able to produce evidence, when required, that any
item of work has been constructed properly in accordance with the Contract
Drawings and Specifications.

4. Detailed logs shall be kept of all tests showing date, time and all test
parameters. These logs shall be made available to the Royal Commission for
review at any time.

5. The Contractor shall notify the Royal Commission at least 48 hours prior to
conducting the tests.

6. The performance tests shall be conducted by qualified, competent and


experienced testing personnel.

7. Hydrostatic testing shall be carried out prior to installation of insulation,


concealment and painting. Paint shall not be applied to welds or joints until
testing is completed; this may require testing in certain specific areas ahead of
and separate from other areas to allow other trades to complete their portion of
the work.

8. The Contractor shall inspect the installation to be tested for compliance with
the Contract Drawings and Specifications. Significant variations shall be
investigated and corrected, if required by the Royal Commission, before
proceeding with the test.

9. All testing instruments shall be maintained in good working order and accurate
calibration. All motorized equipment shall be lubricated prior to operation.

10. The Contractor shall take all necessary precautions for the safety of personnel
during testing operations.

11. The Royal Commission reserves the right to require further testing, as
necessary, to assure that all components and infrastructure are performing in
accordance with the manufacturer recommendations and the Royal
Commission Specifications. All testing, repairs or readjustments, and
necessary re-testing, shall be at no additional cost to the Royal Commission.

12. All defects revealed by the test shall be rectified and a new test shall be
carried out until satisfactory results are obtained.

13. All defective equipment or malfunctioning systems shall be replaced or


corrected, and the full system placed in a fully operational condition to the
satisfaction of the Royal Commission.

14. The method proposed for disposal of waste water from hydrostatic tests shall
be submitted to the Royal Commission for acceptance prior to performing
hydrostatic tests.

15. After the completion of the tests, the Contractor shall disconnect and remove
all temporary test piping, equipment and supports which will no longer be
required.

B. Gravity Sewer Testing

1. General

a) The lines shall be tested for leakage by either infiltration or exfiltration


tests, as specified in the Contract Documents.

b) Testing shall be carried out on each section of sewer between


successive manholes.

c) Branch sewers of less than 10 m length, connected to a main sewer


between manholes, shall be tested as one system with the main sewer.

d) Branch sewers, 10 m long or more shall be tested separately.

e) Joints showing visible leakage shall be replaced or remade as


necessary.

f) Cracked or defective pipes, fittings, and valves, discovered in the


consequence of this test shall be removed and replaced with sound
material at the Contractor’s expense, and the test shall be repeated until
the test results are satisfactory.

2. Exfiltration Test

a) Exfiltration test shall be conducted when the water table is less than
500 mm above top of pipe at upper end of pipeline section to be tested.

b) Prior to exfiltration tests, the trench shall be backfilled up to at least the


lower half of the pipe. If required, sufficient additional backfill shall be

placed around the pipe to prevent the pipe movement during testing,
leaving the joints uncovered to permit inspection.

c) The exfiltration test shall be carried out by filling the line to be tested
with water in such a manner as to allow the displacement of air in line,
and maintaining a head of at least 1.2 m above top of pipe at upper end
of pipeline being tested.

d) The filled pipeline shall be allowed to stand until the pipe reaches its
maximum absorption, but not less than 4 hours.

e) After absorption, the head shall be re-established and the amount of


water needed to maintain this water level shall be measured during a
2-hour test period.

f) The amount of water leakage shall not exceed 0.06 L/h/100 m/mm of
nominal pipe diameter for sewers up to and including 300 mm nominal
diameter.

g) For sewers exceeding 300 mm nominal diameter, the quantity of water


added shall not exceed 0.12 L/h/100 m/mm of nominal pipe diameter.

h) When leakage exceeds the amount specified, satisfactory correction


shall be made and the pipeline section shall be retested in the same
manner as previously specified. All visible leaks shall be corrected
regardless of leakage test results.

