rules, the classes would be broken into
smaller groups handled by additional
teachers already employed at schools,
while examinations would be taken
from more classrooms and spacious
halls to minimise chances of spreading
the virus.
“In our case, we are only talking

able teachers will be assigned to teach

on September 14 for Cambridge exam-
inations classes and September 28 for
Zimbabwe School Examinations Coun-

in the second round of public exams

THE entire tourism sector has been
reopened, with immediate effect, as
the Government’s gradual easing of
lockdown measures continues follow-
ing notable success in containing the
spread of Covid-19.
This was announced by Environ-
ment, Climate, Tourism and Hospitality
Industry Minister Mangaliso Ndlovu
yesterday.
Tourism is one of the sectors worst
affected by the pandemic after world-
wide bans on international travel.
Restrictions on local travel also
affected the viability of the sector.
Minister Ndlovu said many tourism
companies had been left on the brink
of collapse and the resilience of the
sector had been tested to the limit
over the last six months.
“It therefore comes as a very wel-

A TOP MDC official has said compensating
white former farmers and giving back land
acquired during the Land Reform Programme
has always been on the opposition party’s pri-
ority list.
This quashes the opposition’s stance on the
latest move by Government to compensate
white former farmers for improvements made
on the land, under the Global Compensation
Deed and also the facility for the less than 37
white farmers who were protected under bilat-
eral agreements to have their land back where
circumstances permit.
The same facility offers land to indigenous
black Zimbabweans whose farms were appro-
priated during the Land Reform Programme.
The latest Statutory Instrument is a fulfil-
ment of the country’s Constitution and does
not in any way reverse the historic programme.
In a statement, former MDC-Alliance treas-
urer Dr Tapiwa Mashakada and a leading light
in the opposition for the past 20 years, laid bare
how the party, that was formed at the behest of
white former farmers wanted to engage inter-
national partners to come up with mechanisms
for compensation.
“Is this a reversal of the Land Reform Pro-
gramme? The answer is an emphatic No. The
principle of compensation is what both the
MDC, civil society, white farmers, the EU and
America have been calling for since 2000. In
fact, in all our manifestos, we as the opposi-
tion have been calling for compensation in
order to bring a closure to the land question.
By compensating white farmers, Zanu PF has
simply done what was expected by everybody.
In my view, the Land Reform Programme is
now irreversible,” he said.
Dr Mashakada pointed out that the Second
Republic is just following the 2013 Constitution,
which is emphatic on the irreversibility of the
Land Reform Programme.
“The 2013 Constitution is very clear on the
irreversibility of the Land Reform Programme.
It is therefore cheap politicking to suggest that
the Government is now reversing the land
reform programme,” said Dr Mashakada.
The MDC Alliance, which is now seeking to
score cheap political goals even though it has
always wanted Zimbabwe to pay not only for
improvements on the land, but the land itself
that was stolen by the country’s colonisers,
has repeatedly said in its manifestos that if
it wins elections it would give back land to
former farmers.
“The MDC Alliance government will seek
to bring Zimbabwe’s land question to clo-
sure through a democratic and participatory
process aimed at equitable, transparent, just,
lawful and economically efficient rationali-
sation of the ownership and use of land. The
MDC Alliance government will deracialise land
ownership,” reads the MDC Alliance 2018 man-
ifesto in part.
While the Zanu PF Government, that is
groaning under the weight of illegal economic
sanctions is, in fulfilment of the Constitution
by compensating farmers who were affected by
the land reform, the MDC Alliance was assured
by its white funders that resources to tidy up the
land reform will be provided by international
financial lenders.

4 teens raid

A TEENAGE gold panner in the company
of five colleagues was shot dead after they
raided a gold mine in Guruve and attacked
three security guards.
The teenagers, aged between 15 and 19,
were reportedly armed with stones and
a firearm when the incident occurred on
Monday afternoon.
Investigations carried out so far revealed
that the teenagers had gone to the mine to
confront the guards after one of them, aged
15, had earlier been caught illegally searching
for gold ore at the premises.
The 15-year-old teenager was made to
roll on some ashes at the mine before being
released. After being released, he then went
and informed his colleagues and together
they ganged up to attack the security guards.
This resulted in one of the guards who
was armed with a rifle firing shots, which
hit the other teenager on the shoulder and
he died on the spot.
Police have since arrested the security
guard and investigations are still in progress.
National police spokesperson Assistant
Commissioner Paul Nyathi confirmed the
incident.
“We can confirm that a security guard at
a mine in Guruve has been arrested for the
killing of a 17-year-old juvenile whom he
shot with a rifle,” he said.
Asst Comm Nyathi added that: “The arrest
comes after a 15-year-old had earlier on been
caught at the mine which was being guarded
by the accused person and his workmates
who made him to roll on some ashes. He
later returned to the mine with his friends to
confront the accused person over the issue.
“The youths became violent and attacked
the security guards with stones, prompting
the accused person to open fire, shooting

OVER 9 000 vehicles, including pirate taxis
and kombis, have been impounded by police
since Sunday for running illegal public trans-
port services in violation of Covid-19 regu-
lations.
Police launched a major operation over the
weekend targeting motorists that ferry paying
passengers during the lockdown. Only Zupco
is allowed to do so.
Unregistered vehicles are also being
impounded as police suspect they could be
behind a spate of criminal activities that have
been reported in the last few weeks.

‘No need to panic over land’

arrested in Mazowe for criminal trespass,
failure to observe national lockdown reg-
ulations and theft of gold ore during the
ongoing operation.
The ZRP also accounted for 13 suspects on
Tuesday in another ongoing operation to
protect Upper Mazowe National Monument
against illegal mining, illegal settlers and any
other illegal activities taking place thereat.
According to statistics to date, 105 arrests
have been arrested in the area.
Meanwhile, an unidentified woman was
found dead in a bushy area in Chegutu with
two deep cuts on her head.
Two blood-stained stones were found
near the body.
The body was taken to Kadoma Hospital
mortuary for post mortem.
Another man’s body with a stab wound on
the left side of the chest was also discovered
in Cowdray Park, Bulawayo on Monday.
Some commuter omnibus operators have
removed registration plates and are ferrying
passengers within towns and even across the
country.

ZETDC seeks stiffer

THE Zimbabwe Electricity Transmission
and Distribution Company (ZETDC) is
seeking a review of sentence for individ-
uals convicted of stealing power cables
and transformers from 10 years to 30
years to curb the vice that has prejudiced
Zesa Holdings of more than US$2 million
annually.
ZETDC requires more than US$14 million
to procure intruder detection gadgets to
fight the scourge that continue to bleed
the power utility.

THE presence of Anjin in Zimbabwe’s mining
sector is in line with Government policies, which
are all aimed at transforming the economy into

keting Corporation of Zimbabwe (MMCZ)

DEVOLUTION and the enactment of the
Provincial Councils Act to operationalise
provincial structures must be prioritised, the
National Peace and Reconciliation Commis-
sion has said.
This is contained in the NPRC 2018 annual
report tabled in the National Assembly by Vice
President Kembo Mohadi yesterday.
VP Mohadi said in the period under review,
the NPRC was involved in various activities
that included conflict prevention and peace
building initiatives during and after the 2018
harmonised elections.
There was also the signing of the peace
pledge by the 21 presidential candidates that
contested the elections, engagements with
Government following the August 1, 2018
demonstrations and the launch of the 2018-
2022 strategic plan.

contained in the report included strengthen-
ing of existing laws to outlaw elements of hate
speech by public officials, institutions, media
houses and citizens in public spaces, social,
print and electronic media.

