Network Impact
This function reduces the DRD delay during an RB setup by 100 ms to 300 ms.
If the RNC has received an event 1X report before the RB setup, the RNC uses the Ec/N0
contained in the latest event 1X report to determine the signal quality of the RB. If the RNC
has not received any event 1X report before the RB setup, the RNC uses the Ec/Io of the cell
that the UEs access contained in the RRC SETUP REQUEST message to determine the signal
quality of the RB. If the signal quality is lower than the
ActtimeAdjustQualThd(BSC6900,BSC6910) in the SET UFRC command, the RNC sets the
activation time offset to 900 ms.

If the signal quality of an RB is lower than the value of the
ActtimeAdjustQualThd(BSC6900,BSC6910) parameter and the RB has been successfully set
up before the function activation, the access delay for the RB is prolonged by 500 ms.
− If the RNC does not find this UE in the TMSI paging information, the RNC takes
no action and proceeds with the RRC connection setup procedure.
Network Impact
This function increases the CS service access success rate when a CS paging procedure
overlaps with an RRC connection setup procedure.

The optimization function helps improve the voice service access success rate and CS paging

Delay of sending RAB assignment-based measurement control messages for PS services helps
decrease the PDP context activation delay by about 100 ms to 250 ms.
If SRB over HSDPA is enabled, concurrence of RB setup and Active PDP Context Accept for
PS services helps decrease the PDP activation delay by about 20 ms to 80 ms, but the function
benefits are insignificant in scenarios where SRBs switch from HSDPA to DCH.
In the first TTI after the RNC receives an RB Setup Complete message, the RNC sends an L2 ACK
message before sending an Active PDP Context Accept message. The TTI in SRB over DCH scenarios is
40 ms, about 38 ms longer than that (2 ms) in SRB over HSDPA scenarios. Therefore, the improvement
in delay is insignificant in scenarios where SRBs switch from HSDPA to DCH.
After concurrence of RB setup and Active PDP Context Accept for PS services is effective,
the RNC sends an RAB Assignment Response message to the CN earlier than expected. This
may cause the CS RAB setup success rate on the CN side to be higher than the actual value in
the event of RB setup failures over the Uu interface.
Network Impact
This function reduces the CS and PS call drop rates.
set. If these cells are not neighboring cells of cells in the active set, they must be manually
added to the neighboring cell list to reduce the call drops caused by missing configuration of
neighboring cells.
An enhanced algorithm has been introduced to add cells in the intra-frequency detected set to
the active set. If the best cell is under the SRNC, the SRNC adds the intra-frequency
neighboring cells of the best cell's intra-frequency neighboring cells to the active set through
soft handover. In scenarios where the best cell's intra-frequency neighboring cells are
incompletely configured, this function reduces the call drop rate, thereby improving user
experience.
Technical Description
When the HO_INTRA_FREQ_DETSET_INTO_ACTSET_OPTSWH under the
HoSwitch1(BSC6900,BSC6910) parameter in the SET UCORRMALGOSWITCH
command is set to on, the RNC performs the following operations after receiving an event 1A,
1C, or 1D report containing cells in the intra-frequency detected set:
The RNC searches for cells contained in the intra-frequency measurement report in the
following scopes (hereinafter referred to as target cells): The neighboring cell list contained in
the intra-frequency measurement control message and intra-frequency neighboring cells of
cells in the active set.
If the RNC has found the target cells, it adds these cells to the active set.
If no target cell is found, the RNC searches for cells contained in the intra-frequency
measurement report in the intra-frequency neighboring cell set of the best cell's
intra-frequency neighboring cells.
− If only one cell meets the synchronization condition, the RNC adds the cell into the
active set.
A cell meets the synchronization condition when the frame offset between the best
cell and the cell is less than or equal to the value of
DetSetCellFrameOffsetThd(BSC6900,BSC6910) (unit: 2560 chips).
When the HO_INTRA_DETSET_DRNC_CELL_INTO_ACTSET under the
HoSwitch1(BSC6900,BSC6910) parameter in the SET
UCORRMALGOSWITCH command is set to on and the UE has sent an event 1A,
1C, or 1D report containing cells in the intra-frequency detected set, the RNC does
not determine whether the synchronization condition is met if it has found a
neighboring DRNC cell. In this case, the RNC adds the neighboring DRNC cell to
the active set. When this switch is set to off, the RNC does not add the neighboring
DRNC cell to the active set in the preceding scenario.
− If no cell or multiple cells meet the synchronization condition, the RNC performs
no processing.
Network Impact
This function reduces the CS and PS call drop rates.
The searching scope is expanded during the processing of intra-frequency measurement
reports, which increases the CPU load.

During the configuration of the RL recovery timer and the RL deletion delay timer, if the sum of the two
timers is larger than 300000 ms (that is, the following inequations are true), this function does not take
effect.

