PREFACE
 This help manual designed for new users and existing users, by helping them with the step by step
process involved while applying for a new proposal or to know the present status of their applications
and what are the steps to be taken while applying.
 Some (or all) of the details provided in this manual may not be the same in website, as the website
updates regularly, to provide you a hassle-free experience and easy user interface. Small changes may
occur to the process after update but the direction flow is same. DTCP and softtech are working hard to
serve you better day by day.
 Before applying, please refer GO’s & Acts
 DTCP is not responsible for the incorrect information entered by the applicant / when the application is
rejected due to insufficient requirements / when the application is rejected due to plot affected under
proposed master plan.
 To avoid mistakes & to apply successfully, follow notifications and Latest updates provided in our
website. Be up to date with the information.

1 Get Started...
1. Open your web browser chrome or Internet Explorer

2. In the address bar at the top, type URL - http://dpms.dtcp.telangana.gov.in/

You will be directed to Home page

Dashboard: Displays the status of metrics, pendency details & inspection reports of DTCP
In Home page, please select your District and then Urban Local body (ULB) and click Start your Application
You will be redirected to login page.

Citizen search: View proceedings and drawings approved by DTCP once the application is Signed.
Online payment: Directs to online payment page to pay for your application.
Applicant search: Search the status of your submitted application with Application number and mobile

2 New Registration

2.1 LTP registration


Click Register Now. This will open a new Registration window. In this, please fill in personal information,
contact information, registration information & login information. Check the declaration box > Click
submit.
Registration is Free of cost.
Note: Fields marked with * are mandatory.
Personal information
In this section fill in the details such as Name, Applicant Category, Qualification and your Firm name. You
can upload a photo (.JPG, .PNG, .GIF, .BMP type only) of size less than or equal to 100px X 120 px.
1. To upload a photo, click Upload Photo > Choose file from your computer > Click Submit.

Contact information
In this section fill your Postal Address details, Mobile Number and E-mail address (for getting notifications
and updates related to your application).

Registration Details
Here you must provide your valid ID proof. Select the type of ID you wish to provide and click Attach on
the right, to upload the softcopy of mentioned ID.
1. LTP must submit Registration certificate scanned copy to register. To upload Registration
certificate scanned copy, click Attach on the right > A new window opens. Click Select to select a
document from your computer > Select the document (.GIF, .JPG or .PDF files) and Click open.
2. LTP must fill the Registration/ License number and select Validity of the license.
To select Expiry date / validity, click on Calendar icon and select the date.

Login Details
1. In this section, you should create a user name and password of your choice. Make sure you create
a login name and password which are convenient and easy to remember. Please keep these details
for yourself and don’t disclose the login credentials to anyone.
2. After filling the details, please check all the information entered by you. If the entered information
is correct, proceed by ticking the Declaration check box and click Submit.

2.2 Citizen Registration
1. Fill in personal information, contact information, registration details & login information. Check the
declaration box > Click submits to complete the registration process. For further details, please
refer LTP registration process. Most of the process for registration is similar for both LTP and
Citizen Consoles.
2. Applicant will get an SMS with login credentials
to his registered mobile number. Use this login
3. information to login to citizen console.
4. Registration is Free of cost.
5. The only difference between citizen console
and LTP console is that in LTP console any
number of proposals can be applied. There is
no limit. But, citizen console is limited.
6. In citizen console, applicant must provide LTP/
structural engineer information on his own.
7. On successful registration, LTP / Citizen can
login to the Development Permission
Management System (DPMS) using their login
name and Password.

In login page, Login with your username and Password, provided by you during registration.

Note: If you don’t remember/forgot your password, click Forgot Password. A pop up window appears. Fill
in your username and E-mail id provided by you during registration and click submit. Check your E-mail
account for the message and follow the instructions provided in it.

2.3 After Login


When you’re logged in your account, you can apply, view application status & make payments of your
applications (by default, draft applications page will be displayed).
To the left side of the page you can see five menu options.

3. Application status
4. Work Progress
5. Change Password
These menu options have sub menu options as follows.

3 Change of Architect/Structural Engineer


 This Tab is used when an applicant wants to change his/her architect, in case of death of architect
or any performance issue from architect.
 To change the application from one architect to other, Applicant has to get following documents
from previous architect

1. Appointment letter from owner/Developer.
2. Completion certificate from previous architect for the work carried out under his supervision.
3. Plot area certificate from new architect.
4. Certificate from new architect regarding work done on site.
5. Registration of previous architect.

