Chapter 1
ShipRight procedure for IHM

■ Section 1
Overview

1.1 Introduction

Lloyd’s Register (LR) offers Inventory of Hazardous Materials (IHM) certification in accordance with the requirements of
Regulation 5 of the IMO Hong Kong International Convention for the Safe and Environmentally Sound Recycling of
Ships, 2009 (HKC) and/or Article 5 of the European Union Ship Recycling Regulation 1257/2013 (EU SRR). This
certification is available to both LR and non-LR classed ships.

This certification is offered to assist shipowners in meeting statutory requirements of HKC and EU SRR in advance of
legislative application / entry into force dates. For further information on the legislative background and application dates
please see the LR Guidance Note for the Inventory of Hazardous Materials. Until such time as the legislation is
applicable / in force, this is a non-mandatory, LR classification service.

In addition to the above-mentioned certification, LR offers optional IHM descriptive notes/class notation in accordance
with the relevant sections of the applicable LR Rules. These descriptive notes/class notation are optional, demonstrating
a ship is compliant with HKC and/or EU SRR requirements. Both the HKC and EU SRR stipulate the requirements for
compilation, maintenance and verification of a ship specific IHM.

Note that the HKC and EU SRR definition of ship, which is applied throughout this document, is as follows:

‘“Ship” means a vessel of any type whatsoever operating or having operated in the marine environment and includes
submersibles, floating craft, floating platforms, self elevating platforms, Floating Storage Units (FSUs), and Floating
Production Storage and Offloading Units (FPSOs), including a vessel stripped of equipment or being towed.’

1.2 Objective

This procedure outlines the criteria for assignment of the optional ShipRight descriptive note/class notation IHM, as per
the applicable LR Rules (see Ch 1, 2 ShipRight descriptive note and class notations) and the associated certificate or
statement. The requirements are additional to other relevant requirements of the LR Rules and Regulations for the
Classification of Ships including the Common Structural Rules.

Compliance with any additional requirements that may be imposed by the Administration with whom the ship is
registered and/or by the regional, national or local Regulations within whose territorial jurisdiction it is intended to operate
the ship is the responsibility of the Owner.

1.3 The Inventory of Hazardous Materials

A ship’s IHM is an operational document, detailing specific materials present in a ship’s structure, systems and fixed
equipment that may be hazardous to health or the environment. A completed IHM should be provided to LR, with
relevant supporting documentation in order for LR to be able to certify (against legislative requirements) and as
applicable, assign descriptive notes/class notations against the requirements of the relevant LR Rules, as outlined in
these procedures.

The Guidance Note for the Inventory of Hazardous Materials provides additional information on:
• legislative requirements for IHM compilation;
• IHM compilation guidance for shipowners;
• hazards to be included in the IHM.

ShipRight descriptive notes and class notations

2.1 IHM: for all ships excluding naval

2.1.1 Compliance with the HKC

The descriptive note IHM is applicable to the following LR Rules and Regulations:

• Rules and Regulations for the Classification of Ships;


• Rules and Regulations for the Classification of Offshore Units;
• Rules and Regulations for the Classification of Special Service Craft; Rules and Regulations for the Classification of
Inland Waterways Ships;
• Classification of Ships for Service on the Great Lakes and River St. Lawrence;
• Rules and Regulations for the Classification of Floating Docks;
• Rules for the Construction and Classification of Submersibles & Diving Systems

When a ship complies with the requirements of this ShipRight Procedure and the applicable Rules, the descriptive note
IHM will be assigned, denoting compliance with the HKC.

This descriptive note is not an LR class notation and is provided solely for information. It will only be applicable ahead of
the entry into force of the HKC, after which the requirements for IHM will be statutory on a global basis.

If a shipowner chooses to undertake voluntary annual surveys of the IHM to assist with ongoing maintenance and
recertification, the descriptive note IHM will be supplemented to read IHM+.

2.1.2 Compliance with EU-SRR

For each of the Rules listed in Ch 1, 2.1 ShipRight(IHM): for all ships excluding naval 2.1.1, if the IHM complies with both
the HKC and the EU SRR requirements, the following descriptive note IHM-EU will be assigned. See Ch 1, 6.1
Legislation for the relevant legislative requirements.

This descriptive note is not an LR class notation and is provided solely for information. This will remain applicable after
application dates have been met, due to the EU SRR only having regional applicability.

If a shipowner chooses to undertake voluntary annual surveys of the IHM to assist with ongoing maintenance and
recertification, the descriptive note IHM-EU will be supplemented to read IHM-EU+.

2.2 ENV(IHM): only for naval ships

2.2.1 Compliance with the HKC

The class notation ENV(IHM) is applicable to the following LR Rules and Regulations:

• Rules and Regulations for the Classification of Naval Ships.

When a ship complies with the requirements of this ShipRight Procedure and the aforementioned Rules, the class
notation ENV(IHM) will be assigned, denoting compliance with the HKC.

2.2.2 Compliance with the EU SRR

For any naval ship demonstrating compliance with either HKC or EU SRR, a suitable memorandum will be raised
identifying the applicable legislation.

