Minutes of the Meeting

Subject: Discussion:
1.) Review and correction of the previous  Corrections were made with the previous
minutes of the meeting Nursing Management Meeting dated
February.
 Ms. Tristan Joy Pablo moved for approval
and seconded by the group
2.) Business Arising Matters

Remaining Vacation Leave from last year  Sr. Rowena Rodil, SPC asked Ms. Leonora
Marie Cuarteros if she had already
finalized the schedule of staff who were
not able to avail their due Vacation Leave
dates last year. Ms. Leonora Cuarteros
said that she already coordinated this
with the Human Resource Officer.

Personnel Handbook  Sr. Rowena Rodil, SPC emphasized that


the handbook is still incomplete and not
yet final with regards to other policies
mandated by the Department of Labor
and Employment and Department of
Health. Sr. Rowena Rodil, SPC also
mentioned that the handbook is still
being subjected for corrections before
discussing it to other personnel.
ISO Concerns  Sr. Rowena Rodil, SPC had suggested that
ISO Concerns will be discussed during the
Nursing Service Departmental Meeting.

Updates on Staff Development  Mr. Jalvin Maramag informed the group


about the new 11 nurses and their area
of deployment. He asked the different
middle managers to still guide the new
nurses since they will be going to assume
full responsibility of being a staff nurse.
He also mentioned that there’s another 4
new nurses already having their training.

Staff Grooming  Ms. Leonora Marie Cuarteros mentioned


that there’s a large improvement on how
the Nursing Service staffs carry proper
decorum at work. She mentioned ways
on how to call the attention of staffs
being delinquent with regards to
grooming.

Recommendation for New Operating Room  Mr. Jalvin Maramag had mentioned that
Nurses he is already aware of staffs who want to
intent as Operating Room nurses from
the new 11 nurses.

Requisition of Minor Set  Sr. Gertrude Kuebler, SPC mentioned that


the Minor Set are already regularly
returned after being procured.

Dialysis Nurse On-Call  All dialysis nurses who will have their on-
call duties will be fetched by the hospital
ambulance.

Infusion Pump Calibration  Mr. Joany Salayo had already submitted


the complete inventory of infusion pump
to Ms. Joy. Sr. Rowena Rodil, SPC
informed the group that Terumo
Company will be arriving for signing of
new Memorandum of Agreement and
discussion of concerns with the present
infusion pumps we have. She also asked
Sr. Gertrude Kuebler, SPC to update her
about the negotiations between the
institution and the Terumo Company.
New Ventilators  Mr. Joany Salayo had acknowledge the
four new ventilators to be working well,
however the price charging is not yet
final. Sr. Rowena Rodil, SPC suggested to
coordinate the charging with Sr. Jonalou
Muyco, SPC before transferring the
responsibility to Respiratory Care Unit.
She also emphasized that the usage of
the new ventilators will be a priority since
it’s hospital-owned.

3.Discussion of Main Agenda

Personnel Handbook  Sr. Rowena Rodil, SPC asked the group


about the comments and reactions of
staffs regarding the new Personnel
Handbook.

 Pre-employment Requirement:  Ms. Tristan Joy Pablo mentioned that a


Vaccination certification from a health care provider
that an applicant had undergone Hepa-B
vaccination should be submitted.
However, Mr. Jalvin Maramag
emphasized that HbSag screening is also
a must because it’s a part of the standard
recruitment process. He also said that
Titer should also be a part of Hepa
Screening to determine the need for
hepa-vaccination among Nursing Service
Applicants or other medical-field related
applicants.

 Re-employment  The group found out that there’s a lack of


procedure for re-employment policy.

 Student Affiliates and Foreign Students  Sr. Rowena Rodil, SPC had said that there
should be an identification of affiliates
whether the later are undergraduates,
foreign students, master or doctoral. She
also said that there must be a minimum
standard to be stated in the policy for
each affiliating body. She also asked the
group to make suggestions if the policy
will be subjected for revision.
 Private Duty Nursing  Sr. Rowena Rodil, SPC asked the group to
organize an opportunity and policy for
private duty nurses since a lot of patients
are requesting for PDNs.
She stated that a standard must be
implemented for PDNs to avoid legal
liabilities.

 Conditions of Working Hours  Sr. Rowena Rodil, SPC mentioned that


the Department of Labor and
Employment is questioning the 12-hour
shift for nurses, she said that according to
DOLE, we have to communicate this with
the Department of Health, she said that
she will verify this with the DOH to avoid
legal matters. She also discussed to the
group that the institution doesn’t declare
a 12-Hour shift because the 4-Hour
excess is considered overtime and being
paid by the institution and that the
institution itself doesn’t follow a 12-Hour
working format.

 Tardiness and Absences  Sr. Rowena Rodil, SPC told the group that
for those staffs who got absent should
pass a letter of explanation before
resuming for work. The Head Nurses shall
follow up if the staff was able to submit a
letter of explanation before he/she
resumes to work.

 Performance Appraisal  Head Nurses should submit personal


appraisal of their staffs on the 4th month
of being employed.

 Job Description  Mr Jalvin Maramag was asked to finalize


the job description of the Nursing
Assistants and to create job description
for the Nursing Service Office Secretaries.

 Studies  Sr. Rowena Rodil, SPC encouraged the


group to pursue Post-Graduate studies.
 Termination of Employment  Issuance of Certification of Employment
and Recommendation Letter depends on
the ground of termination. Sr. Rowena
Rodil, SPC discussed to the group about
the employees who are due for
resignation and want to extend to submit
a letter and to state the last day of duty,
otherwise, the 30-day notice will no
longer be honored. And for employee
due for resignation and keeps on making
duty extension, the resignation letter will
be retracted.

 Staff Grooming  Sr. Rowena Rodil, SPC emphasized the


grooming of the Nursing auxiliaries. She
also asked the Head Nurses to randomly
checked on their staff’s grooming.

 Data Privacy  The Head Nurses were reminded to


always ensure privacy of the patients.

 Tips  The group were reminded to avoid


accepting money as a sign of gratitude
from their patients.

 Vacation, and Emergency Leave, Leave of 


Absence
 Sick Leave

 Harassment and Abuse  Sr. Rowena Rodil, SPC reminded the


group to call for security if situation that
involves harassment and abuse will arise.

ISO Concerns  Mr Jalvin Maramag told the group to


ensure proper documentation of
patients’ chart since it’s the most
tangible evident against the department.
He also mentioned to always observe 7s
practice in the area. For the medicine
supplies of the patients, he had said that
all excess medications will be removed
from patients’ medicine cubicle. He also
reminded the group about the proper
storage of opened multi-dose medicines.
Mr. Jalvin Maramag also asked the Head
Nurses to remind the staffs about the
vision-mission, and quality policy of the
hospital. Other concerns will be discussed
during the Nursing Departmental
Meeting.

Staffing Updates  Sr. Rowena Rodil, SPC informed the


group that she won’t still be able to
provide Nursing Assistant at the
Emergency Room because the scenarios
in the ER are uncontrollable most of the
time. For Intensive Care Unit,
deployment of Nursing Assistant is still
subject for review. Also, other specialized
areas are still needing of staff nurses.
Ms. Leonora Cuarteros asked the Head
Nurses to also reach out for the new
nurses, to let them voice out their
concerns if there are any. Sr. Rowena
Rodil, SPC also encouraged the group to
recruit more nurses.

Other matters

BEC Group  Sr. Gertrude Kuebler, SPC reminded the


group about the duty and responsibilities
for scheduled masses. She told the group
to always be ready if it will be your
scheduled sponsorship, if the group
cannot accommodate, coordinate ahead
of time.

Endorsement of Responsibilities  Sr. Rowena Rodil, SPC informed the


group that she will be leaving for a
month. She asked Ms. Tristan Joy Pablo
to always attend the morning
endorsement, and also Sr. Gertrude
Kuebler, SPC to attend once in a while.
For Nursing Service concern, she told that
she can still be contacted thru phone
calls during break time however, for
other emergency concerns, it can be
addressed directly to Sr. Adelina
Javellana, SPC. She also delegated to Staff
Development, Nursing Supervisors and,
Assistant Nursing Service Director the
employment process for Nursing Service
applicants. The dialogue of staffs will be
done once Sr. Rowena Rodil, SPC will
resume for work.

 Sr. Rowena Rodil, SPC asked Mr. Jalvin


Exposure of new staff nurses under training Maramag to include the OR-DR Complex
in the exposure of the new staff nurses.

 Sr. Rowena Rodil, SPC asked the group to


Uniforms ensure if the sets of uniform are already
complete for the Nursing Service. She
mentioned that the institution already
hired a sewer.

 The Human Resource Department invited


Philhealth CF3 and CF4 a Philhealth Officer to discuss the CF3
and CF4 with the institution personnel.
Sr. Rowena Rodil, SPC mentioned that, if
allowed by doctors, the nurses and
nursing assistant may also write in the
said form.