If an RL is waiting for deletion and an exception occurs, for example, the timer for the current
procedure expires, an SRB reset occurs, the UE sends a CELL UPDATE request, or other
internal faults occur in the RNC, the RNC preferentially handles these exceptions and
therefore, releases the UE's connection or triggers a call reestablishment.
Network Impact
This function reduces the number of soft handovers, thereby increasing the soft handover
success rate and reducing the call drop rate.
After this function takes effect, more resources are consumed. If you want to avoid the
negative gains caused by resource consumption in a congested cell, set the RL deletion
delay timer to a smaller value. The RL deletion delay timer is specified by the
IUBRLFailSuspSHODelTmr(BSC6900,BSC6910) and
IURRLFailSuspSHODelTmr(BSC6900,BSC6910)) parameters.
UE is immediately handed over to the target cell upon receipt of the Uu interface
configuration message. This increases the inter-frequency hard handover success rate.
Technical Description
When the CS_HHO_ASYNC_CTRL_SWITCH, PS_HHO_ASYNC_CTRL_SWITCH, or
IUR_HHO_ASYNC_CTRL_SWITCH check box under the ProcessSwitch4 parameter in
the SET URRCTRLSWITCH command is selected, the RNC does not include the activation
time in the PH CH RECFG message (used as an example) during asynchronous
reconfiguration for inter-frequency hard handover. After the UE receives the message, the new
configuration takes effect 60 ms later. Then, the UE immediately replies with a PH CH
RECFG CMP message to the RNC.
The RNC switches to the new radio link (RL) after detecting correct PDUs on the new RL.
Figure 4-2 compares asynchronous and synchronous reconfiguration for inter-frequency hard
handover.

Network Impact
This function increases the inter-frequency hard handover success rate by 10% to 20%. The
increase can be observed by querying the values of the following counters:

Technical Description
When the HO_HHO_WITH_INTRA_FREQ_MR_SWITCH check box under the
HoSwitch(BSC6900,BSC6910) parameter in the SET UCORRMALGOSWITCH command
is selected, the RNC sends periodic inter-frequency and intra-frequency measurement control
messages at the same time, and includes the IE measurementIdentity in the periodic
inter-frequency measurement control message to instruct the UE to report the signal quality of
cells in the active set.
The UsedFreqLowerThdEcNo(BSC6900,BSC6910) parameter in the SET
UINTERFREQHOCOV command specifies the lower Ec/N0 threshold for
intra-frequency cells during inter-frequency hard handovers. If the reported Ec/N0 of the
intra-frequency best cell is lower than this threshold, the RNC does not perform
inter-frequency hard handovers. Otherwise, the RNC performs inter-frequency hard
handovers.
The UsedFreqUpperThdEcNo(BSC6900,BSC6910) parameter in the SET
UINTERFREQHOCOV command specifies the upper Ec/N0 threshold for
intra-frequency cells during inter-frequency hard handovers. If the reported Ec/N0 of the
intra-frequency best cell is higher than this threshold, the RNC does not perform
inter-frequency hard handovers. Otherwise, the RNC performs inter-frequency hard
handovers.
The inter-frequency measurement control message carries the IE measurementIdentity, the UE sends
the inter-frequency measurement report in unacknowledged mode (UM), and the reporting period of
intra-frequency measurement report is the same as that of inter-frequency measurement report.
The value of UsedFreqUpperThdEcNo(BSC6900,BSC6910) must be greater than the value of
UsedFreqLowerThdEcNo(BSC6900,BSC6910).
UsedFreqUpperThdEcNo(BSC6900,BSC6910) and UsedFreqLowerThdEcNo(BSC6900,BSC6910)
take effect only when InterFreqReportMode(BSC6900,BSC6910) is set to
PERIODICAL_REPORTING and the HO_HHO_WITH_INTRA_FREQ_MR_SWITCH check
box under the HoSwitch(BSC6900,BSC6910) parameter is selected.
The InterFreqReportMode(BSC6900,BSC6910) parameter can be set by running the SET
UINTERFREQHOCOV or ADD UCELLINTERFREQHOCOV command. If this parameter has
different values in these two commands, the value in the ADD UCELLINTERFREQHOCOV
command prevails.
The HO_HHO_WITH_INTRA_FREQ_MR_SWITCH under the HoSwitch(BSC6900,BSC6910)
parameter can be set by running the SET UCORRMALGOSWITCH command.
Network Impact
This function increases the inter-frequency hard handover success rate by 10% to 20%. The
increase can be observed by querying the values of the following counters:

Technical Description
This function takes effect when the value of the
CsHoPrioMeasTimerLen(BSC6900,BSC6910) or
PsHoPrioMeasTimerLen(BSC6900,BSC6910) parameter in the SET UHOCOMM or ADD
UCELLHOCOMM command is greater than 0. If CS or PS inter-RAT and inter-frequency
hard handovers coexist, the RNC first sends the UE an inter-frequency measurement control
message, instructing the UE to measure the signal quality of inter-frequency neighboring cells.
If the inter-frequency hard handover fails within the time specified by the preceding timer, the
RNC sends the UE inter-frequency and inter-RAT measurement control messages, instructing
the UE to measure the signal quality of inter-frequency and inter-RAT neighboring cells.
This function takes effect only when the service handover indicator is set to
HO_TO_GSM_SHOULD_NOT_BE_PERFORM. Whether the service handover indicator is set
based on RNC parameter configurations is controlled by the
HO_INTER_RAT_RNC_SERVICE_HO_SWITCH under the HoSwitch parameter in the SET
UCORRMALGOSWITCH command. If it is set based on RNC parameter configurations, the
SHInd parameter in the ADD UTYPRABBASIC command specifies the service handover indicator

After this function is enabled:
The number of inter-frequency hard handovers increases. The increase can be observed
by querying the values of the VS.HHO.AttInterFreqOut(BSC6900,BSC6910),
VS.HHO.AttInterFreqOut.CS(BSC6900,BSC6910), and
VS.HHO.AttInterFreqOut.PS(BSC6900,BSC6910) counters.
The number of inter-RAT handovers decreases. The decrease can be observed by
querying the value of the IRATHO.AttOutPSUTRAN(BSC6900,BSC6910) and
IRATHO.AttOutCS(BSC6900,BSC6910) counters.
The CS and PS traffic volume increases. The increase can be observed by querying the
values of the
VS.HSDPA.MeanChThroughput.TotalBytes(BSC6900,BSC6910) ,VS.HSUPA.Mean
ChThroughput.TotalBytes(BSC6900,BSC6910), and
VS.RB.AMR.DL.12.2(BSC6900,BSC6910) counters.
Inter-RAT handovers to GSM are suspended, which increases the call drop rate for UEs
at the edge of the coverage area. For a cell with a large number of inter-RAT handovers
but a small number of inter-frequency handovers, the inter-RAT handover success rate
decreases due to delayed inter-RAT handovers to GSM.
Technical Description
When the IFThenGSMMeaTypSwitch(BSC6900,BSC6910) is set to on, the function
Inter-Frequency TGPSs Activated Prior to GSM TGPSs is enabled. After compressed mode is
started in scenarios where inter-frequency and inter-RAT CS/PS handovers coexist, the RNC
preferentially activates inter-frequency TGPSs to measure inter-frequency neighboring cells.
If inter-frequency handovers fail to be initiated within the time specified by the
CsHoPrioMeasTimerLen(BSC6900,BSC6910) or
PsHoPrioMeasTimerLen(BSC6900,BSC6910) parameter, the RNC releases inter-frequency
measurements and then starts inter-RAT measurements to measure neighboring GSM cells.
This function depends on the Inter-Frequency Hard Handover Prior to Inter-RAT Hard Handover
function, that is, this function takes effect only when the
CsHoPrioMeasTimerLen(BSC6900,BSC6910) or PsHoPrioMeasTimerLen(BSC6900,BSC6910)
parameter in the SET UHOCOMM or ADD UCELLHOCOMM command is set to a value greater
than 0.
If this function is enabled, it is recommended that you modify the values of the
TGL1A(BSC6900,BSC6910) and TGL2A(BSC6900,BSC6910) parameters in the SET UTGPSCP
command to increase the inter-frequency measurement efficiency, thereby increasing the
inter-frequency hard handover success rate.
If this function is enabled, it is recommended that you run the following command to increase the
inter-frequency hard handover success rate and reduce the call drop rate:

This function is not supported in single-signaling scenarios.
This function takes effect only when the CovBasedGULMeasMode(BSC6900,BSC6910) parameter
in the SET UHOCOMM command is set to GUL_MODE.
Network Impact
After this function is enabled, the success rate of inter-frequency hard handovers increases by
about 5% to 10% (relative value). The increase can be observed by querying the values of the
following counters:

The HOCovPrio parameter in the ADD UINTERFREQNCELL command specifies the priority of
a neighboring cell for coverage-based inter-frequency hard handovers. If this parameter is not
specified, the RNC randomly selects inter-frequency neighboring cells on two frequencies to
perform the measurement.
This function applies only to coverage-based inter-frequency hard handovers.
Network Impact
After this function is enabled:
The number of inter-frequency hard handovers increases. The increase can be observed
by querying the values of the VS.HHO.AttInterFreqOut(BSC6900,BSC6910),
VS.HHO.AttInterFreqOut.CS(BSC6900,BSC6910), and
VS.HHO.AttInterFreqOut.PS(BSC6900,BSC6910) counters.
The number of inter-RAT handovers decreases. The decrease can be observed by
querying the value of the IRATHO.AttOutPSUTRAN(BSC6900,BSC6910) and
IRATHO.AttOutCS(BSC6900,BSC6910) counters.
More measurement control messages are delivered to the UE, which increases the
number of SRB resets. Inter-RAT handovers are suspended at the same time, which
increases CS and PS call drop rates.
When this parameter is set to ONLYECNO, only event 2D whose decision threshold is
Ec/No can trigger LTE measurements.
When this parameter is set to ONLYRSCP, only event 2D whose decision threshold is
RSCP can trigger LTE measurements.
When this parameter is set to ECNOANDRSCP, event 2D whose decision threshold is
either Ec/N0 or RSCP can trigger LTE measurements.

