1 PROJECT DESCRIPTION
VAALCO Gabon (Etame), Inc. is expanding the development of the Etame-Marin field offshore Gabon,
West Africa. The Etame Expansion Project includes the transportation and installation of two (2) new
Etame & SEENT fixed platforms, subsea equipment including pipelines, flexible flowlines, tie-in spools
and Valve/WYE skids, and the relocation of four (4) existing flexible flowlines. The Etame-Marin Field
is located in the Gulf of Guinea, Offshore Gabon, West Africa in approximately 80 m water depth.

The new Etame WHP Platform will serve as a first stage processing facility for 1 future and up to 8 new
dry tree wells. Gas will be exported from the Etame Platform to an FPSO located approximately 2.4
km east of the platform. Likewise, the new SEENT WHP production platform will supply fuel gas to the
FPSO approximately 7.0 km to the north.

EMAS AMC has been awarded the installation contract for work packages 1 to 4 in the Etame /
SEENT development which include:

WP 1 – ETAME & SEENT Jacket and Pile Transportation & Installation


 Transportation & installation of 2 jackets each with drilled and grouted main piles

WP 2 – ETAME & SEENT Steel Pipeline Scope of Work


 Procurement, coating, fabrication, spooling, and installation of 3 rigid pipelines
 Fabrication, testing, metrology, final fabrication and installation of 5 tie-in spools
 Installation of (x2) Wye skids structures and 1 isolation valve
 Full System Leak Testing

WP 3 – Flexible Flowline Installation Scope of Work


 Relocation of 4 existing flexible flowlines
 Transportation & installation of 3 flexibles flowlines from Denmark to Gabon
 Installation of 3 new flexible flowlines segments for the new ETAME Platform

2 SCOPE OF WORK
The purpose of this procedure is to detail the tasks associated with the mobilization and discharge of
the HLV MV Gloria and Installation Vessel, Lewek Express required for VAALCO Etame Campaign 1
Reel Lay Scope of Work. The HLV has been chartered for the transportation of a 10.2 m flexible reel
and ancillary equipment from Kalundborg, Denmark to the Port of Gentil, Gabon where she will offload
cargo directly to quayside. The reel and ancillary equipment will then be loaded by the Lewek Express
at a later date for transportation & installation activities in field.

The following summarizes the mobilization / demobilization activities associated with this procedure:

• On-hire Survey of the Heavy Lift Vessel, MV Gloria


• Loadout of 10.2 m Flexible Reel & Ancillary Equipment from NOV Facilities in Kalundborg, Denmark
• Offloading of 10.2 m Flexible Reel by the HLV in Port Gentil, Gabon
• Off-hire survey of the HLV
• Mobilization of Reel & Project Equipment and Personnel on the Express in Port Gentil, Gabon
• Demobilization of Project Personnel and Equipment from the Express in Port Gentil, Gabon

3 RESPONSIBILITIES

Responsibilites for loadout and discharging operations have been clearly identfied below:

3.1 NOV Scope


 Prior to HLV arrival to the NOV Quayside in Kalundborg, Denmark, all equipment to be loaded on
the HLV shall be arranged on quayside within reach of HLV crane. Final berthing location will be
determined by NOV and the terminal operator. The Reel must be placed a minimum of 93 m
forward of the aft point of the MV Gloria for loadout.

3.2 HLV Scope


 All seafastening & grillage design, materials & labor are to be performed by SAL prior to departure
to West Africa. The seafastening arrangement and calculations for the Flexible Reel can be found
in Appendix A: SAL Technical Operations Manual. Prior to departure, EMAS Engineer and MWS
will conduct review of seafastening to confirm it has been installed per approved drawings.
 Heavy Lift operations are to be conducted on a 24 hour a day basis. HLV deck lights are to be
used for night time operations, if required.
 Access between quayside and HLV shall be via MV Gloria’s gangway which will be set up for
proper access.
 All lifting gear for load-out and discharging shall be provided by SAL.

6 COMMUNICATIONS
6.1 Key Contacts – Reel Loadout in Kalundborg, Denmark
A pre-mobilization meeting will be held with EMAS-AMC project personnel, VAALCO personnel,
Marine Warranty Surveyor, NOV personnel and HLV Master to confirm lines of communications and
other requirements of personnel and equipment for loadout & seafastening of the Flexible Reel and
ancillary equipment.