 To start, LTP has to login and select Draft application


under application which is under Application
Submission on left menu bar
 Select Apply for on right corner, select Change of
architect which is the last option of drop down

 You get pop up having file number to search. fill the


application to which you want apply for change of
architect

Following will opened where you need to upload above mentioned documents.

 Click, save then application will be directed to draft application tab


 click, send for approval after uploading the required documents. With this change of
architect process will be done and the application goes through same process of new
proposal.

4 New Proposal

4.1 Application Submission


Here you can apply for a new proposal, view your draft, pending for payments, submitted & resubmitted
application files.
It has three sub menu options
1. Draft Applications
2. Submitted Applications
3. Submission pending
To apply for new proposal/ application,
Click Draft Applications, choose any tab on top right of the page
 Building permission,
 Occupancy
 Change of land use (CLU)
 Open Layouts
depending on the type of your proposal.

5 Apply for Building Permission


To apply for new proposal of building permission, you need to Select Draft application and Click, Apply for
Building Permission button which is on top right corner. you will be directed to application form where
you could find three tabs, they are
 General information
 Applicant information
 Application checklist
Note: Fields marked with * are mandatory.

5.1.1 General Information
As the name suggests, you must provide basic information of your proposal type, location and address if
prompted.
Note: Fields marked with * are mandatory
Steps under proposal information
1. Here Project type is auto selected. Now select Application type and case type. If the case type is
selected other than new, then File number of the case is required.
2. Select your ward number, Town/City, Locality, Mandal &village.
In Site details section,
1. Select the plot no./house no./ both/ NA based on your proposal and
2. Select location by survey number/ gram khantam/abadi.
3. Fill the road name/ number nearby your proposal.
4. You can check whether your proposal falls in areas mentioned in Annexure I / Annexure II of GO
168 /NA by selecting an option.
5. After filling the details, Click on save button.
Now click on Applicant information

5.1.2 Applicant information


In Architect/Engineer/ Surveyor Information section the details of LTP automatically fill and freeze for LTP
login. However, for citizen login, LTP details are to be filled manually. Next you must fill the applicant
information such as name/ firm’s name, Address and contact details.
Note: This name is going to be reflected on all the letters which will be issued by the corporation. This
information will not be changed after submission to the corporation.
Steps under Applicant information:
1. In Architect/Engineer/Surveyor information details will be auto generated.

2. In Applicant's Information section, owner name, address and contact details are to be carefully
filled

3. In Structural Engineer Information section, select the consultant name. Address & Validity will be
automatically loaded. Here, You can find the structural engineer name only if he/she registered in
ULBs through DPMS.

5.1.3 Application checklist


This section consists of questions (Yes/No) related to submission of NOCs based on vicinity (area nearby
or surrounding) of the proposal site. If the proposal site is near to any government property, Natural
resources, water bodies, Monuments, Gas/pipelines, High Tension lines, etc., the applicant/ owner should
obtain NOC (No objection certificate) from the respective authorities and submit a copy (PDF format only)
in Documents section.
Depending on your answers in the previous sections, the documents will be reflected in Additional
Documents section where you must submit the documents.
In application checklist,
1. Answer all questions with Yes / No / N/A, whichever is appropriate

Click Save at top right corner of the page, to successfully save your application. A file number is
generated, which please note down and is available in Draft Applications. This proposal file number will
also be sent to the registered mobile number of the applicant.

Click OK, You will be acknowledged with your file number and its location at the top left corner of the
page.

Now go to Draft Applications.


Draft Applications
It will open your online application form. Here you can find the previous filled Form tab along, with other
additional tabs (Plot details, Land details, Building details, Application checklist, Documents, Drawings &
Geo location) for easy navigation.
Click Plot Details

5.1.4 Plot details

Here you must provide detailed information of your site, such as Plot area, proposed activity, structure,
Location details, Land use zone and whether the site is affected by the master plan. Select /fill as per your
proposed plan. This tab is divided into four sections named, Main details, Site details and schedule of
boundaries, Property Assessment Tax.
Steps to fill in the plot details

1. Under Main details, following details are asked to fill;


a. Select the proposed activity of your plan (only for building permission applicants).

b. If the plot is a part of

 Approved Layout - Fill Sanction Layout number & Sanction Layout Date
 Building constructed prior to 1.1.1985
 LRS Approved – Fill LRS Proceeding number & LRS Proceeding Date o Piece of land / Part of Survey
Number – No additional data required.