Observe the gains provided by this function by querying the values of the following counters:

If InterFreqHO2DEventType(BSC6900,BSC6910) is set to ONLYECNO or
ONLYRSCP, the number of inter-frequency handovers decreases. If
InterRATHO2DEventType(BSC6900,BSC6910) and
U2LTEHO2DEventType(BSC6900,BSC6910) are both set to ECNOANDRSCP, more
UEs are handed over to GSM and LTE networks, which relieves the UMTS network
load.
If InterFreqHO2DEventType(BSC6900,BSC6910) is set to ECNOANDRSCP, and
InterRATHO2DEventType(BSC6900,BSC6910) and
U2LTEHO2DEventType(BSC6900,BSC6910) are both set to ONLYECNO or
ONLYRSCP, more UEs stay in the UMTS network, which increases the UMTS network
load.
This function is recommended only for function matching after network swapping.
However, the signal quality of the source serving cell may deteriorate during the activation
time, which reduces the HSDPA throughput.
The fast HSDPA serving cell change function has been introduced. This function significantly
shortens the HSDPA serving cell change delay and improves the HSDPA throughput. The
delay is the duration between the time the RNC sends a PH CH RECFG message and the time
the RNC receives a PH CH RECFG CMP message from the UE.
Technical Description
When the FAST_HSDPA_SERV_CELL_CHANGE_SWITCH under the
OptimizationSwitch3(BSC6900,BSC6910) parameter in the SET URRCTRLSWITCH
command is set to on, the RNC includes the IE Delay restriction flag in the HSDPA serving
cell change message. After receiving this message, the UE immediately returns to the RNC an
HSDPA serving cell change complete message. For details about the IE Delay restriction flag,
see section 8.6.3.1 "Activation time" in 3GPP TS 25.331 V10.0.0. Figure 4-3 shows the
working principle of fast HSDPA serving cell change.
This function incorporates the UE blacklist function. If IMEI TAC is specified and the
FAST_H_SERV_CELL_CHANGE_DISABLED_SWITCH under the
SpecUserFunctionSwitch2(BSC6900,BSC6910) parameter in the ADD UIMEITAC command is
selected, a UE with the specified IMEI TAC cannot use the fast HSDPA service cell change function.
This function is not supported in CS over HSDPA, VoIP over HSDPA, PTT over HSDPA, SRB over
HSDPA, or CS+PS combined service scenarios.
The activation time for fast HSDPA serving change is specified by the
FastHSCCActTimeDefOffVal(BSC6900,BSC6910) parameter in the ADD
UCELLRLACTTIME or ADD UEXT3GCELL command. This parameter takes effect only
when the FAST_HSDPA_SERV_CELL_CHANGE_SWITCH is set to on.
When the H_SERV_CELL_CHANGE_MSG_OPT_SWITCH under the
OptimizationSwitch3(BSC6900,BSC6910) parameter is set to on, the size of the HSDPA
serving cell change message is reduced. This shortens the delay of the HSDPA serving cell
change message and improves the success rate of HSDPA serving cell change.
This function incorporates the UE blacklist function. If IMEI TAC is specified and the
H_SERV_CELL_CHG_MSG_OPT_DISABLED_SWITCH under the
SpecUserFunctionSwitch2(BSC6900,BSC6910) parameter in the ADD UIMEITAC command is
selected, a UE with the specified IMEI TAC cannot use the HSDPA service cell change message size
reduction function.
This function is not supported in CS+PS combined service scenarios.
Network Impact
After this function is enabled:
The delay of HSDPA serving cell change decreases from about 1.1s to about 450 ms. The
decrease in the delay can be observed by starting IOS tracing.
The HSDPA throughput increases by 10% to 20% during an HSDPA serving cell change.
The increase can be observed by comparing the average HSDPA throughput obtained
before and after the function activation.
The HSDPA serving cell change success rate increases by 5% to 10%. The increase can
be observed by querying the values of the
VS.HSDPA.SHO.ServCellChg.AttOut(BSC6900,BSC6910) and
VS.HSDPA.SHO.ServCellChg.SuccOut(BSC6900,BSC6910) counters.
Technical Description
When the HO_SRV_CELL_CHG_1D_RSCP_SWITCH under the
HoSwitch1(BSC6900,BSC6910) parameter in the SET UCORRMALGOSWITCH
command is set to on, the RNC delivers a CPICH_RSCP-based event 1D measurement
control message to the UE, instructing the UE to measure the signal quality of cells in the
active set if the UE meets the following conditions:
The UE is processing PS services.
The IntraFreqMeasQuantity(BSC6900,BSC6910) parameter is set to CPICH_EC/NO.
The UE complies with 3GPP Release 5 or later.
The UE reports CPICH_RSCP-based event 1D if the following condition is met:
10 x Log(MNotBest) + CIONotBest ³ ≥ 10 x Log(MBest) + CIOBest + H1d/2
where
MNotBest is the measured value of a non-best cell.
CIONotBest is the sum of CIO(BSC6900,BSC6910) and
CIOOffset(BSC6900,BSC6910). CIOOffset(BSC6900,BSC6910) is the cell individual
offset (CIO) between the cell reported in event 1D and the best cell in the active set.
MBest is the measured value of the best cell in the active set.
CIOBest is the CIO of the best cell in the active set.
− If HO_CIO_1D_USED under the HoSwitch(BSC6900,BSC6910) parameter in the
SET UCORRMALGOSWITCH command is selected, the value of CIOBest is
that of CIO(BSC6900,BSC6910) in the ADD UCELLSETUP command.
Compared with CPICH_Ec/N0, CPICH_RSCP fluctuates moderately with the cell load, which
reduces the number of HSDPA serving cell changes, thereby increasing the HSDPA throughput per
UE and reducing the interruption duration. However, more measurement control messages are
delivered, which increases the call drop rate.
This function takes effect only on serving cells under the SRNC.
Network Impact
After this function is enabled:
− If downlink admission fails, the RNC does not add the added cell to the E-DCH or
DCH active set. The RNC initiates a downlink admission retry after receiving
another event 1A report.
− If downlink admission succeeds, the RNC performs uplink admission for HSUPA
services.
− If uplink HSUPA admission succeeds, the RNC adds the added cell to both the
E-DCH and DCH active sets. When the
HO_1A_OR_1C_TRIG_SERV_CELL_CHG_SWITCH under the
HoSwitch1(BSC6900,BSC6910) parameter in the SET
UCORRMALGOSWITCH command is set to on, the RNC immediately triggers
an HSUPA serving cell change after a soft handover if the signal quality of the
added cell meets the following condition:
Added cell's signal quality > Current Serving cell's signal quality + CIOBest +
Hyst1AOr1CTrigSCC/2
- If IntraFreqMeasQuantity(BSC6900,BSC6910) is set to CPICH_EC/NO, the
signal quality is determined based on CPICH_Ec/N0. If
IntraFreqMeasQuantity(BSC6900,BSC6910) is set to CPICH_RSCP, the signal
quality is determined based on CPICH_RSCP.
- CIOBest is the CIO of the current serving cell. CIO(BSC6900,BSC6910) is set by
the ADD UCELLSETUP command.
- Hyst1AOr1CTrigSCC(BSC6900,BSC6910) specifies the hysteresis time to trigger
an HSPA serving cell change to the added cell after a soft handover triggered by the
reporting of event 1A or 1C.
− If the HO_1A_OR_1C_TRIG_SERV_CELL_CHG_SWITCH under the
HoSwitch1(BSC6900,BSC6910) parameter is set to on and the number of cells in
the E-DCH active set is greater than or equal to the value of
MaxEdchCellInActiveSet(BSC6900,BSC6910), the RNC adds the added cell to the
E-DCH active set and deletes the cell with the worst signal quality from the E-DCH
active set if uplink HSUPA admission succeeds. Then the RNC triggers an HSUPA
serving cell change.
− If uplink HSUPA admission fails, the RNC adds the added cell to the DCH active
set. If uplink DCH admission fails, the RNC does not add the added cell to the
E-DCH or DCH active set. The RNC initiates an uplink admission retry after
receiving another event 1A report.
- If the number of cells in the E-DCH active set is equal to the value of
MaxEdchCellInActiveSet(BSC6900,BSC6910) and the cell to be replaced is not in
the E-DCH active set, the RNC adds the added cell to the DCH active set.
- If the cell to be replaced is a non-E-DCH serving cell and the
HO_1A_OR_1C_TRIG_SERV_CELL_CHG_SWITCH under the
HoSwitch1(BSC6900,BSC6910) parameter in the SET
UCORRMALGOSWITCH command is set to on, the RNC immediately triggers
an HSUPA serving cell change after a soft handover if the signal quality of the
added cell meets the following condition:
Added cell's signal quality > Current Serving cell's signal quality + CIOBest +
Hyst1AOr1CTrigSCC/2
- If IntraFreqMeasQuantity(BSC6900,BSC6910) is set to CPICH_EC/NO, the
signal quality is determined based on CPICH_Ec/N0. If
IntraFreqMeasQuantity(BSC6900,BSC6910) is set to CPICH_RSCP, the signal
quality is determined based on CPICH_RSCP.
- CIOBest is the CIO of the current serving cell. CIO(BSC6900,BSC6910) is set by
the ADD UCELLSETUP command.
- Hyst1AOr1CTrigSCC(BSC6900,BSC6910) specifies the hysteresis time to trigger
an HSUPA serving cell change to the added cell after a soft handover triggered by
the reporting of event 1A or 1C.
− When the current service bearer policy is CS Voice over HSPA and the cell to be
replaced is an E-DCH serving cell:
- If the added cell supports both HSDPA and HSUPA services, the RNC
reconfigures the added cell as the HS-DSCH serving cell and the E-DCH serving
cell.
- If the added cell supports only HSDPA services, the RNC first changes the service
bearer policy from CS Voice over HSPA to CS Voice over DCH, and then
determines whether other services are still carried on HSDPA channels. If so, the
RNC performs an HSUPA serving cell change and reconfigures the added cell as
the HS-PDSCH serving cell.
- If the added cell supports neither HSUPA nor HSDPA services, the RNC changes
the service bearer policy to CS Voice over DCH. If the cell to be replaced is an
E-DCH serving cell, the HS-DSCH serving cell is deleted as well. In this case, a
new E-DCH serving cell and HS-DSCH serving cell must be selected. The selecting
method is the same as that for deleting a serving cell in the processing of event 1B.
- If the added cell does not support HSUPA services, the RNC adds the added cell to
the DCH active set.
Network Impact
After an HSPA serving cell change, the value of the
VS.HSPA.ServCellChg.1A1CoptTrig(BSC6900,BSC6910) counter is not 0. You can
observe the increase in the HSDPA/HSUPA throughput after an HSDPA/HSUPA serving
cell change by querying the average HSDPA/HSUPA throughput before and after the
function activation.
After an HSPA serving cell change, the value of the
VS.HSPA.ServCellChg.1DOptTrig(BSC6900,BSC6910) counter is not 0. You can
observe the increase in HSDPA/HSUPA throughput after an HSDPA/HSUPA serving cell
change by querying the average HSDPA/HSUPA throughput before and after the
function activation.
Network Impact
This function provides the following benefits:
Lower PS call drop rate

Technical Description
When the RelocPreFailPenaltyTimer(BSC6900,BSC6910) parameter in the SET
UHOCOMM or ADD UCELLHOCOMM command is set to a value other than 0 (0
indicates that the timer is turned off), the RNC starts this timer for a GSM cell if the following
conditions are met:
The RNC receives from the CN a RELOCATION PREPARATION FAILURE message
during the preparation for an outgoing inter-RAT CS handover to this GSM cell.
The cause value for this message is the same as that specified by the
RelocPrepFailSelectSwitch(BSC6900,BSC6910) parameter in the SET UHOCOMM
command.
Before this timer expires, UEs cannot perform outgoing inter-RAT PS handovers to a GSM
cell that is penalized. However, UEs can perform outgoing inter-RAT PS handovers to other
GSM cells that are not penalized. If all GSM cells that meet the handover conditions are
penalized, outgoing inter-RAT PS handovers will not be initiated until the RNC receives
another inter-RAT handover measurement report.
If another preparation for outgoing inter-RAT CS handover to the GSM cell fails before the
timer expires and the cause value for the failure is the same as that specified by the
RelocPrepFailSelectSwitch(BSC6900,BSC6910) parameter, the RNC restarts the
RelocPreFailPenaltyTimer(BSC6900,BSC6910) for the GSM cell. If the preparation for an
outgoing inter-RAT CS handover to the GSM cell succeeds before the timer expires, the RNC
lifts the penalty on the GSM cell after the timer expires.
This function takes effect only on an outgoing inter-RAT PS handover triggered by a "CELL
CHANGE ORDER FROM UTRAN" message.
This function does not take effect on neighboring GSM cells of DRNC cells.
Network Impact
Enable this function for a cell where the values of the
IRATHO.FailRelocPrepOutCS.NoResAvail(BSC6900,BSC6910) and
IRATHO.FailRelocPrepOutCS.UKnowRNC(BSC6900,BSC6910) counters are large. Then
observe whether the values of IRATHO.AttOutPSUTRAN(BSC6900,BSC6910) and
IRATHO.SuccOutPSUTRAN(BSC6900,BSC6910) decrease after the function activation. If
yes, this function takes effect.
After this function is enabled, the success rate of outgoing inter-RAT PS handovers increases
and the number of inter-RAT PS handover attempts decreases.
Technical Description
The CsBSICVerifyIndication(BSC6900,BSC6910) and
PsBSICVerifyIndication(BSC6900,BSC6910) parameters have been added to the SET
UINTERRATHOCOV, ADD UCELLINTERRATHOCOV, and MOD
UCELLINTERRATHONCOV commands. The two parameters only take effect when the
BSICVerify(BSC6900,BSC6910) parameter is set to REQUIRED(Verify mode).
Values of the CsBSICVerifyIndication(BSC6900,BSC6910) and
PsBSICVerifyIndication(BSC6900,BSC6910) parameters are described as follows:
If the two parameters are set to BSICINIT, only RSSI measurement and initial BSIC
confirmation measurement are required.
If the two parameters are set to BSICINIT_AND_RECONFIRM, RSSI measurement,
initial BSIC confirmation measurement, and BSIC reconfirmation measurement are all
required.
If the two parameters are set to BSICINIT_ADPT, RSSI measurement is required but
BSIC reconfirmation measurement is not. Initial BSIC confirmation measurement is
required only when some inter-RAT neighboring cells use the same frequency.
If there are missing neighboring GSM cells for UMTS cells, do not set
PsBSICVerifyIndication(BSC6900,BSC6910) to BSICINIT_ADPT because this parameter setting
affects the success rate of inter-RAT PS handovers.
Network Impact
This function increases the success rates of inter-RAT CS and PS handovers. The increase can
be observed by querying the values of the IRATHO.SuccOutCS(BSC6900,BSC6910),
IRATHO.AttOutCS(BSC6900,BSC6910),
IRATHO.AttOutPSUTRAN(BSC6900,BSC6910), and

When the HO_CS_IRATHHO_WITH_INTRA_FREQ_MR_SWITCH or
HO_PS_IRATHHO_WITH_INTRA_FREQ_MR_SWITCH under the
HoSwitch1(BSC6900,BSC6910) parameter in the SET UCORRMALGOSWITCH
command is set to on, the RNC sends periodic inter-RAT and intra-frequency
measurement control messages at the same time, and includes the IE
measurementIdentity in the inter-RAT measurement control message to instruct the UE
to report the signal quality of cells in the active set.
The UsedIRATHOLowerThdEcNo(BSC6900,BSC6910) parameter in the SET
UINTERRATHOCOV, ADD UCELLINTERRATHOCOV, and MOD
UCELLINTERRATHOCOV commands specifies the lower Ec/N0 threshold for
intra-frequency cells during inter-RAT handovers. If the reported Ec/N0 of the
intra-frequency best cell is lower than this threshold, the RNC does not perform
inter-RAT handovers. Otherwise, the RNC performs inter-RAT handovers.
The UsedIRATHOUpperThdEcNo(BSC6900,BSC6910) parameter in the SET
UINTERRATHOCOV, ADD UCELLINTERRATHOCOV, and MOD
UCELLINTERRATHOCOV commands specifies the upper Ec/N0 threshold for
intra-frequency cells during inter-RAT handovers. If the reported Ec/N0 of the
intra-frequency best cell is higher than this threshold, the RNC does not perform
inter-RAT handovers. Otherwise, the RNC performs inter-RAT handovers.
The inter-RAT measurement control message carries the IE measurementIdentity, the UE sends the
inter-RAT measurement report in UM mode, and the reporting period of intra-frequency
measurement report is the same as that of the inter-RAT measurement report.
The value of UsedIRATHOUpperThdEcNo(BSC6900,BSC6910) must be greater than the value of
UsedIRATHOLowerThdEcNo(BSC6900,BSC6910).
UsedIRATHOUpperThdEcNo(BSC6900,BSC6910) and
UsedIRATHOLowerThdEcNo(BSC6900,BSC6910) take effect only when
InterRatReportMode(BSC6910,BSC6900) is set to PERIODICAL_REPORTING and the
HO_CS_IRATHHO_WITH_INTRA_FREQ_MR_SWITCH and
HO_PS_IRATHHO_WITH_INTRA_FREQ_MR_SWITCH under the
HoSwitch1(BSC6900,BSC6910) parameter are both set to on.
The InterRatReportMode(BSC6900,BSC6910) parameter can be set by the SET

When the PERFENH_IRAT_COV_HO_NCELL_PRE_SWITCH check box under the
PerfEnhanceSwitch(BSC6900,BSC6910) parameter in the SET UCORRMPARA command
is set to on:
During a UMTS-to-GSM handover, the RNC preferentially selects a neighboring GSM
cell with a smaller HOPrio(BSC6900,BSC6910) (set by the ADD U2GNCELL
command) as the target cell for UMTS-to-GSM handover. If all neighboring GSM cells
have the same handover priority, the RNC selects the cell with the best signal quality as
the target cell.
During a UMTS-to-LTE redirection, the RNC preferentially selects a neighboring LTE
cell with a greater NPriority(BSC6900,BSC6910) (set by the ADD
UCELLNFREQPRIOINFO command) as the target frequency for UMTS-to-LTE
redirection.
Network Impact
This function increases the inter-RAT handover success rate. The increase can be observed by
querying the values of the IRATHO.AttOutCS(BSC6900,BSC6910),
IRATHO.SuccOutCS(BSC6900,BSC6910),
IRATHO.AttOutPSUTRAN(BSC6900,BSC6910), and

Technical Description
When the GSM_SYS_HO_IN_NO_UE_CAP_ENQ_SWITCH under the
OptimizationSwitch5(BSC6900,BSC6910) parameter in the SET URRCTRLSWITCH
command is set to on, the RNC does not send a UE CAPABILITY ENQUIRY message during
an incoming GSM-to-UMTS CS handover.
After the handover is complete and the CS service is released, the RNC sends a UE
CAPABILITY ENQUIRY message to the UE if the UE has ongoing PS services. The RNC
does not enquiry UE capabilities during such a handover. Instead, the RNC uses the UE
capabilities carried in the RELOCATION REQUEST message. If the UE capabilities carried
in the RELOCATION REQUEST message are inconsistent with the actual UE capabilities, PS
service experience is affected, for example, the UE may be unable to use higher data rates.
Network Impact
This function reduces the CS and PS call drop rates in the UMTS network after an incoming
GSM-to-UMTS handover.

command is set to on, the call drop rate over the Iur interface caused by the missing
configuration of neighboring RNC cells can be reduced by 30% to 50%.
If the neighboring RNC is a Huawei RNC, the function has no negative impact. If the
neighboring RNC is not a Huawei RNC and the IUR RL SETUP RESPONSE message
returned by the neighboring RNC does not carry the frequency of the target cell, the
RNC may record the wrong frequency information after the RL reestablishment. As a
result, soft handovers or hard handovers will fail, which reduces the success rates of soft
handovers and hard handovers over the Iur interface.
Network Impact
This function decreases the PS call drop rate. The decrease can be observed by viewing the PS
call drop rate.

Optimized Handling upon Soft Handover Timeout
Run the LST URRCTRLSWITCH command to query whether the value of the
ASU_RSP_TIMEOUT_HANDLE_SWITCH under the ProcessSwitch2 parameter is
set to 1. If yes, this function is enabled.
Enhanced Algorithm of Adding Cells in Intra-Frequency Detected Set to Active Set
Run the LST UCORRMALGOSWITCH command to query whether
NTRA_FREQ_DETSET_INTO_ACTSET_OPTSWH and
HO_INTRA_DETSET_DRNC_CELL_INTO_ACTSET under the HoSwitch1
parameter are set to 1. If yes, this function is enabled.
Delayed RL Deletion During a Soft Handover in the Case of RL Out of Synchronization
If the signaling tracing results show that the RNC does not trigger a soft handover and
deletes the unsynchronized RL when the RL recovery timer expires after the RNC
receiving a Radio Link Failure Indicate message from the NodeB, this function takes
effect.
Asynchronous Reconfiguration for Inter-Frequency Hard Handover
Take the PH CH RECFG message for example. If the signaling tracing results show that
the PH CH RECFG message does not carry the IE Activation time, this function takes
effect, as shown in Figure 8-5.
− The CS and PS traffic volume increases, which can be observed by querying the
values of the VS.HSDPA.MeanChThroughput.TotalBytes(BSC6900,BSC6910),
VS.HSUPA.MeanChThroughput.TotalBytes(BSC6900,BSC6910), and
VS.RB.AMR.DL.12.2(BSC6900,BSC6910) counters.
Inter-Frequency TGPSs Activated Prior to GSM TGPSs
The signaling tracing results show that after the compressed mode is triggered by event
2D when inter-frequency and inter-RAT handovers co-exist, the RNC delivers only
inter-frequency measurement control and activates only inter-frequency TGPSs. If
inter-frequency handovers fail to be initiated within the time specified by the
CsHoPrioMeasTimerLen(BSC6900,BSC6910) or
PsHoPrioMeasTimerLen(BSC6900,BSC6910) parameter, the RNC releases
inter-frequency measurements and deactivates inter-frequency TGPSs. At the same time,
the RNC activates inter-RAT TGPSs and starts inter-RAT measurements. Figure 8-7
shows the signaling messages when this function is used.

After Processing of CELL UPDATE Message from Cells Unknown takes effect, the number
of call drops over the Iur interface due to
CORRM_FRC_ERR_GENERAL_PROTECTION_FAULT decreases.
After Iu Connection Release Optimization During DSCR takes effect, the IOS tracing results
show that the number of call drops over the Iur interface caused by
IU_TRELOCOVERALL_EXPIRY is noticeably reduced.
