PURPOSE OF THE STANDARD

The Standard has been created through the collaboration of members of the
Victorian Rail Industry Operators’ Group (VRIOG) for the purpose of establishing
standards which, if implemented throughout the Victorian Rail Network, will facilitate
the interoperability of infrastructure.

The use of the Standard is not prescribed by law but, if adopted, conformity with the
provisions of the Standard is mandatory in order that the purpose of the Standard be
achieved.

SECTION 1.0 CONVENTIONS

1) Words or phrases that appear capitalised out of context are defined within the
Definitions section of this VRIOG Standard.
2) The word “Shall” is to be understood as mandatory.
3) The word “Should” is to be understood as non-mandatory i.e. advisory or
recommended.
4) Uncontrolled Standards may not be referenced within the VRIOG Standards.
These include former PTC Standards, Franchisee Standards, Franchisee
Subcontractor Standards and Infrastructure Lessee Standards.
5) Controlled Standards, including Australian Standards and other VRIOG
Standards, may be referenced but only if:
ƒ The referenced item can not be adequately explained with an amount
of text that could not reasonably be inserted into the body of the
Standard.
ƒ The reader is not referenced to another Controlled Standard
necessary for the item to be adequately explained i.e. one document
link only.

6) The format employed in the VRIOG Standards is compatible with Australian

a safe Railway. VRIOG Standards will not contain any information that can be

SECTION 2.0 DEFINITIONS

Terminology used and/or applied in this Standard is defined as follows:-

Terminology Definition
Accredited Rail A Rail Infrastructure Manager or Rolling Stock Operator
Operator (ARO) who is accredited under Part 5 of the Rail Safety Act 2006.

Application for An application to the Safety Director by an Accredited Rail


Variation of Operator for variation of its accreditation due to the
Accreditation Accredited Rail Operator proposing to make change to or
to the manner of carrying out, accredited rail operations
that may reasonably be expected:-
• To change the nature, character and scope of the
accredited rail operations; or
• To not be within the competence and capacity for
which the Accredited Rail Operator is accredited.

Phantom Aspect An external or internal source of light reflecting from the


optical surface of an aspect such that the aspect could be
mistaken for an “illuminated” state. I.E. an “extinguished”
signal appears “illuminated”

Purchaser Person or organisation to which the LED light signal is


supplied or being supplied.
Note: They may not be a direct representative of the ARO.

Type Approval Consideration of form, fit and function under specified


conditions to approve equipment suitability for use within
VRIOG infrastructure. (Refer to VRIOG Standard
“Standard for Signalling Design and Documentation”

SECTION 3.0 SCOPE AND GENERAL


3.1 Scope

This Standard provides the minimum acceptance criteria for the design, manufacture
and supply of light signal units for use within the Victorian Railway Network.

3.2 Application

Unless otherwise specified, all light signal units shall be Type Approved by the ARO
and shall comply with the requirements of the AREMA Communications & Signals
Manual 2008, Section 7.

3.3 Background

As incandescent lamps have a relatively short life span and require higher levels of
maintenance than LED lights, their use is not encouraged where an LED alternative
is available.

All new signal mechanisms designed shall use LED signal units. Incandescent units
shall not be used.

All new LED signal units used shall be 110V AC, 50Hz signal units.

3.4 Quality Assurance

The manufacturer shall be accredited to the appropriate Australian Quality Standards


or recognised international equivalent if the manufacturer is based overseas.

It is considered that the following are appropriate Australian Quality Standards:-

3.5 Quality Assurance Documentation

Quality assurance documentation shall be in accordance with the requirements of


“Quality Management and Quality Assurance Standards” AS/ISO 9000.2 or
recognised international equivalent if the manufacturer is based overseas.

3.6 Maintenance Manual

The maintenance manual shall be in accordance with the requirements of VRIOG


Standard “Specification for Signalling Supply, Construction and Installation” VRIOGS
012.2, Section 25.

3.7 Advisory Bulletins

The Purchaser shall check and act upon any related manufacturer and ARO issued
product bulletins in order to ensure that they are aware of and action any safety
related concerns regarding the LED signal units.

3.8 Occupational Health and Safety

The manufacturer shall comply with the Victorian “Rail Safety Act 2006”, the
“Occupational Health and Safety Act 2004” and the “Occupational Health and Safety
Regulations 2007”.

The weight of the equipment shall be considered with regards to the current
“Occupational Health and Safety Regulations 2007 & Codes of Practice” with regards
to safe handling by persons and with respect to the installation and maintenance
requirements.

The manufacturer shall comply with a recognised international equivalent if the


manufacturer is based overseas.