PUBLIC interviews of the 12 candidates
for the five vacancies on the Constitu-
tional Court bench have been postponed
to the end of the month by the Judicial
Service Commission (JSC).
In May, under the provisions of the Con-
stitution, the benches of the Supreme Court
and Constitutional Court were split.
The Chief Justice and Deputy Chief Jus-
tice sit on the Constitutional Court by right,
but the other five judges are appointed as
individuals from the pool of qualified and
experienced candidates.
The interviews that were set to take place
on Monday and Tuesday next week at Meikles
Hotel in Harare will now be held on Sep-
tember 28.
The JSC confirmed the postponement,
saying the reason was to ensure compliance
with the Covid-19 regulations during the
interviews, as well as the need to put in place
the necessary technical systems to accom-
modate candidates who were living outside
Zimbabwe.

have first-hand knowledge of the winter
maize programme under irrigation in that
part of Chipinge, in an effort to boost food
security in the country.

has been initiated by the Government to
return to the glory days when Zimbabwe
was the breadbasket of the region and also

head on, would result in economic windfalls

Zanu PF moves to strengthen structures

ZANU PF has started the process of set-
ting up District Coordinating Committee
(DCC) structures in the remaining eight
provinces, the party’s national secretary
for the commissariat Cde Victor Matema-
danda has said.
This comes as the party has already set up
DCC structures in Harare and Bulawayo, with
the restructuring of the two metropolitan prov-
inces already underway.
Cde Matemadanda said he had already sent
a circular to all the eight provincial chairper-
sons, informing them on the need to restruc-
ture so as to embolden the party.
DCCs were disbanded in 2012, after it was
felt that they had been hijacked by elements
that sought to manipulate party structures to
foment factionalism and disharmony in the
party.
The party, Cde Matemadanda said, will dis-
patch Politburo members to all the remaining
eight provinces to educate members on the
composition of the electoral college.
“The process is going to start this weekend
on the 5th of September when Politburo mem-
bers will meet party structures in various prov-
inces. All the provinces will then hold Provin-
cial Coordinating Committee (PCC) meetings
the following weekend, where party members
will be advised to submit their CVs. The CVs
will then go through the security checks for
the vetting process for consideration. All the
positions within the DCC structures will be
open for the selected candidates,” said Cde
Matemadanda.
In line with Covid-19 World Health Organ-
isation guidelines, Cde Matemadanda said
members will be put in groups 50s to avoid
the spread of the pandemic.
The process is expected to end in a month’s
time.
“Our desire is to have all the DCC elections
conducted in one day. As you know, Harare
and Bulawayo had different characteristics
from all other provinces in that they had dis-
solved their executives,” he added.
Cde Matemadanda said DCC members had
a role in rebuilding the party from grassroots
and should start mobilising members now.
All card-carrying members, he said, will be
eligible to vote for members of the proposed
DCCs, whose prospective candidates will be
vetted after the submission of their CVs.
“Every card-carrying member is expected
to play a part in the formation of the DCCs. It is
now time for everyone, even church members
and professionals to be involved in setting up
party structures. We expect all those who want
to contest for positions to submit their CVs
through their respective districts,” said Cde
Matemadanda.
He warned some senior party members not
to influence the outcome of the DCC elections.
“We need to set up proper structures from
cells, branches and districts and ensure the
party gets the correct figures of our member-
ship. We need to do a headcount.
“A constitutional requirement is that we do
the cells every year and the process takes about
three months.
“The party’s constitution provides for
branches to be restructured every two years,
district every three years, provinces every four
years and then Central Committee every five
years then that brings us to congress, which
we have every five years,” he said.
The party recently set up an interim exec-
utive committee in Harare and Bulawayo to
superintend party programmes within the two
respective provinces.
The Zanu PF interim executive for Harare
Province led by Cde Goodwills Masimirem-
bwa is working on a cell verification exercise
in the province, which is expected to be com-
pleted in two weeks’ time.
The province is expected to work towards
ensuring that the party wins more seats in
Harare.

programme, as declared by President Mnan-
gagwa, remained key in creating a clean, safe

Zimbabwe to participate in the sound man-
agement of waste by cleaning their immediate
environs, including the front and backyards
of their properties, areas surrounding their
perimeter walls and fences, sanitary lanes,
road servitudes and market places within their
locality,” she said.
“It is paramount that we adhere to the prin-
ciples of sustainable economic models such
as ‘the circular economy’ which Zimbabwe
is moving towards. A circular economy is a
model in which maximum value is extracted
from natural resources in the sense that, once
they enter the value chain they are not quickly
disposed of, instead they are reused, recov-
ered, re-manufactured and recycled, hence
promoting resource efficiency.

“At any given premise, different waste
streams are produced, and each one has a
unique way of disposal,” she said. “Therefore,
each stream should be kept in separate bins
prior to disposal to enable the recyclables such
as paper cardboard, glass, plastic, metals and
electronic waste to be disposed of in a sus-
tainable manner.
“Similarly, all biodegradable waste, which
is waste that rots, which is comprised of fruit
and vegetable peels, as well as lawn and hedge
cuttings, should be composted and the prod-
uct can be used as organic fertiliser/manure
for vegetable gardens, flowerbeds, rockeries,
orchards or sold to those that can utilise it.”
Ms Chapungu said the aim was for waste
to be used again to minimise the amount of
waste destined for the landfill.
“Consequently, the lifespan of the landfills
will be extended and there will be improved
efficiency in the way in which we manage our
waste as a nation as there will be little waste
for conventional disposal,” she said.
“A healthy citizenry depends on a clean
environment. Play your part to promote a
healthy Zimbabwe by joining hands in clean-
ing our environment.”

Some of the existing clinic are having piped
water connected or solar power installed to
improve the quality of health services.
Some of the new clinics being built are Zoma
and Makwirivindi in Gutu while Mataruse,
Chagwiza and Nerupiri in the same district
are being expanded. In Masvingo district Chis-
asa, Murinye, Chatikobo and Mavizhu were
undergoing expansion using devolution funds.
Besides health facilities, schools and roads
are also being improved using the devolution
war chest, pointing to massive inroads that
have so far been made to steer the country
towards Vision 2030.
Falling catches

COMPANIES and individual fishermen in
Kariba who have been hit by falling catches,
are seeking ways of helping restock the lake
to reverse the decline, with poaching and
overfishing by licensed rigs throughout
the breeding season emerging as major
concerns.
The initiative seeks to reorganise the
industry to allow replenishment while
sustainable exploitation of the resource
continues.
It is hoped the initiative will feed into the
Zambia-Zimbabwe Joint Fisheries Man-
agement Committee (JFMC), which has
been mandated to manage fisheries and
aquaculture in Lake Kariba and the Zam-
bezi River. The JFMC held its first meeting
in Kariba at the beginning of the year, to
come up with recommendations on ways
to manage commercial and artisanal fish-
eries and aquaculture on the lake.
Studies through a bio-economic model-
ling have shown that the kapenta fishing
fleet has grown to triple the sustainable
level of 500 which allows both Zambia and
Zimbabwe to achieve optimum economic
benefit. Fishing concerns said there was a
lapse in regulation which allowed for more
fishermen to start fishing, leading to the
overexploitation that is now threatening
the existence of the industry.
Some have proposed the shutdown of
the lake during the rainy season to allow
breeding, which would replenish the lake
while regulation of the number of people
with fishing permits is being done.
Fishermen contend that the number of
people fishing on the Zimbabwean side
was not known, which has led to overfish-
ing. On its part, ZimParks has suspended
the issuing of new permits while demand-
ing that permit holders stick to their basins.
There are five basins in Lake Kariba with
some deemed to be more lucrative and
economically viable than others.
Mrs Sithembiso Sibhula believes that
the basins could be shut down during the
period when catches are low.
“What we lack is proper statistics
because catches by poachers (mapongo-
rani or mabheura) are not accounted for.
We had a lot of illegal fishing that took place
and those catches were not accounted for,”
she said.
Rotating the shutdown would ensure
the market remained adequately supplied
to fend off imports.

