1 INTRODUCTION
Groupement ISARÈNE (the “COMPANY”) will develop the Ain Tsila gas field which is located in
the Illizi basin in the eastern part of the Sahara Desert in south-east Algeria, south of the Grand
Erg Oriental.
Figure 1 below shows the location of the Périmètre Isarène and Ain Tsila:

The field was discovered within the Périmètre Isarène (Blocks 228, 229a) in 2007 and has been
appraised to hold approximately 65 billion cubic metres (2.29 trillion cubic feet) of recoverable
hydrocarbon reserves. The field lies in the Sahara Desert, approximately 1,100km south-east of
Algiers, 175km west of In Amenas, 175km north- west of Illizi and 450km to the south-east of
Hassi Messaoud. Central Processing Facility (CPF) is designed to produce 10.3 MMSCMD
sales gas.
A gathering system, comprising wellsites, wellsite systems, flowlines, manifold stations, and
trunk pipelines to gather the produced fluids and transport them to the reception facilities at the
CPF. Raw gas will be treated in the CPF. Processing facilities comprising pipeline reception
facilities, slugcatcher(s), feed gas compression, mercury removal, gas dehydration, gas
conditioning (natural gas liquids extraction), export compression, condensate stripper, LPG
fractionation facilities, condensate and LPG export facilities and associated utilities, storage and
buildings (all located at the CPF). Fiscal metering for sales gas, LPG, and condensate, located
at the CPF battery limit.
Sales quality gas will be delivered to SONATRACH TRC’s (TRC) sales gas pipeline system at
a tie-in point on a manifold next to the TFT compressor station. Liquefied petroleum gas (LPG)
will be delivered to TRC’s LPG pipeline system at a tie-in point located at a block valve station
west of the TFT compressor station. Stabilized condensate will be delivered to TRC’s
condensate pipeline system at a tie-in point located at Méderba, approximately 165km north of
Ain Tsila.

This document defines the Functional Design Specification for the Telecom Monitoring &
Surveillance System that shall be supplied, test, installed and commissioned for Ain.

2.4 Industry Standards

in accordance with relevant sections of the latest editions of International Codes and
Standard and with list of Codes and Standards document no. A-ENG-LST-000-0001.

4 GENERAL

4.1 Seller’s General Responsibilities


The Seller shall be fully responsible for all aspects of the design, manufacture, inspection,
and supply of all equipment within its scope of supply. This shall include, but not be
limited to:
• Ensuring that the equipment meets all requirements of this specification
• Co – Ordination and Control of its Sub – Suppliers
• The provision of adequate support to the CONTRACTOR and COMPANY during
FAT, Commissioning and Start – Up

Compliance with the provision of this specification does not relieve the Seller of its
responsibility to furnish equipment of a proper design suited to meet the specified service
conditions and local codes governing health and safety.

4.2 Order of Precedence


Where Algerian regulations, codes and standards exist, their recommendations shall
always take precedence. Such regulations shall therefore be deemed to supplement
and/or amend the provisions of this specification.
In the event of conflict between the requirements of this specification and other
referenced documents, the Seller shall request written clarification from the Purchaser.
The order of precedence will normally be:

• Primary Equipment Specification
• Other Project Specifications
• International Code & Standards
Any deviations from these documents shall be agreed with the Purchaser prior to
implementation. However, adherence to them does not relieve the Seller of its obligation
to apply good industry practices in the delivery of goods and services to the Development

4.3 Health, Safety and Environmental Regulations


The Seller shall be responsible for ensuring that the equipment supplied meets all
applicable regulations on health, safety, and environment.

4.4 Hazardous Area Considerations


All electrical and electronic equipment for this system is located in safe area.

4.5 Fire Protection


Flame retardant materials are used to contain and self-extinguish fire. Low Smoke Zero
Halogen type cables are used to reduce smoke and avoid emission of hydrogen chloride
during fire.

4.6 Ingress Protection


All equipment, enclosures and Junction boxes installed outdoor are certified for IP 65 as
minimum.
All enclosures and Junction boxes installed indoor inside the buildings meet IP42 rating
as minimum.

4.7 Environmental Considerations


All equipment for outdoor use is certified for an operational temperature of 55DegC as
minimum.

4.8 Design Life


Design life of the proposed system is 25 years.

4.9 Power Supply


The system is designed with dual redundant 230 V AC±1%, 50 Hz±1% power feed from
UPS. Voltage conversions are carried out within the cabinets where required. Dual
feeders are directly connected to equipment with dual power supply inputs. For
equipment with single power supply input power is fed through an automatic power
transfer switch.

4.10 Spare Capacity and Expandability


The system is required to have 25% of current utilisation as unequipped expandability
without any major modification in the central system.

4.11 Grounding
Each of the cabinet is provided with two isolated earth rails as follows.
- Safety Earth Rail is terminated to the building protective earth bar.
- Clean Earth Rail is terminated to dedicated Telecom Earth.
Cabinet and Equipment body shall be connected to the safety earth rail.

