THE ENGINEERING EQUIPMENT AND MATERIALS USERS ASSOCIATION

The Engineering Equipment and Materials Users Association—EEMUA—was formed in 1983

by the Amalgamation of the Oil Companies Materials Association (OCMA) and the Engineering
Equipment Users Association (EEUA). It is an organisation of substantial purchasers and
users of engineering products, whose members include leading national and multinational
companies in the petroleum, gas, chemical and energy industries, and engineering contractors
that provide services to those companies. A list of Full and Associate Members (the latter
being limited to membership of three technical committees) is given below. EEMUA is
concerned with the design, installation, operation and maintenance of the engineering plant
used by members in pursuing their business activities.
The Association aims to reduce members' costs by providing the opportunity for them to share
resources and expertise in order to keep abreast of technological developments and improve
the effectiveness and efficiency of their engineering activities. EEMUA supports the British
Standards Institution, works with other institutions, associations, government departments,
regulatory authorities and the Confederation of British Industry, and is also actively involved
with other standards-making bodies, both national and international, such as the American
Petroleum Institute.
Work, which is carried out in-house by members alone or with the help of other organisations,
may lead to the production of Association publications. These are prepared primarily for
members' use, but are usually offered for sale and thus for more general use. Such
publications may also be submitted, normally through the British Standards Institution, as
bases for appropriate national, European or international standards.

This new publication sets out those factors which should be included in a tender

--``,``,,`````,`,,``,``,```,,,,-`-`,,`,,`,`,,`---
document and suggests procedures for evaluation of the bids received. Its use
will minimise the possibility of relevant items being overlooked whether in the
preparation of a tender document or in evaluation of the bids received.
The Publication discusses methods to be used for evaluating bids based on
objectives, and criticality in key areas. Weightings to be used for critical and
less critical aspects are suggested. Potential suppliers are directed to pay
attention to specific details prior to submitting their bids as lack of detail may
result in the bids being dismissed.

140 Noise Procedure Specification (1988)

(formerly OCMA Spec. No. NWG-1 Revision 2) 0 85931 078 7

This is a specification of the procedures which shall apply to noise control in the
selection and installation of all plant equipment. It indicates the method of
specifying maximum acceptable noise levels for plant and equipment, describes
acceptable methods of test for determining noise emission from equipment and
gives a guide to methods of calculation and presentation of data.
It does not set noise limits because the acceptable limit for any location will
depend on factors relevant to that location.

161 A Guide to the Selection and Assessment of Silencers

and Acoustic Enclosures (1988) (Acoustic enclosure
details added in 1998) 0 85931 094 9

This document, a revised version of the Ex OCMA Publication NWG-4, is

intended as a guide to the selection of silencers which are appropriate for use
with various noise sources. It is aimed at the practising engineer with a limited
knowledge of acoustics, to assist in the specification of the most suitable
silencer for a particular purpose and to assess its operation when it is installed.
The guide places considerable emphasis on the mechanical aspects of
silencers which have to be considered for various applications so that due
consideration can be given to the engineering design, operational aspects,
safety and cost.

164 Seal-less Centrifugal Pumps: Class 1 (1993) (Amendment May 2002)

0 85931 114 7

This standard was produced in the UK by major national and international users
of seal-less centrifugal pumps in the oil, gas and petrol chemical industries.
It defines the minimum requirements for heavy duty seal-less centrifugal pumps
(canned motor, wet winding and magnetic drive styles) for use where safety,
reliability and environmental performance are critical.
The Publication focuses not only on the basic design and construction of the
pumps but also on complete pumping installations. Its format is such that the
document can be used for both the specification and purchase of all types of
seal-less centrifugal pumps.
In addition to domestic use in the UK, it is expected that Publication No 164 will
form an authoritative basis for future European and International standards.

for Carbon Steel Valve Castings (1991) 0 85931 129 5

This specification harmonises the NDT requirements for valve castings of seven
major user companies in the oil, gas and chemical industries, and may be used
in conjunction with BSI, ASTM, API and other standards. It stems from the
limited use of BS 5998 by industry and the need to reduce valve maintenance
and replacement costs.

168 A Guide to the Pressure Testing of

In-Service Pressurised Equipment (1991) 0 85931 134 1

This publication has been prepared to give advice to and act as a guide for all
personnel involved with or responsible for carrying out on-site pressure testing
of equipment. It applies to all types of pressurised equipment which have
begun their service life.
Guidance is given on the purpose of pressure testing including when it is
required and what test fluid and test temperature should be used. Practical and
safety aspects and the special procedures to be taken are also covered.
The document originated from the former EEMUA Inspection Committee which
saw the desirability of producing a Policy Statement to give advice to its
Members. Later, after this committee was combined with the Non-Destructive
Testing Committee to form the present Inspection and Non-Destructive Testing
Technology Committee in April 1990, it was decided the document merited
more general circulation and availability.

