In a group of 4 students, develop a Term of Reference of project given below. The Term of

Title project

The title of the EIA report is “Proposed Development of Sustainable Scheduled Waste Treatment
Center (SSWTC) at PT1682 Bukit Tagar Sanitary Landfill, Mukim Sungai Tinggi, Daerah Hulu Selangor,
Selangor Darul Ehsan by Berjaya Alam Murni Sdn. Bhd.”.

Company Background

The proposed SSWTC project is initiated by Berjaya Alam Murni Sdn. Bhd. (“BAM” or “Project
Proponent”), in response to (Problem Statement) the perceived shortage of scheduled waste
treatment and disposal facilities in Malaysia. Thus, BAM proposes to develop the SSWTC in order
(Objective) to fulfil this gap catering the needs to have such facility strategically located within the
country.

BAM is a subsidiary of Berjaya Group Corporation Berhad (“Berjaya”), a public listed company in
Malaysia with investment involving environmental services, solid waste disposal project, water and
wastewater, financial services, customer-based business, hotels and resorts, recreational and
tourism development, property investment and development, food and beverages, industrial and
investment holding etc.

Berjaya has successfully developed and operated state-of-the-art sanitary landfill projects in
Malaysia and China achieving world-class operating standards since 2005. These sanitary landfill
projects have also attained a numerous local and foreign recognitions and awards. Berjaya’s
landmark sanitary landfill project is the Bukit Tagar Sanitary Landfill (“BTSL”) which commences
operations in 2005 until to-date under a Build-Operate-Transfer (BOT) scheme with the Government.

Amita KUB-Berjaya Kitar (“AKBK”), is another subsidiary of Berjaya located within the area of the
Bukit Tagar Sanitary Landfill since 2017. AKBK handles and recycles 15 types of scheduled waste
codes such as SW104, SW110, SW202, SW203, SW204, SW207, SW310, SW311, SW316, SW319,
SW321, SW406, SW411, SW416 and SW427. To date, AKBK and Berjaya are receiving various
requests from many customers to consider additional category or types of scheduled wastes. Hence,
Berjaya plans to expand its services to consider handling all 76 out of 77 types of scheduled waste
codes as listed in First Scheduled of Environmental Quality (Scheduled Waste) Regulations, 2005.
With the vast of experience gained by its parent and its associated companies, BAM proposes to
undertake the development of SSWTC project. The proposed project is to be (Location) located on a
suitable 40 acres tract of land inside BTSL. The development of SSWTC is a private sector initiative
that is intended to (Objective) provide a long-term solution to many waste generators for the
disposal of their wastes in a sustainably and environmental-friendly manner.

(Regulation) In the Environmental Quality (Scheduled Wastes) Regulations, 2005, scheduled wastes
are defined as any waste falling within the categories of waste listed in the First Schedule. According
to the regulation, scheduled waste can only be disposed at prescribed premises and wastes should
be rendered innocuous prior to disposal. In addition, and practically, the waste can be process either
to undergo treatment or recovery of material or creating new products.

(Objective) BAM proposes to develop a regional hub for treatment, recovery and disposal facilities
for scheduled waste generated throughout the country especially from central, northern and
eastern region of Peninsular Malaysia. BAM has planned to undertake the planning, construction
and installation of a full pledge scheduled waste treatment and disposal facility at SSWTC, located
within the existing Bukit Tagar Sanitary Landfill (BTSL) site.

Table 1.2 presents the comprehensive and integrated scheduled waste management facilities
associated with the proposed SSWTC, which includes the waste to energy thermal treatment plant,
secure landfill, solidification facility, oil recovery facility, leachate treatment plant, surface water
treatment plant and storage facility along with their respective capacities.

The main objective of the proposed project is to develop a SSWTC with (Objective) sufficient
capacity as part of the nation’s integrated scheduled waste treatment management facility in the
country. The SSWTC will provide a sustainable long-term solution of managing industrial waste for
waste generators. SSWTC implements the concept of advocating sustainable industrial ecology in
line with DOE’s policy encouraging industries engaging a mutually beneficial symbiosis of;
i. “One industry’s waste is another’s feedstock” and “one industry’s by-product is another’s raw
material”;
ii. “Convert waste to resource”; and
iii. “Knowledge of how to reuse”, “chemically modify”, “recycle wastes” and “making waste into raw
materials”.

BAM aspires to enhance and promote the 4R cradle-to-cradle approach by utilising existing BTSL
resources in the establishment of SSWTC, extending its inclusion of 76 scheduled waste codes as
listed in First Schedule of Environmental Quality (Scheduled Waste) Regulations, 2005. SSWTC will
strictly adhere to the Malaysia’s environmental and safety and health requirements as stated in
Malaysia’s Environmental Quality Act, 1974 along with other relevant regulations in the
establishment of the facility.

1.2.1 Project Location


The proposed SSWTC site is located at PT1682 Bukit Tagar Sanitary Landfill (BTSL), Mukim Sungai
Tinggi, Daerah Hulu Selangor, Selangor Darul Ehsan. SSWTC will be built at the existing BTSL, which is
developed and operated by KUB-Berjaya Enviro Sdn. Bhd. and KUB-Berjaya Energy Sdn. Bhd.,
subsidiaries of Berjaya Corporation Berhad (Berjaya), a conglomerate public listed company on the
Malaysia stock exchange. BTSL is premised on a long-term concession from the Government of
Malaysia.

The proposed SSWTC is located within the existing BTSL, which is located approximately 15 km from
Bukit Beruntung and about 50 km from Kuala Lumpur City Centre. It can be accessed via North-South
Expressway (NSE) (E1), exiting at the Bukit Tagar Toll (Exit 119). An alternative route is via State Road
B33 from Bestari Jaya then via State Road 228 Jalan Bukit Tagar.

BTSL is a national interest project of providing a proper disposal site for municipal solid waste from
Federal Territory of Kuala Lumpur and areas under Majlis Perbandaran Selayang (MPS) and Majlis
Daerah Hulu Selangor (MDHS). Thus, Berjaya has taken the initiative for the project, designed and
commenced the construction and operation of the sanitary landfill since April 2005. The site is
originally agricultural and presently cultivated with rubber trees with some oil palm trees and
overgrown with other grass weeds at the lower-lying area. As it is gazetted as the integrated solid
waste treatment management center, there is already a 500 m buffer zone surrounding the site and
the nearest settlement is at least 1 km away from the establishment.

SSWTC covers a total area of 40 acres, located within the existing BTSL, which occupies a landfill
footprint of 700 acres. BTSL is a Level IV sanitary landfill catering to municipal waste management
from Federal Territory of Kuala Lumpur and areas under Majlis Perbandaran Selayang (MPS) and
Majlis Daerah Hulu Selangor (MDHS).

The existing SSWTC site is currently vegetated with secondary forest in between BTSL’s advance cell
and Phase 1 cell. Ownership of the land belongs to the Jabatan Ketua Pengarah Tanah dan Galian
(JKPTG) of Malaysia, where upon, Berjaya leases the overall BTSL land area of 700 acres from JKPTG
and under the administration purview of Jabatan Pengurusan Sisa Pepejal Negara (JPSPN) of the
Kementerian Perumahan dan Kerajaan Tempatan (KPKT). The site was selected for its suitable
topography, proximity to the major waste sources, easily accessible and far from any residential area
with a minimum of 500 m buffer zone surrounding the whole establishment of the BTSL.
