on publication by feding into the text.

Steel – For Reinforced Concrete – Reinforcing Steel

1 Scope
This standard covers the general requirements and directions about the performance characteristics of
welded or unwelded reinforcing steel which can be manufactured and delivered in the forms of bar coils
(bars,wires) and rectified coil for to use in reinforced concrete structures

This standard does not cover the reinforcing steel in the following types :

- Welded prefabricated (default) wire mesh


- Galvanized reinforcing steel
- Epoxy-coated reinforcing steel
- Corrosion resistant reinforcing steel,
- The prestressing reinforcement steel (prEN10138-1 with prEN 10138-4),
- Reinforcing steel applied cutting or cutting and bending operations,
- Steel strips with surface profiled,
- Reinforcing steel made of rails and axles steel.

3 Terms and definitions


With regard to the purpose of this standard, the following terms and definitions are applied to gether with
those given in EN 10020 and EN 10079

3.1 Concrete Steel bar


In reinforced concrete structures , sectional steel bars suitable for use circular cross-section or in the
accepted form of a circle
3.2 Ribbed steel bars
Steel bars properly formed at least with two sequential continuous protrusion along the strip

3.3 Longitudinal rib


Regular and uninterrupted protrusions formed parallel to the axis of bar

3.4 Transverse rib


Other Protrusions parallel to the axis of bar except the longitudinal rib

3.5 The rib height, h


Vertical distance (transversely or longitudinallay) from the rib peak to bar body

3.6 Rib or Profile Range , c


The measured distance parallel to bar axis between consecutive two ribs or the axis of two profiles.

3.7 Transverse rib or profile inclination angle, β


Angle between the longitudinal axis of the bar and transverse ribs or profile axis.

3.8 The side surface angle of transverse rib, α


The angle of rib side surface with rib base in the plane perpendicular to rib axis.

3.9 Relative rib area , fR


The rate determined by diving the projection area of all ribs on the plane perpendicular to the bar axis
and the rib spacing and the nominal circumstance length.

3.10 Plain Coated Steel Bar


Steel bar having a smooth surface .

3.11 Surface Profiled Steel Bar


Steel bar having properly formed continious recesses along the strip .

3.12 Profile depth, t


The distance between the surface of bar and the deepest point of the recess.

3.13 Profile width, b


The width of the recess measured parallel to the axis of bar .

Encircled status in the form of homocentric rings of a single length of reinforcing steel bar (typically bar

3.13 Characteristic Value
In theoretically infinite series of tests, material or product property value which has unapproacable
certain probability.

Note – The value which corresponds to a specific frequency percentage value of the statistical distribution
accepted the special qualification of a material or product.

3.14 The lowest value


The value required not to fall below any result of the test.

3.15 The highest value


The value required not to exceed any result of the test. .

3.16 Party
The amount of the bar, wire bar, wire or rectified product which has the same nominal diameter and
the same casting numbers which is manufactured as coil or bar shaped by the same manufacturer
and offered at any time to examination.

3.17 Factory Manufacturing Control


The permanent internal control of production carried
out by the manufacturer

3.18 Semi-finished Goods


The intermediate product requiring process in order to meet the designated special conditions fort he
steel bars within this standard or any standard l.

3.19 Standard Property


In this standard , the property taking place as a condition of factory manufacturing control for each test
unit

3.20 Private Property


In this standard, the property not taking place as a condition of factory manufacturing control for each
test unit

3.21 Technical Grade


The type of the reinforced steel bar described with the performance and specified with a special
production number specific to the product .

5 Short Presentation
5.1 Bar and Coil
The products indicated in this standard should be displayed shortly in order to take place the following
information

a) Definition of product type (bar, coil, ribbed bar rectified from coil etc.),
b) The standard’s number (in form of TS 708 ),
c) The nominal sizes of the product ,
d) Technical Grade

6 Manufacturing Processes
The melting process and deoxidation of the steel should be in the way that the manufacturer determined.

Coil and bar manufacturing of the product should be in the way that the manufacturer determined. When
prompted, written reports related to manufacturing should be given to the customer.

The process of rectifying coil materials should be done with a machine manufactured for this purpose.

Re-rolling of the finished products and steel reinforcement manufacture are not permitted under this standard

7 Properties
7.1 Chemical Composition and weldability

Weldability depends on the following two features :

- Carbon equivalent,
- Limitations in the rate of some elements .

The highest value and the carbon equivalent of each of the elements should not be above the values given in
Table 2.

Carbon equivalent Ceq ashould be calculated using the following equation.

Ceq = C + Mn/6 + (Cr + Mo + V)/5 + (Ni + Cu)/15

In this equation, the symbols of chemical elements are the content in percent by mass of the components of
steel.

Not – For more information about welding should be applied to prEN ISO 17660.

As the mass of carbon equivalent not less than the value % 0,02, the mass of the largest carbon value
is allowed more than the value of % 0,03 .

If there is sufficient amount of nitrogen-fixing elements, to contain a higher nitrogen is allowed.

According to these standards, the durability of the products defined in Table 2 is determined by the
chemical composition.

7.2 Mechanical Properties

7.2.1 General

In the scope of this standard, (unless stated otherwise) characteristic value is the statistical upper or lower limit
of the tolerance range. In statistical tolerance range, the values of 95% (p = 0.95) or 90% (p = 0.90) in the lower
limit of the rate or above the lower limit or in upper limit or below the upper limit likelihood (1 - α = 0, 90) is
90%. This definition shows the level of long-term quality of the product

7.2.2 Test Conditions

Test conditions shall be as specified in Table 4.

Aging: Operation which the test specimen heated to 100 ° C, and within ± 10 ° C at this temperature
deviation limit (+15, -0) within the limits of deviations minutes after standing for at least 1 hour, air cooling
to room temperature. This process is at the discretion of the manufacturer.

7.2.3 Tensile Properties


Values determined for tensile properties (Re, Rm/Re, Agt and required Re,act/Re,nom), Re for p = 0,95 ve Agt,
Rm/Re ve Re,act/Re,nom for p = 0,90 providing the terms correspond to the defined characteristic values .

Re ve Rm values must be calculated using the nominal cross-sectional area.

For yield strength (Re) yield strength upper limit (ReH) should be used. If the pour event does not fulfill ,the
yield strength correspoınding to % 0,2 permanent elongation (Rp0,2) should be taken as basis.

7.2.4 Bending Availability

Bending availability is determined by bending and/or reverse bend tests applied to the product.

Upon request,the bending test should be done bending the product at least 180º according to TS EN ISO
15630-1 ..

After the test , there must not be any breakage or cracking on the samples. Mandrel diameter specified for
bend test should not be more than the largest diameter value specified in Figure 5 .

Upon request, reverse bend test sould be done according to TS EN ISO 15630-1.

Test samples are bent with at an angle of at least 90 around a mandrel of diameter indicated in Figure 6 and
o
aged and then exposed to a reverse bending operation with at least 20 angle.

After the test, on the sample any breaking or cracking to be seen by naked eye should not occur .

7.3 Dimensions,mass and tolerances

7.3.1 Diameter, cross-sectional area

Bars with nominal diameter of 10,0 mm and smaller should be displayed by half millimeter increments (for
example, 8,5 mm, 9,0 mm etc.). Bars with nominal diameter of 10,0 mm and larger should be displayed by
one millimeter increments (for example,11 mm, 12 mm etc.) .

Nominal diameters for a few product type, nominal cross-sectional area and unit length nominal mass values
are given in Figure 7.

7.3.2 Mass per unit length and tolerances

Nominal mass per unit length (Table 7) by using 7,85 kg/dm ’ value of density is calculated from the values
given for nominal cross-sectional area .

Permitted tolerances for a nominal mass per unit length is ± 4.5% for the bars whose nominal diameter is
larger than 8.0 mm and is ± 6.0% if nominal diameter is 8.0 mm and smaller.

7.3.3 Length of the bars

The nominal length of the bars should be decided at phase of getting quotes and order by mutual agreement.
Allowable deviation values in nominal length should also be decided at phase of getting quotes and order by
mutual agreement .

7.3.4 Coil Mass


Coil nominal mass should be decided at phase of getting quotes and order by mutual agreement.

7.4 Surface Geometry


7.4.1 General
Ribbed and surface profiled steel bars are characterized according to the surface geometry providing
adherence with concrete .

While determining adherence properties of ribbed and surface profiled steel bars ,the surface geometry is taken
as basis .

