1 GENERAL INFORMATION

1.1 Purpose of document

This document is a technical manual for the handling and transportation of one cable reel.
Its content shall be reviewed, commented upon and/or approved by all parties concerned.
The document is edited by the SAL Engineering Department with the relevant content shared
and agreed with the ship’s command.
The contents of this manual shall be used as an operational & technical guide. If there are
contradictions to the governing contract of carriage, the latter shall take precedence.

1.2 Special requirements

1.3 QHSE and Certification

SAL including its vessels are all working in full compliance of QHSE standards (ISO 9001,
14001 and OHSAS 18001 certified by DNV).

SAL Management will ensure that all risks with a potential to cause harm to human life, envi-
ronment and property are reduced to levels as low as reasonably possible. Risk assessment
methods and approach can be obtained from the Safety & Quality department.

The vessels are classed and certified by Germanischer Lloyd. The cranes are tested and certi-
fied as shipboard cranes type B according to Germanischer Lloyd’s Guidelines for the Con-
struction and Survey of Lifting Appliances.

The vessels are ISPS certified by DNV.

SAL vessels are following BMP and specific, company-developed procedures for passing the
piracy area in the Gulf of Aden.

SAL is member of the BIMCO and the IMCA.

Further information regarding QHSE and Certification can be supplied upon request.

1.4 Communication
Toolbox meetings will be held with the ship’s officers, cargo representatives, agents, steve-
dores and other parties involved after vessels arrival/before start of operations.

Language of command and working language on the vessel is English. Captain, officers, bo-
sun, crane drivers and watchmen are equipped with handheld-VHF radios with private fre-
quencies for shipboard communication.

1.5 Responsibilities
The merchant shall deliver cargo and project information such as transportation drawings,
weights, dimensions, centre of gravity, lifting points, lashing points, footprints and other vital in-
formation about the shipment. Please note that SAL Engineering is depending on accurate in-
formation for proper planning.
Further to our interaction with the client / merchant, SAL Engineering will communicate with
the captain of the relevant vessel and SAL’s other departments to ensure that all relevant as-
pects of the shipment are taken into account.
The captain is in overall command of the ship and has the right to deviate from this manual
when found necessary or in order to comply with special conditions or situations.
The captain is in charge of the loading / discharging operation and is assisted by the chief
mate and / or the project engineer.
SAL will pre-calculate stability cases when found necessary. The ship will always pre-calculate
all critical stability cases and obtain a relevant weather-report for the loading/ discharging
area.
Any and all operations on board of the vessel are subject to the captain’s discretion of the op-
eration, being thus deemed safe for the vessel, her crew and the cargo.

tion with the project manager and personnel.

1.7 Stowage & Securing

The vessels Cargo Securing Manual is based on The Code for Safe Cargo Stowage and Se-
curing by the IMO. All sea fastening calculations are based on the advanced calculation
method as stipulated by the Code.
Other rules and regulations can be utilised upon request, however, this should be agreed upon
within in the governing charter party.

As per standard instructions on board, the crew will check seafastenings daily. During adverse
weather conditions, these checks are carried out more frequently as deemed necessary.

1.8 Management of Change

Changes to the operations described in this manual may be necessary when unexpected situ-
ations occur or when these changes optimise the operations. These changes shall be mutually
agreed with the relevant parties on site (captain of the vessel, supercargo, cargo representa-

If changes have been decided upon during operations or on a very short notice, then these
changes have to be documented as per the company’s HSE Operational Control (SAL HSE
Manual Add. 1, 4.4.6): ‘Management of Change’.

1.9 Shipping Route

The captain will select the most favourable route to ensure a safe transport for crew, vessel
and cargo. If deemed necessary, the vessel will deviate from its intended route to avoid ad-
verse weather conditions. The vessel is equipped with state of the art bridge communication
equipment to receive latest weather and safety information.

The captain will send daily position reports including ETA message to the HQ which can be
obtained from the Project Operations Manager.
