Promulgated: 11 February 2011

WHEREAS, according to the 2010 Electoral Code, stipulated in Article VI, Section 2:

Regulations concerning the allowed type and quantity of materials, as well as any additional regulations concerning campaigning shall be issued by the COMELEC through a resolution at least three (3) school days before the start of the campaign period. In the event that the COMELEC does not issue a resolution, the previous resolution shall take effect. Any violation of these regulations shall be considered a violation of the Electoral Code.

WHEREAS, the Candidate’s Manual, released three school days before the start of the campaign period, contains the regulations concerning the allowed type and quantity of materials, as well as any additional regulations concerning campaigning.

WHEREAS, the COMELEC deems the current tarpaulin and lamppost reservation system impractical for the remainder of the campaign period.

2. All previous reservations for lampposts will be cancelled.

3. Reservations for lamppost will begin as soon as the injunction is lifted.

4. The process of lamppost reservation will follow the process stated in MEMO10 promulgated February 8, 2011 except for the number of allowable tarpaulins.

5. The tarpaulin limit for individual candidates stated in the Candidate’s Manual.

6. Independent Candidates for Top 4 positions may hang one (1) tarpaulin instead of two (2).

7. Independent Candidates for School Chair, School Secretary-Treasurer, Central Board Representative, and Executive Officer will no longer be allowed to hang tarpaulins.
