GITA
Sub- These particular instructions and related Information Forms (IF) are intended to complement,
Clause amend, or supplement the provisions in the GITA. In the event of conflict or ambiguity, the
Referen provisions in the PITA shall prevail over those in the GITA.

1.1 The Employer is: Ethiopian Roads Authority.
Name of Project: Bole Junction-Weterdino Horticulture and Bole-Abomsa Design - Build Road
Project
The project work is the design and construction of DC5 road surfaced with Asphalt Concrete
(AC). The road will have a carriageway width of 7 m (two lanes of AC each 3.5m width) and
having an approximate length of 30.5km project length; the width of shoulder is 1.5m for flat
and rolling and 0.5m for mountainous and escarpment sections, except in expansive road
stretches which will be paved with a double bituminous surface treatment. In Woreda and
Kebele Seats, the respective typical road cross sections and pavement layers as indicated in
the typical drawings and Employer’s Requirement will be applied.
Bridges and culverts shall be constructed as new with reinforced concrete. Culverts shall have
Inlet and out let structures together with erosion protection as recommended on appropriate
sections.
The sub-base course shall be natural, screened or crushed material or an approved blend of
these materials that meet the requirements of the Specifications. The base course layer shall
be constructed from crushed aggregate which should meet the specification requirements.
The riding surface shall be treated with Asphalt Concrete meeting the requirements of the
specifications.
All required ancillary works, including those specified in ERA standard Technical Specifications
2013 should also be constructed.
1.2 Source of Fund: The Government of the Federal Democratic Republic of Ethiopia (FDRE)
1.3 Bidding Documents: The Bidding documents are as mentioned in the “Bidding documents”.
Types of Contract: is Lump Sum contract for the entire project. Part of the major activity
completed can be paid as payment for Design and Engineer’s Facility Provision, Clearing and
Earth Works, Structures Works, Pavement Works, Road Furniture, Protection Works and
Environmental works as approved by the Supervision Consultant/Employer’s Representative
according to the payment schedule attached in the Bidding Document, Volume I, and Section
VII.

During Evaluation, the average Annual Construction Turnover of a Joint Venture (JV) bidder’s “All
parties Combined” shall be determined as follows:
First, Each JV Partner’s ACT for the respective year will be “summed up” to obtain the Total ACT
of “All Parties Combined” for each year of the last five years;
Then, the average of each Year’s Total ACTs of “All Parties Combined” (in the last 5 years) will be
taken for the evaluation.
The value of total certified payments received in each year (i.e. ACTs) shall be adjusted for inflation of
Birr value through multiplying by Cn/Co factor, where Cn is value of 1 US Dollar in Birr on the date 28
days prior to bid submission date and Co is the value of 1 US Dollar in Birr computed using the exchange
rate prevailing on the last date of the respective fiscal year.
The basis of computing US Dollar value of Birr shall be the selling exchange rate issued by the National
Bank of Ethiopia.
For foreign bidders, while converting Annual Construction Turnover (ACT) indicated in other currencies
to equivalent amount in ETB, the applicable exchange rate should be the selling exchange rate of
National Bank of Ethiopia for the date ending of each Fiscal Year.
If a bidder was awarded and/or recommended for award any works/maintenance contract/s by ERA
since August 01, 2016 inclusive, the qualification criteria for Annual Construction Turnover will be the
aggregate of the criteria of the subject project and criteria of the awarded contract/s and/or those to be
recommended to be awarded.
Annual financial statements shall be prepared by certified auditors but not by an accountant or
accounting firms. Financial statements prepared by accounting firms will not be accepted.
The audit financial statement prepared by an independent auditor shall be authenticated by Addis
Ababa Chamber of Commerce for local bidders and by appropriate public notary for foreign bidders.
Unauthenticated financial statement will not be accepted.

For bidders who have participated as joint ventures or sub-contractors, the amount of
experience will be taken considering their shares accordingly;
Specific Experience of a bidder obtained through sub-contracting, which is not

projects, it should attach all payment receipts certified by the prime contractor and

2.12 Personnel Capabilities
Bidder shall provide the following:
1. Organization Chart for the Head Office Staff who would be directly concerned with the
Contract.

4. Commitment or evidence that proofs the proposed personnel will be availed to work on
the project
i.) Nonperformance of a contract did not occur within the last Five (5) years prior
to the deadline for Qualification submission based on all information on fully
settled disputes or litigation. A fully settled dispute or litigation is one that has
been resolved in accordance with the Dispute Resolution Mechanism under the
respective contract, and where all appeal instances available to the Bidder have
been exhausted. In addition to the submitted information, the Employer
reserves the right to obtain any records of non-performance of the Bidders in
the past 3 years from official records within or outside of Ethiopia as a basis for
qualification.
ii.) If a bidder is not performing to the satisfaction of the Employer on the already
awarded contracts with the Employer, then ERA may use its performance
record in the assessment of the Bidders’ qualifications. Besides, if the Employer,
based on full documentary evidence, establishes poor performance by any
other Bidders engaged in similar works in Africa and other developing
countries, on any contracts carried out over the last 5 years, then the Employer
may use this information in the assessment of the Bidders’ qualifications.

4 Award of Multiple Projects

5 Bidders as part of their post qualification document shall submit all the following
information as per Volume-II: Section XI: Qualification of the bidding documents
and forms provided thereto:
a) Signed Qualification application submission form by the authorized person
b) Power of attorney for signatory of the document.
c) Joint venture (JV) agreement or a letter of intent to form a joint venture if
the bid is submitted as JV.
d) Copies of original documents defining the constitution or legal status, place
of registration and principal place of business.
e) Total annual turnover in the civil works construction business expressed as
the sum of payments certified for work performed in each of the last five
years.