3. Infiltration Test

a) Infiltration test shall be conducted in lieu of exfiltration test where static


ground water level is 500 mm or more above top of pipe, measured at
the highest point in line to be tested.

b) Infiltration tests shall be carried out after backfilling, using a suitable weir
or other acceptable measuring device in the invert of the sewer at each
manhole. All inlets to the system shall be tightly closed.

c) The following limits of infiltration shall not be exceeded:


1) Up to 750 mm Nominal Pipe Diameter: 0.08 L/100 m/mm of
nominal pipe diameter/hour.
2) Over 750 mm Nominal Pipe Diameter: 0.16 L/100 m/mm nominal
pipe diameter/hour.
3) Infiltration into manholes shall not exceed 5 L/manhole/4 hours.

4. Hydro Test

a) Hydro test shall be performed for a pipe segment between manholes or


the entire pipeline length, keeping the pipes inside the manholes
continuous.

b) Concrete thrust blocks for wyes and end caps shall be provided prior to
start of hydro test.

c) The required test pressure shall be 1.5 bar and shall be maintained for a
period of 24 hours.

d) The allowable pressure drop shall not exceed 10% of the maximum test
pressure.

C. Force Main Testing

1. Hydrostatic Test

a) After completing the installation of a pipeline or section, hydrostatic tests


of the line shall be made as soon as possible.

b) The initial hydrostatic test shall be made with partial backfilling keeping
all joints exposed.

c) For 300 mm diameter pipe and larger, the length of the piping being
tested shall not be more than 3000 m.

d) Before the first hydrostatic test is carried out, permanent and temporary
supports shall be installed. Thrust blocks and valve chambers shall be
cast not less than 7 days before the test is carried out and backfill shall
be placed around all thrust blocks and valve chambers.

e) The tested sections shall be provided with stop ends; the use of valves
to close off the tested section will not be permitted.

f) Simple stop ends shall consist of flanged socket or spigots with blank
flanges containing the necessary openings for accommodating in-
coming water and outgoing air.

g) The stop end may also include an opening through which the test water
may be pumped from the line should it proved necessary.

h) Thrust blocks shall be provided to hold the stop ends in place against
the test pressure. These may take the form of concrete abutments on
either side of the trench with steel joists spanning between them. The
stop end is to be braced against the thrust block by screw jacks and
wedges.

i) The trench shall be partially backfilled above the pipe and compacted in
accordance with SECTION 02315.

j) The line shall be filled at low point and care shall be taken to remove all
the air.

k) To prevent possible water hammer, the velocity of the water in the pipe
shall not exceed 0.05 m/s.

l) For proper filling of the pipe and the removal of air from the pipe, water
should be allowed to reach the same temperature as the pipe.

m) The initial hydro test pressure shall be 70% of the required test for a
period of at least 24 hours, after which the trench shall be carefully

inspected for evidence of leakage.

n) The test pressure shall be applied by means of a motorized or a hand


pump connected to the pipe in a manner approved by the Royal
Commission. The pressure meter shall have an accuracy of ±10 kPa
within the range of pressures in question.

o) The pumps and all necessary apparatus for the test shall be furnished
by the Contractor.

p) The pipes, fittings, joints and valves shall be carefully examined during
the test. Any joint showing evidence of leakage shall be repaired or
replaced.

q) Defective pipe, fitting, joints, or valve discovered during this pressure


test shall be removed and replaced with sound material at the
Contractor’s expense and the test shall be repeated until the satisfactory
test results are obtained.

r) If the pressure should fall by more than 20%, water shall be pumped into
the pipe until the test pressure is reached.

s) When the required test pressure is attained and applied for 24 hours,
the allowable 5% pressure drop shall be calculated.

t) Upon approval from the Royal Commission, the leakage calculation in


liter per kilometer per 24-hours can be performed in lieu of pressure
drop method.

