Daguro, Field Training Officer at Koronadal CPS

2. To determine the facts and circumstances concerning the hospitalization


of PSMS Daguro, and

3. To determine whether or not the hospitalization of PSMS Daguro is IN


LINE OF DUTY
III. FACTS OF THE CASE:
4. At about 8:o’clock in the morning of May 27, 2020, PSMS Decelyn S
Daguro, rendered her duties and responsibilities as Field Training Officer (FTO) to the
PSFTP CL 2020-01 police students presently deployed at Koronadal City Police Station.
(Please see attached Duty Detail, marked as “Tab A)
5. At about 11:30 o’clock in the morning of said date, PSMS Daguro, together
with her fellow duty FTO, PSMS Ma. Carolina S Porras, went to their billeting quarters
purposely to have their lunch thereat. While they were resting in their room, PSMS Daguro
felt severe stomach pain.
6. At about 1:00 o’clock in the afternoon of same date, PSMS Daguro was
confined at Allah Valley Medical Specialist, Inc., Koronadal City with initial diagnosis of
Urinary Tract Infection. She was further diagnosed to have fatty liver and cysts issues.
(Please see attached copy of Report dated May 31, 2020, marked as Tab B)
7. Last June 1, 2020, a surgical operation was conducted on PSMS Daguro
due to Appendectomy, Adhesiolysis, Total Abdominal Hysterectomy and Bilateral
Salphingoopharectomy.
8. On June 5, 2020, at about 4:15 o’clock in the afternoon, PSMS Daguro was
discharged from the above-mentioned hospital with final diagnosis of Dr Eduardo C Lay of
Appendectomy, Acute Andomen2o to Pelvic Abscess and TAHBSO. (Please see attached
copy of Progress Report dated June 5, 2020 and Medical Abstract, marked as Tab C)
9. On June 6, 2020, at about 8:00 o’clock in the evening, PSMS Daguro was
readmitted at the same hospital due to acute gastritis. (Please see attached copy of
Report dated June 8, 2020, marked as Tab D)
10. She was eventually discharged from the said hospital last June ____,
2020. (Please see attached copy of Report dated June ___, 2020, marked as Tab E)
11. PSMS Daguro’s total medical expenses amounted to _____________
pesos. (Please see attached original receipts, marked as Tab F)
IV. DISCUSSION:
12. On March 1, 2020, forty (40) police students belonging to PSFTP CL
2020-01 “SIMBAGSIK” were deployed at Koronadal City Police Station to officially start their
Field Training Program/On the Job Training. Since then, whenever it was her tour of duty,
PSMS Daguro religiously rendered her duties and responsibilities as Field Training Officer.
She always saw to it that the daily activities indicated in the PNP Training Manual were
being complied with.
13. However, last May 27, 2020, while she was in her tour of duty, she
suffered from severe abdominal pain which resulted in her confinement at about 1:00 o’clock
in the afternoon of same date at Allah Valley Medical Specialist, Inc., Koronadal City.
14. Line of Duty means all that is authorized, required, or normally associated
with some field of responsibility. It may also simply mean as “while working”.
15. The confinement and subsequent surgical operation on PSMS Daguro
was unexpected and beyond her control. Clearly, PSMS Daguro incurred her sickness while
working as a Field Training Officer.
V. CONCLUSION:
16. In light of the foregoing, it can be concluded that the confinement of
PSMS Decelyn S Daguro was ‘IN LINE OF DUTY”.

VI. RECOMMENDATION:

17. Recommend that the medical expenses of PSMS Daguro be reimbursed.
