OBJECTIVE: improve cross-cultural understanding in Bosnia and Herzegovina (BiH) and


promote the country’s unique multicultural identity. (In the process of educational planning

this objective should be set by politicians, together with other broad educational aims and

objectives, and then educational programmes should be formulated by planners for

systematic implementation).

In support of this overall objective, areas of focus (TARGETS) will include the

1. policy/legal framework in the cultural sector, policy/legal framework in the

educational sector;

2. community-based interventions to increase cross-cultural understanding,

3. promotion of the Cultural Industry Sector, and

4. promoting BiH’s unique multicultural identity.

Educational planners to formulate education programs to respond to the 4 targets, as

well as phasing of targets and choice of strategies and policies to suit the targets.
Using a participatory approach to guide interventions at policy and municipal levels, the

joint programme intends to maximize the economic and social benefits of cultural

development and make a contribution to the reconciliation process. The relevant

Millennium Development Goals that are being targeted are MDG’s 1, 2, 3, and 8.

The consultant is expected to carry out: 1. extensive consultation process with key
stakeholders, 2. undertake desk review of the existing research literature at national and
international level and analyze existing data. Based on the information gathered the
consultant shall:

1. Prepare the analytical report on the findings of the consultation process


and desk review – Background to the project document;

7. The central task of educational planning – “to recognize in present conditions


inadequacies that point to the desirability of change” (p.39)

8. MoE, in the education planning process, is supposed to define goals, targets and
implementation in the education planning process (p.69);

2. Design the education component of the UN Joint Programme Document


based on the proposal format (TRAZI PROPOSAL FORMAT), including:

2.1 Recommendation on key areas for refinement of the legal and policy
framework including potential interventions in the education curricula with
regards to inclusive and tolerant education, including implementation
mechanisms and the expected results of project intervention;

Outcome 1: Cultural policy and legal framework developed and implemented

It is necessary to instill a sense of domestic ownership during the articulation of the

cultural strategy, and this can be best achieved by making the process participatory

and engaging a comprehensive group of relevant stakeholders.

Given that only two pages in the BiH Government’s Revised MTDS are dedicated to

culture, a focus will be placed on assisting governmental representatives to


articulate a national cultural strategy (THINK ABOUT HOW TO OFFER THIS

ASSISTANCE?)

In addition, as education is an important medium for improving inter-ethnic dialogue

and understanding, focus will be placed on the implementation of existing pre-

school, primary and secondary laws, as well as on the mainstreaming of models

of good practice into the policy frameworks (LOOK FOR THE MODELS OF

GOOD PRACTICE IN THE FIELD OF EDUCATION AS IMPROVING INTER-

ETHNIC DIALOGUE).

To ensure sustainability of the proposed interventions and to clearly define

responsibilities regarding the safekeeping of BiH’s multicultural heritage, support to

strengthen the legal framework will also be undertaken.

2.2. Recommend strategies to develop a system to monitor and evaluate policy


implementation, including definition of the expected result of the project
intervention; (target 1 and 2)

2.3 Recommend educational strategies to reduce barriers to cross-cultural


tolerance, including the key expected results of the project intervention;
(target 3 and 4)

2.4 Design the project results matrix, propose adequate implementation


strategies and develop the activity plan as specified in the proposal format.
