Rob,

Thank you for the update. I can be available on either Monday (except from 2-2:45) or Tuesday
(except from 11-12) of next week. I am not sure of others availability. Can you remind me when
MVP is going to start bringing workers into the state? I was thinking there was some urgency to
our review of their proposed worker protections.

Thanks!

Thanks Julie. Mountain Valley Pipeline received a key federal agency approval last Friday. There are two
other federal approvals that were waiting on Friday’s approval. My best guess is construction will
commence in two weeks, but it’s subject to those other approvals.

I am reaching out regarding your recent correspondence with VDH with the request to review
and discuss the COVID-19 preparedness plan for the Mountain Valley Pipeline workers. We

to see the plan ahead of time to help guide our discussion.

If you would please send us a copy of this plan, I can also follow up with you about setting up

Hi Rob,

Have you heard from the MVP representatives? I'm out of the office next week, so it would be
great to get this scheduled and a copy of their plan ahead of time so my team can review it.

Thanks,
Rachel

HI Rob,

I wanted to get back to you about scheduling a meeting. I'm sure that sooner is better, however
it looks like the best times could be Friday, September 18 between 12:30-2:00 or 3:00-4:30. I
don't think we need more than an hour, but those are the best windows.

If you need something sooner, I can work with my team to see if something can be moved
around for next week.

Sincerely,

Rachel

Thanks so much and I’ll reach out to the MVP representative to check availability on our end.

Hi Jeff,

Thanks for the email. My connection to the discussions on the pipeline had to do with
environmental health risks related to the pipelines being exposed to the elements while project
on hold. The issues here having to do with worker safety and other impacts on local
communities best handled through Bob and possibly Dr. Forlano with community mitigation. In
the spirit of dividing and conquering in our long days, I'm not sure if my involvement is needed
in the next meeting in this context of COVID-19 impacts but happy to follow-up as needed.

Thanks,

Bob,

Mountain Valley Pipeline (MVP) will be re-starting work on the pipeline probably in the next month.
There will be about 2,000 workers coming to Virginia between the re-start date and end of the year.
There are a number of project opponents in the area that will no doubt raise concerns and issues
related to the re-start of construction in an attempt to slow down the project.

MVP has developed a comprehensive COVID-19 preparedness plan. The governor’s office thought it
would be a good idea to connect with you to review the plan and see if there are any additional
measures we should consider. It would also be good for the MVP people to connect with your local
folks to sync up now, so we all have points of contact when people file complaints etc.

I wanted to pass this on through both of you, given that you have the primary offices

The localities involved include:

Allegany HD (Craig Co., Roanoke Co.)

New River HD Giles Co. Montgomery Co.)

Pittsylvania/Danville HD (Pittsylvania Co.)

West Piedmont HD (Franklin Co.)

They were hoping to do an initial meeting in the next 1-2 weeks.

I have copied Rob on this message.