Outrage over steep hike in shop licence fees

OPERATING a business in Harare is
now a nightmare after the MDC-Alli-
ance dominated council this week hiked
shop licence fees 300-fold, as the council
tries to convert a user service fee into a
money spinner.
Business stakeholders said the new
fees, which came into effect on Sep-
tember 1, were introduced without
consultations, without explanations and
are against Government’s principle of
encouraging the ease of doing business.
Shop licence fees are supposed to be a
service fee to cover the cost of register-
ing businesses and covering the costs of
health, safety and other checks.
With registration requirements sup-
posed to diminish under the new policy
of making businesses easier to open, and
the inspections supposed to remain the
same, no one understands the level of the
increase, except to grab vast quantities of
cash for other council activities totally
unconnected with licensing.
Hawkers are among the most hit as
they are now supposed to pay an oper-
ation fee of $10 351.
Shop licences for operating a bar, night
club, bottle store or club liquor licence
now cost $30 157, while for a hardware
or service station without convenience
shop is $39 240.
Food purveyors, that is grocers, are
now paying $55 273 and food purveyors
with an in-shop butchery pay $71 306.
A surgery licence fee is $24 475 while
that of a grinding mill is $10 351.
Even applying for a licence now needs
a $5 730 submission fee, while the health
report for surgeries and liquor outlets
is $10 351.
Speaking for the Confederation
of Zimbabwe Retailers, Mr Denford
Mutashu yesterday said the dramatic
rises were very worrisome as there was
no stakeholder consultation.
“The city has been arbitrary and we
are prepared to challenge the decision
even if it means approaching the courts,”
he said.
“We have been grappling with Covid-
19 impact and for the city to come up
with a licence jump of over 500 percent
is arbitrary as costs end up being passed
on to consumers.”
Mr Mutashu said the hiking comes at
a time when the local currency has been
stabilising against the US dollar, thereby
disturbing the sanity in the market.
National Business Council of Zimba-
bwe president Mr Langton Mabhanga
said the blatant increases of tariffs by
Harare City Council and most urban
local authorities run counter to the spirit
and trajectory of efforts by central Gov-
ernment and monetary authorities to
stabilise the economy.
“It should be appreciated that all such
disproportionate increases lead to dis-
proportionate cost build up matrices
that will eventually weigh heavily on
the consumer,” he said.
“More discouraging is that some of
this revenue is being squeezed from the
poor to fund inefficiencies and impru-
dent spending culture in most local
authorities to cover for land scams by
those who are supposed to serve the
interests of residents and stakeholders.”

that the increase was done without
consultations nor consideration of the
fact that small businesses were still
grappling with the Covid-19 pandemic
and the lockdown.
“The charges — examples being the
$55 273 for a grocery shop licence, $10 351
for hawkers licence and the same amount
being for grinding mill licence — repre-
sent a systematic assault on people trying
to earn livelihoods in an extremely chal-
lenging environment,” he said.
“While cognisant of the fact that the
city needs to generate revenue in order to
meet costs of service delivery, we would
urge the authorities to be innovative dur-
ing these times by seeking partnerships
with their publics and finding out how
best they can assist council.”
Combined Harare Residents Associa-
tion director Mrs Loreen Mupasiri-Sani
said any licence or price increase should
come out of an extensive consultative
process with concerned stakeholders.
Harare City Council finance chair-
person councillor Luckson Mukunguma
said council made a resolution to the
effect that the tariffs must be reviewed
periodically after every three months.
The city’s spokesperson Mr Michael
Chideme justified the increase.
“These are inflation or interbank
adjusted charges so that council remains
afloat and is able to offer services,” he
said. “There is also an option to pay in
US dollars.”

employees, who were arrested over a US$3 mil-
lion tender for the supply of electrical meters,
have been granted $20 000 bail each pending
trial, with the High Court querying the actual
charges used for the original remand.

Chikonzo were granted bail by the High Court
on appeal after being denied by Harare mag-
istrates’ court last week.
Ruling on the bail appeal yesterday, Justice
Pisirayi Kwenda could not find compelling
reasons to justify the continued incarceration
of the three in view of whether the allegations
they face actually constituted an offence or
where just falsehoods told to Zesa.
The judge did not hide his frustration over
the manner the prosecution framed and
brought the charges, which he said leaved a
lot to be desired and reminded the prosecutors
to take the High Court seriously.
The judge queried the prosecution on
whether the allegations Jere is facing disclosed

know what offence did Jere commit when he
was arrested and in particular whether the alle-

to deliberately lie to their employer over their
due diligence trip.
“It is certainly very wrong, if it is correct
and later proved that the engineers who were
dispatched to UK to do due diligence lied,”
said Justice Kwenda asking the prosecution
to define the charges Jere was facing in view
of the circumstances of the case.
The question proved to be a great challenge
for the State, which only went to say, “there is
an element of fraud” in the matter, but without
certainty. The judge said the Zesa engineers,
after being shown the meters, were asked to
sign for them if they were satisfied and they
agreed. “If the Zesa engineers misrepresented
to their own employer , that is something else,”
said Justice Kwenda.
He censured the prosecution for bringing
“dirty” issues to the higher court, saying judges
could end up writing wrong judgments if they
did not analyse prosecution cases.
“This is the High Court. If you bring cases
like this we end up writing wrong judgments
. . . a serious misconduct. It is clearly wrong to
bring before judges issues which have no con-
nection with the charges,” said Justice Kwenda.
The judge felt pity for prosecutor Mr
Edmore Makoto, who was dealing with the
matter at the appeal stage, appreciating his
Advocate Uriri instructed by Jere’s lawyer
Mr Tinofara Hove successfully demonstrated
the trial magistrate’s misdirection on the facts
and law, which the judge upheld.
Jere and his co-accused had been denied
bail on the grounds that they were a flight risk
and may be tempted to abscond trial in view
of the gravity of the alleged crime and that he
was internationally connected.
The State alleges that Jere misrepresented
to Zesa’s distribution subsidiary, ZETDC, that
his meter supplier — Secure Meters Private
Limited — had a manufacturing plant for
smart meters in the United Kingdom, yet
there was none.
Zesa wanted to inspect the factory where
the meters were made.
On 24 November 2018, Chisina and two
fellow engineers, Mapipi and Tshuma, all from
ZETDC, and a representative from Zesa’s IT
department, named Chikonzo, accompanied
Jere to Britain to carry out the factory accept-
ance test.
They visited a warehouse, not a factory it
is alleged, and Jere allegedly produced a fake
factory acceptance test visit report to the effect
that the smart meters and head end system met

WARD 17 councillor and Harare City Coun-
cil human resources committee chair Jacob
Mafume (43) was yesterday elected new Harare
mayor after beating fellow councillor Luckson
Mukunguma in a vote at Town House.
Clr Mafume polled 19 votes, while Clr
Mukunguma, who chairs the council’s finance
committee, received 14 votes, with one spoilt
ballot.
Mafume immediately took the oath of
office to replace Clr Herbert Gomba, who
was recalled by the MDC-T party from coun-
cil recently.
Clr Mafume is from the People’s Democratic
Party led by Mr Tendai Biti, but was elected
into council under the MDC-Alliance coa-
lition banner.
In his acceptance speech, Clr Mafume
thanked fellow councillors for bestowing
faith in him.
“We will try to work together and I hope
there will be stability at Town House,” he said.
“What we should focus on is to get the work
at hand done.”
Harare has been led by MDC councils since
Clr Mafume

acterised by poor service delivery and massive

applauded newly-elected Zanu PF Harare
Province Women’s League chairperson
Cde Betty Nhambu-Kaseke for launching
a feeding programme benefiting over 300
children, the elderly and the disabled.
Under the programme, a joint partner-
ship between Betty Kaseke Foundation,
Feed Zimbabwe and Rise and Shine Foun-
dation, beneficiaries are getting at least
two meals (breakfast and lunch) per day
at Kuwadzana Hall in Ward 38.
The beneficiaries are also being given
face masks, soap, and sanitisers.
In an interview, Cde Nhambu-Kaseke
said their beneficiaries were being iden-
tified by community care workers.
“Most of the beneficiaries are orphans
from child-headed families, and under-
privileged families,” she said.
“We also feed persons with disabilities
drawn from the local community.
“We are also running a similar pro-
gramme in Mabvuku and very soon

SUSPENDED Registrar-General Clemence
Masango, who is facing fresh charges emanat-
ing from alleged abuse of fuel coupons which
prejudiced the Central Registry Department
of over $100 000, was yesterday granted bail.
Masango, who is jointly charged with his
two accomplices Benjamin Makiwa, who was a
transport officer in the department and Arthur
Mathews, who was employed as his personal
driver, were facing theft charges when they
appeared before Harare magistrate Mrs Mure-
vangepo Gofa.
Masango was freed on $10 000 bail, whilst
Makiwa and Mathews were granted $5 000
each. Masango allegedly took possession of
four pool vehicles of the Central Registry
Department for personal errands at his home
and farm between January last year and this
year. Acting with his co-accused, he would
corruptly request for fuel purporting that the
vehicles were carrying out official finance and
administration duties. Masango would cor-
ruptly alter and issue overstated fuel quantities
beyond those that would have been approved
by the department’s chief accountant, Mr Peter
Bwanya. The scam prejudiced the department
of over 1 400 litres worth more than $100 000.
Masango is on suspension without salary
and other benefits after he was arraigned before
the courts on charges of criminal abuse of office
as a public officer after he allegedly instructed
CMED to buy a double cab and six single cab
pick-up trucks without Cabinet approval
before using the vehicles at his farm.
He has denied all the charges, saying the
process of buying the cars started long before
he assumed duty as Registrar-General and that
payments were made before he assumed duty
in September 2018.

