SITE OF THE PROJECT
1. THE SITE

i) Site of the Four-Lane Project Highway shall include the land, buildings, structures and
road works as described in Annex-I of this Schedule-A.
ii) The dates of handing over the Right of Way to the Contractor are specified in Annex-II
of this Schedule-A.
iii) An inventory of the Site including the land, buildings, structures, roadworks, trees and
any other immovable property on or attached to the Site shall be prepared jointly by
the Authority Representative and the Contractor, and such inventory shall form part of
the memorandum referred to in Clause 8.2.1 of this Agreement.
iv) The alignment plans of the Project Highway are specified in Annex-III. In the case of
sections where no modification in the existing alignment of the Project Highway is
contemplated, the alignment plan has not been provided. Alignment plans have only
been given for sections where the existing alignment is proposed to be upgraded. The
proposed profile of the Project Highways shall be followed by the contractor with
minimum FRL as indicated in the alignment plan. The Contractor, however,
improve/upgrade the Road Profile as indicated in Annex-III based on site/design
requirement.
v) The status of the environment clearances obtained or awaited is given in Annex IV.

SITE FOR FOUR LANING

1. SITE:
The Site of the Project Highway comprises of 4-laning of Pararia - Mohania section of NH-
319 (Old NH-30) from km 54+530 (Design Chainage) (25°19'10.48"N, 84°11'3.50"E) to
km 115+330 (Design Chainage) (25° 9'32.19"N, 83°37'57.78"E) on EPC Mode in the
State of Bihar. The land, carriageway and structures comprising the Site are described
below.

ALIGNMENT PLANS

The existing alignment of the Project Highway shall be modified in the following sections as per
the alignment plan indicated below:

i. The alignment of the Project Highway is enclosed in alignment plan. Finished road level
indicated in the alignment plan shall be followed by the contractor as minimum FRL. In any
case, the finished road level of the project highway shall not be less than those indicated in
the alignment plan. The contractor shall, however, improve/upgrade the Road profile as
indicated in Annex-III based on site/design requirement.

ii. Traffic Signage plan of the Project Highway showing numbers & location of traffic signs is
enclosed. The contractor shall, however, improve/upgrade upon the traffic signage plan as
indicated in Annex-III based on site/design requirement as per IRC: SP: 84 & IRC: 67.

2. FOUR LANING WITH PAVED SHOULER
Four laning with paved shoulder shall include four laning with paved shoulder and
strengthening of the existing project highway as described in Annex-I of this Schedule-B
and in Schedule- C.
3. SPECIFICATIONS AND STANDARDS
The Project Highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Annex-I of Schedule-D.

DESCRIPTION OF FOUR LANING WITH PAVED
SHOULDER AND STRENGTHENING

1. WIDENING OF THE EXISTING HIGHWAY

i) The Project Highway shall follow the existing alignment unless otherwise specified
by the Authority and shown in the alignment plans specified in Annex-III of
Schedule-A. Geometric deficiencies, if any, in the existing horizontal and vertical
profiles shall be corrected as per the prescribed standards for plain/rolling terrain to
the extent land is available.

ii) WIDTH OF CARRIAGEWAY

a. Four laning with paved shoulders shall be undertaken. The paved carriageway
including paved shoulder shall be 2x9.0m wide in accordance with IRC SP : 84 –
2014.

Provided that in the built-up area the width of the carriageway shall be as specified in
the following table:

2. GEOMETRIC DESIGN AND GENERAL FEATURES

i) General
Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of the Manual.
ii) Design speed
The design speed shall be the minimum design speed of 100 Km per hr for plain/rolling
terrain.
iii) Improvement of the existing road geometrics
In the following sections, where improvement of the existing road geometrics to the
prescribed standards is not possible, the existing road geometrics shall be improved
to the extent possible within the given right of way and proper road signs and safety
measures shall be provided:

4. ROAD EMBANKMENT AND CUT SECTION


i) Widening and improvement of the existing road embankment/cuttings and
construction of new road embankment/ cuttings shall conform to the Specifications
and Standards given in Section 4 of the Manual and the specified cross-sectional
details. Deficiencies in the plan and profile of the Existing raod shall be corrected.

Note: Above Length of Toe Wall/ Retaining wall is tentative and minimum specified. The actual
length of Toe Wall/ Retaining wall shall be determined by the Contractor in accordance with the
IRC: SP:84-2014 requirements with approval from the Authority’s Engineer. Any increase in the
length and height specified in this Clause of Schedule-B shall not constitute a Change of Scope,
save and except any variations in the length arising out of a Change of Scope expressly
undertaken in accordance with the provisions of Article 13.

5. PAVEMENT DESIGN
i) Pavement design shall be carried out in accordance with the provision of relevant
Manual.

ii) Type of pavement:


Flexible Pavement shall be provided on main carriageway and service road except Toll Plaza
location where rigid pavement shall be provided.

iii) Design requirements


Design requirements: As per IRC: SP: 84-2014 and IRC: 37- 2018.

a. Design Period and strategy

Pavement design shall be carried out in accordance with Section 5 of the Manual (IRC SP
84- 2014) provided the minimum thickness should be adopted with reference to the
minimum design Traffic loading as mentioned in Clause 5. (iii) b of Schedule B. Stage
Construction is not permitted.

