Introduction
What is an Estimate? - S6
Estimate: An estimate involves calculating the costs of work on the basis of probabilities.
Thus, it can be defined as - an educated guess, - an appraisal توصيه, - an opinion,- an approximation as to the
cost of the project prior to its actual construction, or - a forecast cost of a project’s “actual” cost
- cost estimating is a blend of both art and science.

1-Measurements: all measurements is approximate.
2-Pricing: the degree of approximation is even greater because of the difficulty in predicting all the probabilities

Purpose of Estimating. - S8
- Because construction estimates are prepared before a project is constructed, an estimate is, at best, a close
approximation of the actual costs.
- The true value of the project when project has been completed and all costs have been recorded.
-The true value of the project will not be known until the project has been completed and all costs have been recorded
- therefore, the estimator does not establish the cost of a project; he simply establishes the amount which the
contractor will receive for constructing the project.
- The more valid data the estimator has available, the better he will be able to estimate the probabilities of
costs arising from the following factors: The following factors affect the accuracy of cost estimates:
Site, location and accessibility.
Subsurface and soil conditions.
Time and season.
Climatic conditions.
Wage agreements.
Strikes.
Market prices of basic materials.
Availability of money.
The demand for construction.
Types of Estimates – s 20
- When beginning to prepare an estimate, it is important to understand its intended use. االستخدام المقصود.
- Estimate can be prepared at any point throughout the life of a project. - المهندس المعماري يحسب تكلفة المشروع بكل

- Depending on the information available and preparing the estimate, the accuracy it provides will vary.

four different stages estimates1- Conceptual phase. 2- Schematic phase. 3- Design development phase. 4- Procurement phase.

in house rather than on subcontractors and suppliers

- Most contractors will do some of the work with their own workforces therefore will not request bids in these areas
Estimates considerations – s 34
On large commercial building and heavy engineering projects, worker productivities are plotted
into what are called learning curves.
Learning curves show that as the number of repetitions or units a worker needs to accomplish
increases, the time required to perform that repetition decreases.
Estimators treat project size by establishing tables which recognize the typical size of a project
and a respective price and then adjust accordingly from norms.
More repetitions = more efficiency = faster = cheaper
- Beyond that point, the cost of providing one more unit of value far exceed its corresponding value.

- in the early stage of the project, the estimator must compare the project to the other projects broken down into
quality level such as ¼, median, ¾.
- A ¼ project cost would indicate that 75% of similar projects would be of a higher quality.
- A median project cost would indicate that 50% of similar projects would be of a higher quality and 50% of similar
projects would be of a lesser quality.
- A ¾ project cost would indicate that 75% of similar projects would be of a lesser quality.
- As the project becomes further designed, the designer will begin to specify materials and systems each with
corresponding material and installation prices
- As the estimator moves to the bidding stage of a project, quality must be precisely quantified per individual unit.
- That is why detailed estimate takes longer time to be prepared.
3. Location

1- The purchasing of materials and their delivery: material costs are a factor of availability, competition, and access
to efficient methods of transportation. سعر المواد وتوصيلها يختلف على حسب الموقع

3- The cost of labor تكلفة العمال تختلف على حسب الموقع: the cost of labor is a factor of the level of training found at the
project location. On some projects, the number and the skill levels of workers are not available locally, so labor
forces have to be imported.
- location indices: for different locations and parts of the country, The cost of constructing projects in different locations
can be predicted by location indices ( based of the data )
index for a city by comparing 1-cost of labor2- equipment,3- material for that city to national average.
This allows an estimator using national average costs to adjust the estimate to a particular location
Goal indices: allows an estimator using national average costs to adjust the estimate to location.
Most major design and construction companies have developed an accurate set of location indices which they
use for their pricing, or they buy this cost data from national pricing suppliers.
Estimates are prepared in advance of the actual construction, the estimator must “project” to the future what the cost
of the work will be.
The estimate must predict what the cost of material and labor will be when these costs will be paid – not when the
estimate is prepared.
- Initial project estimates are often two or more years in advance of the start of construction
- project takes three years to constr uct, estimator therefore must identify costs as far as five years into the future.
Historical indices are developed in house or by professional companies ( such as R.S. Means or ENR) can be used to
adjust the cost of a past project to one today.( example Fig. 4-5)
This adjustment combined with the location adjustments allow an estimator to estimate the cost of a new project today
in one location by looking at a similar project built several years ago and hundreds of miles away.
Sometimes, it is difficult to project with accuracy what the index will be for a future year, so the best an estimator can do
is to look at the current trends and anticipate future labor توقع العمل في المستقبلand material prices.( example Fig. 4-5)
5. Market conditions.
An estimator who accurately incorporates the four major considerations that we just identified:
Will have an estimate that reflects the fair value of the project. Assuming a normal market without any unusual
circumstances بافتراض وجود سوق عادي دون أي ظروف غير عادية, this estimate should reflect the price to be paid.
Market conditions, , shift, and owners, designers, and contractors all look at a given project from a different perspective.
In a market without much work, contractors may bid for a project at a cost with little profit to keep their staff employed.

On complex projects, contractors may bid the work low in the hopes of making additional profit on future change orders