THE bail bid by MDC-Alliance national vice
chairperson, Job Sikhala, who is facing charges
of inciting public violence ahead of the flopped
July 31 protests, was dismissed yesterday after
Harare magistrate Mr Lazini Ncube ruled that
his behaviour before his arrest suggested that if
granted bail he was likely to abscond.
He said it was clear Sikhala knew he was
on the police wanted list, which was proven
by one of the video clips played in court
where he actually said he was aware that
police were looking for him.
“If the accused person was not in hiding, he
should have surrendered himself to the police,”
said Mr Ncube. “Instead of surrendering him-
self to the police, the accused went on to shoot
video clips admitting that police were indeed
looking for him.
“The court is of the view that if granted bail
the accused is likely to abscond as he went into
hiding for a long time despite knowing that
he was wanted by the police. The accused is
not a suitable candidate for bail. Therefore,
bail is denied.” Mr Ncube remanded Sikhala
to September 17. In opposing bail, prosecutor
Garudzo Ziyadhuma led evidence that Sikhala
was a flight risk from Detective Collins Makore
of the CID Law and Order section, who told
the court that police struggled to arrest him.
Detective Makore said when police arrived
at the house where Sikhala was with a war-
rant for his arrest, he was hiding in the ceiling
and only responded after police threatened to
throw a teargas canister into the house.
The court heard that from March 2020,
Sikhala called on the people to demonstrate
against the Government on July 31, by saying
“there is a war we should fight and if we don’t
fight, nothing will come out . . . I will fight the
State since I’m not easily intimidated.”

programmes, she does not discriminate
against anyone based on colour, creed
or political affiliation. In short she is the
mother of all in Kuwadzana.”
Another resident, Mrs Joyce Chikanya
(50) from the same ward also praised the
former legislator for Kuwadzana for tak-
ing care of the disadvantaged members
of the community.

efforts in raising the profile of vulner-
able people. Communities are facing a
plethora of challenges during Covid-19,”
he said.
“The challenges include skyrocketing
prices of basic commodities and a gen-
eral lack of access to food due to the twin

“This initiative, therefore, comes in
handy and I appeal to the corporate world
and well-wishers to follow suit with sim-

JOINT STATEMENT
BY THE MINISTER OF LANDS, AGRICULTURE, WATER AND RURAL RESETTLEMENT
AND
THE MINISTER OF FINANCE AND ECONOMIC DEVELOPMENT,

CLARIFYING ISSUES RAISED IN THE JOINT STATEMENT DATED 31st AUGUST, 2020

BACKGROUND:
1. Following the issuance of the Joint Statement on the conclusion of the Global Compensation Deed on the 31st of August 2020, it has become
necessary to issue a clarification on certain aspects of this particular statement in light of some misinterpretation.

ENTITLEMENT TO COMPENSATION FOR BOTH LAND AND IMPROVEMENTS

2. The Constitution of Zimbabwe Amendment (No 20), Section 295 clearly defines two categories entitled to compensation for both land and
improvements. These are indigenous Black African Zimbabweans, whose land was acquired by the state and any person whose agricultural land
was protected by Bilateral Investment Protection and Promotion Agreements (BIPPAs) or Bilateral Investment Treaties (BITs). It is only these two
categories entitled to such compensation.

3. In the Statement of 31st of August 2020, Paragraphs 5-8, where ever there is reference to former farmers, this is in fact with reference to Indigenous
Black African Zimbabwean former farmers.

4. Paragraphs 5-8 of the Joint Statement make reference to section 295 of the Constitution of Zimbabwe Amendment (No 20) which states

........(1)Any indigenous Zimbabwean whose agricultural land was acquired by the State before the effective date is entitled to compensation
from the State for the land and any improvements that were on the land when it was acquired.

........(2)Any person whose agricultural land was acquired by the State before the effective date and whose property rights at that time were
guaranteed or protected by an agreement concluded by the Government of Zimbabwe with the government of another country, is entitled
to compensation from the State for the land and for any improvements in accordance with that agreement.

........(3)Any person , other than a person referred to in subsection (1) or (2) , whose agricultural land was acquired by the State before the
effective date is entitled to compensation from the state only for improvements that were on the land when it was acquired

MISINTERPRETATION OF PREVIOUS JOINT STATEMENT

5. It is important to state that the Land Reform Programme is irreversible and this chapter is closed and will not be revisited.

6. The statements regarding the reversal of the Land Reform Programme are misplaced and should be dismissed with the contempt they deserve.
We reiterate that the land is the birth right of all indigenous Zimbabweans and we will guard it jealously as we strive towards a highly productive
agricultural sector to foster food security and the fulfilment of Vision 2030.

CONCLUSION

7. For clarity, we wish to state that there is no intention to reverse the gains of Land Reform Programme. It is irreversible. The Constitution of Zimbabwe,
Section 72, enshrines the right to agricultural land and this right is sacred and will be treated as such and guarded jealously. All attempts to divert
our farmers from their preparations for the upcoming season through misconceived and misplaced statements should be rejected as we focus
on ensuring a bountiful 2020-2021 farming season.

reopening of schools

HE return of children to
class this month should not
make schools potential risk
areas for the spread of Covid-19, as
the necessary precautions to take
exist, which most schools should
by now have put in place.
As long as the right precautions
are taken and religiously observed
at home, on the way to school and
at school, there is no need to fear
for the learners and educators.
This is exactly what the Min-
istry of Primary and Secondary
Education has been working on
over the last few months, putting
everything in place for safe return
of schoolchildren.
In fact, the situation calls upon
all stakeholders — teachers, par-
ents, education officials and
learners — to play their part in
ensuring the environment is safe
for everyone.
What is important is that those
in the education sector have
already gained some experience
when schools were opened for
writing examinations in June.
The success of that exercise
should provide lessons on how
schools can successfully be han-
dled to avoid the spread of Covid-
19 this time around.
The only difference is that the
schools are now receiving a high
number of children as compared
to the time they had those writing
the June examinations.
The re-opening of schools also
extends to primary schools that
are going to receive those writing
their Grade Seven examinations.
Children writing Zimsec exam-
inations will start lessons on Sep-
tember 28 and sit for the exams
starting on December 1, while
Cambridge examination classes
will start a fortnight earlier on
September 14.
Cambridge examination dates
are earlier as they are set interna-
tionally by a British-based board.
Having experienced Covid-19,
which has affected a number of
Zimbabweans, it is common cause
that many people are now well
aware of how the virus is spread
and how it can be contained.
But this should not breed com-
placency among education stake-
holders.
The basic hygiene protocols
should be religiously observed
to ensure that there is safety at
the schools.
Schools authorities should
ensure they play their role by
putting measures at their prem-
ises that reassure the safety of the
learners and their teachers.
The first day of classes should be
reserved for orientation sessions
for the returning learners, teach-
ers and the general staff to ensure
that everyone is clear on what to
do going forward.
Nothing should be left to
chance, as everyone should be
made aware of their responsibil-
ities in preventing the spread of
Covid-19.
The school authorities should
always be alert in terms of moni-
toring the learners and the teach-
ers so that those who may develop
signs and symptoms of the disease
are quickly isolated.
The authorities should always
maintain attendance registers
to ensure they quickly notice
absentees, and take keen interest

