Subject : Clarification on the Re-implementation of the Alternative Work Arrangement/


Skeleton Workforce

The spread of coronavirus disease (COVID-19) around the world has generated an overwhelming number of cases and
the outbreak of this disease has been declared a Public Health Emergency. In the Philippines, the cases of infected
people and with related symptoms are on the rise, we are learning more about how COVID-19 pandemic affects people
every day. While COVID-19 continues to spread, it is important that communities and various agencies take actions
to control further transmission, reduce the impacts of the outbreak and support control measures.

The Tarlac State University (TSU) is in full support and determination to cascade and implement preventive measures
and follow health and safety guidelines thoroughly issued by the national and international health organizations as
vital to containing the spread of disease so as to protect its employees, students, other stakeholders and the whole
community.

With the increasing number of cases in the Province of Tarlac and upon recommendation of the TSU-Disaster Risk
Reduction and Management Committee (TSU-DRRMC), the University Administration has decided to re-implement
the alternative work arrangement or skeleton workforce effective November 10, 2020 as the most practical preventive
measures for the protection of everyone and not to impede public service delivery to its clientele.

It is highly advised and reiterated that all EMPLOYEES must take personal precautionary measures responsibly and
consistently:
1. Minimize/ limit personal travels. It is an opportunity to meet relatives and friends but safety and health
must be a priority amid pandemic.
2. Though physical/ social distancing is being observed, refrain from going to crowded places or attending
mass gathering or events.
3. Avoid being around with people who have symptoms, even if they still don’t know if they are infected
or not. There is no substitute for being proactive or self-protective.
4. If experiencing suggestive symptoms, consult a health professional or self-isolate/ self-quarantine to
avoid infecting others. Be honest for public safety and wellbeing.
5. Plantilla Personnel who are working from home (WFH) are expected to stay home not to use for personal
and non-essential travels. They shall make themselves available during their work-from-home hours. It
is a flexibility mechanism while ensuring productivity and infection control consistent with CSC MC.

6. Job Orders are also enjoined to remain at home as much as possible during their non-working days.
7. Inform the HRDMO and Medical Services Unit for essential and unavoidable personal travels for
proper health monitoring and assessment in accordance with the HRDMO office memo. 37, s. 2020.
Data privacy shall be observed by the concerned offices.
8. Heads of offices/ units are responsible to monitor their own personnel in compliance to safety and health
protocols issued by the university and other existing issuances and guidelines relative to the mitigation/
control of COVID-19 pandemic.
The utmost cooperation of everyone is highly needed in this unprecedented situation. Let us maintain safe university
operations and activities, continue to promote public health and take actions based on risk.
