THE NATIONAL EDUCATION POLICY, 2020 AND ITS IMPACT
1
Education has always played an integral role in framing of the Indian society.
During the freedom movement, the great leaders who participated sel essly in
2 3 4
the struggle for India's independence, realised the importance and
4
fundamental role of education and emphasised on its distinctive signi cance,
5
which in turn would help in national development of India. Mahatma Gandhi
was the rst leader who came forward and formulated the basic scheme of
4 6
education, pursuing to synchronize the logical as well as the physical work.
7 8
This was a noteworthy move, in making the Indian citizens aware of the
relevance and bene ts of education in their own lives. Many other national
9 10
leaders made salient contributions to the national education before
independence.
2
"During the post-independence period, the Government of India, took
recommendations of the Education Commission formulated, which suggested
that education of the society at all levels, is the key feature to achieve national
integration and which would also help in overcoming the socialistic pattern of
2
the Indian society." The recommendations highlighted the development of
science and technology and inculcation of moral as well as social values. It was
11
envisaged that through education, Indian society would achieve unity in the
12
diversity of cultures, norms and other unique potentials pertaining to the
society.
13
Thus, a National Policy On Education was formulated in the year 1986. Its key
14
features were, free and compulsory education for all the children below 14
years of age under Article 45 of the Indian Constitution, strenuous efforts to be

put in to enhance the education of the teachers also, focus on the development
15
of languages which would bene t in educational and cultural development, and
4
equalisation of educational opportunities. It also focused on science education
and research as well as education for agriculture and industry.
16,17 18
This Policy framed in 1986 was modi ed in 1992. The main motive of this
62 17
modi ed policy was to establish a national system of education, which implied
19
that all students irrespective of caste, creed, sex, and religion would be given
63 20 21
an opportunity to have access to education of a comparable quality.
17 22
The policy of 1992 was in force for more than three decades. During this era
many signi cant changes have taken place in our country, society, economy
64
and also the world at large. It is in this context that the education sector must
23
gear itself towards the stress of the 21st Century and also towards the needs of
24
the people and the country at large. Thus, with the country evolving in all the
sectors, a modi ed Education Policy became an urgent need in order to cope up
25
with latest innovations and research. The Government undertook arduous
efforts and consultations in order to formulate the New Education Policy. The
17
policy is framed through a holistic approach, giving equal importance and
26
consideration to all the expert opinions, real life eld experiences, feedbacks
from the stakeholders and empirical research.
Through The Constitution (Eighty-Sixth Amendment) Act, 2002, Right to
65 27
Education was declared as a fundamental right under Article 21A of the Indian
28 2
Constitution. Article 21A states that, "The State shall provide free and
compulsory education to all children of the age of six to fourteen years in such
2
manner as the State may, by law, determine."
The Union Cabinet on Wednesday, July 29, 2020, approved the new National
29 30
Education Policy after a 34-year gap. This is the third time since independence,
66 2,31 32 2
India's education system is being revised. "The new NEP, approved by the

Cabinet, has not been presented in Parliament. It is the rst to be formulated

23 2
by a Bhartiya Janata Party government and the rst in the 21st century ."
33
It is a historical step and a breakthrough development in improvising the Indian
17 34
Education System. This policy is a game changer for the future generations of
17
the country. The policy adheres to the interdisciplinary approach and aims to
62
strike a balance between the traditional as well as the modern ways of
35 36
education. The Ministry of Human Resource Development has been renamed to
63
Ministry of Education. The school curriculum to be reduced to core concepts.
37 4 2 2
The changes in school education includes rationalisation of the '10+2'
2 2
structure to '5+3+3+4' bringing children from the age of 3 to 18 under the
64 38 39
formal schooling ambit. Further, it has been added that teaching till Class 5
should be conducted in mother tongue, local or regional language, to promote
linguistics among children of different states. Until Grade 2, activity-based
40 41
learning would be acknowledged. Also, introduction of experimental learning of
science, mathematics and arts to begin from Grade 3. In an attempt to
encourage vocational training among students, internships to be included
Grade 6 onwards, with the inclusion of coding as a subject. Students from
42 43,44
Classes 9 to 12 would be given multi-disciplinary and exible choice of
subjects. Considering examination rules, Grades 3, 5 and 8 will have school
45 46
67 examinations to broadly test achievement of basic learning outcomes. The
65 47
Board Exams for Grades 10 and 12 will be continued as earlier. A holistic
redesigned progress card will be initiated, which will include self-assessment,
peer assessment and teacher assessment.
17
Regarding the system of higher education and universities, the new Policy puts
forward many signi cant modi cations. The Central Cabinet approved a plan to
1
increase public spending on education to 6% from earlier 4% of GDP. The policy
66 48
brings an option of one Common Entrance Exam for the purpose of admissions

to the higher educational institutions in the country. All colleges and

44
universities are supposed to provide multidisciplinary courses with a
49
combination of Major and Minor programmes. All higher education institutions,
except for Legal and Medical colleges, are to be governed by a single regulator
17
body. The policy also gives a mechanism to the students who wish to drop out
62 50
of college for some reason. Such students will be given a Certi cate after
2
completion of the First Year, a Diploma after the Second Year and a Bachelor's
63
Degree at the end of Three Years. Students can also resume Degree Courses
after dropping out and, without needing to start afresh. Further, the top foreign
universities across the globe will also be allowed to set campuses in India. The
64
NEP seeks to expand access to higher education for 50% of high school
students by 2035 and achieve Universal Adult Literacy before this year.
17 2,51
The Policy aims to modify the Indian Education System by the year 2040. "“
68 17 52
There are over 100 action points from the Policy. Implementation will be done in
phases, based on time, region and types of institutions with Institutes of
2
Eminence (IoEs) and Central Universities taking the lead,” said Higher
2
Education Secretary Amit Khare."
The NEP announced historical education reforms for the current system and its
impacts would be of great bene t to the future generations of India. It seeks to
67 broaden the narrow scope of the present Education System by a way of multi-
65 44,53 17 54
disciplinary approach. The policy is extremely ambitious and aims to give
55 56 57
education the required focus, which has been delayed for a long period of time.
The introduction of skill-based subjects at the school level is a desirable step
58
and is in absolute line with the Skill India initiative. The initiative of putting in
2 4
place a framework for teachers’ training will revolutionize the way a talented
pool of teachers is accessible to develop young talent.

4,59
However, the NEP has also been criticised. For instance, it raises some grave
questions regarding the cost and accessibility to education. It invites private
investment into education, which will inevitably lead to higher cost of
education. Even the idea of inviting foreign universities to set up campuses in
India poses the same challenge. Foreign education is likely to be expensive, and
62
with no mention of regulation of fees, thus, only a margin of student population
might be able to access such universities.
63 60
Therefore, the NEP envisions a bright future for the future generations, but its
implementation raises some serious questions. Only time will tell if the aim of
61
universal education is indeed achieved.
