1.0 OBJECTIVE
To establish guidelines and basic procedures for any emergency case that has impact to the
environment. To prevent and mitigating the environmental impacts caused during accidents or
emergency situations.

2.0 SCOPE
This procedure covers all emergency situations identified by the organization. The emergency
procedure should cover events such as fire emergency.

6.0 PROCEDURE DETAILS


• Vehicles carrying dangerous goods
• All welding and other hot work
• All on-site offices and workshops / warehouses
• Personnel are trained in the use of the firefighting equipment provided.

The procedures shall also address Environmental requirements including but not limited to:
• Uncontrolled emissions to air
• Uncontrolled emissions to water
• Spillage; and
• Impact of fire on work sites, surrounding bush/scrub, in vehicles and possibly involving
hazardous materials (e.g. bulk fuel).

Environmental cleanup materials and equipment shall be provided by the sub contractors to
provide a prompt, effective response. The contractor shall ensure that personnel are trained and
available on each crew to provide:
• First aid and Medical response; and
• Fire response.

The contractor shall provide training for each employee on the aspects of:
• Evacuation
• Severe weather threat
• Vehicle incident response; and
• Environmental threat response

6.1 Accident/Incident plan

6.1.1 Minor Accident


• Person who discovers accident will take the victim(s) to the site office for first aids
treatment and if serious send to the nearest clinic / hospital.
• The particular of the victim(s) and type of injury will be recorded by the safety supervisor.
• The accident report will be submitted to PM for further corrective actions.

6.1.2 Major Accident


• Person who discovers accident will take the victim (s) to the nearest clinic / hospital or
call ambulance.
• Report immediately to the safety personnel / PM / Clients' Safety Manager
• Safety Officer will investigate, prepare & submit the accident report to PM for further
action.
• Cordon & barricade the area of the accident for further action from authorities.

6.2 Identification of Potential Emergency Situation

6.2.1 The relevant potential emergency situations have been identified as below;
• Fire Accident
• Major Chemical Spillage
• Explosion

6.3 Evacuation Plan and Assembly Points


• ERT shall prepare the evacuation plan. The evacuation plan or route shall
be updated promptly whenever there are changes in the factory affecting
the evacuation route.
• The evacuation route shall be displayed in the necessary area. All exit doors
must be labelled.
• The evacuation plan shall show the closest exits, backup exits, location of
the fire extinguisher, eyewash / toilets, PPE, chemical spill cleanup
supplies, first aid supplies, assembly points and other key elements.
• All employees must know the primary exit route in case an emergency occurs.

6.4 Evacuation Procedure


• In the case of emergency, employees must walk calmly to the nearest exit
as described in the evacuation route. Exit the building and report to the
assembly area. Do not RUN but WALK calm and orderly.
• Note: In case the gazette exit route is blocked or affected by the emergency;
use the nearest exit route (alternative), otherwise; follow the ERT's
instruction.
• Employees shall leave the rescue for those who are trained. It is not
necessary to try to help the ERT or stop to ask questions during the
evacuation process.
• For those who are away from the work area (either at training, restroom,
canteen etc.) follow the evacuation route posted for the area. It is
imperative to inform the ERT member of your whereabouts to avoid
problems during the roll call
• Employees shall gather at the assembly point and wait for further instruction.
• All employees shall return to their department calmly and orderly; to resume work.
• Unless instructed otherwise, after the ALL CLEAR signal by the
authority;all employees shall return to their department calmly and
orderly; to resume work.
• Evacuation plan or route shall be updated promptly whenever there are
changes in the factory affecting the evacuation route. The evacuation route
shall be displayed in the necessary area. All exit doors must be labelled.
• Communication during an emergency shall be either through
telephone, P.A. System, hailer and fire alarm.

6.6 Investigation & Reporting

• For any environmental incident; the HOD and ERT leader shall conduct an
investigation by using the Incident Investigation Report and submit a report
to the ERT.
• ERT leader shall determine the adequacy of the corrective action taken.
• Respective emergency response plan and scenario shall be reviewed for
suitability and effectiveness by Emergency Response Team.