 Gram khantam
 Site abutting major established roads
 Unapproved Plots registered on or before 28.10.2015 - Select Date of Registration of plot
c. Fill the details of Plot area (area as per plan, total area as per ground, total area as per documents
,etc. as required) in square meters.
d. Fill Existing built-up area & net plot area
e. If the site is affecting under proposed master plan, click yes and fill the details of Road Affected
Area (Sq. Mt.) it will calculate Net Plot Area (Sq. Mt.) automatically, Existing Road Width (Mt.),
Proposed Road Width (Mt.). Otherwise click No
f. Select Yes/ No for the questions asked for transfer of setbacks, Govt land.
g. For building permission and NOC and building permission applicants, select plot structure (High
rise/ non-high rise building), no of story’s, whether plot is nearby religious structures, sub location,
Land use zone, aerodrome type and aero distance. Otherwise skip
h. Select Yes/ No for the questions asked on -Is Under Ground Drainage system Connected to
Proposed plot.

2. Site details deals with approach, nature, plan, width and status of the road near your proposal and
commencement of work on site. Fill appropriately and carefully.
3. In Schedule of boundaries section, select & provide the details of area surrounding your proposal
and attach appropriate photographs (Less than 20 MB each).
4. Click Save
Property assessment tax

In property Assessment tax, fill the occupant type, Classification of building, building usage. This
information provided by applicant will be used for assessment of property.

Go to Land details

5.1.5 Land details


In this section, fill the plot ownership details of the applicant/ owner.

Steps to fill plot ownership details.

At the top right, +Add click
1. Add details of plot number, Document number, plot use, Type of deed, physical area measured at
site and other required details in the provided columns
2. Note: Enter plot area as mentioned in documents in Sq. Mt.
3. You can add more than one plot by clicking +Add.
4. To remove unwanted rows, tick the respective row at beginning & choose Delete

5. To remove all the unsaved information entered in the table at once, Click Reload icon . Fill all
details.
6. Click Save
Go to Building Details

5.1.6 Building details

In this section, provide Building name, Use, Type & other details as per your plan.
Steps to fill building details

1. At the top, click +Add building / Block


2. Choose and Fill building name, Use, Sub use, Type, Number of dwelling units (No. of flats), Height &
No. of floors.
3. You can add more than one building by clicking +Add building / block
4. To remove unwanted rows, click Remove

5. To remove all the unsaved information entered in the table at once, Click Reload icon
6. After filling proper details, click Save
Go to Apply for NOCs

5.1.7 Apply for NOC’s


In this section, you can apply for the NOC with the local body / govt. department along with this
application providing ease and transparency. Here you can apply NOC for:
a. Fire Service
b. Traffic
c. Irrigation and Revenue
d. Revenue
e. SEIAA

 Yes- Attach the NOC document
Go to GEO location

5.1.8 GEO location

Geo location means the latitude and longitude positions of your proposal Plot on Map. Adding geo
location has many benefits. It avoids confusion, provides accurate direction and makes it easy for the
inspection officers to verify the site.
To add GEO location
1. At the top, Tick Select co-ordinates from map.
2. Note: Please Add GEO-Location Coordinates in Clockwise Direction (or) add pins / marks in clock
wise direction only.
3. In the map zoom in to your plot area and click on the map to Pin / mark the corners of your
proposed plot. You can add any number of pins in the map depending on your plot size and
structure.
4. To remove the unwanted co-ordinates, click Remove icon

5. To remove all the unsaved information entered in the table at once, Click Reload icon & repeat
steps 1-3.
6. Enter the length of each side in the second table.
7. Check entered information once, then click Save

Click Documents

5.1.9 Documents
In documents section, you can submit the required documents online (in pdf format only). The documents
required are based on the type of your proposal and the information / details you have provided in
previous sections. If you wish to change the details provided by you in the previous sections, you can go

back, edit and save the changes. The documents required vary depending on the changes you have made.
This section is divided in to two parts
i. Primary (Mandatory)

In Addition to above documents you may need to submit additional documents like structural stability
report, soil test, license copy of structural engineer etc in the case of high-rise buildings.
ii. Additional (Conditional Mandatory)
This documents are asked based on selection in check list.
To upload the documents
1. At the right side, click Attach files > A pop up window appears, click Select Files > click Select
2. Choose the respective file from your Computer and click Open. The file gets uploaded.
3. To upload more than one file, choose Attach more and follow steps 1 & 2.
4. To remove your uploaded file, choose Attach more and click Remove beside your file. To
download your file, choose Attach more and click Download. Please attach PDF. or DOC. or Docx.
5. To View your uploaded file(s), choose View files
6. Documents will be automatically saved

