1.0 SCOPE

This Transmission Material Standard Specification (TMSS) specifies the minimum


technical requirements for design, engineering, manufacture, inspection, testing and
performance of XLPE insulated, single core, three core, copper or aluminum conductor
power cable, rated 11 kV, 13.8 kV, 33 kV or 34.5 kV intended to be used in the
Transmission System of Saudi Electricity Company, Kingdom of Saudi Arabia.

2.0 CROSS REFERENCES

2.1 This Transmission Material Standard Specification shall be read in conjunction


with the latest revision of SEC General Specification No. 01-TMSS-01, titled
"General Requirements for All Equipment/Materials", which shall be considered
as an integral part of this TMSS.

2.2 This TMSS shall also be read in conjunction with SEC Purchase Order or
Contract Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes & Standards shall be applicable
for the equipment/material covered in this TMSS. In case of conflict, the
vendor/manufacturer may propose equipment/material conforming to one group of
Industry Codes and Standards quoted hereunder without jeopardizing the requirements of
this TMSS.

3.1 IEC-60502-2 Power cables with extruded insulation and their accessories
from 1 kV up to 30 kV (Um = 36 kV).

3.2 IEC-60228 Conductors of Insulated Cables.

3.3 ICEA P-45-482 Short Circuit Performance of Metallic Shields and Sheaths
of Insulated Cable.

3.4 AEIC CS8 Specification for Extruded Dielectric Shielded Power


Cables Rated 5kV Through 46kV.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The XLPE insulated power cable rated 11 kV, 13.8 kV, 33 kV or 34.5 kV
shall meet or exceed the requirements of this Specification in all respects.

4.1.2 As pre requirements of 01-TMSS-01 Manufacturer's drawings shall show


the outline of the power cable, together with all pertinent dimensions.

Any variations in these dimensions due to manufacturing tolerances shall


be indicated.

4.2 Design Criteria

4.2.1 MV power cables shall be manufactured & tested in accordance with


AEIC CS8 and IEC-60502-2 (where applicable), as specified in this
Transmission Material Standard Specification.

4.2.2 MV cables shall be designed to meet service conditions detailed in


01-TMSS-01 Rev.01.

4.2.3 MV cable design shall facilitate heat shrink, cold shrink or pre-molded
joints and terminations. These requirements include the use of an extruded
inner covering under armour (where applicable).

4.2.4 Conductor shield, insulation and insulation shield of MV Cables shall be


applied by simultaneous triple extrusion.

4.2.5 MV cables shall be designed to withstand a conductor temperature of


90°C, 105°C & 250°C for normal, emergency and short circuit operating
conditions respectively, without any detrimental effects on any of its
components.

4.2.6 The construction of the MV Cables shall be essentially as show in Figure-1


& 2, however the ratings and dimensions shall be as indicated in the Data
Schedule.

4.3 Materials

4.3.1 Conductor

The conductor shall be circular, compacted, stranded Copper or


Aluminum Class-2 per IEC-60228. Size, shape & material of the
conductor shall be specified in Data Schedule. MV cable construction shall
be as specified in table-1 below:-

Conductors shall be water tight by filling its interstices with synthetic


super-absorbent polymer type water swellable tape or yarns, to prevent

ingress of water along the conductor axis in case of cable failure due to
any reason.

4.3.2 Conductor Semi-Conducting Screen/Shield

Conductors of the MV cables shall be screened which shall be consisting


of extruded semi-conducting material compatible with the insulation of the
conductor and shall have an allowable operating temperature equal to or
higher than the insulation.

A suitable semi-conducting tape may be applied between the conductor


and the extruded semi-conducting layer. The outer surface of the
conductor screen/shield shall be cylindrical and shall be firmly bonded to
the insulation. The extruded screen/shield shall meet all the requirements
of AEIC CS8.

Minimum thickness of the conductor screen/shield shall not be less than


80% of the average thickness. The average and minimum thickness of the
conductor shield shall be as indicated in Data Schedule.

4.3.3 Insulation

The insulation shall be extruded solid dielectric cross-linked polyethylene


XLPE complying with the appropriate requirements detailed in Section 6.1
of IEC-60502-2.

Nominal insulation thickness shall be as per IEC 60502-2. The cross-


linking process shall not expose the material to water or steam.

The average insulation thickness shall not be less than the specified
nominal value. The minimum thickness at any point shall not fall below
the nominal value by more than 0.1mm+10% of nominal value.

The average and minimum thickness of the insulation shall be as indicated


in Data Schedule.

4.3.4 Insulation Semi-Conducting Screen/Shield

The insulation shield/screen shall consist of an extruded thermo-setting


semi-conducting material applied directly on the insulation and compatible
with the XLPE insulation, as specified in AEIC CS8.

The extruded semi-conducting insulation shield/screen shall be easily


strippable without damaging the insulation, leaving no conducting material
that cannot be removed. An insulation shield/screen that requires heat for
removal shall not be supplied. The insulation shield shall comply with the
strippability test requirements of AEIC CS8.

The average thickness, maximum thickness and minimum thickness of the


insulation shield shall be as indicated in Data Schedule.

4.3.5 Metallic Shield/Screen

Helically applied soft drawn copper wires or tapes may be used as metallic
shield in intimate contact with insulation screen/shield.

When copper tape is used as a metallic shield, it shall have a minimum


thickness of 0.178mm applied at 25% overlap.

The size of copper wires to be used as a metallic shield shall be as given


below excluding copper tape: -

 16mm² for up to and including 70mm² conductor sizes.


 35mm² for conductor sizes in excess of 70mm²

The minimum short circuit rating of the above metallic shield shall be as
specified in Data Schedule.

ICEA publication P-45-482 shall be used by the manufacturer to determine


the effective cross-sectional area of the metallic sheath and its short circuit
current carrying capacity.

Minimum size of the copper tape binder shall be 0.1 x 15 mm².

4.3.6 Moisture Impervious Layer

For single core MV cables, a moisture impervious layer shall be applied


over the metallic shield to stop ingress of moisture. The average thickness
of the moisture impervious layer shall be as indicated in the Data
Schedule.

Aluminum coated with ethylene acrylic acid copolymer, copper coated


with chlorinated polyethylene and cross-linked synthetic super absorbent
polymer water blocking tapes shall be acceptable materials for the
moisture impervious layer.

For three core MV cables, metallic screens of the cores shall be in contact
with each other. However, radial water ingress protection to the 3 core MV
cable shall be provided by applying copolymer coated laminated
aluminum or copper tape immediately under the outer jacket firmly
bonded to it, which will perfectly seal the underneath layers of the cable by
preventing penetration of moisture into the cable.

4.3.7 Inner Covering & Fillers Requirements

The inner coverings and fillers shall be of materials suitable for the
operating temperature of the cable and compatible with the insulation. The
fillers shall be extruded material or non-hygroscopic fibers to ensure that
the cable is compact and round in cross-section. The inner covering shall
be PVC type ST2 compound or PE compound.

4.3.8 Armor Tapes

Metallic Armor, when specified in the purchase order shall be galvanized


double steel tape for three core cables or double aluminum tape (non
magnetic material) for single core cables. Armor tape shall be applied
helically in two layers so that the outer tape is approximately central over
the gap of inner tape while the gap between adjacent turns of each tape
shall not exceed 50% of the width of the tape.

Nominal thickness shall be as specified in Table-10 of IEC-60502-2 and


minimum thickness shall not be less than 90% of nominal value.

4.3.9 Outer Jacket

The jacket material shall be Red PVC, type ST2 for 13.8kV cables and
Black for 34.5kV cables per IEC-60502-2. Nominal thickness of the outer
sheath shall also be as per IEC 60502-2. Minimum thickness at any point
shall not be less than 80% of nominal value. Outer jacket shall be UV
resistant & Oil resistant.

For services wherein MV power cables will be continuously exposed to


saline water, the jacket material shall be linear low density polyethylene
(LLDPE). The LLDPE jacket shall be ultra violet resistant.

4.4 Fabrication

4.4.1 The conductor shield, XLPE insulation and insulation shield shall be
extruded by the triple extrusion method to assure homogeneity between the
insulating and semi-conducting shields.

The insulation shield shall be strippable type.

4.4.2 The cross-linking process shall be the dry cure method.

4.4.3 The power cable shall be free of material and manufacturing defects which
would prevent it from meeting the requirements of this specification.

4.4.4 A graphite coating shall be applied over the jacket to serve as an electrode
for testing the integrity of the jacket.

The average thickness of the graphite coating shall be as specified in Data


Schedule.

4.5 Marking

4.5.1 The jacket for all the cables shall be marked by embossing in English at
intervals not exceeding one meter with the following minimum
information: -

b. Voltage Designation (In English)


c. Type of Insulation, XLPE.
d. Insulation thickness, mm.
e. Conductor cross-sectional area, mm2 and the material.
f. The manufacturer’s name or trademark.
g. Year of manufacture.
h. Cumulative length at every one meter with the highest length mark on
the outer end of the cable in the reel.

4.5.2 All cables shall be marked with “Property of Saudi Electricity Company”
in both Arabic & English.

4.5.3 Marking by matrix print is not acceptable.

5.0 TESTS

All test results shall be provided for review and acceptance by SEC.
Routine, Type and special test shall be in accordance with latest version of the
International Standards i.e AEIC CS8, IEC 60502-2, IEC 60229 and IEC 61442.

6.0 PACKING AND SHIPPING

In addition to the applicable items per 01-TMSS-01, packing and shipping of the cable
shall conform to the following:

6.1 The cable ends shall be sealed with a waterproof, heat shrinkable plastic or
elastomeric end cap with adhesive type sealing compound. Cable ends shall be
properly secured to the reel.

6.2 The cable shall be delivered without splices, on standard sized non-returnable steel
drums of sturdy construction properly packed and lagged externally to prevent the
cable from possible damage during transportation. Wood lagging shall be used and
have a minimum thickness of 50mm. The wood lagging shall also be secured with
steel straps to provide physical protection for the cables during transit and during
customary storage and handling operations.

6.3 The arbor hole for wooden reel shall be reinforced with galvanized steel plates.

The minimum diameter of the drum of the shipping reel shall not be less than the
minimum bending diameter of the power cable.

6.4 Reel Markings

6.4.1 Cable reels/drums shall be marked in legible and indelible letters giving
the following particulars:

a. Cable voltage and conductor size


b. Type of cable
c. Length and weight of cable on reel

Reel Marking Locations shall be as shown in Figure 3.

6.4.2 All markings shall appear on both sides of the reel.

6.4.3 Cable reel identification shall include any additional information as


required by the Company shipping instructions.
