Judge rules “illegal” appointment of Acting DHS


Secretary Chad Wolfe invalidates new policies for
DACA

A federal judge in New York has ruled that acting homeland security
secretary Chad Wolf lacked the authority to limit the work permits of
hundreds of thousands of undocumented immigrants who came to the
United States as children because his appointment to the top position
in the department did not appear to be lawful.

U.S. District Judge Nicholas G. Garaufis — one of the first judges to


block President Trump from phasing out the work permits the
government issues via the Deferred Action for Childhood Arrivals
program, or DACA — said in an unusual Saturday ruling that the “plain
text” of the department’s order of succession showed that Wolf’s
ascension to acting secretary did not follow established law and was
part of several hastily crafted administration moves designed to get
people into the top DHS position outside of standard procedures. As a
result, Garaufis said, Wolf’s memo in July limiting the validity of the
DACA permits from two years to one year “was not an exercise of legal

Vice President-elect Kamala Harris to advocate for the


California-Mexico Dreamers Study Abroad Program

The office of Senator and Vice President-elect Kamala Harris has


agreed to advocate for the expedited approval of all I-131 Advance
Parole applications from Winter 2020 California-Mexico Dreamers
Study Abroad Program participants.
The California-Mexico Studies Center (CMSC) has launched a new
fund drive initiative from November 1 to December 31, 2020 to solicit
sponsors and grants in support of the Winter 2020 California-Mexico
Dreamers Study Abroad Program, which will allow 85 DACA
recipients to travel to Mexico with DACA’s Advance Parole permit,
immerse in a unique U.S.-Mexico national security study abroad
program, and reconnect with their family and cultural roots.

All participants have a pending Advance Parole (I-131) application since


August 31, 2020, subject to USCIS approval and the CMSC team is
working diplomatically with Mexico’s government and the U.S.
Homeland Security Administration to secure authorization for all 85
participants.

But we need to raise about $50,000 to cover the increased costs of the
program and ensure the safety of all participants while traveling in
Mexico during the pandemic. The additional costs are related to
increased expenses due doubling the cost for single-room hotel
accommodations and all transportation costs due to social-distancing,
COVID-19 pre- and post-testing, and 24/7 medical attention and
prevention protocols.

Thus, we urge our community, Dreamers’ supporters, corporate


and business sponsors, community and church groups, and
academic colleagues to help us raise $50,000 by the end of the year
with donations of any amount, or by sponsoring at least one
Dreamer participant at $500 each.

Biden’s leadership will enhance U.S. relations


with Mexico and Canada

A Biden administration can be expected to put U.S.-Mexico and U.S.-


Canada relations back into a strategic framework for solving problems
and strengthening long-term cooperation. This would include pursuing
a more consistent approach to Mexico and Canada, less driven by
individual issues and tradeoffs, and more concerned with achieving
progress across a range of key issues; stretching from trade, to public
security, to economic competitiveness, to the environment.

At the highest level, there will be a change of tone and attitude, treating
both neighboring countries with respect and seeking to forge agreement
on a set of shared objectives bilaterally, as well as across the continent.
We can expect more regular consultations among leaders and at
ministerial levels. U.S. proposals for new or strengthened bilateral
mechanisms to better achieve and monitor progress on cooperation and
problem-solving are likely. Similarly, expect a return to concern about
continent-wide problems that are key to all three nations’ future, as was
previously seen in summits of the leaders from the U.S., Canada and

Mexico emerging as a
foreign policy challenge for Biden

Mexican President Andrés Manuel López Obrador has refused to


recognize the results of the U.S. presidential election, foreshadowing an
early foreign policy challenge for President-elect Joe Biden.

López Obrador, also known by his initials AMLO, said Monday his
government will wait for official certification of election results before
congratulating a winner, despite the fact that Mexican governments
have historically recognized projected election winners in the United

Gómez-Quiñones (JGQ).
We lost one of the greatest intellectuals not only in the Americas, but

Chihuahua, Mexico) and died a proud Mexican/Chicano in el norte (Los
Angeles, California) in a time when the Mexican continues to be

The significance of the Latino vote in 2020 and a
domestic assessment of the U.S. elections

In this commentary, I will not assess the 2020 U.S. elections in terms of
the impact it will have internationally but focus on the domestic impact.
I begin with the role of Latinos in the elections. Recently, the L.A. Times
published an article on why Latinos in the Rio Grande Valley
disproportionally voted for Trump (here), giving the false impression that
such outcome characterized a national Latino trend. The L.A. Times is
emblematic of the national press’s sudden discovery of, and puzzlement
over, the diverse Latino electorate.

Against an avalanche of flawed and alarmist articles, the fact remains


that in 2020 most Latinos of Mexican-origin, Central Americans,
Dominicans and Puerto Ricans - who together added up to over 83% of
Latinos in 2018 - did not vote for Trump, by a large margin; from the
lowest pro-Trump vote rate of 23% among Mexican-origin, to 26%
among Puerto Ricans, and 29% among Central Americans. The
Cubans (and probably the Venezuelans and Nicaraguans) indeed went
for Trump 52% but they represent a small – if overly reported – portion

se dice que el “trumpismo llegó para quedarse”, refiriéndose a las
convicciones explicitadas de Donald Trump: racismo, supremacía
blanca, actitud imperialista, desprecio hacia las minorías de
inmigrantes, fascismo rampante, en una palabra. Varios de esos
artículos contienen la afirmación de que le costará mucho al pueblo
norteamericano deshacerse de semejantes convicciones, apreciadas
como “valores culturales” del “american way of life” (el modo americano
de vivir). Sin embargo, una mirada, así sea breve, a la historia de los