5.1.10 Drawings

Here you can submit the preformatted (pre-DCR) AutoCAD drawing file of your proposal. It accepts only
file formats with .dwg type extension. This file is used for verifying your proposal plan, whether it meets
all the requirements or it is violating rules.
To submit your drawing
1. Click Select files. A pop up window appears, click Select
2. Choose the respective drawing file (.dwg) from your computer and click Open. The drawing gets
uploaded and the date of upload is displayed to the right of your attachment.
3. To download your attached / uploaded file click Download

4. To remove your uploaded drawing, click Remove. To attach drawing files, repeat steps 1-2.

If you have any doubts regarding Pre DCR drawings. Refer Pre DCR help manual.

After saving the information provided , check your information entered in all the tabs once. You can also
check your filled in application form till now in pdf format & Download or print for future reference.
To check filled application form

1. At the top, click Report and select Application form.


2. Your application will pop up with all the details you have provided. Download or print it by clicking
on appropriate options.
If you are sure that the information entered by you is correct, click Submit. Once you click Submit, you can
view your application in Submission Pending.

5.1.11 Submission Pending


This tab allows you to view your submitted files before submitting them to DTCP. Click on your application
number to view. Here you can view fee section added beside drawings. Your initial fee status is shown as
unpaid To pay the initial processing fee go to FEE
To make Payment of initial fee, click on the link Pay now. You will be redirected to payments page or you
can pay the fee from DPMS home page by clicking on online payment where you get a page having file no.
as shown below.

Note: Once you pay the initial charges, you cannot edit your application details before sending it to DTCP.
You will also receive an SMS to your registered mobile number with the application number. By
clicking on the file number, you can see initial fee status as paid.
Before sending the application to DTCP you need to fill the feedback form unless the proposal will not be
processed to DTCP

To send your file to DTCP, on top right, click Send to DTCP button.
After sending, a message appears; This Proposal has been sent to DTCP authority,
Please refer the file no. _ _ _ _ _/ _ _ _ /_ for future reference. Click Submitted
applications to check the status of application.
Once you submit your application to DTCP. It passes parallel through different departments at the same
time like
1. Town planning Dept.( Site inspection & Technical aspects )
2. External Depts. (If Applicable)
a. Revenue department
b. Traffic
c. Fire
d. Irrigation
e. SEIAA

5.1.12 Submitted applications


 Here you can find the status of your submitted applications. It consists of a list of submitted
applications to DTCP. In this list, you can find your file number (For e.g. 000 _ _ _ / _ _ _ /_ _ /_),
proposal type, Applicant name, Architect name etc. along with Site inspection status (pending/
verified).
 To view individual proposal flows (shows real-time location of your file in DTCP),
 Go to submitted application Tab and click on particular file to which you want to check the status
 On top beside left menu bar, after the file no. You can find the status of file Document (pending /
verified/shortfall), Scrutiny(Pending/verified/failed),Site inspection (pending /verified/shortfall).

 To know your proposal flow, click on proposal flow button which is on top right corner where you
can find the application flow time to time.
 To view your application form, scrutiny report and site visit report (when completed) click Report
button which is beside action button on top right corner.

6 Proposal Flow

In this section, you can view the process flow of your application in DTCP & Remarks by Architect/ officer/
applicant. It provides you the Real-time details of your submitted application (proposal holder name, time
taken by the proposal holder to verify & whether proposal forwarded or returned).

To know your proposal status


1. At the top, in submission 1, click Show
2. It opens the proposal flow with the signs indicating the following:

- Proposal forwarded - Proposal holder


- Proposal returned - Flow ends

3. To know the date and time at which your proposal arrived at the holder, on top left of the block,
click + & to undo, click - and click Open/ Close All to expand/collapse all blocks at once.
4. To view remarks of your file at every stage, see the table below proposal flow. Generally, in
remarks, officers mention the details to be corrected for returned proposals / shortfalls.
Regarding site inspection intimation, you will get a message in the form of SMS to your registered mobile
number. You must be present at the site, on the said date & time. You can also view the site intimation
letter in this section. The verification process takes few days of time and if your application details and
uploaded documents are correct/as per actual, then successful verification is done and your application
status is updated by TP officials.
After File verification and site visit completion

1. To view Application form, at the top right, click report and select Application form.
2. To view technical scrutiny reports, at the top right, click report and select Scrutiny.
3. To view site visit report of the officer, at the top right, click report and select Site Visit.