SECTION 4.0 OPERATING ENVIRONMENT


4.1 Environmental Conditions

a) All signals shall be rated for 100% duty and all components therein shall be
capable of operating, when continuously illuminated, in ambient temperatures
to 50ºC in the shade with relative humidity to 95% and exposure to full
sunlight.

b) The operating temperature range of LED light signal unit and associated
equipment shall be 0ºC to +70ºC immediately surrounding the electronic
modules.

c) Signal posts, gantries, signal cases, backgrounds, hoods and other


associated signalling equipment and structures located outdoors shall be able
to withstand without damage, wind loadings of up to 160km/hour.

4.2 Service Life

a) Signals and all related components shall be manufactured and assembled to


maximum reliability, availability and maintainability and shall be designed,
manufactured and assembled to provide a minimum service life of at least 25
years given normal consumable item replacement.

b) All structural components shall be designed for an operating life of more than
50 years.

c) With LED modules, based on present technology there is an expectation that


the product will provide a minimum service life of 12 years of lit time at 50ºC
without deterioration of LED light output level by more than 10%.

4.3 Lightning and Surge Protection

a) The application of the LED signal units shall comply with VRIOG Standard
“Lightning and Surge Protection – General Requirements” VRIOGS 012.7.9.

b) Each LED signal unit is to be provided with a 130V MOV across its supply for
surge protection.

SECTION 5.0 LED LIGHT SIGNAL REQUIREMENTS


This section of the specification details the minimum acceptance criteria to be
considered for the design and manufacture of LED signal units for use within the
Victorian Railway Network.

5.1 Signal Case


a) The signal case shall be finished either as a medium strength, high corrosion
resistant cast aluminium alloy to Australian Standard “Aluminium and
Aluminium Alloys – Ingots and Castings” AS 1874 or a medium strength, high
corrosion resistant aluminium alloy sheet to Australian Standard “Aluminium
and Aluminium Alloys – Flat Sheet, Coiled Sheet and Plate” AS 1734.
b) Alternative material may be used if guarantees of similar service life,
robustness and resistance to vandalism, when compared to the aluminium,
can be provided.
c) The signal case shall be of sufficient size to accommodate the components
required to be fitted herein, and to provide reasonable access to maintain or
change components with the minimum disturbance to other components.
d) The LED circuit board/module shall be separately removable from the signal
case either from the rear or the front of the signal case.
e) All signal cases shall be weather proof, insect proof and dust proof under
service conditions.
f) The signal case hinges shall use corrosion free materials such as stainless
steel.
g) The signal case cover shall be lockable hinged doors and equipped with
suitable fastenings for application of padlocks (Refer to VRIOGS 012.2,
Section 21.7), and when open shall provide access to terminations.
h) The signal case shall protect and secure the apparatus and wiring contained
herein from authorised access.
i) Provision shall be made for ventilation by means of a suitable filtered breather
openings or sealing to prevent internal damage to wiring or components due
to moisture, heat and insects.
j) Proper outlets should be provided for cable or wires entering the signal head
or signal head and poles with provisions made for sealing.
k) Unused cable entry apertures to be sealed with a screwed plug or bolted
plate of similar material to the case.
l) The signal case shall be free from sharp corners and burrs which could cause
injury to personnel during normal installation and maintenance procedures. All
opening for wirings in signal cases shall have rounded edges.
m) The signal case unit shall be of such design and construction so as to
minimize the occurrence of a phantom aspect from being displayed due to an
external light source.
n) There shall be no possibility of light leakage into any signal case by way of
the access door or any ventilators, or light leakage between signal cases in
an assembly or between aspects in any one signal case.
o) All bolts, nuts, washers used in signal case assembly shall be galvanised or
zinc plated steel or stainless steel. Brass bolts, screws shall not be used in
contact with any aluminium component and aluminium bolts may only be
used in non load bearing applications.