173 Part 4 - Butterfly and Globe Valves (1995) 0 85931 130 9

This four-part specification, prepared by the EEMUA Valves Technical

Committee (VVS), covers production testing of the main types of valve used
in the energy, process, oil and gas industries. Comments by the British Valve
& Actuator Manufacturers' Association (BVAMA) and selected valve
manufacturers have been sought and incorporated where appropriate.
Omissions from and shortcomings in the test procedures called up in national
valve standards have led to a proliferation of supplementary test specifications
imposed on valve manufacturers by different companies. Each part of the
EEMUA specification, applicable to a wide range of valve sizes and ratings, is a
stand-alone document, reference to which completely eliminates the need to
make further reference to national standards for the purpose of specifying
testing requirements. The tests specified are no more than currently demanded
by many companies. Its adoption will improve quality by encouraging
standardisation, thereby benefiting both manufacturer and user.

equipment vendors where product-specific information is required.

176 Specification for Structural Castings for use Offshore (1998) 0 85931 061 2

In the construction of steel offshore platforms, cast nodes and lifting points may
offer technical and/or economic advantages in manufacture compared with
fabricated items. However they must be comparable to the latter in terms of
geometrical accuracy, weldability, and mechanical strength and toughness.
Aimed at suppliers and purchasers alike, this Specification sets out the
requirements for the design, manufacture and testing of carbon-manganese
steel castings for use as structural members of offshore platforms, principally
for North Sea conditions. Chemical and mechanical properties are specified
together with the requirements for fracture toughness, non-destructive testing
and weldability testing.
The separate responsibilities of purchaser and supplier are also defined.

180 Guide for Designers and Users on Frangible Roof Joints

for Fixed Roof Storage Tanks (1996) 0 85931 090 6

Under abnormal operating conditions, vertical fixed roof storage tanks may
experience rapid increases in vapour pressure which overwhelm venting
devices and lead to tank failure. This publication gives guidance to designers
and users of such tanks on the practical steps that can be taken in design,
operation and maintenance to predispose the roof-to-shell joint to fail in
preference to the shell-to-bottom joint, thereby ensuring retention of the tank's
contents. Such relatively weak roof-to-shell joints are known as `frangible roof
joints'.
The document supplements EEMUA Publications 147, 154 and 159.

Factors include machine parameters and location, and account is taken of the
probability of persons being in the vicinity. A decision tree assists in a rapid
determination of those machines requiring more detailed study.

182 Specification for Integral Block and Bleed Valve Manifolds for Direct Connection
nd
to Pipework (2 Edition) 0 85931 125 2

Prompted by the increasing use of block and bleed valve manifolds in piping
systems, coupled with uncertainty regarding their application and the absence
of a recognised standard, the EEMUA Valves Technical Committee issued the
first edition of the subject Specification and associated Applications Guidelines
in 1995. At the time, block and bleed valve manifolds were used principally as
replacements for individual block and bleed valves at tapping points in piping
systems for the purpose of measurement and control. However, larger
arrangements are now being used for equipment and main process isolation.
Because of this, together with changes to the applicable reference standards,
the Committee has carried out an extensive revision of the Specification.

Aimed at designers / manufacturers and users, the Specification includes

Guidelines, which offer guidance to specifiers and users in the appropriate
and safe use of the items, the overall aim of the Specification remains to
ensure that installations of these types are fit for purpose and of the required

183 Guide for the Prevention of Bottom Leakage from

Vertical, Cylindrical, Steel Storage Tanks (1999) (Amendment No 1 Jan 04)

Leakage from storage tanks may lead to extensive-environmental pollution. It is

also a financial loss to owners. Government authorities are progressively
--``,``,,`````,`,,``,``,```,,,,-`-`,,`,,`,`,,`---

tightening regulations in this area. This Guide addresses the problem of tank
leakage, caused by loss of integrity. Such loss is almost always caused by
deterioration of the tank bottom, which itself may be caused by corrosion or by
deterioration of the foundation. The guidance given herein is therefore aimed
exclusively at preserving the integrity of tank bottoms, and includes solutions for
practical and economic leak detection and management systems.
The scope includes: types of tank foundations and bottoms, main causes of
bottom leakage, records, inspection techniques, corrosion protection—coatings,
linings, cathodic protection, repair methods, leak detection systems, and the
use of membrane barriers.