u) When leakage method is directed by the Royal Commission, no section


of the pipe will be accepted until the leakage calculation in liters per km
(pro-rated for lesser distance) per 24 hours at the test pressure is less
than that given in Table 3A below:

v) The Contractor shall, as soon as possible after the approved initial


hydrostatic test, start and complete backfilling the entire trench in
accordance with the SECTION 02315.

w) The final hydrostatic test shall be performed when the backfilling has
been completed in accordance with SECTION 02315 and all interior test
end points have been connected.

x) Interior test end points or joint adjoining two tested sections shall be
tested by closing adjacent isolation valves in one test section and
pressurizing the other tested section.

y) Single joint between interior tested sections can be tested with the water
mains working pressure, provided it is approved by the Royal
Commission.

z) The final hydrostatic test pressure for force mains shall be 1.30 MPa.

D. Aeration Piping Testing

1. The wet well aeration piping shall be hydrostatically or pneumatically leak


tested to 1000 kPa. Any leakage shall be made tight.

E. Equipment Testing

1. General

a) All equipment, including pumps and wet well aeration and ventilation
system shall be tested by manufacturers’ or suppliers’ qualified field
commissioning and testing personnel.

b) Installation verification shall consist of a visit to the site by a


manufacturer's representative to inspect, check, adjust if necessary, and
approve the equipment installation.

c) The manufacturer's representative shall certify that the equipment has


been properly installed and lubricated, is in accurate alignment, and is
free from any undue stress.

d) On-site testing shall consist of all manual and automatic operating


functions under various operating conditions, including full load
conditions.

e) The equipment shall also be tested under adverse or emergency


conditions. All alarms and remote signals shall also be tested.

f) All functions and systems of the pump station, even those not
specifically listed below, shall be tested to ensure proper operation
under normal and emergency situations.

g) All defective equipment or malfunctioning systems shall be replaced or


corrected, and the complete system placed in a full operational condition
to the satisfaction of the Royal Commission.

h) Results of all factory testing, installation certifications and on-site


operational testing shall be provided to the Royal Commission in the
final construction documents as described in the submittals portion of
this Section.

i) All the Contractor test procedures and test reports shall be reviewed by
the Royal Commission prior to commencing tests.

2. Sewage Pump and Motor Testing

a) Each pump of the sewage pump station shall be tested individually first,
thereafter in parallel with the other pumps for capacity, power
requirements, and efficiency at specified rated head, shutoff head,
operating head extremes etc., and the following data shall be obtained
by this test and shall be logged:
1) Pump capacity (L/s).
2) Pump discharge head (m).
3) Pump station capacity (L/s).
4) Pump station discharge head (m).
5) Pump motor voltage at full load (V).
6) Pump motor amperage at full load, each leg (A).
7) Complete motor-pump nameplate data for each pump.

3. Aeration Blower Testing

a) Each aeration blower shall be tested individually and the following data
shall be obtained by this test and shall be logged:
1) Blower capacity in free air (L/s).
2) Blower discharge air pressure (kPa).
3) Blower intake air temperature (°C).
4) Blower discharge air temperature (°C).
5) Blower motor voltage at full load (V).
6) Blower motor ampere at full load (A).
7) Blower and motor nameplate data for each unit.

4. Ventilation System Testing

a) The ventilation system shall be tested as follows and all test data shall
be logged:
1) Intake air flow (m3/s).
2) Charcoal filter air pressure drop (Pa).
3) Fan suction pressure (Pa).
4) Fan discharge pressure.
5) Fan speed (rpm).

6) Air intake temperature (°C).


7) Air discharge temperature at fan discharge (°C).
8) Fan capacity (m3/s).
9) Noise level of operating pump station at nearest property line
(dBA).
10) Fan motor voltage at operating condition (V).
11) Fan motor amperage at operating condition (A).
12) Complete fan and motor nameplate data.

5. Automatic Transfer Switch Testing

a) Each automatic transfer switch shall receive on-site testing. At a


minimum, the main power supply from the power grid shall be cut and
the switch shall automatically transfer the power feed to the alternative
power source.

