Methodology for Hydro-mechanical, Control and Electrical Equipments

of dam & relevant structures

(Client's Consultant-EPC)

Pre-feasibility Study:

At this stage, there are various likely alternatives for project. Therefore, it
is necessary to draw an economical comparison between them.
Consequently, a preliminary design of the equipment for each alternative
will be produced and related cost will be estimated.

Feasibility Study:

The main objectives of the feasibility study are the selection of the best
technical and economical alternative, the determination of the general
layout, the type of the equipment and relevant implementation costs.

At first, it is necessary to select the superior alternative. To fulfill the


target, the cost of a limited number of the technical alternatives, selected
among the pre-feasibility alternatives by hydraulic department, will be
estimated and the related pros and cons will be discussed. The result of
the activities will be submitted to other responsible departments.

After announcing the superior alternative, there should be a close


collaboration between hydro-mechanical and hydraulic studies. By
utilizing the hydraulic data such as hydraulic structural layout, flow rate,
normal and maximum water levels and water demand, the following
items will be determined and will be considered in the hydraulic
drawings:
-The type and the dimension of the equipment
-The type of actuators
-Required hoists and cranes
-Required dimension of access roads, the gates and valves
chambers suitable for shipment, installation, operation and
maintenance of equipment

On top of that, according to the information gathered in the previous


stage the cost of the equipment will be verified.

At the end, a comprehensive report of the final alternative's equipment


will be prepared. This report will clearly explain the basis and the aims of
the selections and the equipment's specifications as well as operation
conditions.

This report will be submitted to the Client for review and approval.

Preparing Employer's Requirement:

At this stage, the principle goal is providing Employer's requirement to be


submitted to the EPC Contractor. Due to Employer request, the
Consultant will provide documents including general and special
technical specifications, data sheets, and bill of quantities, related
drawings and technical report. Before preparation the above mentioned
documents, general layout of equipments, number and dimension of
equipments, type and location of related hoists, required spaces of
installation, exploitation and maintenance should be checked. The
provided documents as Employer's requirement will be a part of EPC
Contract.

Construction and Supervising:

First of all the time schedule submitted by contractor will be reviewed


and approved at this stage. After approval of the schedule, design
documents, installation & commissioning manual and quality control
documents, submitted by the contractor, will be reviewed based on the
technical specifications and tender drawings. Then the contractor will be
notified of Consultant's comments to revise and complete his documents.
Afterwards, procurement permission will be issued and fabrication
process will start by contractor providing Consultant's comments would
be fulfilled. During the implementation of the project, fabrication of the
equipment will be inspected by Consultant. After completion of
fabrication and repair of all probable defects by the contractor, category C
inspection and shop tests for the equipment will be performed by
Consultant and transportation permission will be issued. Installation and
commissioning of the equipments will be done under supervision of
resident supervisory body at construction site.
Furthermore, Consultant will attend coordination meetings relating to
equipments and will review contractor's technical and financial claims
and will notify the Client. All of financial documents of contractor
including the invoices will be reviewed by Consultant.
At the end, the preliminary handover meeting will be held in presence of
Consultant and the respective minutes will be provided. After the
equipments have been installed and commissioned by the contractor and
all the probable defects have been fixed, final handover meeting will be
held and the equipments will be taken over referring to the respective
minutes of meeting.