184 Guide to the Isolation of Pressure Relieving Devices (1996) 0 85931 135 X

Pressure relieving devices generally require to be inspected/maintained more

frequently that the rest of a process plant. The provision of isolation allows the
removal of devices with the plant on steam. However isolation introduces the
risk of inadvertent disconnection of a pressurised system from its relieving
device: such isolation therefore needs to be rigorously controlled.
This publication offers guidance on the design, installation, management and
operation of isolation systems, identifying the key points to be considered. Its
topics include legislation, national standards, mechanical locking systems and
isolation valve selection. Illustrations and a comprehensive bibliography are
also included.

This work, first issued in 1997, was written and endorsed by engineers with
many years practical experience of Electrical Installations in the Petro-

--``,``,,`````,`,,``,``,```,,,,-`-`,,`,,`,`,,`---
chemical and Process Industries. It was developed as a course reference
book for COMPEX training. COMPEX which has now trained several
thousand candidates, was developed to provide trainees with essential
knowledge and practical skills to enable them to safely undertake electrical
installation work in potentially explosive atmospheres, whether due to
flammable gas or combustible dust. The basic essential technical content was
extended to include additional guidance on installation, inspection and
maintenance.
The 2003 edition has been amended in order to include changes made to
International & Cenelec standards. The impact of EC ATEX Directives is also
noted. In addition a Chapter has been added to give guidance on Installations
in Petroleum Filling Stations and other small installations. The book can be
recommended to all engaged in this field of work.

187 Analyser Systems - A Guide to Maintenance Management (2000) 0 85931 137 6

This entirely new Publication is a guideline designed to define the best

practices in the maintenance of on-line analysers. On-line analysers are
used in industries such as petroleum and chemical plant, power stations,
transport systems etc.
The book has been written in the main by User experts with helpful advice
from approved vendors in this field. With the cognisance of the ISA areas and
issues have been identified where somewhat different terminology and
practices might have been otherwise confusing.
Sound guidance is given on the analytical measurement of process variables
which significantly contribute to the safety of personnel and the environment
whilst providing asset protection and profit maximisation.
This is aided by prioritisation of maintenance effort, adoption of correct
maintenance methods and procedures, adequate resourcing and intelligent
reporting.
Basic requirements are detailed in several Chapters including: prioritising
Analysers by a risk based approach, performance targeting, failure modes
and reliability, methods to reduce failure and improve reliability and
performance Monitoring.

This Guide sets out the issues to be considered in determining and reviewing
safe operating periods—in other words the periods between consecutive
inspections—for safety valves. It gives information beyond what is provided
in national codes, and covers a number of points which may be used as a
basis for setting up the necessary control procedures. The related topics of
installation, maintenance and testing are covered in an Appendix.
It is a companion volume to EEMUA Pub. 184:—Guide to the Isolation of
Pressure Relieving Devices.

189 A Guide to Fieldbus Application for the Process Industry (1997) 0 85931 066 3

The scope of the document covers control and instrumentation for general
process plant. Much of the guidance will be found relevant to Fire and Gas

--``,``,,`````,`,,``,``,```,,,,-`-`,,`,,`,`,,`---
auxiliary equipment, whilst those involved with HVAC or equipment monitoring
systems such as those found on a large compressor will find that many of the
recommendations are equally relevant.
The guidelines set out what is considered to be the best practice in an area of
developing technology. At the time of publishing there are only a few trial sites
in existence and the pace of introduction of the technology is still unclear. It
may well depend on the willingness and ability of manufacturers to supply a
product conforming with a common set of International Standards.

190 Guide for the Design, Construction and Use of Mounded Horizontal
Cylindrical Bulk Storage Vessels for Pressurised LPG at Ambient
Temperatures (2000) (Errata October 2003) 0 85931 071 X

This Guide is unique in that until its publication there was no generally available
document that specifically addressed the design, installation, in-service
inspection, and maintenance of mounded vessels for pressure storage of LPG.
Mounded storage is generally safer than other methods of storing LPG, but the
vessels, supported as they are on compacted soil foundations, are more liable
to soil settlement than conventionally supported vessels. The Guide therefore
includes considerable coverage of soil investigation and foundation design, in
addition to considerations of pressure containment.
Topics covered include: types and selection of storage / advantages of
mounded storage; types of foundation; soil investigation / settlement
monitoring; construction of foundation and mound; vessels design / materials /
construction; operational fittings (inlet / outlet, manholes); instrumentation;
corrosion protection ( coatings; cathodic protection including design, installation
and commissioning ); inspection and testing; in-service inspection.
Detailed, well illustrated appendices cover stress analysis of mounded vessels,
typical design features, distribution of soil supporting load, recommended steels
and heat treatments, guidance on project planning, and format and content of
the manufacturing report.

