ACTIVITY PROPOSAL

TITLE OF ACTIVITY : PROGRAM IMPLEMENTATION REVIEW

RATIONALE:

Program Implementation Review (PIR) is about making a program work. It includes who,
what, where, and how a program is set up and run. All the activities and initiatives in work with
children and youth within contexts that are complex, fragmented, and often vulnerable to
changes in political and economic climates—all things that can work with or against a program’s
ability to achieve results. Effective implementation is more than a contributing factor in setting
up initiatives for success. According to some research, the quality of implementation plays a
significant part in bringing about outcomes. If a program is implemented poorly or even
moderately well, its goals are unlikely to be achieved, or the results will be less significant.

Further, understanding whether or not a program was implemented correctly allows


program implementers to more accurately interpret the relationship between the program and
observed outcomes (Durlak, 1998; Gresham & Gansle, 1993; Moncher & Prinz, 1991).

DSWD with its own guidelines mandates that every program should be evaluated in
order to gauge the level of its implementation. PIR is important in order to monitor closely the
implementation if it matches to operational definition specifically in meeting the target of the
FOs Office Performance Contract (OPC). It will also provide the management the amount of
services and programs provided to the clienteles.

RRCY in its adherence to the existing policies and system of monitoring the
implementation of the 5 year strategic plan and gauge the quality of services provided to CICL
will conduct a PIR. Program handler believes that with quality implementation, success is
more likely. Effectively implemented programs stand a better chance of achieving intended
outcomes and producing positive results for CICL. But these can only be established if a PIR shall
be conducted. Hence, THIS PROPOSAL.

OBJECTIVES:

RRCY believes that the extent of program implemented to CICL if the following
objectives are considered during the PIR;

1. To acknowledge the significant role of staff in the rehabilitation of residents.


2. Measures individuals' engagement and involvement in the program
3. Identify program components in order to ascertain their unique contributions to the
outcomes in the strategic plan
4. Identify areas which requires improvement for effective and efficient program
implementation

DESCRIPTION OF THE ACTIVITY:

This is a one-day activity to be conducted outside the center in order to give more focus
and quality time for the staff to achieve the above-cited objectives. It shall be participated by
eleven (11) staff composed of program handlers/focal persons. The focal persons shall be given
in advance a copy of the template to be used for the activity. In the morning, the workshop will
be conducted. In the afternoon, the presentation of the output will be done.

One meal and two (2) snacks will be served. The center shall hire one (1) van to ferry the
staff from Agusan del Sur to the venue vice versa.

EVALUATION AND RECOMMENDATION:

Based on the forgoing, it is highly recommended that the amount of Nine Thousand
Pesos (Php 9,000.00) be approved to finance the said activity.