Once the proposal flow and site inspection is verified and completed by DTCP, a DC letter (Compounding
fee letter; in case of Occupancy certificate proposal) is generated and is attached to your application. It
can be seen in Approved files.

Applicant will get a SMS regarding payments of DC, environmental impact and Deferment charges
whichever are applicable depending on the proposal type. You can pay these charges in Payment > Pay DC
charges or other respective charges accordingly.
Your submitted application will be further processed only after payment of all fees.

6.1.1 DC payments
After receiving communication from Commissioner that fees intimation letter is signed, you need to pay
the second fee and apply for Draft drawing and proceedings. Then the application will be sent to
concerned officer in DTCP office.

Click on Approved files , select the file to which fee is intimated


Click on Pay Now where you would be directed to payment page.
After paying the fee, status will be change to paid

6.1.2 Mortgage:
To attach the mortgage details, go to action button and select mortgage details where you get a window.
Fill the details. Mortgage details are not mandatory for all applications depends upon plot area & height.
Refer Mortgage clause in G.O 168.

6.1.3 Insurance Details (If Applicable)

To fill the insurance details, click action button and select Insurance details. A window will be
popped up. Fill the details and save.

6.1.4 Applying for Proceedings and Drawing


 Once, Mortgage & insurance details were filled, Apply for Draft Proceedings & Draft drawing.
 Select, Apply which under Action button.
 You get dialogue box asking for conformation.
 Click, OK.
 With this your application will be send to DTCP.
 You get a dialogue on top left saying that your proposal has been sent to DTCP authority.

Once the DTCP issues the final Approval the application will be available at Proceeding issued Tab and
applicant can download the drawing and proceed further and can also view the total process of file flow.

6.1.5 Shortfalls

In case some (or all) of your documents (or details) are incorrect / doesn’t match with actuals, DTCP will
mention its shortfalls (to be resubmitted documents/details) and transfer your application to Shortfalls in
Application status menu. You can provide the mentioned shortfalls and resubmit your applications. After
resubmission, your application is available in Resubmitted Applications.

6.1.6 Resubmitted Applications


Here you can view your resubmitted application. It is like Submitted applications, but as you are
resubmitting after rectifying shortfalls, in proposal flow your submission will be named as submission 2, 3
& 4 depending on the number of times you resubmit. The proposal flow, remarks and other sections are
same as in Submitted application process.

7 Apply for occupancy certificate
Occupancy certificate shall be mandatory for all buildings. No person shall occupy or allow any other
person to occupy any building or part of building for any purpose unless OC has been granted.
Occupancy certificate shall be applied by citizen/LTP after the completion of construction. The owner shall
submit a notice of completion registered architect and licensed builder/developer along with prescribed
documents and plans to the sanction authority. the sanctioning authority/ the person authorized, on the
receipt of such notice of completion shall undertake inspection with regard to following aspects:
1. No. of Floors
2. External Setbacks
3. Usage of building
4. Parking space provision
5. Abutting road width
6. In case of deviations in Built up Area on ground can undertake penalty
The total height of building may vary to a maximum of 1m with no change in the permitted number of
floors subject to compliance of fire service norms ( Applicable for high rise buildings). Occupancy
certificate is free of cost.
 To apply for occupancy certificate through DPMS online permission, you need to Login through
DPMS website same as Building Permission.
 Click on Application Submission tab, Select Draft application, on top right corner you can find a
button named apply for. On clicking that you could find Occupancy option.
 Select OC, You will be directed to a application form.
Here, You have two options
 Select Yes, If you have Building Permission Application, Here you need to enter file details.

 Select NO, If you taken the Building Permission before DPMS were introduced, Fields to be entered
manually.

 After filling the details, Click Save and Continue.


 Documents tab will be opened. Here, you will be asked for documents regarding Approved plan,
Set back, NOC (if applicable)

 After uploading documents, click submit. Your proposal will be sent to DTCP.
 Site inspection will be done by ULB officer.
 Once you application for OC is approved, your proceeding will be available in proceeding issued tab
 In case of major deviations application will be rejected. There will be no shortfalls.