Flexible Pavement shall be provided in entire project length, including service road/Slip
road, Bus bays, junctions and Way side amenities as per IRC 37:2018 except at toll plaza
where rigid pavement shall be designed as per IRC 58:2015.

Service/Slip Road: Pavement shall be designed as Flexible Pavement in accordance with


IRC 37:2018

Pavement shall be designed for a minimum design period of 20 years.

b. Design Traffic

Notwithstanding anything to the contrary contained in this Agreement or the IRC SP: 84-
2014, the Contractor shall design the pavement for minimum design traffic loading of 85
MSA. In case the MSA is more than specified above at the time of traffic survey done by
Contractor at the time of design of project highway, then the higher traffic will be adopted
for design. However, the contarctor shall provide the minimum crust thickness as
following: -

Strengthening on Existing Road : -

Existing road to be strengthened with minimum 50mm of DBM (after suitable profile
correction) and 40mm of BC.

Toll Plaza: -The thickness of PQC shall not be less than 300 mm and thickness of DLC
shall not be less than 150 mm. Below DLC layer, a properly designed GSB of minimum
150 mm thickness shall be provided.

8. TRAFFIC CONTROL DEVICES AND ROAD SAFETY WORKS


i) Traffic control devices and road safety works shall be provided in accordance with the Manual.

Traffic Signs: Traffic Sign include roadside signs, overhead signs, and curb mounted signs,
along the entire project highway.

Pavement Marking: Pavement marking shall cover road marking for the entire project
highway.
ii) Specifications of the reflective sheeting:

Retro reflective sheeting should be of high intensity grade with encapsulated lens or micro
prismatic retro reflective element in accordance with ASTM Standard D 4956-04
9. ROADSIDE FURNITURE
i) Roadside furniture shall be provided in accordance with the provisions of the Manual.

ii) Overhead traffic signs: location and size:

a. Full width overhead signs: Full width Overhead signs shall be provided as suggested in IRC
SP: 84-2014.
b. Cantilever Overhead signs: Cantilever Overhead signs shall be provided as suggested in IRC
SP: 84-2014.
c. Delinators: Delineators for the entire Projedct Highway at the locations as provided as

d. MS Railing: MS Railing for separation of main carriageway and the service road along the

10. COMPULSORY AFFORESTATION
The number of Trees which are required to be planted, by the contractor as compensatory
afforestation should be as per Forest Conservation Act, twice the number of trees to be cut.

11. HAZARDOUS LOCATIONS


The safety barriers shall also be provided in the following locations.

13. CHANGE OF SCOPE


The length of Structures and Bridges specified herein above shall be treated as an
approximate assessment. The actual lengths as required on the basis of detailed
investigations shall be determined by the Contractor in accordance with the Specifications and
Standards. Any variations in the lengths specified in this Schedule-B shall not constitute a
Change of Scope, save and except any variations in the length arising out of a Change of
Scope expressly undertaken in accordance with the provisions of Article 13.

14. Rain Water Harvesting Structure

Rain Water harvesting pit shall be provided at every 500 m of the Project highway and location
will be finilaized in consultation with Authority and Authority’s Engineer. Rain water harvesting
shall be done as per IRC: SP: 50 – 2013.

PROJECT FACILITIES

1 PROJECT FACILITIES
The Contractor shall construct the Project Facilities in accordance with
the provisions of this Agreement. Such Project Facilities shall include:
a) Toll plaza;
b) Road side furniture;
c) Street lightning;
d) Pedestrian facilities;
e) Landscaping and tree plantation;
f) Cattle crossings
g) Truck lay-byes;
h) Bus-bays and bus shelters;
i) Rest areas;
j) Others;

2 DESCRIPTIONS OF PROJECT FACILITIES

Each of the project facilities is described below:-

a) Toll Plaza

Toll plaza shall be designed as per the guidelines of manual and it shal be provide at
following location:-

Note:
 The tentative location is mentioned above however, the exact location shall be finalized in consultation with
the Authority Engineer.
 Contractor shall assess actual requirement of toll lanes as per actual site condition. These toll lanes shall be
finalized in consultation with AE/Project Director, NHAI. The additional toll lanes shall not be treated as change of
scope.
 Solar panels shall be erected over the toll plaza canopy to generate the green energy. The same shall be utilized
for toll plaza lighting with LED lights and other energy requirements within toll plaza area. In addition to solar
panels conventional lighting shall be provided by contractor.
 All Toll Plazas are to be equipped with Hybrid ETC equipment as per NHAI circular No. NHAI/13013/2016-
17/CO/Hybrid ETC/112716 dated 08.02.2018. 2 Lanes on each side shall be full ETC lanes.
 Minimum median speed Weigh in Motion (WIM) devices shall be provided in all toll lanes at toll plaza location. In
addition to WIM, Static weight Bridge (SWBs) shall also be provided on each direction as per manual.
 Point of sale (POS) with card swapping machines shall be provided.
 Specifications and other requirements of the Toll Plaza shall be strictly as per relevant provision of IRC Manual.
b) Road Side Furniture
i. Traffic Signs