7.4.2 Surface geometry of ribbed steel bars


7.4.2.1 General

Ribbed steel barsa re characterized by the dimensions, number of transverse and longitudinal ribs, and by the
configuration. Ribbed steel bars should have two or more transverse ribs evenly distributed around all along
the bar. In each row, smooth spaces must be left between the ribs. There may be longitudinal ribs or not.
Example for ribbed steel bars of example is shown in Figure 1 .
Ribbed steel bars conform to this standard should provide the requirements in item 7.4.2.2
Rib parameters can be identified using combination of rib inclination or , relative rib area fr or transverse ribs,
rib spacing, rib height and rib inclination’s combination or using both criterias.
Rib-parameter measurements and fR account, must be made according to EN ISO 15630-1.

Transverse ribs should have crescent shape andshould be combined smoothly by decreasing the thickness of
product towards the body center.

Transverse rib protrusion should extend at least 75% of the environment calculated from nominal diameter.

Rib side surface angle should be α ≥ 45 ° and the transition of the rib to the center of the body should not have
sharp corners, must be curved.

7.4.2.3 Longitudinal Ribs

If longitudinal ribs are made, the height of these ribs must not exceed 0,15d value. Here,d, is the nominal
diameter of the product.

7.4.3 Surface Geometry of the surface profiled steel bars

7.4.3.1 General

Surface profiled steel bars are characterized by sizes, profile pieces and configuration .In surface profiled
steel bars There must be at least two sequences of profile distributed uniformly. Profiles form an oblique
angle ith the axis.

An example of the surface profiled steel bars is shown in Figure 2

7.5 Verification of Performance characteristics


To verify the performance characteristics the test methods given in Article 9 should be applied.

8 Conformity Assessment
8.1 Factory Production Control

8.1.1 General

In this standard, steel bars, notwithstanding of the manufacturing process should be manufactured by applying
continous control of factory production which takes under the guaranty of the end-product's suitability at the
same level

Factory Production Control System must contain the assessments of the caharacteristics defined in Article
8.1.2 and Article 8.1.3.

Manufacturers who have the appropriate factory production control system in accordance with EN ISO 9001
and fulfilling the requirements of this standarda are considered to meet the requirements of the factory
production control of this standard.

8.1.2 Sampling and the tests of the finished products

8.1.2.1 Verification of Standard properties

In order to verify the Standard features, the sampling and the tests sould be applied as indicated in Article
8.1.2.1.1 and Article 8.1.2.1.2.

8.1.2.1.1 Bars and Coils

The part to be taken sample in order to test, can be complete casting or a part of a molding. The frequency of
the tests should be as follows:

a) For the determination of chemical composition analysis should be performed on each batch sampled.
Chemical composition (cast analysis) of steel should be determined by the manufacturer of each casting.

b) For the mass determination and surface geometry tests by bending and/or reverse bending test, a test piece shall
be taken for every party sampled and every nominal diameter.

c) In the tensile test, on the brink of a test piece from each 30 tonnes finished parties, at least three test pieces
should be taken for each party and each nominal diameter .

The test results should be evaluated according to Article 8.1.3

8.1.2.1.2 Rectified Produts

To provide rectified products to carry the properties specified in the product specification,the process to be
applied to the product after straightening should be determined by the steel manufacturer and must be
given in writing to the smelter. These processes must include at least the following:
a) after the straightening process, the visual inspection of the damages of the surface geometry,
b) for a size manufactured daily, the surface geometry measurement at least on a sample.

In a week, for each machine type (roller or bending machine ) , tensile testing should be performed taking at
least one sample from each of the rectified double-wide group. Samples must be taken in the way that all
machines and diameters to be checked every six months. In taking sample from each cast or party, only
one sample should be taken from a coil.

Note - Tests can be made by smelter using own resources (internal or external) or in cooperation with the
steel manufacturer and smelter. These tests not as propulsive tests should be taken as the basis for
determination of the long term quality level(LTQL) as described in Article 8.5.

8.1.3 Evaluation of Test Results


In evaluation , Re, Agt, Rm/Re, Re,act/Re,nom results are taken into account..

8.1.3.1 The case where Cv defined as the lower limit

In the event that in product specification Cv ’defined as characteristic lower limit value, the test results are
accepted conform to this standard on condition that providing those given below :

a) Each of the test results, a defined characteristic Cv value equal to or greater than this value,

b) where the following conditions met :

x ≥ Cv + a1 Here;
x : Average value,,
a1 : is a value defined in product specification.