specification and purchase requirements for new alarm systems.
The ultimate objective is to provide guidance to designers to develop alarm
systems which are more usable and which result in safer and more cost
effective operation of Industrial systems.
The book has been developed and written by practitioners in association with
the US, Abnormal System Management Consortium (ASM) and has been able
to identify areas and resolve issues where somewhat different terminology and
practices might have been otherwise confusing.
Basic requirements for alarm and annunciation systems are detailed in several
Chapters. From there 18 Appendices have been prepared, each giving more
intensive detailed on specific aspects, including:
Individual alarm design, quantitative and qualitative risk assessment, priority
settings, logical processing, repeating and fleeting alarms, sensors, operator
questionnaires, the cost of poor performance, suppression study.
Because of the breadth of its technical content, and to assist readers a ‘Road

typically 0°C to -50°C. This is a temperature range not adequately covered by

existing low temperature standards which tend to focus on the lower, cryogenic
end of the scale.
The Guide covers recommendations for design and functional requirements—
stem sealing, insulation, valve operability, cavity over-pressure etc.—materials,
marking and testing. Appendices are included covering temperature limits of
non-metallic materials, proposed type-test procedures and test acceptance
standards.

193 EEMUA Recommendations for the Training, Development &

Competency Assessment of Inspection Personnel (1999) 0 85931 091 4

During the past decade, the emergence of new legislation and standards
relating to the inspection and conformity assessment of both new and in-service
equipment has resulted in an increasing interest in the competence of
Inspection Bodies and the personnel employed by them. This interest has
manifested itself by: a change from certification to accreditation, based on a
European/International standard, emphasis placed by accreditors on the
competence of individuals as well as bodies, the development of national
qualification and certification schemes for inspection personnel.

This document is aimed, inter alia, at redressing a perceived paucity of

authoritative statements of competency criteria for inspection personnel. It

focuses on personnel typically employed by the EEMUA member companies -
i.e. in the gas, petroleum, petro-chemical, chemical processing, power
generation and related industries. However, the document also should be of
considerable value to: Inspection Bodies in general, as a structured approach to
training, development and competency assessment, users of inspection
contractors and contracted inspection personnel, as a guide to aid selection,
inspection service providers, as a comprehensive statement of users' minimum

194 Guidelines for Materials Selection and Corrosion Control for Subsea Oil and Gas
nd
Production Equipment (2004) (2 Edition) 0 85931 096 5

Since publication in 1999 of the first edition of EEMUA 194, the trend has
continued towards the development of fields in deep water, beyond diver access,
with the associated increased difficulties and costs of inspection and
maintenance of subsea well completions, manifolds, flowlines and associated
equipment. Significant developments in subsea materials technology and
operational experience have also occurred during the period, further underlining
the need for up-to-date guidance and awareness of materials selection and
performance. Such guidance is given in the present, completely updated and
expanded second edition.
The document provides an overview of up-to-date principles and practices
relating to materials selection and corrosion control for subsea oil and gas
production equipment, and incorporates valuable lessons learned from
designers, manufacturers, offshore contractors and operators. The main text
covers cathodic protection, wellheads and Christmas trees, manifold piping,
flowlines and risers, valves, fasteners and gaskets, flexible piping, hydraulic
control and chemical injection systems, umbilicals, instruments, and protective
coatings and insulation. Appendices cover sour service, duplex and weldable
martensitic stainless steels, CRA-clad and -lined piping and (a new appendix)
automatic ultrasonic inspection of pipeline girth welds. The comprehensive index
of references standards and practices referenced in the original document has
been brought up to date.

