1.) Did the Philippines really “win” this dispute in the West Philippine Sea?

No, the Philippines did not really win even though the Permanent Arbitration Tribunal is in favor
of the Philippines for its territory in the South China Sea, fishermen living near the maritime
entitlements does not have the freedom to fish and go back to their daily lives. Even with the
ruling saying that it is a Philippines territory, fishermen were harassed by the Chinese coast
guards.
2.) Explain why the UN cannot enforce the decision, what impression does it give about the UN
brand of Global Governance.
China as a strong and huge country it could cause global problem if the UN fight against it and
would enforce policies accordance to the rules about territory. The purpose of the UN is to have
peace between each country and not to cause war globally. It gives an impression that UN could
not really do something or control a big country instead it just gives some policies or guidance
for the conflicting countries to resolve their current problems.
3.) Research on other conflicts around the world. Highlight the role played by the UN in these
conflicts. On a scale of 1-10 with 10 being the highest, come up with your rating for the UN in
each of these conflicts and state your reason for such.
The Iran-American tension is one of the conflicts that the world recently faced. According to the
secretary-general Antonio Guterres, the UN tries to stop further escalation and help both
countries to have peace on both sides. Instead of giving US sanctions and paying damages for
what they do to the Iranian government, the UN only said that the Iran should stop their
continual attacks to Iraq where the US base was to prevent further tensions and violence. The
UN said that Iran should stop senseless violence and a resumption of dialogue is needed. I would
rate how the UN handle the conflict as 4 because the UN does not really have the capacity to
prevent big countries to stop the wrong doings that they do. Small and poor countries would
have no capacity to fight for their rights because even UN who should be the one who help
countries from aggressors and countries who violates peace and orders.
4.) Reflect on the following: Has the UN successfully fulfilled its mandate in the realm of Global
governance?
No, it does not successfully fulfilled its duty as an organization who should primary task is to
promulgate peace and order in the world because up to this day there are a lot of tensions
between countries, terrorism is prevalent in the world and news about abuses of big countries
to poor and small countries. If only they could give sanctions to big countries like US who is
obliged to notify the UN officials for the visas that they would deny to enter in their territory.

In the narrative it showed that Ellias had a better life when he went to Canada to work. Before
when he lived in the Philippines, he experienced having empty stomach and his father does not
have sufficient money to provide for their needs. It showed how wealthy Canada is from
Philippines who could provide better life for its people, where in Canada poverty is lower than
the Philippines.
2.) Enumerate the economic, political, cultural and even technological realities indicative of the
Global North and South divide as depicted in the case.
Now that Elias is living in Canada, he has a comfortable life sipping his espresso in a chilly
Sunday but before when he lived in the Philippines, his family has trouble in having food to eat.
There were instances that they just sleep just to escape hunger. Now, he had the capability to
buy branded cellphone and gave his family to a trip to historical places in the Philippines. Elias
also realize the bid disparities of living conditions in Philippines and Canada, wherein when you
work in Manila you are not just tired because of your work but also to the traffic. The case also
depicts the difference of Philippines and Canada in term of their poverty and crime rate.
3.) What reflections can you make of the case and its apparent connection to the Philippines as a
part of the Global South?
It is sad that third world countries have a huge difference from countries in Global North or the
First and Second countries. There are a lot of privileges that rich country could provide to its
people than poor countries. Living conditions in rich countries have a more comfortable life than
living in Philippines that even you have a tiring work, the money that you earned would not be
enough to provide for your family. Also, people in poorer countries made crimes just to fill their
empty stomachs.
4.) In what way you can make a parallelism between the Philippines and Ellias Ibarra with regard
the non-static nature of the Global North-South divide?
I could say that through perseverance of a country to progress even it is a poor country it could
developed into a rich country. The Philippines striving its best to show that it could progress and
could have a better economy like other rich countries. Many countries in the Global South , not
only the Philippines strive their hard having good relationship to other countries to promote
their countries to others and to have a better economy in the future.