4.12 Lightning and Surge Protection


Outdoor cables are not envisaged in this subsystem.
The TMS equipment are designed to work with an input voltage tolerance of +/- 10% and
frequency tolerance of +/- 5%.

4.13 Servers, Operating Systems and Antivirus


Servers are designed with dual CPU, RAID6 or RAID10 Storage and Dual Power Supply
configuration.
Server operating system software shall be Microsoft Windows 2019.
Workstation operating system software shall be Microsoft Windows 10.
Antivirus software for server and workstation shall be Microsoft Defender.

4.14 Language for Documents


All documents, drawings and correspondence will be provided in the English language.
Design documents, drawings and correspondence will be provided in the English

language. The system documentation, including the installation, operating and

5 SYSTEM REQUIREMENT
Telecom Monitoring & Surveillance System (TMS) shall be designed to perform the following:

6 TMS SYSTEM DESIGN System over Modbus TCP/IP and TMS will have no role in this

communication. Only alarm signals shall be collected by TMS.


6.1 System Architecture
TMS is designed based on SGRwin network management system software (NMS)
installed on a HP DL 380 Gen 9 based server platform. The software is a vendor
independent multiprotocol management software. However, for this project all the
devices will be integrated to SGRwin using Simple Network Management Protocol
(SNMP).
TMS system also has dual redundant SNMP / MODBUS converter for collection of
predefined alarms from several critical devices along with instantaneous meteorological
sensor data from weather monitoring system and report to Process Control System
(PCS). Connectivity between SNMP / MODBUS converter and PCS is via Firewall.
SNMP is a client server-based protocol that is used for configuration and monitoring of
devices. Server is SNMP Manager and device being monitored is the Client. For this
project SNMP is used only for monitoring purposes.

structure called MIB or OID. The MIB or OID data is provided by the client device
manufacturer for loading on the SNMP manager. After the loading processes the SNMP

Under exceptional circumstances of critical alarms, the client device sends a trap
message to the server without being polled. The trap message contains alarms data, in
SNMP format, to be addressed by the server on priority. The server picks up information

SNMP has several versions. Each of the client device support one or many SNMP
versions. The server is designed to interact with a device using its specific SNMP version
for successful polling.
Most of the client devices provide Ethernet based SNMP interface. However, some of the
alarms from client devices are available as dry contacts. The dry contact alarms are
converted to SNMP based alarms by using Remote Terminal Units (RTU).
SGRwin server will be installed in the LAN cabinet in the CCB TER and connected to B-
LAN. A dedicated TMS workstation is provided one each at CPF and BdV to work as GUI
for the users.

6.2 LAN for Telecom Monitoring & Surveillance System


Local Area Network, called B-LAN, is implemented as part of this project, as a separate
sub system, to support various services including TMS.
B-LAN also comprises of Core, Distribution and Edge Switches, Routers and Firewalls
for connectivity to the internet world.
The LAN hardware and software are designed to support requirement of Telcom
Monitoring & Surveillance System in terms of ports, link for interconnecting TMS server,
TMS workstation, RTU’s and SNMP/Modbus Converter.
TMS Server shall be connected to B-LAN Distribution switch. Workstations, RTU’s,
SNMP / MODBUS Gateway will be connected to nearest B-LAN Edge Switch. PCS side
of the SNMP / MODBUS Gateway will be connected to ICSS Firewall.

6.3 SNMP Based Client Device Monitoring of System Alarms


Telecommunication devices that support SNMP over Ethernet Interface will be integrated
to TMS server for display of several system alarms based on the MIB or OID details
provided by the respective manufacturer. The MIB or OID information has the list of
alarms, alarm tag description, alarm data types etc. The MIB or OID information will be
loaded on the server for polling and understanding of traps. The device details and its
interface to TMS is provided in the architecture diagram provided in previous section. The
list of alarms provided by each of the client device is from few to exhaustive and hence
not listed in this document. MIB or OID data reference is provided as a part of
configuration / user manual documentation.

6.4 Monitoring of Client Device that does not Support SNMP


TETRA system does not provide SNMP interface. The system alarms are internal and
presented to TETRA system manager by the use of web-based http protocol. TETRA
server has a webserver and allows browsing of alarms as webpages from any compatible
browsers. Hence the alarms are internal to the system and is not available as SNMP to
external network manager.
Hence monitoring TETRA system must be carried out from external to TETRA system.
The monitoring of TETRA system is designed based on monitoring of BLAN switch ports
and the breaker auxiliary contacts that are connected to TETRA system equipment.