196 Valve Purchasers’ Guide to the European Pressure

Equipment Directive (1999) (Reprint incorporates Amdts Nos 1-3, Nov 00, Feb
02 & Aug 02) 0 85931 106 6

The European Pressure Equipment Directive (PED) came into force on 29th
November 1999, the start of the 2½ year transitional (optional) period. Its
provisions become mandatory of 30th May 2002.
There is considerable ignorance and misunderstanding surrounding the PED
and within it Directive lacking in clarity. This Guide ‘cuts through the fog’ by
identifying and explaining those areas of the PED that valve purchasers need
to know and understand. It also gives information, up to date at the time of
going to print, on those guidelines issued by the Commission’s Working
Group of relevance to valves. However purchasers of other items of
pressurised equipment will also find useful guidance in the publication. Topics
include: A quick one-page guide to the PED, exclusions, how the conformity
assessment modules affect valves, routes to materials compliance, marking,
certification and documentation, responsibilities of manufacturers, inspection
bodies and users, a step-by-step procedure for establishing valve ‘category’.
Piping classification charts from the PED, transposed on a linear-linear scale,
together with a glossary of terms used in the PED, and a comprehensive list
of references are also included.

application is not confined to fixed offshore structures, but covers non-primary
steelwork for all types of offshore installations including FSPOs. Topics
include quality assurance, safety and environmental considerations; structural
materials, welding consumables, and the handling thereof; qualification of
welding procedures and personnel, and schemes for mutual recognition of
welders; construction—preparation and assembly (design of welded

Certain types of leak from pressurised piping ( including valves) may be
effectively contained by on-line sealing methods involving the use of
elastomeric compounds. These essentially temporary repair methods were
originally developed for application to leaking steam and condensate

systems. However with additional safety precautions they may be applied to

process piping systems containing flammable, corrosive and/or toxic fluids.
The publication gives guidance on the limits of application of the technique,
the factors to be considered when evaluating the feasibility of its use, and the
preparation and execution of the procedure. It also identifies the type of
information that an appropriate multi-discipline team needs to gather and
evaluate in conducting a detailed risk assessment to determine the feasibility
of applying the technique to a particular case.

200 On-Guide to the Specification, Installation and Maintenance of Spring Supports

for Piping (2000) 0 85931 126 0

A common problem with certain piping systems faced on construction sites and
operating plants is lack of specialist knowledge of how to set and maintain
piping spring supports effectively and safely. This is particularly the case where
there is a significant temperature difference between the hot (operating) and
cold (shutdown) conditions of the plant.
This publication addresses the problem. It covers the specification of piping
supports—in particular the information required by the manufacturer—the
information to be recorded in the pipe support index, installation and
commissioning procedures, in-service inspection and maintenance, and, as a
separate section, dynamic restraints.

201 Process Plant Control Desks Utilising Human-Computer Interfaces – A Guide to

Design, Operational and Human Interface Issues (2002) 0 85931 136 8

This Publication has been drafted as a result of issues which arose during the
research which led to the EEMUA Alarm System Guidance (Publication No
191) being published. Members who contributed to writing the above were
included in the drafting team. As before, co-operation with the US, Abnormal
System Management Consortium (ASM) has identified areas and resolved
issues to mutual benefit.
This Publication has importance for people operating industrial processes
such as petroleum and chemical plant, power stations, transport systems etc.
Design guidance is given for maximising the effectiveness of the Human
Computer Interface, including: an introduction to what is a Human Computer
interface and the role of the operator, the design of systems reliant on the
Human Computer Interface, guidance on display format design, principles
and methodology, overall control room design and the factors influencing this.
The appendices give more intensive detail on specific aspects, including:
individual screen configurations, examples of actual display hierarchies,
refurbishing design strategies, suggestions for engineer and operator survey
questionnaires, a useful glossary of terminology.

The ultimate objective is to provide design guidance on computerised control

systems such that maximum effectiveness of the Human Computer interface

202 Guide to the Use of ISO 15649 and ANSI / ASME B31.3 for Piping in Europe in
Compliance with the Pressure Equipment Directive (2001) (Reprint
incorporates Amdts No 1, May 02)
WITHDRAWN 7 APRIL 2004

203 Guide to the Application of ISO 3183 Parts 2 (1996) and 3 (1999)
Petroleum and Natural Gas Industries – Steel Pipes for Pipelines –
Technical Delivery Conditions 0 85931 148 1

A review of the ISO line pipe standard, ISO 3183 Parts 1 to 3 was undertaken by
EEMUA’s Materials Technology Committee (MTC) to assess the suitability of the
three Parts for use in the petroleum and natural gas industries in accordance
with member companies’ established practices. It was concluded that Part 1 was
unsuitable without extensive amendment, whilst Part 2 and Part 3 were
respectively suitable for non-hazardous and hazardous service, provided certain
requirements in those Parts were made more stringent and additional
requirements incorporated. The present Guide sets out, separately, the
amendments to Parts 2 and 3 that the Committee considers necessary.
Accordingly, it needs to be read in conjunction with those Parts of the ISO
standard.