a huge role to play as the schools
re-open to ensure that children
are safe.
Before they reinforce the
importance of following Covid-
19 precautions to the children,
parents and guardians must make
sure they do observe the measures
themselves.
This is because a careless parent
or guardian might end up infect-
ing the child, who will become a
risk to classmates and their fam-
ilies.
It is important that it all starts
from the home where all the
hygienic precautions should
be reinforced and religiously
observed.
Another huge responsibility
also falls on those who will trans-
port the children to school.
Whoever will operate transport
facilities to carry the pupils should
ensure that the vehicles are con-
stantly disinfected.
The transporters should screen
temperatures before the children
are on board as the first line of
isolating those exhibiting signs
of Covid-19.
Those without face masks
should not be allowed on board,
while the transporters should
carry sanitisers which should be
used before boarding.
It is the responsibility of the
parents and the school authori-
ties to ensure that the transporters
adhere to the precautionary meas-
ures against Covid-19.
It should be emphasised to
pupils who walk to school that
they should always practice social
distancing on their way, even if
they are good friends.
Otherwise the roadmap which
the Ministry of Primary and Sec-
ondary Education has come up
with should be enough to reas-
sure learners, teachers, parents
and guardians that the schools
are safe for reopening.
What is important is to contin-
uously emphasise good hygiene,
washing of hands with soap under
running water or sanitisation,
social distancing and wearing of
masks.

UST recently, while receiving a
donation of personal protective
equipment (PPE) from the Chinese
government, President Mnangagwa
pointed out that Zimbabwe was reeling
under sustained cyber attacks.
“The social media attack is most
unjustifiable, based upon fiction, non-
facts, non-truth allegations, that there
are gross human rights violations in the
country. There is no evidence of such
things happening,” he said.
Indeed, he was very correct, the cyber
attacks have become the vogue of our
time. Mania, even!
After realising that the illegal sanc-
tions regime imposed on Zimbabwe
in 2001 has still not managed to bring
Zanu PF rule to its demise, the United
States and its allies have opened the
cyberspace as a new frontier for regime
change.
Day in, day out, the cyberspace has
gone agog with outright lies on the Zim-
babwean narrative and the solemnity
and enthusiasm behind it is clearly
foreign sponsored.
In something akin to broad day
light witchcraft, cooked up stories of
human rights abuses, arbitrary arrests
and abductions are taken as fact and
used to brew international anger and
invite condemnation.
Some of Zimbabwe’s citizens, espe-
cially in the Diaspora and opposition,
have been found as ready and gullible
pawns, and literally live on social media
as cyber soldiers for regime change.
What a shame!
Over the years, the US in particular
has strategically colonised the cyber-
space, tuned and positioned it as a
regime change weapon against gov-
ernments it feels are not in line with its
hegemonic needs.
The time has come when the world
in general and the United Nations in
particular come up with a functional
cybersecurity protocol that respects all
nations big and small.
International cybersecurity and use
of information communication tech-
nology (ICT) should be used only for
peaceful means. It is fact not fiction
that Washington is striving for digital
colonialism using its global dominance
in ICT.
The abuse of ICT also concerns many
African countries.

USTAINABILITY, an element that
almost always guarantees the success
of initiatives, relates to the continued
long-term benefits from a development
intervention after the associated project or
programme has been completed.
In the case of the water crisis in Zimbabwe,
for example, sustainability would relate to
ending the crisis as well as ensuring long-term
improvements in the lives of the target com-
munities, borne out of continued use of clean
safe water, long after the rehabilitation and
drilling of boreholes, construction of dams or
procurement of water purification chemicals.
A project is defined as a set of coordinated
activities that are carried out towards meeting
specific objectives within a defined period
of time, cost and performance boundaries.
Several projects aimed at achieving a com-
mon goal constitute a programme. However,
the terms are often used interchangeably,

N a development that will transform the
sharing of agricultural knowledge and
the delivery of innovation, the Minis-
try of Lands, Agriculture, Water, and Rural
Resettlement is set to launch ZimAgriHub, a
farmer-focused national online library that will
provide knowledge resources to stakeholders
in Zimbabwe’s agriculture sector.
The development of the website is supported
by the EU-funded Zimbabwe Agriculture
Knowledge and Innovation services (ZAKIS).
Commenting on the initiative, ZAKIS head
of project Mr Waddilove Sansole said, “We
are creating a digital repository of agricultural

HE so-called pastoral letter from the
Zimbabwe Catholic Bishops’ Con-
ference (ZCBC), which interestingly
eulogises an American politician, purport-
ing to speak to the Zimbabwean situation,
follows a trail that can be tracked to the
period before and after the harmonised
elections of July 30, 2018.
Even before the plebiscite, it has to be
recalled that President Mnangagwa had
extended an open hand to the opposition,
the Nelson Chamisa-led MDC Alliance
included.
The President could never tire of preach-
ing peace, unity and harmony, even in the
face of brickbats from some quarters of the
opposition, who construed everything as
political grandstanding.
On the other hand, Chamisa declared
that whatever was short of his victory, could
only pass for “electoral theft”.
Refusing to accept the outcome of the
July 30, 2018 elections, Chamisa declared
that it was a “coup against the people’s will”.
Which people now?
Speaking at a Press conference, after
Zimbabwe Electoral Commission (ZEC)’s
announcement of presidential elections
results on August 2, 2018, President Mnan-
gagwa said Chamisa would have “a crucial
role to play in Zimbabwe’s present and its
unfolding future”.
Promising that people’s liberties would
be protected, the President called on the
opposition leader to join him in calling
for peace and unity for the good of the
nation, but Chamisa scoffed at such over-
tures, preferring instead, to throw spanners
in the works.
Curiously, the Church appeared to have
a standpoint, for on August 6, 2018, Father

mandates and capacities of key stakeholders.
Besides, participation can provide basis
for a possible collaboration, saving effort and
resources as overlaps are avoided as well as
ensuring greater coherence among different
groups of stakeholders.
The Kigali Water project in Rwanda, imple-
mented in the context of a Public, Private
Partnership arrangement, is a typical success
story.
The interactive project/programme cycle

tent that supports the sustainable growth of a
market-oriented agriculture sector in Zim-
babwe. The portal will bridge the existing
knowledge transfer gap by allowing farmers
and stakeholders to easily access the wealth
of agricultural knowledge that is available in
Zimbabwe and across the world.”
The interactive platform will link research-
ers, educators, and extension service pro-
viders. It is expected to support sustainable
agricultural development by addressing the
information, curricula, and research needs
of the farmers, the academia as well as those
of the private and public sector players. This
way, users will access up-to-date agricultural
knowledge resources. These include open data
on research, education, extension, and weather
as well as best practice teaching and learning
content on agriculture.
ZimAgriHub will be managed by the Min-
istry of Agriculture’s Communications and
Learning Unit (CLU), which will champion the
gathering, development, and management of
the hub’s content.

(ZCC), through its secretary-general Dr
Kenneth Mtata, said in a 2019 New Year
statement that it was ready to provide the
framework for dialogue between President
Mnangagwa and MDC Alliance leader Nel-
son Chamisa.
Said Dr Mtata: “We can choose the route
of engagement or the route of conflict, the
route of individual solutions or that of a
shared vision, the route that entrenches
greed or one that leads to the common
good. As the Church of Jesus Christ, we
serve as a sign of hope by being truthful
in looking at the current challenges and
their root causes.”
True, Zimbabweans can choose the road
to destruction or the route to construction.
It is laudable that the Church is eager to
foster dialogue, but there should be a clear
line to follow in such a dialogue.
If the people overwhelmingly articulated
their voice through elections, by giving
President Mnangagwa and his party ZANU
PF a five-year mandate to lead them, a fact
that was withheld by the Constitutional
Court, why should the Church so early after
the results call for dialogue?
The “current challenges and their root
causes”, as Dr Mtata put it in 2019, emanate
from the Church’s persistent call for talks
without first accepting that Chamisa lost to
President Mnangagwa in the Presidential
elections of July 30, 2018. Isn’t it what “being
truthful” means?

those results. It is also the foundation of good
performance management and accountability
thus crucial as it significantly determines the
sustainability and success of the associated
project.

However, as Castaneda and Vizcar-
rondo (2016) write in “Truth and Chris-
tianity”: “The Church must not meddle
in partisan politics. The Church must not
tell people whom or what party to vote
for, unless the party in question has an
intrinsically evil ideology . . . The Church
may neither support a particular candi-
date nor a party.”
The Church should not impose its “own
ecclesiastical laws on the rest of society that
is not Catholic.”
Castaneda and Vizcarrondo (2016) con-
tend that the Church “does have the author-
ity to teach about its moral dimension. That
moral dimension is present in all important
aspects of human life, including politics.
“This is due to the fact that morality
refers to the respect and the promotion of
human rights and values, the attainment
of which is guided by principles, laws and
norms of conduct.”

ple are compelled to walk for three or more
kilometres to access clean water or to resort
to the use of unhygienic water from ponds
and ditches for household purposes.
The desired change may be to initially
reduce the above-mentioned walking distance
to a maximum of one kilometre.
Potential strategies depending on the data
gathered from literature, the community itself
or some other credible source are considered
and the best is selected. This may include
drilling boreholes, sinking wells or securing
chemicals for water treatment, all towards
achieving and sustaining the change signified
by improvement in the lives of the beneficiar-
ies or their conditions.
Indicators to measure the levels of progress
towards reducing the distance and utilisa-
tion of clean water are also identified during
planning.
These are then used for monitoring and
reporting purpose during implementation
and beyond the life of the project thus reason-
ably guaranteeing the notion of sustainability .

work, taking into consideration the huge costs
associated with running separate departmental
websites. Also, the website will be a one-stop-
shop for stakeholders and it will provide a
sharing and discussing platform for the real-

The knowledge hub will allow online access
to academic articles, pamphlets, videos, pod-
casts, and fact sheets via smartphones, tablets,
and computers.

simple to use and it will provide an interactive
and dynamic user experience that is in line
with international best of breed information
technology.”
The ZAKIS project, which falls under the
Zimbabwe Agricultural Growth Programmes,
seeks to improve farmers’ livelihoods by
enhancing the dissemination of agricul-
tural knowledge and stimulating innovation
through strengthening the working links
among agricultural research, education, and
extension services in Zimbabwe.
It stands to reason that the Church and
the State are separate and distinct, therefore,
any dialogue or talk of dialogue should
consider the universal truth and not party
truth.
It is in this vein that the Church should
outline the constitutional rights of the
electorate, vis-à-vis the common good.
It is mind-boggling that even before the
election results were announced, and the
Constitutional Court was still to make a
ruling on Chamisa’s petition, the Church
was ready to mediate dialogue.
Father Chiromba told Catholic News
Service on August 6, 2018: “There is still a
lack of trust between the people and Gov-
ernment” and that churches have “a big role
to play in restoring that trust”.
Who is to be trusted, the one constitu-
tionally declared the winner, and the one
who uses hearsay to claim victory?
Chamisa is touted as the Holy Grail that
the nation needs to move forward, but one
wonders if indeed he has that capacity
alone.
What exactly is that sentiment premised
on? After all, his political fortunes are on
the wane.
At this point in time, it is only unity of
purpose that can help us navigate out of the
challenges we are enmeshed in, and not tall
talk or political grandstanding.
Losers cannot claim legitimacy through
intimidation, or questioning the legitimacy
of others.
Promotion of peace should begin by all
citizens accepting the reality that goug-
ing out each other’s eyes only makes us
all blind.
If there is a time we needed each other
more, it is now, and the Church should be
shining a proper light!

Bhogo-bhogo rapper dies

sation Morgan Hove, affectionately
known as DJ Hyper, who rose to fame
after featuring on Memory Zarany-
ika’s song “Bhogo-bhogo”, has died.
He was 47.
Hove died in Pretoria, South Africa,
on Tuesday after suffering from run-
ning stomach, according to his long-
time friend Henry Moyo.
Moyo said the death was as a result
of dehydration.
“We are deeply saddened by the
news and it came as a shock to us
after he was a pillar of strength to
his family. He was now based in
South Africa . Last week he started
complaining of stomach pains and
then suffered a running stomach. He
died on Tuesday and we are yet to
get the post-mortem results.”

his body next Tuesday at Beitbridge
Border Post, from where it will then

contracts Covid-19
CALIFORNIA. — Dwayne “The
Rock” Johnson says he and his
family had all contracted Covid-19.
The former wrestler, who is now
the world’s highest-paid actor, said
he, his wife and two daughters
caught the virus despite being “dis-
ciplined” about health protection.
He said the positive tests were “a
kick in the gut”.
Now, he added: “We’re on the
other end of it and no longer con-
tagious. Thank God, we’re healthy.”
Johnson and his family live in
the US, which has recorded more
than 6.1 million coronavirus cases
and 860 000 deaths linked to the
disease.
The actor, 48, said he and his
wife Lauren, 35, and their daugh-
ters Jasmine and Tiana, aged four
and two, contracted the virus about
two-and-a-half weeks ago.
The American-Canadian actor
said his daughters had exhibited
mild symptoms, explaining they
“had a sore throat for the first cou-
ple of days, but other than that they
bounced back and it’s been life as
normal”.
“But it was a little bit different
for Lauren and I,” Johnson said. He
said he and his wife “had a rough
go” — without detailing his exact
symptoms — but together they “got
through it as a family”.
Johnson said they caught the
virus from “very close family
friends” who, in turn, had no idea
how they had been infected.
“I can tell you that this has been
one of the most challenging and
difficult things we have ever had
to endure as a family,” Johnson said
in a video posted to his Instagram
account.

ZIFA target Sept 14 for training resumption

ZIFA have revealed plans to push for
the return of the Premier Soccer League
next month as a back-up plan ahead of
the resumption of international football
in November.
The association’s president, Felton
Kamambo, yesterday said the football
mother body were today expected to
start formal engagements with the
Sports and Recreation Commission.
CAF announced the AFCON qualifi-
ers were scheduled to resume between
November 9-17.
And, this means the long awaited
back-to-back clash between Zimbabwe
and Algeria, is likely to take place under
these difficult conditions.
The bulk of Zimbabwe’s players ply
their trade in foreign leagues.
The association risk failing to raise a
competitive team if the domestic league
remains in limbo.
“I am sure you are aware that FIFA
have said teams are not obliged to
release players for the qualifiers and,
so, we have to have a back-up plan for
that,’’ said Kamambo.
“In case we fail to get most of our
players, then the local-based players
will have to step in.
“But, the problem is that they haven’t
been playing football. It was not possi-
ble to start the domestic league this year
because of the lockdown restrictions.
“Football was also classified among
the high risk sports.
“Our wish is for the domestic teams
to start training, by end of September,
in anticipation of the new season.
“In fact, the date we have in mind is
14 September, so that the league begins
mid-October but, again, it all depends
on the advice from the stakeholders.’’
The 2020 Castle Lager Premiership
failed to start in March because of the
lockdown measures.
Premier Soccer League chief exec-
utive, Kenny Ndebele, told our sister
paper, The Sunday Mail, clubs were
desperate to start training.
Ndebele acknowledged the intro-
duction of the curfew had pegged them
back, in terms of plans they had, for a
September start to the season.
But the PSL chief urged the game’s
leaders come out of their shells and put
in place protocols to be tabled before
Government for football’s safe return.
“We were hoping that the pandemic
would be under control by August but,
when the Government tightened the
lockdown by introducing the curfew,
we also had to slow down our push
for a restart.
“We have been trying to understand
and assess the situation on the ground.
“But, to be honest, the whole domes-
tic football family went on sleep mode
and there was no action,’’ Ndebele said.
ZIFA have set up a medical commit-
tee to help them draw up a strategy for
the safe return of the game.
The authorities are being guided by
the Government and health experts
in their plans.
They are also taking notes from CAF’s
27-page document titled ‘CAF Guide-
lines to Resume Football in Africa.’
The document emphasizes on the
health of the major stakeholders who
include players, officials, fans, and other
partners.
“There have been some engagements
going on with the Sports Communi-
cation but we are looking to begin the
official communication tomorrow
(today),’’ said Kamambo.
‘’We are hoping that the medical
committee would be through with
their document to be presented to SRC.
“We were also hoping to conduct
random tests on players, for a start, and
use that as a gauge to see the impact the
disease might have had on the players
and officials.
“We are still going to be conducting
the tests, while engagements with the
SRC and Government continue.
“Resources have been set aside for
that from the FIFA Covid-19 relief
funds.
“We had to take this decision to push
for the return of football after consulta-
tions with our various affiliates.
“Indications from the regions, when
we did the consultations, were that we
start next year but PSL indicated they
wanted to start right away.
“And, like I indicated, we need to
start preparing for the AFCON.
“We hope that the coach (Zdravko
Logarusic) would have returned from
his home in Croatia by the time the
league starts.’’
ZIFA are also hoping to make use of
the FIFA international friendly dates
to prepare for the Warriors’ AFCON
assignments. FIFA have set the week
of October 7-15 as the official dates for
international matches.

