The Kolkata Municipal Corporation (KMC) has been following the Annual Rateable Value (ARV) system of property
taxation based on the 'Reasonable Letting Value'. It has been observed that several Urban Local Bodies have experienced
difficulties in administering the sy tern based on this principle. Several cities such as Ahmedabad, Bangalore, Delhi,
Hyderabad, Patna, etc. have undertaken property tax reforms by deriving separate set of rules for determination of annual
value ba ed on an area based tax assessment system.
Whereas, the goal of such property tax reform is to evolve a system which would be more objective, transparent,
equitable and intelligible to common citizens and pave the way for introduction of self assessment system. Such area
based tax assessment systems have been gradually gaining ground in our country as a preferred alternative and the
Kolkata Municipal Corporation Act, 1980 has been amended in the year 2006 to follow suit through a new system called
"Unit Area Method of Assessment";
And Whereas, in the first stage, the amended section 174 of the KMC Act empowers the Municipal Valuation
Committee (MVC) to recommend division of the admini trative wards in KMC area into different blocks and categorisation
of such blocks in an appropriate hierarchy; and on the basis of the same, in the next stage a 'scheme' for unit area based
assessment system would be published in due course to ensure macro-level equity across different localities as well as
micro-level equity across different properties depending on age, structure, occupancy, location, usage and other factors;

Now, Therefore, in exercise of the power conferred in clause(c) of sub-section (1) of section 174 of the Kolkata
Municipal Corporation Act, 1980, the Municipal Valuation Committee, at this stage, recommends the division of all
wards within KMC area into blocks, defining limits of such blocks and categorisation of such blocks in an appropriate
hierarchy according to which the 141 wards of KMC area have been divided into different blocks and categorized from A
to G, A being the highest and G being the lowest in the manner as follows :-
q Recommendation of the Municipal Valuation Committee for division of every ward within the Corporation into
different blocks defining limits of such blocks and categorization of such blocks for the purpose of Unit Area
based Assessment system of Property Taxation under clause (c) of sub section (1) of Section 174 of KMC
Act, 1980

Suggestions / Objections on the division of wards into blocks and their categorization as specified in the Draft
Notification
Any person or group of persons whose interest is likely to be affected by this Notification, may, within 60 days from
the date of this publication, submit his objection or suggestion, if any, in the manner as laid down below.
Such objection or suggestion shall be considered by the Anomaly Review Committee in due course and in such
manner as the Committee may deem fit and proper.
Manner of submission of objections or suggestions
Objections or suggestions as stated above should be submitted to the designated authority in specified form given
herewith that can be downloaded from K.M.C. website (https://www.kmcgov.in) and also available free of cost at all
borough offices and different units of Assessment-Collection Department as well as Central Municpal Office(CMO)
Building during office hours.
The Corporation has arranged drop-boxes as well as receiving counters at all places, as mentioned above for receiving
objections or suggestions which are to be submitted in the specified form in original. Arrangement has also been made
for direct communication of objection or suggestion through the website of the Corporation.

Valuation Committee for division of wards within the Kolkata Municipal Corporation into blocks, defining limits of such
blocks and categorization thereof, in accordance with Section 174 (1) (d) of The Kolkata Municipal Corporation Act,
1980 inviting objections/ suggestions from any person or group of persons whose interest is likely to be affected.
Instructions:
1 Please quote the Form number mentioned in the receipt copy for future reference. Please submit the form in
original, whether collected from counters or downloaded from website. No photocopy will be entertained.
2 The duly filled up forms may be submitted in the following manners:
l Submit at the designated counters at any of the Borough Offices / Assessment Collection Units / CMO

l Deposit in the Drop Boxes kept at aforesaid locations marked “Feedback Forms on Draft Notification”