• Each test result ≥ Cv – a2

Here;
a2 : is the value defined in the product specification.

In case of Cv defined as the upper limit value in the product specificationsthe test results are considered

conform to this standard providing those given below :

8.1.3.2 ülebilirlik, shearing force ,geometry and mass determination

In the bending and reverse bending tests, all of the product pieces must meet the requirements stated in the
the product specifications.

The test results of each test obtained from shear force of welded or clamped connections must meet the
requirements stated in the product specification.

The results obtained from tests of the surface geometry, must meet the requirements defined in the product
specification.

None of the results obtained from the test of the mass determination, must stay within the bounds of
deviation defined in 7.3.2

Each party which is taken sample from and does not show compliance with the requirements may be subject
to test again in accordance with the processes established in the factory production control system.

8.1.4 Traceability

The product parties delivered without any doubt should be identified and monitored using manufacturing
data. The manufacturer should keep the necessary records, and save these records and must constitute
the shipping documents and delivery notice which will be supplied with products according to these
records .

Note - The records should be kept in accordance with national legislation by smelters.

8.2 Initial Type Testing


Samples must be selected random from the materials prepared for the test . It must be attentive for the
samples fully to reflect the properties of material to be tested . Tests should be applied to the full cross
section of the product
All samples must be prepared in accordance with EN ISO 377.

8.2.1 Standard Features

8.2.1.1 Bar and coils

In each manufacturing process, the type and number of the test to be applied as the initial type-testing
should be determined in Table 11 and the test program should be determined as described in Table 12.

8.2.1.2 Rectified Products


With the process of all retification and coil manufacturing , the samples of the products manufactured in
each type of machine (roller or bending machine ) should be arranged conform to Table 11 and tested. The
samples should be selected from a coil in the largest and the smallest diameters .

8.2.2 Fatigue Test


In accordance with Table 11, for any quality and diameter , at least one sample should be taken.

If in any product specification, the determination of fatigue performance required, five samples should be
taken from the largest diameter product manufactured in a machine where straightening process is carried

8.3 Constant surveillance and inspection of Factory production control

8.3.1 General

Continuous surveillance purpose is as follows:

a) to confirm that the Factory production control clause meet constantly the requirements in Article 8.1,

b) to choose samples for inspection according to Article 8.3.2

Constant monitoring performed as follows :

a) the inspection to verify If manufacturer's factory production control system satisfactorily function or not ,

b) The preparation of samples of the products described in Article 8.3.2 and making tests.

8.2.3 Control Tests of the samples taken from factory

8.2.3.1 Bars and Coils

8.2.3.1.1 Standard Features

Standard features should be verified by testing after the preparation of the samples of the products as
described in Table 11 and Table 12.

Tests must be carried on samples randomly taken from the products obtained by different manufacturing
processes. In inspections performed within a period of 5 years,the samples from the largest number of products
in diameter should be selected to be tested.

8.2.3.1.2 Fatigue

For each quality and diameter, at least a sample should be taken once a year

8.4 Assessment, recording and measures to be taken

8.4.1 Initial type testing

Test results for each test program should be evaluated statistically by using appropriate techniques. Results
which reveal that the manufacture is not accordance with the requirements in terms of standard features and
fatigue, the approval should not be given to the manufacturer according to these standards. To remove the
shortcomings identified, the necessary measures should be taken by the manufacturer. Measures identified
will depend on the type and importance of the deficiencies; however that may include an amendment in the
manufacturing and control conditions.

8.4.2 Constant Surveillance

Except products rectified, test results using appropriate techniques for each test program should be evaluated
statistically. Including statistical analysis of test results, the results must be recorded on surveillance inspection
report.

Manufacturer of quality levels associated with long-term test results should be evaluated every six months.

Standard features on the level of fatigue or long-term quality of the test results, in case of showing that not
comply with the requirements of manufacturing, appropriate measures should be taken. Measures identified
depends on the type and importance of deficiencies and should include the following.

- Factory production control intensify (increase frequency of doing experiments),


- Modification of manufacturing conditions
- Increasing the inspection frequency of Monitoring

8.4.3 Standard Features


The products in case meet the test requirements in the product specification are considered elligible in terms
of the initial type testing and continious inspection.

8.4.4 Fatigue Test

The product for the initial type testing and continuous surveillance can stand the number of cycles specified
in the product specification is accepted in this standard. Deficiencies, if caused by a defect of the test
sample, the test should be considered invalid or the experiment should be repeated ıf rupture a sample from
an area close to the jaws of the device (TS EN ISO 15630-1).

If the aforementioned criteria does not fulfill, a new series of five samples having representative nominal
diameter is selected. If additional criteria are met for this new series, the material is considered to be in
accordance with these standards. In the absence of criteria provided negativity causes should be
investigated and necessary measures should be taken to remove.

8.5 Determination of Long term quality level

8.5.1 General

The results obtained from the tests applied to all sample parties taken from serial production in order to test
should be collected and statistically Re, Agt, Rm/Re ve Re,act/Re,nom ( in where relevant ) should be
evaluated using the portions corresponding to the previous 6 months study and the biggest of the last 200
results.

8.5.2 Evaluation of Test Results


Evaluation should be done for each nominal diameter .

Following relation fort he values of Re, Agt ve Rm/Re should be provided:

9 Test methods
9.1 Bars, Coils and Rectified Coils

The tensile test to determine Re, Rm/Re ve Agt , bending and reverse bend test ,fatigue test in axial load
effect, measurement of surface geometry, determination of relative rib area fR,determination of nominal mass
deviation and chmeical analysis methods should comply with TS EN ISO 15630-1. Table 4 must be applied.

10 Manufacturer’s Presentation
10.1 Bar

10.1.1 Manufacturer’s presentation


On rib row of each steel bar, an identification mark which presents the manufacturer must be found and this
identificatşon mark must be repeated at intervals not bigger than 1,5 meters.

Manufacturer’s identification mark consists of those given below.

a) A symbol which shows the start of a mark,

b) A coding system consisting of the country and manufacturer code and introducing the manufacturer.

In coding system introducing countries and manufacturer, one of the folloing methods should be used:

a) Among thick ribs or profiles , replacing the normal ribs or profile (for example, Figure 3 should be
consulted),

b) AmongtThick ribs or profiles, normal without rib portion or empty spaces left,

c) riting numbers on the surface of stick,

Marking of the product should be applied on the product as embossing or engraving ished or should be
located on a label attached.

10.2 Coil

Ribbed or profiled coils should be introduced in the same way as those given for the bars in Article

10.1. In coil, in the presentation of the manufacturer the company which makes the final

mechanical operation is indicated..

However, a further sign should be placed in the head of product mark, indicating that the product is
manufactured as coil .

This additional sign, must be in the form of one of the following:

a) If as the marking system thick rib or profile is used, the additional marking at the beginning of the finished
sign shall be in the form of an extra thick ribs or profile.

b)If as the marking system without rib or profiled method is used, the addition of an extra point made without rib
or more per portion should be profiled.

c) If code is used as a marking system, a C-shaped mark should be added.

d) If as the marking system the signsritten on the surface of the product is used, the additional sign, should be
two signs put between a couple of the normal rib or profile just in front ofthe product number.

10.3 Rectified Coil


Besides the identification mark of the manufacturer placed on the product, the identification mark of the
company rectifying the coil should be placed on the product.

Before the straightening process should be done by the casting handler or mill , product number should be
written on the product .

11 In case of dispute, verification of the mechanical properties

11.1 .As a characteristic value in determination of a feature defined in this standard where disputes arise,
the value should be verified by assaying with the selection of three samples from different parts of the
analyzed party.In case of a test result becomes lower than the defined characteristic value, the part assayed
and the test method should be reviewed carefully. If there is an error in the test piece or if there is reason to
believe that an error occurred, the test results should not be taken into account. In this case, a new test must
be performed. In case three current test results are equal to or exceed the identified characteristics
value,these parties are considered to be in accordance with these standards. If results below the defined
characteristic value, the requirements in Article 11.2 shall apply .

11.2 .If the requirements belonging to the processes specified in Article 11.1 are not met, the average of the
test results belonging to 10 additional test pieces selected within the party is above the value and If each
test result is above the lowest level of the relevant product specifications and the below the highest level,
the party is considered to conform to this standard. Otherwise, the party is refused.