Bruno
battles his
demons

legend Frank Bruno has been left
battling his demons after suffering a
relapse in his battle with depression
and bipolar disorder following the
deaths of four of his friends due to
coronavirus.
Bruno has struggled through the
year while coming to terms with not
only the loss of loved ones but also
the cruel reality of being unable to
attend funerals and say final good-
byes.
Speaking this week during an
exclusive interview with the Sun,
Bruno revealed how the events of
the past several months have put
life into perspective, while leaving
him ‘on the brink’ regarding his own
mental wellbeing.
“I can’t lie mentally, the last few
months have been really, really
tough,” Bruno (58) said.
“There have been some really dark
days which have pushed me right to
the brink. But I am still here and still
fighting and that’s what I will always
try to do.
“The hardest thing about losing so
many friends during lockdown was
not being able to go to the funerals
and say goodbye properly.”
This week marked then 25th anni-
versary of Bruno rising to the pinna-
cle of his sport, bursting with pride
at Wembley Stadium after defeating
Oliver McCall to be crowned heavy-
weight champion of the world.
It was the fourth time lucky for
Bruno, who faced adversity head on
and was determined to be labelled
the best, regardless of how many
times it took.
Yet Bruno has not had time to
really reflect on the milestone and
think back over the achievement,
such is the reality of things right now.
Among those friends Bruno has
lost includes Rupert Doaries, a for-
mer member of Frank’s coaching
team, Milton Marks, his former
accountant, and lifelong pal Mickey
Crow.
He added: “The friends I have lost
are guys who have been friends for
most of my life — and long before I

THE Government could procure
bucket seats locally while hoping
CAF will clear the National Sports
Stadium to host the Warriors’ 2022
AFCON qualifier against Algeria in
November.
With no fans expected for the
match, Government feel CAF could
waive the requirement for the bucket
seats ahead of the showdown against
the African champions.
The Government, through the
Ministry of Youth, Sport, Arts and
Recreation, have covered significant
ground in upgrading the venue,
including transforming the playing
surface, and providing a facelift to the
medical, changing and anti-doping
rooms.
A fully-furnished media centre,
with a capacity of 54 people, has been
installed, there is also a press confer-
ence room while ablution and drain-
age facilities have all been improved.
Youth, Sport, Art and Recreation
Deputy Minister, Tino Machakaire,
said they were hoping CAF will allow
the Warriors to host the African
champions in Zimbabwe in Novem-
ber.
“We are hoping that we can get
a waiver from CAF, and be allowed
to use the National Sports Sta-
dium, without bucket seats,’’ said
Machakaire.
“We have been severely affected
by the Covid-19 lockdown and we
weren’t able to procure some of the
material needed for the renovations.
“But, we have already resumed
work and it looks very promising and
we hope CAF will allow the stadium
to host the match against Algeria in
November.
“At the moment, I can’t state in cer-
tain terms whether we will be able to
install bucket seats right round the
stadium before the Algeria game, but
we will try to push towards that end.
“This pandemic has affected us and
hampered our efforts, otherwise we

should have been talking about some-
thing else.
“Our hope, to be allowed to use this
stadium, hinges on the fact that the
match against Algeria will be played
without fans and, since everything
else is now almost in place, maybe,
we will be allowed to play without
those bucket seats.”
The ZIFA First Instance Board, led
by Piraishe Mabhena, have inspected
the giant stadium and they are now
awaiting CAF’s response.
Although they have kept some
of their findings to themselves,
Mabhena recently told The Her-
ald that CAF were particular about
bucket seats.
In March, Machakaire said close
to US$9 million was needed for both
the procurement and installation of
the bucket seats.
But, the amount could come down
significantly if the material was pro-
cured locally, with the Government
already working towards flighting a
tender for local businesses to bid.
“As a ministry, we are happy and
very impressed with the progress
which has been made in as far as
the renovations of the National
Sports Stadium is concerned,” said
Machakaire.
“Things are looking fine as most
of the boxes have been ticked. We are
now waiting for very few things, like
the turnstiles, while we are still yet
to sort out the issue of bucket seats.
“On bucket seats, we are definitely
going to consider our local people.
“What is important is to ensure
compliance with the recommenda-
tions by CAF.
“We can’t import everything as we
have people who are capable of doing
that for us.
“We have talked to the procure-
ment team, and the stadium reno-
vation committee, to flight a tender
for the bucket seats.
“By the end of next week, we
should be in a position to know the
way forward. We are hoping, just
hoping, that the National Sports Sta-
dium will be cleared to host the match
against Algeria on a technicality.’’
Machakaire toured the facility
yesterday to get an insight of the
progress that has taken place and
he was accompanied by director of
sport and recreation in the Ministry,
Eugenia Chidhakwa, communication
and advocacy acting deputy director
Ranson Madzamba and other tech-
nical staff from the ministry.

Control Board.

“It came as a relief for most of us,

Bale eyes EPL return

LONDON. — Gareth Bale says he
would consider a return to the English
Premier League if Real Madrid finally
let him leave the Spanish football club.
Bale blames the Spanish club for not
allowing him to leave sooner and says
it is nice to feel “appreciated” when he
joins up with the Wales squad.
The 31-year-old almost left Real
Madrid last summer for a move to
China but it was blocked at the last
minute.
Since then, Bale has made just 20
appearances for the club and only two
of those came after football’s restart
following lockdown.
Speaking before Wales’ UEFA
Nations League fixtures with Finland
and Bulgaria, Bale exclusively told Sky
Sports News: “I think everyone knows
how much I love coming away with
Wales. It’s nice to be back at a place
where you are a little bit more appre-
ciated and supported by your fans no
matter what.”
Real Madrid head coach Zinedine
Zidane said Bale didn’t want to play
in their Champions League last-16
second leg with Manchester City last
month.
The Welshman says he wants to play
football and would consider a return
to the Premier League if Real Madrid
allow him to move on.
Bale appeared frustrated that sev-
eral attempts to leave Spain have been
blocked by the club and says his future
is in Real Madrid’s hands with two
years left on the contract he signed in
October 2016
“If those options arise (interest from
Premier League clubs) it is something
I’d look at for sure,” he added.
“We’ll see what happens, we have
plenty of time in this transfer window
and a couple of others as well. Time
will tell but mainly I think the reason
is that the decision is in Real Madrid’s
hands. I tried to leave last year but they
blocked everything at the last second.
It was a project I was excited for but it
didn’t materialise.
“There have been other instances
where we have tried to go but the club
won’t allow it or they’ve done some-
thing. It’s down to the club.
“I want to play football, I am still
motivated to play football, so I guess
it’s on the club. They are in control of
everything. I have a contract, all I can
do is carry on what I am doing and
hopefully something comes up.
“I am only 31 still but I feel I am in
great shape still and feel like I have a
lot to give. We will see what happens.
It’s in the club’s hands but they make
things very difficult to be honest.”

