Every member in our group gives their ideas and discussed about how those indicators perform
their duty.
The elaboration of many indicators requires the combination of multiple variables, and
certain variables such as catch, effort and value are vital to a wide variety of indicators or
may, themselves, be used as indicators. Thus, the lists of variables for the various
indicators will overlap. Biological indicators can be used to monitor the state of
exploitation of the fishery, but are inadequate to assess the performance of the fisheries
sector as a whole. Economic indicators can measure the relative importance of the fishery
to the nation or region at the macro- or micro-economic level. Socio-cultural indicators
take into account the diversity of needs and practices of different groups of people within
the fisheries sector. Compliance indicators are needed to monitor the effectiveness of
management measures and reduce conflict. In practice, fisheries assessments should
always combine biological, economic, socio-cultural and compliance indicators to guide
management decisions. The identification of policy priorities and management issues are
largely dependent on the identification of problems in the fishery. A number of
performance indicators exist which can help to identify these problems, suggest courses
of action and monitor the results.
1. ACCOUNTABILITY (8 / 10)
Evidently the response of the government in the current pandemic, specially the higher
officials has been fairly positive and does not primarily affect the Philippine’s credit
ratings. Although, like many other countries, we are forced to borrow additional finances
to support the programs for economic and social solutions due to the effects of the
pandemic, the Philippines rating stands at BBB+ with stable outlook. Meaning, the banks
and other financial institutions, believed that the government can lead the country back to
its previous or better economic state.
2. PARTICIPATION (8 / 10)
Participation in the Philippines is widely seen especially in times of election. The public
decides who should lead the country and how the nation should progress. In the current
state, government are very open to public opinion by utilizing different social media
platforms. There are projects and developments that can relate to how the public officials
decide on different programs and address issues.
3. PREDICTABILITY (7 / 10)
Creating and implementing relative laws would help the future of one’s nation. It is
noticeable the lack of law when it comes to pandemic and the late development of health
care law. Late Senator Miriam Defensor Santiago has proposed related bill regarding
preparedness in the time of pandemic. If such ideals has been seen and prioritized by our
law makers, at least we could immediately do something to apprehend the effects of
pandemic.
On the other side, the passing of the Anti-Terror Act spurred public issues and concerns.
Although there are points that makes the bill less favourable, but it actually promotes
“security” in general and preparedness against terrorism. Because of this, it shows the
predictability element of the public officials, especially with our growing economic
affairs and international relations.
4. TRANSPARENCY (8 / 10)\
Transparency with the government is generally fair. Public information are mostly
available in different platforms. We can also see the use of technology and social media
for immediate access on different public programs and information. For years this is
being evolved and developed in many forms, however there are current restrictions that
caused distress to public. Recently, the Office of the Ombudsman has restricted public
access to officials' Statements of Assets, Liabilities and Net Worth (SALN). In
Memorandum Circular No. 1 Series of 2020 uploaded on the Ombudsman's website on
Tuesday, September 15, access to SALNs shall only be given to:

the population, the majority of the nation’s poorest of the poor.

program will greatly benefit employees and public officials of local and national
agencies, GOCC, private entities dealing with the government, this training will explain
in full details the adverse common finding.
5. QUARANTINE PROTOCOLS AND FACILITIES. Quick and aggressive response to the
pandemic crisis the building of high-quality quarantine facilities was completed on time
because of the unprecedented support of the private sector, with big construction
companies responding to the President’s call.
