Roy, procedurally when a child is harmed while in the care of Children's Services, or elsewhere, the
records would be with Child Protection, and if not, then a Mandatory Reporter failed to Report, and is
outside of their Immunity since they are not acting as to their ability (Child Protection).
You should request the ER records, which would also be Obligated to go to Child Protection, as ER
staff is Mandated to Report any and all suspected cases of Child Abuse.
I am also sending this on to the Attorney General and variant Authorities Responsible for their review,
as there seems to be an egregious breakdown in Child Protection ability in TN, and they would need to
facilitate an audit to find out where this breakdown stems from, and whom is accountable for this