Why Mapeza deserves bonus

SIX months have passed since Norman
Mapeza’s dramatic departure but, should
Chippa United retain their South African
Premiership status tomorrow, they will need
to send the coach a bonus cheque.
At least, as a token of appreciation for the
Zimbabwean coach, whose recruitment in
October last year could be the only reason
the world’s most chaotic football club sur-
vive to fight another day in the continent’s
richest top-flight league.
Another dance in Supa Diski next season
will guarantee, at least, a R2 million monthly
injection into the coffers of the Chilli Boys.
The grant is set to be increased, after the
league announced record revenues in excess
of R1 billion last November.
“We have reached the R1 billion mark
and that augurs well for the clubs as the
monthly grants to them will increase next
season,’’ league chairman, Irvin Khoza, told
their last annual meeting.
“It means it will bring about a new
increase on the grants, apart from what
has been given to them this season, which
was also remarkable.
“So, we’re on a sound footing in terms
of the governance of the league, and also
the issues around the Multichoice Diski
Challenge — there’s a good story developing
for the future of this league.”
The bulk of the league’s revenue comes
from their various lucrative sponsorship
deals, including the R2 billion which Super-
Sport poured into Supa Diski coffers for a
five-year renewal of their deal to screen the
league and cup matches.
SuperSport also provide some matches,
which are broadcast by the South Afri-
can Broadcasting Corporation, who pay
R72 million per season for the games.
Given the bulk of the revenue comes
from the television deals, which ensures
clubs receive a healthy monthly grant to
enable them to take care of their opera-
tional costs, including paying players and
supporting staff, it explains the pressure
that was exerted on the league to complete
their programme.
While established giants like Kaizer
Chiefs, Orlando Pirates and Mamelodi
Sundowns have very good revenue streams
provided by their corporate partners like
Vodacom, the other lightweight clubs, like
Chippa United, require the drip-feeding that
comes from the monthly grants.
For them, retaining their top-flight league
status and the rich pickings that comes from
being a member of the league is priceless.
“It’s been tough to run the club with
limited funding, but I praise God for help-
ing us to keep this club going,’’ club owner
Siviwe “Chippa’’ Mpengesi said in January,
when marking 10 years since acquiring the
franchise.
“This is not a profit-making business
instead it takes a lot from our pockets. I
really thank my family for the sacrifices
that they have made.”
Chippa United are in 12th place, on 31
points, ahead of the final round of matches
tomorrow. A draw for the Chilli Boys, in
their final match against Golden Arrows,
will be enough to guarantee them another
flirtation in Supa Diski, irrespective of what
happens elsewhere.
However, a loss might see them being
sucked into the play-off, should Baroka,
who take on Kaizer Chiefs, and Black leop-
ards, who have a date against Mamelodi
Sundowns, win their matches. A loss for
Chippa United, coupled with victories for
both Baroka and Black Leopards, will see,
depending on the results, the team to play in
the play-offs being decided by goal difference.
If both Black Leopards and Baroka fail to
win, the Chilli Boys will be safe, even if they
lose their last game against Golden Arrows.
While Mapeza is no longer part of the
Chippa Boys, having quit the club in a huff
in March, his contribution, in the event the
club survive the chop, will be priceless and
will certainly deserve a bonus.
The statistics hammer home that point:
◆ Mapeza has so far contributed 21 of the 31
points in Chippa’s tally, which represents
67.74 percent of the points, which the club
have acquired in the league.
◆ With Mapeza in charge, Chippa picked 21
out of 55 points, representing an impres-
sive 60 percent success rate for the club.
The club won six, drew three and lost six
of their 15 league matches, with the Chilli
Boys scoring 12 goals, and conceding 16,
during that run.
◆ Without Mapeza, Chippa have won just
one league match, before and after his
arrival at the club, representing a 23.8
percent failure rate.
◆ That four different coaches took charge
of the club, before and after Mapeza, to
just grind one win in 14 league matches,
highlights the great work which the Zim-
babwean did when he took over the club.
◆ The 14 matches, which the Chilli Boys
have played, under other coaches who
were not Mapeza, this season, saw them
winning just one game, losing six and
drawing seven, scoring just five goals
and getting 10 points.
◆ That single win came when they beat
Baroka 1-0 in a league match on August
22 last month and it’s also important to
highlight that Mapeza inspired them to
their first win, and also their biggest vic-
tory of the season, a 3-0 win over Black
Leopards.
◆ Where Chippa scored 12 league goals, in
15 league matches, under Mapeza, they
have scored just five goals, in 14 games,
under four other different coaches.
Another Zimbabwean coach in Supa
Diski, Kaitano Tembo, has also been shining
as his SuperSport United moved into third
place on the table on Wednesday, after an
impressive 4-1 thrashing of Baroka.
Ironically, had Tembo’s men not lost
0-1 to Mapeza’s Chilli Boys, when the two
Zimbabwean coaches clashed, SuperSport
United would have been just three points
behind leaders, Kaizer Chiefs and Mamelodi
Sundowns, with just one round of matches
left in the marathon.
Had they won that match, this would have
meant SuperSport United would have hav-
ing a better goal difference than Chiefs today
and, a victory in their final match tomorrow,
coupled with the Amakhosi and Sundowns
losing their final games, would have seen
Tembo’s men being crowned champions.
Although all the three teams would have
ended with the same number of points,
SuperSport United would have won the
title by virtue of a superior goal difference.

Nagoli backs Khama Billiat

FORMER Zimbabwe international, Ken-
nedy Nagoli, says Warriors midfielder
Khama Billiat deserves respect in South
Africa.
Billiat answered some of his critics in the
best possible manner on Wednesday when
he scored the solitary goal that handed
Chiefs a crucial win against Chippa United.
The goal ensured the Amakhosi, who are
chasing their first league title in five years,
go into the final weekend of the race with
their destiny in their hands.
Billiat has been under sustained attacks
from critics, including coach Mlungisi
“Professor’’ Ngubane, who labelled him an
age-cheat and queried his huge pay cheque.
Nagoli, who played for Jomo Cosmos in
South Africa for four years before embark-
ing on a 11-year excursion abroad, told The
Herald Billiat was going through a normal
phase in football.
“I think Khama Billiat deserves some
respect,” he said.
“It’s very normal for a player to experi-
ence a dip in form in football. Khama needs
support more than the unjustified attacks.
“It’s a pity the way they criticise him. I
don’t know how he will come out of this.
But, it will depend on how he will take it
and who is closer to him.
“He needs his confidence back and the
club need to support him.
“He also has to fight for himself, work
hard and prove that he is not what the peo-
ple are saying about him.
“But my hope and wish for him is to stay
at Chiefs,” said Nagoli.
Billiat was back on the scoresheet on
Wednesday as Chiefs beat Chippa United
to go into the final weekend sitting on top
of the table on 56 points.
They have the same number of points
with Sundowns but enjoy a superior goal
difference ahead of tomorrow’s Super Sat-
urday match against Baroka.
Nagoli said Billiat, who is the highest
paid player in Supa Disk, needed to fight
to prove himself.
At 30, Nagoli said it was normal for a
player to experience fluctuation in form.
“Firstly, as a footballer, he is in the indus-
try to earn money. So, it’s not fair to criticise
him basing on his price tag or his earnings.
I believe he worked hard to earn it.
“It’s also critical to look at his age when
it comes to football development.
“He has gone through all the stages of
development and where he is right now,
age is just a number.
“By insinuating many things about him,
probably what those people are trying to do
is to kill the Zimbabwean football market.
“Khama grew up in an academy set-up
and has gone through all the stages of
development.
“Football stages have to be understood
from this way: from eight to 12 years it’s
introduction to football.
“The ages 12 to 16 years, it’s exposure
to football and then from 16-years to 20
years, that’s when we say the player is now
smelling football and having an excitement
to play.
“Then the golden age is between 21 to 30
years. That is the period of growth and that
is where Khama is right now.”
Nagoli, who runs a football academy in
Harare, believes both Billiat and his team
Kaizer Chiefs, need help at this juncture.
“If you look at the current Chiefs side,
they have reached a ceiling and they cannot
break the ceiling.
“They have to look at their background,
their culture, development and recruitment
of players.
“It’s high time the club start blending the
team,” said Nagoli.
The former Warriors midfielder played
for Santos in Brazil and had stints in Greece
and Cyprus between 1995 and 2006.
South African football legend, Jomo
Sono, rates Nagoli as the finest natural-
ly-gifted football player to come out of
Zimbabwe.