All deck crane operations will be directed by the HLV Deck Foreman or his nominated personnel.
The EMAS AMC’ Loadout Engineer shall have the overall responsibility for the mobilization work. The
HLV Master and deck foreman shall liaise closely and advise the loadout engineer of vessel or crane
limitations that may otherwise impact loadout activities. The organization chart for loadout activities in
Kalundborg, Denmark can be found below.

7 HEALTH, SAFETY, SECURITY, ENVIRONMENT, AND QUALITY

7.1 Project Familiarization


Prior to mobilization operations, a kick off meeting will be carried out with the vessel, the client, and
key project personnel to discuss the mobilization procedure, clarifications to the scope of work, and
any major areas of concern.

7.2 HSSE Plan


All activities described in this document shall be executed in accordance with the EMAS AMC Project
HSSE Plan, Ref. /5./.

7.3 Emergency Reponse Plan


Emergency situations shall be handled in accordance with the EMAS AMC Emergency Response
Plan, Ref. /1./.

7.4 HIRA, JSA’s, TBT’s


EMAS hazard assessments and tool box meetings provide a systematic process and tools for Hazard
Identification and Risk Assessment (HIRA) following the development of project procedures and during
their implementation on a project. The HIRA process can be used to assess any major task/scope of
work be it construction related, onshore or offshore, routine or non-routine work. The HIRA process is
fundamental to reducing the likelihood of incidents and is a key tool for the promotion of HSSEQ
awareness and improvement.
In addition a JSA must be performed for a job when there are or may occur risk elements that have not
been sufficiently described and controlled through task procedures and work instructions. The
purpose of the JSA is to identify possible hazards for a specific activity and to identify any mitigating
actions required to perform the job safely. JSA’s may be performed as part of procedure review or
conducted during the offshore phase of the project. Ref Appendix I: Reel Loadout JSA.
Prior to beginning operations, a meeting is to be held to discuss key hazards including those identified
by task specific procedures. A review of HIRA findings is to take place during the kick-off meeting and
JSAs are to be agreed upon and signed by all parties involved prior to operations beginning. Toolbox
Talk (TBT) meetings shall be held throughout the campaign with relevant personnel reviewing the task
at hand and addressing safety concerns at the onset of each individual stage of operations.

7.5 Safety During Mobilization and Demobilization


All personnel including CLIENT and 3rd party representatives, shall attend a vessel orientation and
safety induction/briefing upon arrival on board the vessel. The safety introduction will familiarize new
personnel with all the required information that is likely to be needed while on board the vessel.
Experience has shown that vessel mobilization and demobilization activities can present risks due to
the multitude of simultaneous activities on going at any one particular time.
The HSSE goals for the project mobilization and demobilization activities include the following:

• No unauthorized discharge into the environment


• No damage to handled objects or equipment
It is important to emphasize that HSSE comes first. Of particular importance is promoting cooperation
and good communication between all personnel involved in the mobilization and demobilization
activities.
Safety will be addressed as a stand-alone topic, where EMAS AMC’s expectations regarding safety
will be addressed. All personnel shall observe general safety.
Everybody shall be reminded of their obligations with regard to the EMAS AMC “ALL STOP” policy.
All personnel shall wear approved personal protective equipment including hard hat, safety glasses,
steel toe boots, coveralls and any additional PPE as required by the vessel master.
Additionally, to further improve the safety environment on the vessel deck, the use of mobile phones
shall be strictly prohibited on the deck during mobilization and demobilization operations.
Prior to start of any work a JSA meeting shall be held with all personnel involved in the operations in
attendance. Also, Toolbox Talks shall take place prior to the start of any major operation and at the
start of shifts

7.6 Work Permits

etc. Work permits will be coordinated and controlled by the vessel bridge.

Mobilizaton of the HLV shall be performed at NOV facilities in Kalundborg Harbour, Denmark.
Equipment to be mobilized on the HLV includes a 10.2 m Flexible Reel and repair kit connex among
various other spare and service parts.

11 HLV OPERATIONS
The Heavy Lift Vessel, MV Gloria, chartered by EMAS AMC will be used to transport a 10.2 m Flexible
Reel and Ancillary Equipment from Kalundborg, Denmark to Port Gentil, Gabon.

11.1 HLV Suitability Survey


A Suitability Survey of the MV Gloria is to be carried out by EMAS AMC well in advance of the start of
operations. The survey shall determine that the nominated vessel fully complies with current industry
guidelines set by third party MWS (London Offshore Consultants), and that vessel and equipment in all
respects are suited for the operation. Any items identified to be out of specification will be presented to
the vessel’s Master/Owner to be addressed and closed out prior to mobilization.

11.2 HLV On-Hire Survey


When the HLV arrives at the NOV facility, an On-Hire Survey will be carried out by EMAS AMC and
third party MWS (London Offshore Consultants) to confirm issues identified during the suitability
survey have been satisfactorily closed out. The vessel On-Hire form can be found in Appendix B:
Vessel On/Off Hire Form.

This survey shall determine:


 Outstanding items identified during the Suitability Survey have been corrected.
 No damage to the vessel and its equipment has occurred in the period following the
Suitability Survey.
 Amount of diesel oil and lube oil on board at the time of delivery.
 Establishing time and date for delivery of the vessel; On-Hire.
 A specific On-Hire Certificate or document to be filled in and signed by the Project Marine
Representative and the master of the vessel. A sample of a vessel On-Hire / Off-Hire form
can be found in Appendix B: Vessel On/Off Hire Form.
 Documentation regarding special equipment and rigging for the operation will be included
with the On-Hire Survey document (certifications)

11.3 Lashing and Seafastening


All cargo will be seafastened in accordance to IMO / MWS standards. Once completed, an inspection
will be held with the attendance of the ship master, EMAS Engineer and MWS prior to vessel sail-
away. Vessel owner shall be responsible to comply with and obtain approval and sailaway certificate
from the MWS.

11.4 Voyage Planning


Route planning, weather forcasting and vessel stability calculations required for transportation of
equipment from Kalundborg, Denmark to Port Gentil, Gabon will be performed by the HLV
Subcontractor.
During the sea-voyage, the cargo and lashing/seafastening conditions shall be inspected daily and any
rectification shall be performed where and when necessary. A daily inspection report shall be provided
to Contractor throughout the voyage.

11.5 Reporting
A daily progress report shall be submitted to Contractor every 24 hours throughout the hiring period.
The format of the report shall be agreed in advance. As a minimum, the report shall include current
vessel location, ETA, weather and bunker details. The report shall be issued daily before 0800 hrs US
Central Time.

11.6 HLV Demobilization / Discharging


Once the Reel has been transported and offloaded in Port Gentil, an Off-Hire Survey will be conducted
prior to the release of the HLV. Demobilization task plans can be found in Task Plan #2 –
Demobilization of HLV (Port Gentil, Gabon). Discharging arrangements have been provided by SAL in
Appendix A: SAL Technical Operations Manual.

11.7 HLV Off-Hire Survey


Following completion of the transportation operation, an Off-Hire Survey is to be carried out on the
HLV prior to departure. This survey shall determine:
 If any damage to the vessel has occurred during the operations, and if so, arrange for the
damage to be surveyed.
 Determine any other incident during the operations that may lead to a claim from the
vessel.
 Amount of diesel oil and lube oil on board at time of redelivery.
 Establish time and date for redelivery of the vessel; Off-Hire.
 A specific Off-Hire Certificate or document is to be filled in and signed by the project marine
representative and the master of the vessel. A Sample of a vessel On-Hire / Off-Hire form
can be found in Appendix B: Vessel On/Off Hire Form.

12 INSTALLATION VESSEL MOBILIZATION (PORT GENTIL, GABON)


An intermediate in-country Mobilizaton of the Lewek Express is required for offloading equipment and
loading of Flexible Reel and personnel. This interim mobilization shall be performed at EMAS
Logisitics Base located in Port of Gentil, Gabon.
A complete list of the equipment to be mobilized on the Lewek Express in Port Gentil be found in
Appendix E: Equipment List.