5.2 Hoods and Backgrounds


a) The hoods and background shall be finished either as a medium strength,
high corrosion resistant cast aluminium alloy to Australian Standard
“Aluminium and Aluminium Alloys – Ingots and Castings” AS 1874 or a
medium strength, high corrosion resistant aluminium alloy sheet to Australian
Standard “Aluminium and Aluminium Alloys – Flat Sheet, Coiled Sheet and
Plate” AS 1734.
b) Similarly, alternative material may be used if guarantees of similar service life,
robustness and resistance to vandalism, when compared to the aluminium,
can be provided.
c) Hoods shall be provided on all wayside signals.
d) Backgrounds shall be provided on all wayside signals except on dwarf
signals.
e) Backgrounds should be of sufficient strength, durability and rigidity to
withstand, without cracks, aging and natural elements.
f) Hoods should be designed to minimize the probability of snow or ice
accumulating on the lens or cover glass.
g) Hoods should be provided for each light unit or lens assembly extending at
least halfway around the lens opening.
h) Design should be ensured that the background can be mounted on the signal
unit without special tools or it may be an integral part of the signal unit.
i) Fixings for hoods and backgrounds shall be manufactured from non-corrosive
material and be compatible with the material used for manufacturing the
signal case.
j) The hoods and backgrounds shall be free from sharp corners and burrs which
could cause injury to personnel during normal installation and maintenance
procedures.
k) The hoods and backgrounds dimensions for each assembly shall be:-

5.3 Electrical Requirements for LED Modules


a) All electrical and electronic components used shall be in accordance with the
requirements of VRIOG Standard “Electrical and Electronic Components
(Rating and Construction Requirements)” VRIOGS 012.7.31.
b) The creepage distances and component ratings shall comply with VRIOGS
012.7.31.
5.4 Wiring
a) All wiring used within the signal case shall comply with VRIOG Standard
“Electrical and Electronic Components (Ratings and Construction
Requirements)” VRIOGS 012.7.31, Section 5.9.

b) All wiring within signal cases and between signal cases and signal base shall
be double insulated.
c) All wiring should be neatly arranged and securely fastened to prevent
damage to insulation.
d) Suitable mechanical protection shall be provided when wiring passes through
holes or area subjected to abrasion.
e) Internal wiring shall be colour coded or individually numbered.
5.5 Printed Circuit Boards
a) The PCBs used for LEDs mounting shall be in accordance with the
requirements of VRIOG Standard “Electrical and Electronic Components
(Ratings and Construction Requirements)” VRIOGS 012.7.31, Section 5.6.
b) The outer face of the printed circuit board shall be matt black in tone.
5.6 Termination
a) Terminals and termination of cables and wiring shall comply with VRIOG
Standard “Specification for Signalling Supply, Construction and Installation”
VRIOGS 012.2, Section 6.
5.7 Painting
a) Painting shall conform to AREMA Communications and Signals Manual 2008,
Section 1.5.10.
b) To minimise reflections of illuminated signal, signal cases, backgrounds and
hoods shall be finished with two coats of matt black paint.
c) No painting shall be required for the signal structures.
5.8 Wiring Diagram
a) A weatherproof wiring diagram shall be permanently attached to the inside of
the door in such a manner that it remains legible and cannot interfere with the
operation of the mechanisms should it become detached over the life of the
signal.
b) The wiring diagram permanently attached shall illustrate all internal wiring and
the terminal numbers for external connections.
5.9 Product Identification
a) A label shall be permanently affixed in a readily visible position, clearly legible
and of a material which will not fade due to weathering over time or repeated
handling.
b) The label within the signal case shall include but is not be limited to the
following details:-
• Manufacturer’s name
• Model/Catalogue number
• Brief description of product
• Rated nominal operating voltage
• Manufacturer’s unique batch code/serial number
• Date of manufacture

5.10 Labelling
a) Labelling shall be in accordance with the requirements of VRIOG Standard
“General Requirements for Labelling of Signalling Equipment” VRIOGS
012.7.30.

SECTION 6.0 LED OPTIC SYSTEMS


This section of the specification describes LED Optics requirements in terms of
general appearance, form and colour.

6.1 General
a) All signals and signalling luminares are to be type approved by the ARO; prior
to use within the Victorian Rail Network.
b) The LED signal units shall be so designed that it shall not display an incorrect
colour aspect under normal or failure conditions of the signal unit.
c) The chromaticity of an LED signal unit shall comply with the AREMA
Communications and Signals Manual 2008, Section 7.1.10.
d) The standard colours of an LED signal shall be defined in the “Chromaticity
Table”. (Refer to Appendix A of this specification)
e) The cover over the LEDs shall be manufactured from polycarbonate or
approved equivalent and shall be clear.
6.2 Optical Requirements
a) Colours and luminous intensity shall be tested accordingly to acceptable
recognised standards specified in Australian Standard “Traffic Signal
Lanterns” AS 2144 and by laboratories which are independently accredited as
having competence to carry out the type of measurements involved.
b) The colour of the light emitted from each signal aspect defined in terms of its
chromaticity coordinates shall fall within the area of the CIE 1931 chromaticity
diagram boundary envelope as defined in this specification. (Refer to
Appendices A, B, C and D of this specification)
c) Colour shall be achieved by careful selection of LED. Mixing of different
coloured LEDs to achieve the specified result is not acceptable.
d) An even and equal disbursement of light intensity across the entire face of the
signal aperture is required, and is to be achieved by a minimum number of
evenly dispersed LEDs as specified for each light.
e) The centre to centre distance between any two adjacent LEDs shall not be
greater than twice the LED lens diameter unless approved otherwise.
f) The outer surface of the diffuser or cover shall be smooth, manufactured from
poly-carbonate or approved equivalent and shall incorporate features to
reduce reflection and phantom.
g) Light intensity shall be suitable for both daylight and night time viewing at the
rated distance.
h) To limit high luminous intensity from any signal that result in driver excessive
glare, luminous intensity shall not exceed 750 candela from any single
aspect.
i) LED aspects shall be suitable for flashing applications with no visible flicker or
noticeable start-up delay at turn-on and turn-off.
j) Signal should have a maximum viewing distance as is reasonable and
practically achievable to approach the signal, when stopped at the signal.