6. Control System Testing

a) All electrical, instrumentation, control, and telemetry systems shall


receive on-site testing to ensure complete operation of all systems. At a
minimum the testing shall include the following:
1) Pump automatic control and operation.
2) Level-sensing equipment operation.
3) Alarm and telemetry system automatic operation.
4) Alternative power source automatic control and operation.

7. Coating Testing

a) General
1) Coatings shall be examined for flaws and tested for dry film
thickness (DFT), adhesion and holidays, as indicated.

b) Holiday Testing
1) Pinholes, holidays, and other defects shall be tested with an
electric flaw detector equipped with an audible signal that
operates when a pinhole is detected, as specified in ASTM D4787
or D5162, which ever is applicable.
2) The detector shall be a wet sponge pinhole detector. A wetting
agent that evaporates upon drying shall be used to wet the
sponge.
3) The wetted sponge shall be slowly moved across the coated
surface so that the response time is not exceeded.
4) When a holiday is touched, an electric circuit is completed through
the coated metal and connected wire back to the instrument to
sound the alarm.
5) Holidays shall be marked after detection for repair and

subsequent retesting.

c) Adhesion Testing
1) Pull-off test shall be conducted for determining the adhesion of
the coatings in accordance with ASTM D4541.
2) A metal dolly shall be bonded to a coated surface at a right angle
with an adhesive, usually a 2-component epoxy.
3) After the adhesive has fully cured, a force shall be gradually and
uniformly applied to the dolly until it is detached from the coating
(or until the desired pull-off level is reached).
4) Care shall be taken to make sure that the dolly and the instrument
are both aligned perpendicular to the coated surface. A horizontal
surface shall be preferred.

d) Dry Film Testing


1) The instrument to be utilized for non-destructive testing of dry film
thickness shall be an electronic thickness gage suitable for
measuring dry film thickness of any non-magnetic material on a
ferrous base in accordance with ASTM D1186.
2) The instrument shall have a temperature compensated magnetic
transducer that measures magnetic flux changes that occur when
magnet probe is separated from ferrous metal substrate by non-
ferrous coating.
3) Magnetic thickness gages shall be calibrated before use and their
calibration shall be checked intermittently. The appropriate shims
shall be selected for instrument calibration to match the expected
coating thickness.
4) Instrument accuracy on the National Institute of Standards and
Technology (formerly National Bureau of Standards) shall be
+ 3% of thickness measured.
5) A single or dual contact surface coating gage shall not be used.
6) Coatings on non-ferrous materials shall be measured utilizing the
spear method. A complete log shall be established for each item.
7) Measurement of dry film thickness of protective coating systems
by destructive means shall be as specified in ASTM D4138. The
non-magnetic thickness gage shall measure paint dry film
thickness on any surface by microscopic observations of
precision-cut angular grooves in the film.

e) Coating tests shall be conducted on the following components:


1) Sewage pump coating system.
2) Ferrous piping specialties.
3) Fasteners.
4) Covers and Frames.
5) Wet wells, valve chambers, clean-outs.

8. Stainless Steel Testing

a) The following components fabricated from stainless steel shall be tested


with a permanent magnet for the absence of magnetism:
1) Guide rails, brackets, fixings and fasteners.
2) Lifting chains.
3) Exposed bolts, nuts and washers of pumps.
4) Bolts, nuts, washers, brackets, fixings and fasteners of sewage
pump discharge RTRP piping.

3.17 ADJUSTING AND CLEANING

A. Immediately before handing over and inspection of drainage works, the Contractor
shall flush out the complete installation and remove any remaining silt and debris.

3.18 PROTECTION

A. The Contractor shall take appropriate measures to protect the completed sections of
pipelines, pump stations, equipment, and accessories and all other work from
damage by construction traffic and work of other trades.

3.19 FINAL CLEANUP

A. Upon the completion of the installation of sewerage system, all debris and surplus
materials resulting from the work shall be removed. The work area shall be restored
to its original condition to the satisfaction of the Royal Commission.