6.5 Monitoring Housekeeping Alarms in Telecom Cabinets

Following are the features the SGRwin SNMP manager. However, the use of these
features in this project varies depending on the device make and model and limitations
on its interface with the SNMP manager. all supporting features shall

7 BUILDING BLOCKS OF TMS SYSTEM

7.1 TMS Server – Hardware


TMS Server is based on HP make HP DL 380 Gen 9 model.
TMS Server will be installed inside in LAN Cabinet in
Telecom Equipment Room at Central Control Building (CPF).
This server will run SGRwin software to collect Telecom
System alarms and Telecom Cabinet alarms.
The HPE ProLiant DL380 Gen9 Server performance model with enhanced configuration
flexibility, high performance, and leading energy efficient design offers the perfect
solution for demanding SGRwin application.
The Server is provided with configurations compliant to project server requirements with
dual power supply, RAID 6 configuration, Dual CPU, Hard disks etc. Operating system
for the server will be Microsoft Windows Server.

7.2 KVM Switch


TFT7600 G2 KVM Switch will be installed in LAN Cabinet in
Telecom Equipment Room at Central Control Building (CPF).
KVM Consol are provided to extend the connectivity for access
and control of TMS Server. The TFT7600 G2 KVM Console
and Monitor combines a full 17.3 in WXGA+ monitor and
keyboard with touch pad in a 1 U format.

7.3 SGRWIN Software


SGRwin is a Network Management System designed to simplify
network management. SGRwin is used to monitor all Telecom
System Alarms and Telecom Cabinets Alarms.
SGRwin will be allowed to manage your multi-vendor and multi-
technology network, providing you with a complete inventory of
assets, all consolidated in a single system. SGRwin will enable
you to manage and monitor your Telecom System Alarms and Telecom Cabinet Alarms
telecommunications network, delivering business relevant insights through advanced
information management, as well as, providing a network evolution path for legacy
networks.

7.4 Alarm Input Device


MOXA ioLogik E1210 will be supplied to collect the Alarms via Dry
Contacts. ioLogik E1210 will be installed in each Telecom Cabinet.

7.5 Alarm Input Device Power Supply


Mean Well HDR-60-24 will be supplied as ioLogic E1210 Power
Supply. The input power of HDR-60-24 is 85 to 264 VAC and
the output power is 24 VDC.

7.6 SNMP To Modbus TCP/IP Converter (SNMP Gateway)


UNO-2483G will collect the SNMP Traps and convert them to
Modbus TCP/IP to send to PCS. UNO-2272G will be installed
in LAN Cabinet in Telecom Equipment Room at Central Control
Building (CPF).

7.7 SNMP Gateway Power Supply


Advantech PSD-A40W24 will be supplied as SNMP Gateway
Power Supply. The input power of PSD-A40W24 is 85 to 264
VAC and the output power is 24 VDC.

7.8 TMS Workstation


HP Z240 SFF will be supplied as TMS Workstation along with
24" Monitor model Z24n at CPF and BDV respectively. The
workstation is installed with TMS Management Application
(SRGWIN) to allow the users to monitor the Alarms related to
TMS System.
Workstations are provided with Microsoft Windows 10 operating
system.

8 INSPECTION AND TESTING

8.1 INSPECTIONS alarms from TMS

This section defines the minimum requirements for inspection and testing of the Telecom
Monitoring & Surveillance Systems.
The following tests shall be performed on Telecom Monitoring & Surveillance Systems:
• Factory Acceptance Test
• Site Acceptance Test

8.2 FACTORY ACCEPTANCE TEST (FAT)


The objective of the FAT is to verify that the system is configured for delivery meets or
exceeds the specified design and functional requirements. The test shall be conducted
according to the FAT procedure Document No. A-QAC-PRO-970-46513.
The FAT procedures will include a check of the wiring, panel internals and layouts, as
well as functionality and a check of all critical parameters.
The goal is to demonstrate full functionality of the system at the FAT prior to shipment to
site.
The System tests issued during the FAT shall first demonstrate that:
• Core components are working accordingly to required services
• Maximum traffic load is not affecting the system
• All software features are operational
• All labels are present, readable and conform to wiring documents
• Interfaces to other systems are full operational
• Spare capacities are respected

8.3 SITE ACCEPTANCE TEST (SAT)


The site acceptance test shall be based on the factory acceptance test. The site
acceptance test shall be performed at site after the completion of installation and
commissioning each system. The test shall be conducted according to the FAT procedure

following:
• Verify quality and quantity of all equipment specified in the documentation.
• Verify correct installation and commissioning of all hardware and software.
• Demonstration of all system functions.

9 PACKING MARKING AND TRANSPORTATION


The packing will be a marine type. All equipment will be protected and sealed with

special package to prevent condensation. Care will be taken from damage during
shipment and long-term storage. For Packing and shipping details please refer to

10 SPARE PARTS & SPECIAL TOOLS

11 LICENSES AND IMPORTATION DOCUMENTATION


All Licenses documents should be provided to COMPANY. All Importation documents
should be validated by COMPANY. The importation documents shall be provided early
before the material delivery. Type approval shall be provided for each system which is
not already registered by Algerian authorities. Latest software updates and new releases
for TMS components shall be provided from the date of FAT until end of warranty period.
