The County Board of Jackson County, Minnesota met in regular session, in the Jackson County
Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on August 20, 2019. The
following members of the Jackson County Board of Commissioners were present: Catherine
Hohenstein, Scott McClure, Jim Eigenberg and Philip Nasby. County Coordinator Steven Duncan
and Trish Schulz, Deputy County Coordinator, were also in attendance. Commissioner Wachal was
absent.
CALL TO ORDER
Chair Hohenstein called the meeting to order at approximately 9:00 a.m. and led the Pledge of
Allegiance.
Motion was made by Commissioner Nasby and seconded by Commissioner McClure to adopt
the agenda. The motion carried with four “ayes”, no “nays” and one “absent” (Wachal).
CONSENT AGENDA
Board Action 19-205: Approve the August 6, 2019 Board of Commissioners regular meeting
minutes.
Board Action 19-206: Approve all Commissioner disbursements in accordance with Minnesota
Statutes 130.01, subd. 4(b), recorded on warrants numbered 89200 through 89315 in the amount of
$1,290,734.79. For the following funds: General Revenue, $564,435.14; Road & Bridge/Public
Works, $95,908.21; Ditch, $612,018.34; Septic System Revolving Loan, $11,828.22; Agency,
$3,029.00; and Forfeited Land, $3,515.88. A detailed list of claims paid is available at the
Auditor/Treasurer’s office upon request.
Board Action 19-208: Approve payment application, in the amount of $149,176.13, to Forsberg
Drainage and Excavating, construction contractor for Judicial Ditch 73 drainage system
improvements.

Board Action 19-209: Approve the acceptance of petition for the improvement project on Judicial
Ditch 42 and appoint Chuck Brandel of I+S Group as the engineer on the project.
Board Resolution 19-031: Approve resolution proclaiming September 19, 2019 as CareerForce
Day.
RESOLUTION 19-031
WHEREAS, CareerForce is Minnesota’s career development and talent matching resource; and
WHEREAS, Unifying all elements of Minnesota’s workforce system under the CareerForce brand
will increase efficiency, improve communication and enhance collaboration between CareerForce
staff and partners, enhancing customer service and improving outcomes for career seekers,
employers, communities and Minnesota; and
WHEREAS, Unprecedented changes in our state demographics between 2015 and 2035, including
more than a half million people reaching the age of 65 and a decline in the share of the working age
population from 62% to 57%, mean employers and Minnesota’s workforce system must work
together to bring all of our population who need sustainable employment into the workforce; and
WHEREAS, By 2035, one in four Minnesotans will be from a community of color or indigenous
population: and
WHEREAS, Bringing all Minnesotans who need sustainable employment into the workforce will
help address employment and economic disparities based on race, disability, veteran status or past
criminal record; and
WHEREAS, CareerForce, both online and in person, provides tailored resources to help meet the
needs of all Minnesota career seekers and employers; and
WHEREAS, CareerForce serves employers by helping them find the right workers from entry level
to highly skilled through support for hiring events, workforce strategy development, custom labor
market information and analysis and no-fee online job posting; and
WHEREAS, CareerForce serves career seekers no matter where they are in their career from just
starting out to mid-level management and beyond through customized career planning, resume
revision and interview preparation, plus education and training for eligible career seekers and the
ability to search thousands of open positions online; and
WHEREAS, CareerForce is Minnesota’s unified workforce system, helping drive prosperity for all

A presentation was given by Lincoln Pipestone Rural Water representatives (including General
Manager Jason Overby) regarding their audit report and an overview of their organization’s
activities.
Kevin Balfanz, Minnesota Counties Intergovernmental Trust (MCIT), was in attendance and gave a
presentation regarding the MCIT’s 2019 Report for Jackson County.
Sara Wahl, Executive Director of the Southwest Crisis Center, was in attendance with staff and
gave a presentation on program and service updates.
PUBLIC WORKS
Motion was made by Commissioner Nasby and seconded by Commissioner Eigenberg to adopt
Board Action 19-211: Approve authorizing the Engineer to award project SP 032-090-011 to
Phoenix Corp., from Spring Grove, MN, in the bid amount of $165,065.00, contingent upon the
City of Jackson and Jackson County Central School District approving the award and agreeing to
fund the 20% match of the bid price. The motion carried with four “ayes”, no “nays” and one
“absent” (Wachal).
SHERIFF
Motion was made by Commissioner McClure and seconded by Commissioner Nasby to adopt
Board Action 19-212: Approve amended agreement for law enforcement services with the City of
Jackson. The motion carried with four “ayes”, no “nays” and one “absent” (Wachal).

VETERAN’S SERVICE OFFICE
Shannon Sweeney, David Drown Associates, was in attendance and presented information to the
Board regarding issuance and management of debt.
BOARD REPORTS
Commissioner Nasby reported on meetings/events involving Des Moines Valley Health and Human
Services (DVHHS), Fair Board, Friends of Jackson County Trails, Southwest Mental Health Center
Governing Board, Judicial Ditch 24 and the Jackson Developmental Achievement Center.
