STEP-VIII ARRANGING FINANCE : Finance for the industrial project should be obtained before
applying for registration. Finance for business has two components: (a) Fixed Capital, (b)
Working Capital. Fixed capital comprises the amount required for land, building, plant and ma-
chinery, office equipment, furniture, fixtures, fittings, installations and other fixed assets etc.
Working capital is required for day to day operations of the unit for payment of wages, manu-
facturing/administrative expenses, purchasing, processing and storing raw materials, goods in
process, finished goods, consumable stores/spares, etc. provide credit to trade on sales, to
meet expenses on workers wages, transport and the like. Fixed capital can be had in the form
of term loan, hire purchase, or differed payment facility. Working capital can be arranged from
a commercial bank in the form of cash credit, overdraft and bills purchase/discount facility. Term
loans are provided by State Financial Corporation (SFCs). Almost every State/Union Territory
has one SFC. Where there is no SFC, the State Industrial Development Corporation (SIDC)
perform the functions. Apart from these corporations, banks (Commercial, Co-operative and
Regional, Rural Banks) also sanction term loans although their main operations are extension of
working capital facilities. All SSIs engaged or proposed to be engaged in legally permissible
process/service activity are eligible for financial assistance. Among other sources for raising
finance is National Small Industries Corporation Limited (NSIC) which gives machinery, indig-
enous and imported, on hire-purchase and leasing basis besides extending assistance (includ-
ing financial) for procurement of raw material, imported and indigenous, and for sale to govern-
ment agencies. For margin money which is the amount of money that one has to invest in the
project from his own sources, there are a number of schemes through which partially or
completely margin money required to set up the project is available. These are Special Capital
Scheme, Seed Capital Scheme, National Equity Fund and Engineers Equity Fund.

submission of a Bank Draft of Rs. 50.00 (Rupees Fifty) only issued by any Nationalized Bank in
favour of the Director, TE and SCERT-cum-Chairman, M.Ed. CSB, Orissa, Bhubaneswar
payable at Bhubaneswar on production of Caste Certificate, marksheetof B.Ed. Examination,
in original, and submission of self-attested true copies of the same in the Office of the Principal
of any one of the Institution mentioned in Para 1.0 above. The Bank Draft issued before 25.02.2011
and after 05.03.2011 shall not be entertained.
• PH Candidates (Blind students who have used Braille for studies, Hearing impaired and dumb
students, Orthopaedically handicapped students with disability of more than 75%) can obtain
Information Brochure and Application Form free of cost. He / she shall produce PH Certificate
and marksheet of B.Ed. Examination, in original, and submit self-attested true copies of the same
in the Office of the Principal of the Institution as mentioned in Para 1.0.
Sale of Application Forms from 25 .02.2011 to 05.03.2011 during 11.00 a.m. to 05.00 p.m.
on all working days.
There is no provision for supply of Application Form and Information Brochure by
Post or any other mode.
4.0 SUBMISSION OF APPLICATION FORMS :
Duly filled in Application Form, complete in all respect along with required documents in the given
envelope should reach the Director, TE and SCERT, Unit-IV, Orissa, Bhubaneswar by
Registered / Speed post on or before 14.03.2011. Application forms received through any
other mode or after the last date of submission shall not be entertained.
