‘This responds to your September 16, 2020 letter to the Attorney General that requested
responses to several questions pertaining to your Committee's ongoing investigation
Crossfire Hurricane and the Foreign Intelligence Surveillance Act (FISA) applications regarding
Carter Page (Page). Your leter notes thatthe Page applications were signed by non-Senior
Executive Service (SES) personnel atthe Department of Justice (Department) whose names have
been redacted and that it was unclear whether it was the same attorney o different attomeys who
signed each application. September 16, 2020 letter at 1. You letter further requests responses to
certain questions by those “non-SES personnel atthe Department who signed each application in
‘writing regarding whether knowing the information contained in the Inspector General's report,
especially the 17 significant errors and omissions identified by the Inspector General, they would
stll have signed the Page FISA application(s) they signed.” Id
‘As you know, the Attorney General has determined that itis in the public interest to
release fo Congress additional information related to these matters tothe extent consistent with
national security interests and with the January 7, 2020 order ofthe Foreign Intelligence
Surveillance Court. Accordingly, we are able to provide the following information in response
{to your requests. Please note that this response is based on extraordinary and unique
circumstances, and should not be construed as precedent setting in any regard,
One non-SES Department attorney assigned tothe Offic of Intelligence (ON, National
Security Division, signed the four FISA applications regarding Page. The Department has
presented the questions in your leer to this non-SES Department attomey (Ol attorney), and the
following inchudes responses to your questions. The OT attorney is aware from hisher review of
the Department of Justice, Office ofthe Inspector General's (OIG) December 2019 report,
Review of Four FISA Applications and Other Aspects ofthe FBI's Crossfire Hurricane
Anvestigation (OIG Report, that the O1G identified 17 significant errors and omissions with the
Page FISA applications, The Ol attomey is also aware, from hishher review of the OIG Report,
that the OIG identified approximately 50 errors in the FBI's Woods process forthe Page FISA
applications. The OIG Report “identified multiple instances in which factual assertions relied

documentation, based upon information the FBI had in its possession atthe time the application
vas filed. We found thatthe problems we identified were primarily caused by the Crossfire
Hhrricane team failing to share all relevant information with OL and, consequestly, the
information was not considered by the Department decision makers wiso ultimately decided 10
support the applications.” OIG Report at vili. The OIG Report further found that “none of the
inaccuracies and omissions that we identified inthe renewal applications were brought to the
attention of OT before the applications were filed...We identified a least 17 significant errors or
‘omissions in the Carter Page FISA applications, and many additional errors in the Woods
Procedures. ‘These errors and omissions resulted from case agents providing wrong of
incomplete information to OF and filing to flag important issues for discussion.” OIG Report at
‘The O1 attomey advises that had he/she been aware ofthe significant errors and
‘omissions identified by the OIG and the errors in the Woods process, helshe would not have
signed the filed Page FISA applications. ‘The OL attomey further advises that he/she is not aware
‘of any additional errors or omissions in the Page FISA applications or in the Crossfize Hurricane