IHM approval, verification and certification

3.1 LR process overview


Following the compilation of the IHM (see Guidance Note for the Inventory of Hazardous Materials for information on the
IHM compilation process), LR is able to provide approval and verification and certification services.

3.2 Newbuild ships

3.2.1 Approval and verification

LR site teams will work in cooperation with the Shipbuilder to approve the IHM. This approval is undertaken throughout
the build process by verifying that relevant Material Declarations and Supplier Declarations of Conformity are being
requested from the supply chain and collated. The site team will also confirm throughout the build process that the IHM is
compiled appropriately. This will include spot checks on board the ship.

3.2.2 Certification

On delivery the LR site teams will issue IHM certificate or statement against HKC and/or EU SRR and/or EU SRR,
harmonised with the Certificate of Class. Where any items remain outstanding at delivery, the IHM certificate or
statement will not be issued.

3.2.3 Assignment of IHM descriptive note/class notations

If requested by the shipowner, the relevant IHM descriptive note/class notation will be included on the Certificate of Class
(see Ch 1, Section 2 ShipRight descriptive notes and class notation).

3.3 Existing ships

3.3.1 Request for documentation

LR will request the following documentation be provided as a minimum, ahead of the desktop approval, on-board IHM
verification survey and ultimate certification:

• a completed IHM on the LR template;


• a Hazardous Materials Expert Sampling report and/or visual sampling check plan.

The following documents will also be requested and should be provided if available:
• asbestos-free certificate from build;
• PCB-free certificate;
• International Air Pollution Prevention (IAPP) Certificate and Supplement to IAPP Certificate (recording machinery
and equipment containing Ozone Depleting Substances (ODS))) as required by MARPOL Annex VI;
• antifouling certificate;
• evidence of a procurement policy in place (restricting the hazards identified in the legislation from being brought
onboard).

3.3.2 Desktop approval and verification

The completed IHM is to be submitted by the shipowner to LR, following which a review of submitted documentation is
undertaken in relation to ships of similar type and age against the requirements of the HKC and/or EU SRR.

Upon satisfactory completion of the documentation review, an onboard verification survey will be undertaken, against the
HKC and/or EU SRR requirements.
3.3.3 Certification

Upon satisfactory completion of the onboard verification survey, the LR Surveyor will issue an IHM certificate or
statement against HKC and/or EU SRR. For LR classed ships this will be valid to the same date of expiry as the
Certificate of Class. For non-LR classed ships this will be valid for no more than 5 years. If there are any outstanding
items, the IHM certificate or statement will not be issued.

3.3.4 Assignment of IHM descriptive note/class notations

For LR ships only, if requested by the shipowner, the relevant IHM descriptive note/class notation will be included on the
Certificate of Class (see Ch 1, Section 2 ShipRight descriptive note and class notations).

■ Section 4
IHM annual, renewal and re-certification surveys

4.1 Annual IHM survey

This is an optional, non-statutory service provided by LR, to LR classed ships only, to help clients maintain the IHM in
between the 5 yearly survey cycle.

To help ensure that the ship continues to comply with HKC and/or EU SRR requirements, an LR classed ship’s IHM will
be reviewed during the Class annual survey. The annual survey will assist with the recertification process in the fifth year,
ensuring that the IHM maintenance is being appropriately implemented by the shipowner.

During the annual IHM survey, the official IHM, compiled on the LR IHM template and held on board the ship, should be
made available to the attending LR Surveyor, with any changes to the content made known. Upon successful completion
of the annual IHM survey the annual supplement to the IHM certificate or statement will be endorsed by the Surveyor.

4.2 Renewal IHM survey

For non LR classed ships the renewal survey will take place prior to the expiry of the IHM certificate or statement in the
fifth year and will be a comprehensive check of any and all changes made to the ship’s structure and fitted equipment
and items recorded in the IHM during the previous 5 years.

During the renewal IHM survey, the official IHM template, held on board the ship, should be made available to the
attending LR Surveyor, with any changes to the content made known. The IHM will be reviewed against HKC and/or EU
SRR requirements. If there are outstanding items, the IHM certificate or statement will not be issued.

For LR classed ships the renewal survey will be conducted during the Class special survey and will be in line with the
requirements for the previous annual surveys (see Ch 1, 4.1 Annual IHM survey).

4.3 Re-certification survey

Upon successful completion of the renewal IHM survey, the certificate or statement will be re-issued by the Surveyor.

• For LR classed ships, this will be valid to the same date of expiry as the Certificate of Class.
• For non-LR classed ships this will be valid for no more than 5 years.

Assuming successful re-issuance of the certification any descriptive notes/class notations assigned to LR classed ships,
can be maintained, unless otherwise advised by the ship owner/operator, see Ch 1, Section 2 ShipRight descriptive
notes and class notations for further information.

Transferring into LR Class

5.1 TOC procedure


For any ship transferring into LR Class from another IACS member and already holding a valid IHM, the certificate or
statement will remain valid until the date of expiry. LR IHM certification cannot be awarded until the following
requirements of the LR IHM Transfer of Class (TOC) policy have been met:

1. The information contained in the losing Class Society IHM has been transferred onto the official IHM template,
provided by LR.

2. The procedures detailed in Ch 1, 3.3 Existing ships have been followed.