8 CHANGE OF LANDUSE
To apply for CLU application, you have to follow the same steps as Building Permissions like LTP
Registration/Citizen registration, login.
Once you login, select Draft application and click on Apply for on right corner,
select CLU option from drop down, You will be directed to Application Form.

8.1.1 Proposal Information


As the name suggests, you must provide information of your proposal type, location and address if
prompted.
Note: Fields marked with * are mandatory

Steps under proposal information


1. Select your ward number, Town/City, Locality, Mandal &village.
2. Select the plot no./house no./ both/ NA based on your proposal and survey number
3. Select Land use from Drop Down which means existing land use and,
4. Land Use To Drop Down is land use to which you are wishing to convert.
5. Under line of activity -write a line about your proposal.
6. Enter Site Abutting Road, Nature of the road, Extent.
7. Select YES or NO for site affecting under proposed master plan roads. If Yes is selected you need to
fill the following.

Now click on Applicant information

8.1.2 Applicant information


In Architect/Engineer/ Surveyor Information section the details of LTP automatically fill and freeze for LTP
login. However, for citizen login, LTP details are to be filled manually. Next you must fill the applicant
information such as name/ firm’s name, Address and contact details.
Note: This name is going to be reflected on all the letters which will be issued by the corporation. This
information will not be changed after submission to the corporation.
Steps under Applicant information:
1. In Applicant's Information section, owner name, address and contact details are to be carefully
filled

2. In Architect/Engineer/Surveyor Information section, select the consultant name. Address & Validity
will be automatically loaded. Here, You can find the In Architect/Engineer/Surveyor name only if
he/she registered in ULBs through DPMS.

After filling the details, Click on save button.

8.1.3 Application checklist
This section consists of questions (Yes/No) related to submission of NOCs based on vicinity (area nearby
or surrounding) of the proposal site. If the proposal site is near to any government property, Natural
resources, water bodies, Monuments, Gas/pipelines, High Tension lines, etc., the applicant/ owner should
obtain NOC (No objection certificate) from the respective authorities and submit a copy (PDF format only)
in Documents section.
Depending on your answers in the previous sections, the documents will be reflected in Additional
Documents section where you must submit the documents.
In application checklist,
1. Answer all questions with Yes / No , whichever is appropriate

Click Save at top right corner of the page, to successfully save your application. A file number is
generated, which please note down and is available in Draft Applications. This proposal file number will
also be sent to the registered mobile number of the applicant.

Click OK, You will be acknowledged with your file number and its location at the top left corner of the
page.

Now go to Draft Applications.

8.1.4 GEO location


Geo location means the latitude and longitude positions of your proposal Plot on Map. Adding geo
location has many benefits. It avoids confusion, provides accurate direction and makes it easy for the
inspection officers to verify the site.
To add GEO location
1. At the top, Tick Select co-ordinates from map.
2. Note: Please Add GEO-Location Coordinates in Clockwise Direction (or) add pins / marks in clock
wise direction only.
3. In the map zoom in to your plot area and click on the map to Pin / mark the corners of your
proposed plot. You can add any number of pins in the map depending on your plot size and
structure.
4. To remove the unwanted co-ordinates, click Remove icon

5. To remove all the unsaved information entered in the table at once, Click Reload icon & repeat
steps 1-3.
6. Enter the length of each side in the second table.
7. Check entered information once, then click Save
Go to Documents

8.1.5 Documents
In documents section, you can submit the required documents online (in pdf format only). The documents
required are based on the type of your proposal and the information / details you have provided in

previous sections. If you wish to change the details provided by you in the previous sections, you can go
back, edit and save the changes. The documents required vary depending on the changes you have made.
Here, you have two sections Primary, Additional
Primary Documents are mandatory and common for all CLU applications.

Additional Documents are asked based on fields selected in Application checklist.

To upload the documents


1. At the right, click Attach files > A pop up window appears, click Select Files > click Select
2. Choose the respective file from your Computer and click Open. The file gets uploaded.
3. To upload more than one file, choose Attach more and follow steps 1 & 2.
4. To remove your uploaded file, choose Attach more and click Remove beside your file. To
download your file, choose Attach more and click Download
5. To View your uploaded file(s), choose View files
6. Once you have done uploading files in one part, at the top, Click Submit _ _ _ _ aspects. A message
box appears Documents saved successfully.

Go to Drawings

8.1.6 Drawings

Here you can submit the preformatted (pre-DCR) AutoCAD drawing file of your proposal. It accepts only
file formats with .dwg type extension. This file is used to verify your proposal plan, whether it meets all
the requirements or it is violating rules.
To submit your drawing
1. Click Select files. A pop up window appears, click Select
2. Choose the respective drawing file (.dwg) from your computer and click Open. The drawing gets
uploaded and the date of upload is displayed to the right of your attachment.
3. To download your attached / uploaded file click Download
4. To remove your uploaded drawing, click Remove. To attach drawing files, repeat steps 1-2.

After saving the information provided , check your information entered in all the tabs once. You can also
check your filled in application form till now in pdf format & Download or print for future reference.
To check filled application form

1. At the top, click Report select Application form.


2. Your application will pop up with all the details you have provided. Download or print it by clicking
on appropriate options.
If you are sure that the information entered by you is correct, click Submit. Once you click Submit, you can
view your application in Submission Pending.

8.1.7 Submission Pending

This tab allows you to view your submitted files before submitting them to DTCP. Click on your application
number to view. Here you can view fee section added beside drawing section. Your initial fee status will
be shown as unpaid. To pay the initial processing fee go to FEE
To make Payment of initial fee, click on the link Pay now. You will be redirected to payments page

You can also pay the fee from DPMS home page by selecting District and ULB. Click Start your Application
and then click online payment where you get into a page there you need to enter file no. as shown

Note: Once you pay the initial charges, you cannot edit your application details other than documents,

clicking on the file number, you can see initial fee status as paid.

After sending, a message appears; This Proposal has been sent to DTCP authority, apply successfully

Click Submitted applications. Once you submit your application to DTCP. It passes parallel
through different departments at the same time

8.1.8 Submitted applications


Here you can find the status of your submitted applications. It consists of a list of submitted applications
to DTCP. In this list, you can find your file number (For e.g. 000 _ _ _ / _ _ _ /_ _ /_), proposal type,
Applicant name, Architect name etc. along with Documents, scrutiny & Site visit status(pending/ verified).
To know the real time status of application go to proposal flow which is on top right.

8.1.9 Proposal Flow

In this section, you can view the process flow of your application in DTCP & Remarks by Architect/ officer/
applicant. It provides you the Real-time details of your submitted application (proposal holder name, time
taken by the proposal holder to verify & whether proposal forwarded or returned).

To know your proposal status


1. At the top, in submission 1, click Show
2. It opens the proposal flow with the signs indicating the following:

- Proposal forwarded - Proposal holder


- Proposal returned - Flow ends

3. To know the date and time at which your proposal arrived at the holder, on top left of the block,
click + & to undo, click - and click Open/ Close All to expand/collapse all blocks at once.
4. To view remarks of your file at every stage, see the table below proposal flow. Generally, in
remarks, officers mention the details to be corrected for returned proposals / shortfalls.
Regarding site inspection intimation, you will get a message in the form of SMS to your registered mobile
number. You must be present at the site, on the said date & time. You can also view the site intimation
letter in this section under communication received tab. The verification process takes few days of time
and if your application details and uploaded documents are correct/as per actual, then successful
verification is done and your application status is updated by TP officials.
After File verification and site visit completion

1. To view Application form, at the top right, click report and select Application form.
2. To view technical scrutiny reports, at the top right, click report and select Scrutiny.
3. To view site visit report of the officer, at the top right, click report and select Site Visit.

8.1.10Shortfalls

In case some (or all) of your documents (or details) are incorrect / doesn’t match with actuals, DTCP will
mention its shortfalls (to be resubmitted documents/details) and transfer your application to Shortfalls in
Application status menu. You can provide the mentioned shortfalls and resubmit your applications. After
resubmission, your application is available in submitted Applications.

8.1.11 Submitted Applications (for Resubmitted Applications)


Here you can view your submitted application but as you are resubmitting after rectifying shortfalls, in
proposal flow your submission will be named as submission1,2 & 3 depending on the number of times you
resubmit.

8.1.12Approved Files
Once your application is approved, you will get a fee intimation regarding second fee

You can find your application in Approved files when your submitted file gets verified by DTCP and
attaches a signed DC letter to your application. To pay second payment, click on pay now and you will be
directed to payment page.
If your payment is verified, then you can find its status updated in Approved files as Paid. once the
payment is done, Click on Action button and select Apply for proceedings only after verification of all
payments.
Now, your application will undergo further processing By DTCP and Proceedings letter is issued to
you after verification of all details. You can view proceeding letter at communication received. Once
proceedings are released, you will receive a message (SMS) to your registered mobile number. This

process may take Few days of time. After the release of proceedings, your Drawings are verified and if
found correct, drawing file is attached to your application. You can view your drawings at communication
received.

