Note: The former KGB Maritime Border Guard has been reorganized as the Maritime
Units of the [Russian] Border Guard Forces. The organization is evolving to a coast
guard-like role, rather than the naval/coast-defense role of the old KGB Maritime Border
Guard.
State of the Russian Fleet: Due to continued political, economic and societal chaos in
Russia, the Fleet is in a badly deteriorated state. Even those ships that remain in
commission and theoretically operational are generally unable to deploy, due to lack of
trained crews and lack of funds to buy fuel and stores. In general maintenance is minimal
or nonexistent, and there are no funds to conduct much-needed overhauls, even for major
fleet units. Many ships have been abandoned when repairs or refits came due.
This list identifies those units believed to remain operational, but most of these units are
unable to deploy for the reasons cited above. Ships in refit are listed only when there is a
reasonable chance of them returning to service. Ships laid up pending refit generally are
listed, as they could return to service if funding became available.
Many ships, especially auxiliaries, have been operating in commercial or charter freight
or passenger service to raise operating funds. These are listed as active units, as they
could rapidly return to naval roles if required.

Concept/Program: Variant of the 'Krivak' design intended for Maritime Border Guard
service in the Pacific. Major design change from 'Krivak-II' is replacement of much of the
armament by a helicopter deck, and re-arrangement of remain weapons. Some of these
units may be in reserve.
Concept/Program: Former geophysical research ship sold to the Border Guard in 1997.
Employed as a SAR ship.

Border Guards for service in the Pacific. At least one and possibly more remain in
service.

Concept/Program: Relatively large, armored "monitors" for patrol operations along the
Amur River border with China. Main guns are T-55 tank guns, complete with turrets.

Concept/Program: Armored "monitors" for patrol operations along the Amur and Ussuri
River borders with China. Main guns are T-55 tank guns, complete with turrets. All are in
the Amur & Ussuri River Flotillas.

Concept/Program: Hovercraft landing craft built for Border Guards service along the
Amur and Ussuri River borders with China. These craft are a lengthened version of the
'Lebed' class hovercraft. Are relatively heavily armed, and are probably used as patrol
craft in addition to troop/equipment transport duties. All are in the Amur/Ussuri River
Flotilla.

planned) (100 tons), 2 'Merkuriya' class patrol boats (100 tons), 28 'Shmel' class small

PO-2 class patrol boats (38.2 tons), 2 'Mustang-2' class patrol boats (35.5 tons), 20+
'Saygak' class patrol launches (13 tons), 5+ 'Yastreb' class patrol boats (9.75 tons), 1
'Terrier' class patrol boat (8.3 tons), 4+ 'Shilin' class patrol hovercraft (8 tons), 3+ 'Boyets'
class patrol boats, and 30 'Aist' class patrol launches (5.8 tons).

The Okhtenskiy and 'Sorum' class tugs are employed as patrol ships and are listed above.
There are also 2 small "presidential" yachts in the Black Sea, 5 'Bis' class riverine fuel
lighters in the Amur Flotilla, 1 'Muna' class ammunition lighter in the Pacific, 4 'Kanin'
class cargo lighters, and 11 Project 1496 small harbor tugs in the Pacific.