SECTION 7.0 DELIVERABLE REQUIREMENTS


7.1 Inspections and Tests
a) Each LED signal unit shall be subjected to a series of inspections and tests to
confirm that it conforms to the requirements stated in this specification.
b) The manufacturer shall carry out all electrical and/or mechanical inspections
and tests to verify that LED signal unit supplied conforms fully to this
specification prior to delivery.
c) All these tests shall be carried out at the manufacturer’s premises at their
cost. The Purchaser reserves the right to witness these tests.
d) All apparatus and instrumentation required for the tests shall be provided by
the manufacturer.
e) The inspection and test records shall be retained by the manufacturer for a
period not less than the nominated storage life and warranty period of the
equipment.
7.2 Certificates
a) The results of the inspections and tests are to be submitted in the form of a
signed certificate on the manufacturer’s company letterhead.
b) The manufacturer shall provide the completed Certificate of Compliance to
the Purchaser with the delivery of the unit.
c) The certificate shall include but not be limited to the following information:-
• Certificate number and Date of issue
• Customer’s name and Contract number
• Purchase order number
• Date of manufacture
• Quantity of delivery
• Unique serial number for individual product or batch code assigned by the
manufacturer
• Inspection and test sheet shall include but not limited to the following
requirements.
i) Confirmation that the signal case conforms to the environmental
conditions stated in this specification.
ii) Confirmation that the signals and all related components service
life conforms to the requirements of this specification.
iii) Confirmation that the chromaticity of the LED signal shall
conforms to the requirements of this specification.
iv) Confirmation that the LED modules shall conforms to the
requirements of this specification.
v) Date of the inspection and testing
• Statement of compliance that the product meets all the requirements of
this specification
• Name and Signature of the manufacturer’s management representative
d) The Purchaser shall have the right to request supporting Quality Assurance
documentation to accompany the manufacturer’s Certificate of Compliance.

SECTION 8.0 WARRANTY


a) The manufacturer shall provide warranty to the Purchaser on all items of
equipment supplied.
b) All goods supplied by the manufacturer shall be guaranteed against faulty
workmanship and/or materials for a period of 12 months from the date of
commissioning of the equipment or 24 months from the date of delivery,
whichever is the later.
c) The manufacturer shall replace without expense to the Purchaser any part (or
parts) of the equipment found to be not in accordance with this specification
throughout this warranty period.
d) The manufacturer shall warrant components bought-in from external suppliers

SECTION 9.0 MAINTAINABILITY


a) The manufacturer shall provide a recommended maintenance plan for routine
preventative maintenance tasks, task frequencies and fault finding of the
equipment to the Purchaser.
b) These shall include but not be limited to the following information:-
• Installation and maintenance instructions
• Maintenance periodicity
• Test equipment and specialist tools required to install, adjust, fault find and
maintain the equipment
• Recommended in-service usage for each components and equipment
• Detailed drawings showing wiring diagrams and complete assembly details
• Operational test plan
• A troubleshooting guide (fault indications, their likely cause and suggested
solutions)
• Details on equipment repair and replacement procedures
• Spare parts list

SECTION 10.0 PACKAGING AND DELIVERY


a) The LED signal unit shall be individually and securely packed to avoid
mechanical damage.
b) All LED signal units shall be handled in such a manner that the delivery and
storage of the units will not materially influence their subsequent in-service
performance.
c) The packaging shall be labelled in accordance to VRIOG Standard “General
Requirements for Labelling of Signalling Equipment” VRIOGS 012.7.30,
Section 5.4.
