MOBILIZATION PLAN & METHOD STATEMENT

 After receipt of contract documents, it shall be ensured that the document received bear
the stamp “Issued for Construction” and are of latest revision. Risk assessment shall be
prepared and duly approved regarding all mobilization activities.

 All vehicles & equipment to be used in the work should be initially checked and approved
by the authorized personnel. Similarly, all site staff shall be allowed on site after due
security clearance.

 Survey and measurement of project site should be taken and marked. Proper travel
routes & access to the jobsite shall be ensured to be in good condition and free from
obstruction.

 Check and obtain approval for plan regarding site office set up for contractor, consultant
and client staff. Containers will be furnished as per requirement of relevant staff. Soil
compaction must be carried out to set adequate ground condition for office and
accommodation placement. These accommodations, office and food facilities shall be
arranged in advance and strictly in accordance with the regulations and applicable client
requirements.

 Where practicable, all site accommodation and welfare facilities will be within the site
boundary. This accommodation will be cleaned and maintained on a daily basis and
preventative pest control measures will also be put in place, i.e. appropriate storage and
regular collection/handling and disposal of waste. Regular inspections will be carried out
to ensure that good housekeeping measures are maintained at all times.

 The Contractor will be represented on site at all times during working hours 8.00 am –
5.00pm Monday to Saturday by an experienced construction site manager and
foreman/supervisor. Should alternative working times be needed a modification will be
submitted listing all changes.

 All site safety rules and regulations shall be complied with Project Specifications.
Appropriate warning boards shall be provided and work areas shall be barricaded
wherever necessary. All road sign, barriers and cones will be regularly checked
throughout the working day and any repairs carried out without delay. A final check will
be carried out at the end of each shift and the results of that inspection recorded.

 All equipment, tools and materials supplied by the company will be placed into safe
storage whenever the site is to be left unattended. Additional care will be taken by the
company to ensure that loading, unloading and other hazardous operations do not take
place in areas where other site contractors, members of the public and other non-
construction personnel are present or may enter.

 No person will be permitted to operate any plant, machinery or equipment unless


competent and authorised to do so. Where formal training and certification is required,
copies of relevant certificates will be provided to the principal contractor on request.

 An assessment will be made on each site to establish if there are overhead or buried
services that may create a hazard to operatives.

 Separate risk assessments/method statements will be prepared for each activity of the
project. Special statements shall be prepared for activities which are considered by the
manager/groundwork’s supervisor to contain special risks.

 Where required, certificates of inspection, examination and testing of plant and


equipment will be made available for perusal. Copies of operator licenses are also
available for inspection. The manager/groundwork’s supervisor will carry out daily
inspections of all site activities and records the results in his site diary. Where required,
records of weekly thorough examinations will be kept in the approved manner.

 The acting site manager or supervisor will attempt at all times to maintain close liaison
between consultant, client and any other important stakeholders. He will always
endeavour not to obstruct or delay other site activities, but only where this can be
achieved without compromising health and safety standards.

 The preconstruction and mobilisation activities will likely include:


o Mobilisation of containers for offices and welfare facilities
o Provision of works accesses and delineation of the site boundaries
o Works to identify, delineate and protect statutory utility apparatus, other hazards
and environmental constraints
o Any necessary site clearance from relevant authorities.

 The principal construction operations will include, but are not limited to, the following:
o Service diversions and access routes
o Cut and fill operation to prepare site for construction
o Construction of Culverts
o Sewerage Works
o Water Supply Works
o Road Works (Including Sub-Base and Base)