If your application is found to be incorrect/ fraud. DTCP may reject your file. You can view them in
Rejected files

8.1.13 Rejected files

Here, applications rejected by ULB are placed along with valid reasons and proofs for rejection. Once
rejected, the applicant cannot proceed with the proposal. Fees/ charges paid to DTCP are non-refundable
as they are basic charges for the verification and scrutiny.

8.1.14 Proceeding Issued


This is the section in which your released proceedings and drawings are saved. Here you can view/
download/print the proceeding letter for showing to your local municipality or Gram Panchayat. You can
also download the final drawings approved by DTCP with specific conditions mentioned for construction.
Upload documents in PDF format and drawing in Dwg.
CLU doesn't have proceedings need to discuss

9 Layout Application
Enrolment of LTP\Citizen is common for any application in DPMS. once you complete the registration,
login with your credentials to respective Urban local Body you wish to apply.
To apply for new proposal of layout permission, you need to click Apply for, Open layout button where
you could find three sections, they are
1. General information
2. Applicant information
3. Application Checklist

Start filling the Application Form.

9.1.4 Plot Details


Here you must provide detailed information of your site, such as Plot area, proposed activity, structure,
Location details, Land use zone and whether the site is affected by the master plan. Select /fill as per your
proposed plan. This tab is divided into four sections named, Main details, Site details and schedule of
boundaries, Property Assessment Tax.
Steps to fill in the plot details

1. Under Main details, following details are asked to fill;


 Select the Land use Zone and enter proposed site area and Total site area as on grounds.
 Select Mortgage or Security Deposit
 For mortgage enter mortgage area.
 For security deposit enter security deposit amount.
 Enter Open space area.
 If the site is affecting under proposed master plan, click yes and fill the details of Road Affected
Area (Sq. Mt.) it will calculate Net Plot Area (Sq. Mt.) automatically, Existing Road Width (Mt.),
Proposed Road Width (Mt.). Otherwise click No
 Select Yes/ No for the questions asked for transfer of setbacks, Govt land.
 Enter plot width and depth.
 Select type of location and sub location form drop downs.
Under Site Details

2. Site details deals with approach road, connected to existing public plan, status of the road near
your proposal and commencement of work on site. Fill appropriately and carefully.
3. In Schedule of boundaries section, select & provide the details of area surrounding your proposal
and attach appropriate photographs (Less than 20 MB each).
Property assessment tax

In property Assessment tax, fill the occupant type, Classification of building, building usage. This
information provided by applicant will be used for assessment of property.

9.1.5 Land details


In this section, fill the plot ownership details of the applicant/ owner.

Steps to fill plot ownership details.


At the top right, +Add click
1. Add details of plot number, Document number, plot use, Type of deed, physical area measured at
site and other required details in the provided columns
2. Note: Enter plot area as mentioned in documents in Sq. Mt.
3. You can add more than one plot by clicking +Add.
4. To remove unwanted rows, tick the respective row at beginning & choose Delete

5. To remove all the unsaved information entered in the table at once, Click Reload icon . Fill all
details.
6. Based on details provided, if your plot is the part of amalgamation (combining two or more plots)
or Sub-division (Dividing a plot in to parts), then the appropriate Yes/No is selected automatically.
7. Click Save

After File verification and site visit completion

4. To view Application form, at the top right, click report and select Application form.

Click status below Site inspection (pending / Completed), to know your proposal flow in site inspection
department.
Click on your File No., to know your proposal flow of Technical aspects (at which official is your file present
in DTCP), Scrutiny reports and site visit report (when completed).
It will open your filled in application along with an additional tab called Proposal Flow.

9.1.12 DC payments
After receiving communication from Commissioner that fees intimation letter is signed, you need to pay
the second fee and apply for Draft layout and proceedings. Then the application will be sent to concerned
officer in DTCP office.

Click on Approved files , select the file to which fee is intimated


Click on Pay Now where you would be directed to payment page.
After paying the fee, status will be change to paid

On top right corner select Action Button, there you can find Apply option which is for Draft layout &
Proceedings

Click ok, to confirm for Applying Proceedings

You get a dialogue on top left saying that your proposal has been sent to DTCP authority.

Once the DTCP issues the final Approval, the application will be available at Proceeding Tab and applicant
can download the drawing and proceed further and can also view the total process of file flow.
