Re: Ethics Violation Complaint

itis with great displeasure that | have to write this email. It pains me because the City of Savannah
residents deserve better. This is a report of an ethics violation, which has occurred by Alderwoman
Kesha Gibson-Carter on several different occasions. This complaint is based off of factual information
and events that have occurred during her tenure as the At-Large Alderwoman.
On 08/26/2020, during an executive session discussing personnel, Alderwoman Carter used vulgar
profanity and then decided not to participate in the process of hiring the next City Manager, while
badgering the Consultant that the city used for the hiring process. This is the second occasion during @
closed session where | have heard her use profanity toward other members of council. She is verbally
ageressive and bullies other members of council to include the Mayor. She has physically threatened
Alderwoman Wilder-Bryan on one occasion, She has appeared at several city functions claiming there
are unethical practices at the City of Savannah City Hall, without providing factual information to base
this on.
In the month of August of 2020, Alderwoman Carter attended a protest outside of city hall, (Save the
Children Campaign) claiming on a loudspeaker to the crowd that there were pedophiles in city hall.
When she was confronted about this issue, she could not provide factual information. This event was
captured via video and posted on social media (Facebook).
During city council meetings, she conveys information to constituents that is not factually based. She is
purposefully misleading residents in the community to garner support for her own benefit. She has not
contacted me on matters concerning my district, such as meeting with one of my neighborhood
presidents to go over general concerns. She continually circumvents the rules of council for her own
agenda. She speaks out of turn, publically criticizes members of the council to include the Mayor and
City Manager, and doesn’t respect the decorum of the City of Savannah Council Meetings.
|.am writing this letter after careful consideration of her actions. Her actions are polarizing our council
and our community in Savannah, My decision to report this is not done in malice or with ill intent. My
request is for the matter to be addressed accordingly without further litigious involvement. Thank you