Traffic Signs, include roadside signs, overhead signs and kerb mounted signs etc.,
shall be provided along the entire project Highway. The detailed signage plan
indicating places, direction, distances and other features marked on the change plan
shall be prepared as per the manual (IRC: SP: 84-2014) requirement and the same
shall be finalized in consultation with Independent Engineer/Project Director, NHAI as
per site requirement.

ii. Pavement Markings


Pavement Markings shall cover road Marking for the entire Project Highway as
per Manual IRC SP: 84-2014.

iii. LED Traffic Blinkers


For all Pedestran Cross walks along the alignment, at all the Major Junction
locations and at curve locations where curve radius not confirming to minimum
radius as per design standards and any other locations specified in relevant
Manual IRC SP: 84-2014.

iv. Crash barrier


Provide W-beam crash barrier along the project highway at the locations as
suggested in manual specified in Schedule D.

v. Delineators
Delineators for the entire Project Highway at the locations as suggested in
relevant IRC Manual specified in Schedule D.

vi. Boundary stones


For the entire Project Highway as suggested in relevant IRC Manual specified in
Schedule D.

vii. Hectometer / Kilometer stones


For the entire Project Highway as suggested in relevant IRC Manual specified in
Schedule D.

viii. Reflective Pavement Markers (Road studs):


Road Studs shall be provided at Horizontal curve below 700m, median opening,
intersection, cross roads & built up areas (Excluding Toll Plaza location) and shall
confirm to the specification mentioned in Schedule-D.

c) Pedestrian Facilities
The pedestrian facilities shall include the provision of the;
i. Pedestrian guardrail: Provide pedestrian guardrail at each bus stop location.
ii. Pedestrian Crossings: Provide pedestrian crossing facilities on locations as
specified in Schedule D.

d) Landscaping and Tree Plantation:


i. Landscaping and tree plantation shall be done as per IRC: SP: 21-2009 at all the
major/minor junction subjected to availability of space. In addition to be the above
landscaping shall be done along the median of the carriageway throughout the project
stretch.
ii. Avenue Plantationfor 8064 no. of tree shall be done within the ROW and species of the
tree shall be finalized after consultation with authority.

and as per manual specified in Schedule D.

Cranes in adequate number.

5. Advance Traffic Management System (ATMS)


Provisions of other facilities, if required may be made in similar manner

6. Traffic Aid Posts:


Traffic aid posts shall be provided as per specifications and standards specified in
Schedule D.
7. Medical Aid Posts / Emergency Medical Services:
Ambulance Unit shall be provided as per the Manual. Medical Aid Posts shall be
provided as per specifications and standards specified in Schedule D. Emergency
Medical Services shall be set up at Toll Plaza as per Para 12.12 of Manual.

8. Telecom System:
Telecom System facilities shall be provided as per the Manual specified in Schedule
D.

9. Operation and Maintenance Center:


O & M center either at Toll Plaza location or any other location along the project
highway is to be established with all facilities to meet the O & M obligations. Minimum
facilities provided at O & M center shall be as per Para 12.16 of Manual.

10. Vehicular Rescue Posts:


Vehicular Rescue Posts shall be provided at the Toll Plaza in accordance with the
Manual of Specification and Standards referred in Schedule D.

11. Slope protection:


The slope protection by lawn or any other method using green technology will be

1 CONSTRUCTION
The Contractor shall comply with the Specifications and Standards set forth in Annex-I
of this Schedule-D for construction of the Project Highway.
2 DESIGN STANDARDS
The Project Highway including Project Facilities shall conform to design requirements
set out in the following documents:
Manual of Specifications and Standards for Four Laning of Highways (IRC: SP: 84-
2014), referred to herein as the Manual and all the other latest IRC codes, specifications
& circulars issued by MORT&H.

1 SPECIFICATIONS AND STANDARDS


All Materials, works and construction operations shall conform to the Specifications
and Standards for Four-Laning of Highways (IRC:SP:84-2014), and MORTH
Specifications for Road and Bridge Works. Where the specification for a work is not
given, Good Industry Practice shall be adopted to the satisfaction of the Authority’s
Engineer.
2 DEVIATIONS FROM THE SPECIFICATIONS AND STANDARDS
i) The terms “Contractor”, “Independent Engineer” and “Concession Agreement” used in
the IRC:SP:84-2014 shall be deemed to be substituted by the terms “Contractor”,
“Authority’s Engineer” and “Agreement” respectively.
ii) Notwithstanding anything to the contrary contained in Paragraph 1 above, the
following Specifications and Standards shall apply to the Project Highway, and for
purposes of this Agreement, the aforesaid Specifications and Standards shall be
deemed to be amended to the extent set forth below:
